Sun Metals Corporation Pty Ltd (SMC), a wholly owned subsidiary of Korea Zinc Co Ltd (KZC) is a company formed to develop, construct and operate a zinc refinery, 11 km south of Townsville in North Queensland. The project opportunity exists because of on-going consumption growth for refined zinc metal, technological, environmental and economic obsolescence of existing zinc processing plants, and a prolonged ædroughtÆ of new zinc processing capacity under construction. The Project will utilise proven technology developed by KZC at the Onsan refinery in Korea. The Townsville Refinery has been designed to be the most environmentally-friendly zinc refinery in the world, and in particular to resolve the issue of secure, long term treatment of the ironbearing content of the zinc raw materials.

Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

The torsion test is considered as the best test used when the part is subjected to static or dynamic torque. Many published papers have investigated the torsion of non-heat treated metals. However, very few published papers dealt with the torsion behaviour of heat treated metals. The aim of this work was to study the effect of heat treatment on the torsion behaviour of steel alloy (AISI 01), which can be used for manufacturing small and medium drills, taps and reamers. The diameter of specimens used was 15 mm. The metal used was heat treated under different conditions, then torsionally tested. The results of torsion test were divided into two groups: results obtained during elastic limit from which the shear stress, shear strain and modulus of rigidity were calculated, while from the results obtained during plastic limit the plastic depth was calculated by applying derived equation when the angle of twist was more than yield value. The results obtained indicated that the value of hardness alone is not sufficient to establish heat treatment conditions. Rather, it was found that the determination of plastic depth together with hardness can help in the establishing of the optimum condition which was hardening temperature of 820¦C, hardening time 20 minutes and tempering temperature 220¦C. This condition produces hardness of 60 HRc and plastic depth of 2.5 mm.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

Benchmark practices in the mining industry include the establishment of Quality Programs — Quality Assurance and Quality Control (QAQC) — to monitor the correct execution of sampling protocols and control each stage of the ‘Sample Cycle’: Sample Collection, Preparation (comminution) and Analysis. QAQC reports commonly include statistical-numerical results that quantify performance of QAQC controls (field duplicates, preparation duplicates, blanks, standards etc). Graphics such as scatter plots, QQ plots, histograms and cumulative frequencies are used to represent the results. Statistical values including relative difference, absolute difference, relative variance, averages, T-test, and Zscores are used to quantitatively express the relationship between duplicate pairs ... but is an effective quality program just a statistical exercise? This paper aims to highlight the concept of ‘Quality Management’ (QM) as the precursor of continuous monitoring (ideally in real time) of QAQC results on Exploration, Production, Processing and Port samples, determined by trend analysis performed on a time and/or grades basis. Currently, there is a paradigm in the process of quality assurance that if individual data points fall within a predetermined acceptance limit then they are ‘acceptable’ and therefore suitable for informing operational and investment decisions. However, what is stated with respect to QM is that sometimes results found within the acceptance limits can indeed be internally biased, or show material deviations over a period of time, thereby impacting reconciliation results and/or potentially creating discrepancies with the final buyers. QM refers to the proactive detection of these ‘anomalous tendencies’, the approach and communication with the source of the information, the understanding of the reasons that cause the deficiencies, and the generation of agreed action plans to remediate the situation and ensure the consistency of results, in other words: continuous improvement on proactive manners.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

In recent decades the awareness of environmental issues by the general public has developed at an accelerat- ing rate. This is the result of a number of factors including more scientific knowledge of environments and of the impacts of modern society upon them, higher levels of education, the opportunity for people to travel more, and the success of the various communication media in bringing in- formation to the communities of the world about such environmental crises or threats as the smogs of Los Angeles and London, the Torrey Canyon and Santa Barbara oilspills, Minamata disease in Japan, the spread of the Crown of Thorns starfish, the disposal of toxic industrial wastes into the Upper Rhine, the discovery of high mercury and zinc contents in marine foods in southern Australian waters, and the proposal to mine limestone at Precipitous Bluff in Tasmania.

Heavy media separation serves to upgrade mill feed and reduce unit operating costs, allowing ores to be mined which could other wise be uneconomic. At the Aberfoyle mine at Rossarden in north-east Tasmania, a simple heavy media operation using a converted Akins screw classifier as a separating vessel, removes barren quartz from mineralised material. At the Cleveland mine at Luina on the west coast of Tasmania a more complex ore mix requires a versatile operation combining hydro-dynamic and static separation equipment to provide an efficient beneficiation circuit. The two operations are briefly described with a background of basic heavy media separ- ation practice.

A method using dynamic programming for solving the optimum pit limit problem was presented in an earlier paper. A recent issue of this journal contained some contributed discussion on the implementation of this technique. In this paper we provide some additional ideas and possible options one can incorporate into the method. In particular, an efficient procedure for obtaining further optimum pit outlines on extensions of the original block model is described.

A residue storage facility (RSF) was designed to cater for Davidson Creek Area and Robertson Range Area operations under the FerrAus Pilbara iron ore development project in the Pilbara Region, Western Australia. Annual ore production was about 15 million tonnes over a period of up to 15 years. The RSF was designed to handle a tailings production rate of 2.2 Mt/a over the project life with ability to be expanded at a later date. The composition of tailings was predominantly -45 ¦ material with some spiral reject material. The fraction of solids was expected to be between 40 per cent and 50 per cent solids by weight.The RSF was designed as an above ground storage facility, integrating with a mine waste dump planned close to the selected RSF site. This integration helped to increase the stability of the RSF embankment and to reduce the construction cost. The main source of construction material for the remaining part of the RSF embankment was selected to be mine waste. The RSF was designed to be constructed in stages by considering the availability of mine waste according to the mining schedule. The use of mine waste for construction of RSF embankments has several benefits over use of borrowed material. These include less construction costs and less disturbances to the environment, by minimising borrowed areas and waste dump footprints.CITATION:Wanninayake, A, Novello, E and Gillani, I, 2013. The results of shaft lining monitoring gave rise to an investigation of cracks observed in the structure. An hypothesis was made that the cracks might be due to stresses caused by energy wave propagation, triggered during blasting or by the rock falls. However, it could not be excluded that the cracks had their origin in the rheologic changes taking place in the concrete. To prove the hypothesis, an investigation of the scale of the increase of stress due to the energy triggered was undertaken. At the same time it was decided to attempt to determine the "damage threshold" for such material in the danger zone. In the paper the investigation and its results are presented, as conducted in one of the shafts. In conclusion, certain generaliza- tions are proposed to give a starting point in the consideration of similar problems elsewhere.

In the current cycle of low commodity prices and rising costs, mine managers continue to focus on optimising mine performance and productivity. A critical component of strengthening performance and productivity is ensuring material is routed correctly and efficiently through the core mine production activities of drilling, blasting and grade control.By the time a blast is planned, an enormous amount of intellectual property has been invested in the exploration, resource development, feasibility studies and mine planning activities. The value of that knowledge is either realised or diminished during mine production. Efficient execution of the process is critical and is reflected by the quality and timeliness of the information produced.Multiple teams are involved in the mining extraction process. These teams are all under time pressure to keep the mine equipment operating. One of the root causes of this pressure is the dependency between the teams. They do not operate in isolation, but are a link in a chain depending on the outcomes of each activity. It is essential communication is efficient so tasks can be completed according to the production schedule. Unfortunately, communication fails when unintegrated systems are used because of:- different teams seeing different data, hence there is not an overall, up-to-date view of progress and priorities- lack of cross-functional visibility of data leading to failure to identify errors in time to address or correct issues- teams tending to be siloed and focusing on their part of the process rather than the overall objective.With different systems used for the parts of a common goal, supervisors and managers lack visibility of the process. This makes it difficult to identify process improvement opportunities.Streamlined communications help consolidate all data and activities resulting in improved cooperation between mine production teams. This outcome increases the confidence and efficiency of material routing decisions. It also reduces potential impact to mine performance from errors in early stage tasks like drilling and grade control. This paper discusses the technical and cost benefits of alternative data collection techniques used to collect lithological information, obtain laboratory testing samples and perform in situ testing. A comparison between diamond coring and sonic coring techniques is made using data from a recent geotechnical investigation for a final pit slope cut-back. The impacts of the coring method on laboratory strength testing results, material character testing and, ultimately, the mass strength parameters and subsequent slope design adopted are compared. The sonic coring method was chosen out of necessity and enabled the collection of tube samples of a clay unit of interest as well as bulk samples for material character and geochemical testing. The sonic coring generated unexpected degradation of clastic units, while cohesive clay-dominated units were recovered well. The likelihood that disturbance due to the coring method would result in lower than expected triaxial strength results was recognised ahead of time, with surplus samples collected and single-stage triaxial strength testing undertaken. This testing compared favourably with historic three-stage testing, where sample degradation occurred during the later stages. Material character testing of fine-grained, clay-dominated units was comparable with historic diamond core testing, while grain size estimates for more clastic units tended to be finer than previous results. The use of sonic coring over non-cored methods enabled the collection of material texture data, geotechnical properties and a full suite of geochemical analyses. This provided a comprehensive understanding of the lithological and geotechnical character of the rock and soil mass. A high-confidence geotechnical model was developed. The end result was the development of a slope design that was more aggressive than was previously designed (5° steeper inter-ramp angle), which has proven to be appropriate to the conditions following excavation. The economic, social and political environment of the mining and minerals industries is, as we all know, volatile and affected by constantly changing international forces. In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.
