In recent years, the. art of electric steelmaking has received a great deal of attention, and naturally, much controversy has existed from time to time regarding the relative merits of different practices and tywes of furnaces. Nevertheless, at the present time, the basic principles of the process are reasonably well established, and by far the greatest percentage of electric steel is a product of the basic lined, direct arc type furnace. Ferro alloy manufacture has demanded the development of furnaces having very different characteristics to those used for steel. Some special alloys, however, require conditions of manufacture which are more closely approached in the steel type furnace, and thus the latter has been adapted where necessary for the production of these alloys.One such alloy, low carbon ferro-manganese, is manufactured at Whyalla, South Australia, in a basic-lined, direct arc furnace, which is used alternatively for the production of alloy steels.BRIEF HISTORY OF THE ELECTRIC FURNACEThe principle of melting by electricity was first applied to the melting of iron in 1879 by William von Siemens, whose equipment consisted of a small crucible into which were introduced two carbon electrodes. The measurement and management of deformation in underground excavations is a key responsibility of geotechnical and mining engineers. A critical aspect of these roles is to ensure there is sufficient ground support capacity for the expected demand.Current methodologies for monitoring deformation and ground support serviceability-limits require measuring displacement at distinct points, or using visual observations. These current methods limit the assessment to a qualitative interpretation of deformation across the entire excavation.Recent advancements of Light Detection and Ranging (LiDar) technology permit a new method for monitoring deformation that allow a full 3D image of extended sections of an excavation to be precisely scanned. The results from the comparison with subsequent scans provide valuable information on the magnitude, direction and extent of regions exceeding the ground support serviceability-limits. This new method now provides a quantitative assessment across the entire excavation being monitored.The implementation of regular scanning has been demonstrated to be highly advantageous not only at mines with swelling or squeezing ground, but also at mines with rapid seismic induced deformation. A career in the mining industry is both challenging and rewarding but comes with some unique complications. Few other industries have such a far reaching effect on individualsÆ lifestyles. Furthermore, few people working within the resource sector could say their job has had no effect on their lifestyle. Mineral deposits in Australia seem to exist predominantly in remote locations like Telfer, Mount Isa and Olympic Dam. With this comes a choice for young professionals; one that is not easy to make, with either alternative often having its pitfalls. This remote nature usually requires professionals (especially graduates and juniors) to choose between a fly-in, fly-out location or relocation to a remote town with less facilities (and some may argue attractions) than their coastal cousins. The challenge for young professionals is to pursue a career that will satisfy their professional goals while developing and maintaining away of life that is emotionally fulfilling.

Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

The procedure for operation of deluge systems installed in road tunnels is still a subject of debate. The work undertaken in this paper assists in the understanding of the effects of deluge in road tunnels, and thus aims to help inform the development of operational policy. Analysis was undertaken using computational fluid dynamics (CFD) simulations to help explore the deluge interaction with the tunnel ventilation (including smoke exhaust) and combustion products. It was found, for the scenarios considered, that: Deluge activation can decrease the required critical velocity for smoke backlayering, and this in turn can improve the effectiveness of a smoke exhaust system.The dominant parameter for deluge effectiveness is the vehicle configuration, with shielded scenarios (such as a fire in the passenger compartment) showing almost no water reaching the fire. The water delivery rate (5 mm/min versus 10 mm/min) has only a minor effect on the smoke duct damper inlet temperatures and downstream smoke temperatures for small fires (5 MW). For large fires (50 MW) the higher water delivery rate gives slightly improved performance (lower damper inlet temperatures and lower downstream smoke temperatures). A one-dimensional transient tunnel model incorporating different operational and deluge response policies (ie deluge activation times) was developed. It was used to examine the influence of different operational parameters on life safety risk and tunnel damage risk. It was found, for the scenarios considered, that: The life safety risk for different scenarios has a sensitivity to deluge activation policy with the case of delaying the deluge activation for a long time giving the worst outcomes. However, the most critical parameters for life safety risk are operator response time (for all response activities, not just deluge) and the type of fire (configuration, size and growth rate).There is a reduction in risk of tunnel damage when the deluge is activated earlier, although the fire configuration (ie whether or not the seat of the fire can be reached) has the greatest influence on the outcome. It is concluded that the deluge activation policy should be case-dependent. It will depend on the tunnel, the safety systems provided, and most particularly the vehicles involved. The current policy in Australian tunnels is for manual activation of the deluge by the tunnel operator as soon as practical after the fire is confirmed (see also PIARC, 2007). This is a good policy. However, future work may be helpful to improve the skills of operators to make the best judgement as to when deluge should be activated, balancing all risks. This work could include research to further the understanding of deluge and fire in road tunnels, training programs and consideration of historical fire events.

The Chigirishima Smelter of Toho,Zinc Co., Ltd. is the largest independent custom lead smelter in Japan and produces about 60,000 tonnes/yr of electrolytic lead. The quantity of slag produced by blast furnace is approximately 65,000 tonnes/yr, 30,000 tonnes/yr of which is sent back to the sintering plant for mixing with lead concentrates. The remaining slag used to be piled up at the yard until the operation of the fuming plant started in July 1977. We examined the slag fuming process with the purpose of achieving: 1) Improvement of the operating results by recovering zinc and lead from blast furnace slag. The lead content in slag at Chigirishima is slightly high, because the height of blast furnace shaft is low and consequently the quantity of sinter smelted per area at tuyere level is rather large. 2) Production of a salable slag as raw material for cement by lowering zinc and lead content in slag.

For the past 150 years, drilling and blasting has been an integral part of the underground mining industry in Australia. Ever since Busby's Bore was developed using black powder to supply Sydney with water, miners have been drilling holes, filling them with explosives and blasting the rock into a manageable size. The drilling was fairly straight forward but the explosives were always a mysterious commodity. It worked, but how and why? The explosives industry is now working much closer to the mining industry to dispel these mysteries and also to aid the advancement of explosive technology. This paper looks at the results of these advances in the form of explosives, accessories and blasting systems.

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

The Iron Magnet deposit has been mined since 2007 when Arrium (then OneSteel) commissioned the magnetite concentrator to supply feed to the pelletising plant in Whyalla. The concentrate quality requirement for the customer required consistent product with minimal variability. In the early stages of operation, it was identified that the feed variability introduced significant changes in the concentrate quality, which was outside the acceptable customer limits.In 2011, a geometallurgical regression model was developed that allowed for the estimation of concentrate quality produced from the feed material. This was based on a laboratory-scale Davis Tube Recovery (DTR) test performed on the feed material. The objective of the project was to characterise the raw ore in the pit to allow for blending prior to crushing. By blending the feed to the concentrator, minimal concentrate quality variation within the plant was achieved. The orebody was divided into geometallurgical classes, called ore types, based on the mineral texture and magnetic mass recovery. Each geometallurgical class consisted of material with similar metallurgical performances. For each individual blast pattern, the ore was grouped into the geometallurgical classes and a composite sample was created. The composite sample was put through the laboratory-scale DTR test and the results were used to estimate the metallurgical performance of the material.The characterisation process and feed pile build methodology was applied in early 2013 and went through an optimisation and streamlining phase. Since the implementation of the geometallurgical characterisation process, the plant has seen a significant reduction in concentrate variability and measurable throughput gains. Upon subduction, water is liberated from the sediments and the porous struc- ture of the oceanic crust and from de- hydration of minerals for redistribution and chemical reaction. A survey of pro- cesses which are likely to occur along the subducting plate reveals that water may well be basic in subduction induced gas generation, magma formation and ore deposition. In analogy to the industrial water gas process, reaction of water with car- bonaceous matter, in subducted sediments is likely to yield substantial volumes of hydrogen and carbon dioxide. While water and carbon dioxide appear to play a determining role in the development of differentiated magmas, hydrogen will react with metal sulfides and sulfur to form hydrogen sulfide which is essential in sulfide ore depo- sition. A survey of possible metal extrac- tion chemistry along subduction suggests a stepwise solubilization of metals from sediments and oceanic crust, and a poten tial accumulation of dissolved metals in zones of characteristic composition. The metal spectrum in ore deposits at near surface appears to reflect the com- position of the solution in the respec- tive subduction zone. A tendency for preferential solubi- lization of copper at subductidn level, from among the transition metals, an in- creasing generation of hydrogen sulfide in the sane direction and partition effects as well as sulfide precipitation characteristics lead to enrichment in copper and to its selective deposition in the direction towards the trench as observed in S. Latin America. A postscript deals with the formation of native copper.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

Saxonvale mine is a multi bench open pit coal mine developed to its Stage I capacity of 1.75 Mt/y of run of mine coal. Detailed engineering studies for the mine commenced in April 1980, approval to proceed with the development was received in July 1980 and first coal shipments were made in April 1982. The engineering and project management of the mine development was carried out by BHP Engineering. This paper outlines the design and site administration for the development and describes both the organisation structure and the control and administration procedures used by BHP Engineering to ensure that the project was Successful.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

The Bowen Basin of Central Queensland covers a total area of 3 200 000 ha. The Basin has proven reserves of about 24 000 000 tonnes of coking coal and steaming coal which constitutes about 70 percent of the known coal reserves in Queensland. Large scale open cut coal mining in the Bowen Basin commenced at Moura in 1959. There are now 16 open cut mines operating in the Basin and they collectively mine through about 3000 ha of land each year. Most of the land which has been mined has previously been used for extensive grazing. No mining has yet taken place on cropping land although coal reserves underlie land which has been cropped or has potential for cropping. The primary objectives of almost all of the mining companies operating in the Bowen Basin are to rehabilitate mined land to a stable and productive form which is compatible with surrounding land use which is dominantly grazing. The acceptability of these objectives is considered against the prospect of mining of cropping land and the qualified success of the return of rehabilitated land to grazing uses.

SLon magnetic separators utilise the combined force fields of magnetism, pulsating fluid and gravity to continuously beneficiate fine weakly magnetic minerals. They possess the advantages of high efficiency, low operative cost and high reliability. Until now there were about 600 SLon magnetic separators widely applied in processing oxidised iron ores, ilmenite, manganese ore and many other minerals. In this paper, several typical oxidised iron processing flow sheets with SLon magnetic separators are introduced.

The different stages of the metallurgical evaluation of an ore resource and their importance to overall project evaluation are described. Particular emphasis is placed on the liaison that is necessary between the different members of the project team from the preliminary exploration phase through to the completion of the final feasibility study. Metallurgical input at the earliest stage is recommended. The incorporation of metallurgical and marketing data into ore reserve statements and the effect of the metallurgical evaluation on ore reserve classifications are discussed.
