In spite of the efforts done in the past to implement in Codelco best practice guidelines and standards on several important sampling, assaying and variability issues, many people, particularly top managers and operators, are still not aware of the relevance of the use of the principles and practice of geostatistics, sampling theory, analytical chemistry and the understanding of processes variability from rock to cathodes. As a result, an important challenge for the sampling community is to find out the causes of this lack of awareness and to develop communication skills to influence the organisation, particularly the top management level. This situation is not affecting only Codelco; it is a common characteristic of the copper mining industry. The main cause is cultural. Judeo-Christian and occidental sciences are deterministic. This implies a disregard of process variation and the assumption that homogeneity is omnipresent. Another important aspect of the cultural challenge is education. Education is the most efficient way to transfer a system of ideas, traditions and practices. To implement proper courses of sampling theory and geostatistics and support to multidisciplinary education at universities, mining companies will improve teamwork between geologists, mining engineers, metallurgists and chemists. The improvements will imply a more sustainable and efficient mining business.

The Mineral Science Laboratory of the Government Chemical Laboratories has recently investigated various procedures for the analysis of the platinum group metals (PGMs). This investigation covered a number of methods for the extraction and preconcentration'of the PGMs from a wide range of geological materials. The nickel sulphide extraction technique proved to be overall the most applicable procedure. Flame atomic absorption spectroscopy (FAAS), electrothermal atomisation atomic absorption spectroscopy (ETA-AAS), inductively coupled plasma atomic emission spectroscopy (ICP-AES) and inductively coupled plasma mass spectrometry (ICP-MS) were examined for their suitability in analysing platinum group metals in solution. ETA-AAS and ICP-MS proved to be the instruments of choice due to their low detection limits.

With the increased variability of todayÆs large-scale mining operations, consistent flotation performance is important to improving and sustaining overall recovery through the circuit. The Newcrest Telfer Mine has implemented advanced process control technology to obtain stable level operation and consistent mass pull in the copper rougher and scavenger flotation circuits. The final result has been an overall reduction in variability, which impacts on both copper and gold recovery. This paper describes the methodology and implementation of the improvements in control at the Newcrest Telfer Mine as being an essential part of the business for minerals processing.

For deposits where a full assay suite of elements/oxides is available and where several variables are critical to the evaluation of the deposit, it is desirable for the estimated block values of all elements/oxides to sum to 100 per cent of the weight per cent. This is difficult to achieve in practice and the estimation methods used need to be designed to minimise bias of the key elements/oxides by ensuring that block estimates are consistent with the individual assays and that the estimated totals are as close as possible to 100 per cent.This paper presents a case study of two domains within a magnetite hematite deposit, one with a high level of drilling classified as Measured and one with a lower density of drilling classified as Indicated. Several estimation methods were tested to evaluate their ability to maintain consistency of the proportions of each element/oxide and sum to 100 per cent. The following methods were evaluated: ordinary kriging, co-kriging, inverse distance and min/max autocorrelation factors (MAF) all as implemented in the Geovariances Isatis software.The comparisons showed that the MAF method produced the most robust estimates in terms of block totals and that grades and tonnages at the reporting cut-off were not significantly different between methods. There are numerous detrital diamond deposits worldwide with uncertain or disputed links to known primary kimberlite/lamproite sources. In this study, we utilise 40Ar/39Ar dating of clinopyroxene inclusions in diamonds as a provenance tool applied to the mega-placer deposits along the West Coast of southern Africa. These data demonstrate that most West Coast diamonds originated known Cretaceous kimberlites on the Kaapvaal craton with negligible input from proximal Permian glacial deposits. The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. Visual computing opens the design process to a wider audience and allows rapid communication of mine plans to all stakeholders. The integration of software and hardware technologies that take advantage of a graphical environment will continue to improve both long-term and short-term mine design (Figure 1). A good design must be adaptive to respond to decision changes as the mine develops and more information becomes available. The constraints on mine design predicate careful analysis in order to operate the mine as efficiently and safely as possible.Continuous improvement in mining is assured by developing innovative technologies that target mine survey, drill and blast, modelling, short-term design and pit and stope optimisers. The design life of a mine has to be sufficiently long to ensure the mine is commercially successful, justifying the high start-up capital costs. Being able to execute a plan so that it honours the design realises the rewards of computerised mine planning and the long-term investment in data acquisition.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

Sampling is an integral part of gold bullion analysis. Gold mining industries sell millions of dollars worth of gold on the basis of analyses. Biased sampling can cause a serious loss in terms of monetary value to a mining company; hence accurate sampling is of great importance. The sampling procedures for gold bullion will be described. Emphasis is given to the most reliable method of obtaining a representative sample from a gold bar. The problems associated with sample preparation will also be discussed.The sampling procedure at the Kalgoorlie Metallurgical Laboratory will be evaluated in the light of comparative results from the Australian Gold Refineries (Perth, Kalgoorlie). The most common sampling practices adopted by different gold mining companies in the Goldfields and Australian Gold Refineries, Western Australia will also be presented.

The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. A joint project between the Fan Kou Mine, the Guangzhou Research Institute of Non-ferrous Metals, the Julius Kruttschnitt Mineral Research Centre, and the Changsha Design and Research Institute of Non-ferrous Metals has implemented grinding control on a circuit consisting of two primary mills and a single secondary mill at the Fan Kou mine in northern Guangdong province, PR China. This paper describes the initial design of the control system and the changes made during its implementation. The initial design was to obtain maximum throughput at a constant product size. This was changed so that the control provided a constant product density at a set feed rate. The set feed rate is reduced when necessary to prevent overloading of critical components in the circuit. The reasons for the changes in the control strategy are discussed.

The Broken Hill orebodies have 'traditionally been mined by cut and fill trethods. In the mid-1950's New Broken Hill Consolidated Limited experimented with sublevel longhole open stoping but did not pursue the method due to inefficient loading and poor fragmentation. The introduction of longhole open stoping in 1968 was a radical change and was necessary to enable the profitable extraction of lower grade orebodies and this method is now used for 55% of the production from The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines.

The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited The mine is targeting Zero Lost Time Accidents as a goal. The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (ie underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

This is particularly evident in underground coal mines where reserves are becoming deeper and more hazardous to extract. The CSIRO, through its Exploration and Mining Division, have recently delivered on two projects aimed at providing step-change capabilities in real-time risk management and hazard control. New England Antimony Mines has operated the Hillgrove Gold Plant at Hillgrove in New South Wales since 1969, producing stibnite and arsenopyrite products by selective flotation. Gold is present in the ore as fine free gold, gold associated with stibnite and gold associated with arsenopyrite, with some ten to 20 per cent of the gold reporting to the antimony stream and 35 - 50 per cent reporting to the arsenopyrite stream. Opportunity to process the arsenopyrite concentrate for onsite recovery of the gold values to improve upon the ten per cent recovery achieved by conventional cyanidation was recognised and subject to comparison with biological oxidation, roasting, nitric acid oxidation, low temperature oxidation (Activox«) and conventional pressure oxidation. Following further testwork and a feasibility study, a 7500 tonnes per annum concentrate feed pressure oxidation autoclave circuit was constructed at Hillgrove and commissioned in October 1999. The plant has operated at the close to design capacity since commissioning whilst optimising various operational and metallurgical aspects. The last three years has seen the process achieve an overall gold recovery of greater than 90 per cent for oxidised concentrates.

The various risk components to be addressed by explorers and project developers (and their investors) to minimise and/or manage the risk of Pacrim mineral investment are summarised to provide an overview of the issues involved and to set the scene. It then highlights the role of individual Mineral Industry Professionals (especially independent consultants) who are at the heart of any risk reduction or risk management strategy. The involvement of accredited qualified/experienced (competent) and reputable professionals is essential to produce realistic and reliable results that gain and maintain investor confidence. Today, high ethical standards as well as technical competence are sought by government legislation/licensing regimes and initiatives of professional bodies like AusIMM, MICA, Professions Australia, Council of Professions, etc. All attempt to regulate and guarantee reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in many Pacrim countries). Brief comment will discuss the usefulness of accreditation and ethics codes plus other specific codes (eg JORC/VALMIN and their international analogues in Canada, South Africa, etc) in reducing risks.
