Continuous improvement in environmental management assists in the achievement of sustainability goals for the mining and processing of minerals. The use of regular internal environmental audits (scored or unscored) which form an integral component of an Environmental Management System (EMS), provide demonstrable evidence of this improvement. The audits described in this paper involve working with site personnel to develop and implement major improvement projects, providing advice on how to improve environmental practices and facilities, and disseminating innovative ideas and practices across the site and to other operations within the same group. Essentially the lead auditor assumes the role of a æskills coachÆ as opposed to a æpolicemanÆ, which is quite often the case for many audits. The audit process has been developed from involvement with a number of major coal mines in the Hunter Valley, where regular internal environmental audits have been undertaken every two to three months, over periods varying from 18 months to five years and more recently, with a metalliferous mine in the Northern Territory. Examples of the benefits of improved environmental performance (driven by the audit process) to sustainable development are provided. The auditing process as described is applicable to metalliferous mines, the processing of mineral ores, coal mines, coal handling and preparation plants, quarries, and oil and gas projects.

When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

The problems experienced with longwall mining machinery motivate the development of an expert system for fault diagnosis. The techniques of knowledge representation, database, knowledge base and inference engine guide the selection of the expert systems and languages -"Turbo Prolog"- as exemplified in the case study of hydraulic support. The aim is to hasten future development of a fault diagnosis system and the design of a system to locate and determine the causes of failure of longwall machinery. The system would use its stored case history and other information to make fault diagnoses and suggest appropriate remedies. Consequently down-time would be reduced and production and profitability should increase.

Iron ore, which is transported by rail from the iron ore mines at Sishen in the Northern Cape, to the Saldanha Iron Ore Terminal in the Western Cape, needs to be analysed while loading to be exported. Every shipment will be sampled and an average analysis of the ore will be produced which is required by the purchaser at the receiving port. On arrival at the iron ore terminal at Saldanha, the ore is tipped from the rail trucks onto conveyor belts to be either stockpiled or direct-loaded. The conveyor belts run under the sampling plant and the ore is sampled periodically by means of an automated cross-belt sampler. This is the first iron ore port sampling facility in which the automated sampler is situated above the conveyor belts and not adjacent to them. A portion of the primary sample taken off the belt is moved to the dedicated sampling laboratory situated behind the cross-belt sampler and over the conveyor belt lines. The sample is split in the laboratory, one split being used for moisture and particle size determination and the other part is dried and then analysed by means of X-ray fluorescence spectrometry (XRFS) on fusion beads for major and minor elements. Particular care is taken to obtain high quality data for penalty elements.This sampling plant is completely automated and from the primary cross-belt sampler to final analysis by XRFS no manual steps are involved. This has meant that some processes are used which are suitable for automation and are ISO compliant but not necessarily ISO-certificated. The ISO manuals were developed with manual laboratory processes in mind. Precautions are also taken to maintain the integrity and representativity of the samples. THE Taranaki oil-field is situated on the western side of the North Island of New Zealand, at about its widest part, and may be said to be the most compact and fertile part of the Dominion, for, with the exception of the. upper half of Mount Egmont and of the ranges adjoining, which absorb 36,000 acres, the whole of the area, miuus what is taken up by the rivers land streams-is suitable for settlement, and certainly two-thirds is good land. The gross area oE the district is 2,417,299 acres.The principle rivers are the Wanganui, Mokau, Waitara, Patea, and Waiwakaiho. Mount Egmont, which is 8260 ft. high, used to be called Taranaki, and from it the district takes its name (the Maori meaning of which is "sloping peak ").

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Computer simulation is a well-accepted tool for modelling the behaviour of large or complex operating systems. Less common is the use of simulation as a design aid, but FluorÆs simulation group regularly applies discrete and continuous simulation models to assist with optimisation and risk management in a wide variety of mining, mineral processing and logistics applications. To demonstrate the wide applicability of simulation modelling as a design aid, this paper describes three case examples from FluorÆs recent work that cover both discrete and continuous operations.

Regional conceptual and grassroots exploration by Epithermal Gold Pty Ltd. during the latter part of 1984 resulted in the virgin discoveryof the Mt. Fullstop Gold property located 115 kilometres west of Townsville, North Queensland. A major compilation of Epithermal, Hotsprings and Bonanza gold ores of volcanic association as defined by Lindgren in 1933 Ind refined by Buchanan and Eimon was reviewed. The geologic characteristics observed at Mt. Fullstop were found to be similar to those recorded with some S.W. United States gold Deposits.

In the past decade mineral deposit models have become an important tool for the exploration geoscientist. By combining genetic theories on the formation of particular deposit styles, with geological, geochemical and geophysical criteria relevant to ore location, it has been possible to more effectively focus exploration effort to the regions and local targets which have the best chance of success. However, such models have their limitations, and must be carefully and critically applied and continually updated as new technical and research information becomes available.

There is a growing demand for copper driven by its applications in renewable energy and electric vehicles. Sulfide ores are an important source of copper. Flotation is a critical front-end process used to remove gangue minerals and concentrate the copper minerals. The electrochemical activity of sulfide minerals contributes to their overall activity in the flotation pulp. The mineral rest potential dictates how collectors interact with the mineral surface, and hence ultimately on the flotation response. Dissolved oxygen, (DO), pH, redox potential (Eh) and water composition and ionic strength are also significant in controlling flotation performance. The aim of this investigation was to determine the influence of the electrochemical environment both during milling and flotation on the flotation behaviour of bornite and chalcocite. For this investigation, the interactions of collector with bornite and chalcocite were studied using synthetic plant water (SPW1) and deionised water (DIW) at 5 different pH levels. Sodium isobutyl xanthate (SIBX) was used both in microflotation, collector adsorption and zeta potential tests.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

A report is given of the problems of finance and physical resources that currently affect The University of New South Wales, and of some of the measures adopted to alleviate them. Partly as' a result of review procedures, a School of Mines was formed to amalgamate Applied Geology and Mining Engineering, and to add the skills of extractive metallurgy to produce a group to match the needs of the minerals industry. A review of courses within the School indicated a need for enhanced computer teaching, which is partially negated by a lack of resources. It also shows an overcrowded course whose structure could possibly benefit from a split into managerial and specialist streams.

Many of the recent major achievements of our industry were visions of our forefathers in the 1800s. Only recently has technology been able to meet the vision of our predecessors. This paper follows the development of selected aspects of tunnelling from the 1800s to present day. It appears that, at the turn of the century, technology is beginning to catch up with our vision and we are able to put our ideas to work more quickly.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

St BarbaraÆs Marvel Loch operations have successfully used longhole open stoping as the primary mining method for a number of years. A transition to Core and Shell mining was implemented in 2009 to recover substantial ore grade resources remaining in sill and rib pillars. The transition to core and shell for the Exhibition lode required continuous waste filling of created voids and thus the removal of the crown pillar at the base of the Exhibition pit by blasting. Access to the top of pillar was denied as the pit was partially rock filled with waste rock from underground development.Beyond the technical challenges of the blasting project, a simple and transparent risk management process was developed to ensure appropriate controls and mitigating strategies were in place to minimise risk to personnel during the pillar removal process.Although failure of the crown pillar was anticipated but with the actual timing unknown, on 25 December 2011 the crown pillar yielded during normal mine operations. Engineered and isolation controls in place at the time were of a sufficiently high standard to ensure limited exposure of the underground workforce and minimal damage to mine infrastructure. Successful risk management through implementation of appropriate controls during the project lifecycle of two years and three months proved to be fundamental to the safe removal of the crown pillar.CITATION:Barrie, S C, 2012. The discovery of nickel sulphide deposits at Kambalda in 1966 heralded the development of ò an industry with a capital value of over $1.5 billion producing about 10% of the western world's nickel. ò an unprecedented exploration boom in which over $200 mil- lion was expended in 10 years in the search for nickel deposits. ò a major new class of nickel deposits stimulating exploration for similar deposits overseas. and rapidly propelled a struggling small mining and exploration company to become one of Australia's corporate giants, provid- ing a much-needed stimulus to economic activity in a region suffering from a severe downturn in its principal industry, gold mining. Production of nickel in Western Australia commenced at Kam- balda in 1967 and grew rapidly to a rate of over 30,000 t of con- tained nickel per annum in 1970, 40,000 t in 1973 and 50,000 t in 1975. Early production was aided by a shortage of nickel on the world market due to disruption of supply from the major Canadian producers, resulting in high free market prices for the metal. Since these early years, the industry has experienced a number of cycles of indifferent health due principally to market developments overseas, although the level of production of nickel in Western Australia remained fairly consistent. The two most serious of these, in 1977-8 and 1985-6, forced the closure of a number of mines. Current nickel prices are allowing remaining producers to enjoy a measure of relative prosperity, although there is little general speculation that this will be long-lived. Nickel deposits discovered in the exploration boom were almost exclusively related to ultramafic rocks. Volcanic peridotite (komatiite)-associated deposits, exemplified by the Kambalda ore- bodies, were the targets of initial exploration which was concen- trated on ultramafic sequences near lower stratigraphic contacts with underlying mafic rocks. Subsequently, discoveries made in coarse-grained dunites in interpreted intrusive settings broadened the search parameters.
