My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

Economic evaluations of mineral projects are based on discounted cash flow analyses, followed by sensitivity and risk analyses. However, the global macroeconomic and political environment in which the mineral industries operate have a profound effect on the viability of individual projects. Since the oil crises of 1974 and 1980, demand patterns for minerals have become much more variable and prices more volatile. Significant changes in the geographical distribution of world mineral supply and demand are underway, and the mix of minerals used is also changing. Social and political factors are as important as economic and technical factors in determining the viability of mineral ventures. Economic evaluation of mineral projects have to be undertaken in a more uncertain and risky environment. They can no longer be reduced to a number crunching exercise.

Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.Recent increases in prices for iron ore, together with the potential to produce high iron and low contaminant concentrates, have resulted in a renewed interest in recovering magnetite from banded iron formation and other deposits.Geometallurgical evaluation of magnetite involves approaches to sample preparation, sample analysis and resource estimation that are different from the methods commonly used for haematite iron ore. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.The sampling protocol will typically include the use of Davis Tube analysis. The Davis Tube is a bench-scale test that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery.During resource modelling, the mass magnetic recoveries and concentrate grades may be assigned to a block model using regressions with other chemical constituents, or may be estimated directly. For estimation of the concentrate grades, a weighting can be applied to account for the different mass magnetic recoveries from each sample and the impact of these differences on the concentrate estimates.This paper presents an overview of the use of metallurgical test data in resource evaluation for magnetite deposits.

The last 20 years have seen a dramatic rise in the use of 3D visualisation and modelling for geological data, but there has been relatively little effort to do the same for the variogram models that underpin the standard estimation algorithms used by the mining industry.For kriging, one of the most used geostatistical estimation methods, specifying a variogram model is a critical part of the modelling process. Experimental variography is the primary method for approximating the theoretical variogram function from the available sample data, and then determining an appropriate variogram model from the approximations.The traditional tools used for experimental variography are limited to looking at subsets of the data and are often presented without reference to geographic space and geology. It can be difficult to know what input data is being used for a particular experimental variogram, and whether there is enough support in the experimental variograms to propose an appropriate model.To overcome these limitations, an innovative approach called situational variography has been proposed that visualises variograms in 3D alongside contextual geological and geometric data. Presenting variograms in this manner aids understanding of how the spatial variance relates to the underlying data.A 3D extension of the 2D radial variogram maps will be investigated which allows for dynamic exploration of the full experimental variogram cloud. These 3D experimental variograms are much easier to visualise situationally.A workflow for situational variography will be outlined and the advantages of the situational approach will be illustrated using a porphyry copper deposit.CITATION:Gleeson, P, McLennan, T, Suresh, P and Coombes, J, 2017. Efficiently controlling foam/froth within mineral processing continues to pose a challenge to the mining sector. The foaming characteristics of aqueous solutions for two-phase systems of air/liquid are well-studied with theories and mechanisms proposed to describe and predict foam formation and stability. The types and structures of reagents that either promote or prevent foaming/froth formation and stability are well-defined in these studies and practiced across various applications. Three-phase systems of air/liquid/solid, such as froth from mineral slurries, however, pose a challenge with the presence of a large quantity of relatively fine mineral particles. Theories and mechanisms that rationalise the effects of chemical additives as a defoamer or foaming agent in aqueous can be applied as a general rule, but do not provide the most effective solution for mineral slurry systems. Silicone-based defoamers, particularly their O/W emulsions, have been widely and successfully used at various stages of mineral processing to efficiently control the mineral slurry foaming properties. However, their foaming control ability could be significantly impacted by different processing aids used during the upstream process. In a zinc-rich mineral system, a silicone-based defoamer starts losing the properties necessary to effectively control foaming in the leaching circuit when throughput is increased. In this study, the synergistic defoaming/anti-foaming effects from surfactants and silicone-based defoamers are discussed to effectively control foaming/froth in the zinc leaching circuit, even with lower total defoamer dosage. Improvements during mineral processing can also lead to a cleaner mineral grade by reducing waste.

In this paper, the authors introduce a new flotation technique, a double collection flotation precess, which succeeds in separating feldspar from quartz effectively in weak acidic medium (pH = 5-6). In the presence of sodium hexametaphosphase(HMP), sodium oleate selectively improves the floatability of feldspar in the first collection step. Dodecyl amine- hydrochloride is used as collector in the second collection step to separate feldspar from quartz. The flotation tests with pure minerals as well as artificial mixture give out satisfactory results. The mechanism of reagent effect was investigated briefly, which is helpful for understanding the Process.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

The eastern Asia island-arc systems are regarded as specific marginal structures having the common features of geological development and deep structure. The notions on deep structure of island- arc systems are based on the data of studies of the mantle and low-crustal xenoliths. Analysis of location of deposits and ore occurrences of different ages within island arcs in comparison with, the processes of deep heat and mass transfer allows us to develop a-model of mobilization, migration and accumulation of ore substance in the "crust-mantle" system.

Life cycle assessment (LCA) provides an internationally standardised framework for estimating the environmental impacts associated with products or services (International Organisation for Standardisation, 2006). A particular strength of LCA is the ability to consider indirect impacts that occur at different stages of a product’s life (eg raw material acquisition, manufacture, use, disposal or recycling) and through its supply chain (Figure 1). A wide variety of impact categories are able to be considered by LCA, such as the potential contribution to global warming, ozone depletion, marine eco-toxicity or freshwater eutrophication.CSIRO has a long history of using LCA to compare the environmental impacts associated with alternative mining, mineral processing and metal production technologies (Haque and Norgate, 2014; Norgate and Haque, 2012, 2013). "The paper introduces the structure and work processes of outside auger hollow claw tipped mechanical sampler for coal. Twenty sets of claw tipped sampler performance tests show that: The design of inner hollow cylinder-type (?180 mm) can ensure to take a coal sample with nominal top size of 60 mm. Built-in self-cleaning piston pusher ensures no adherence and blocking of the sample. The operation practices show that the mechanical sampler can operate in order for taking coal sample with up to 16 per cent of total moisture. Claw closing design can avoid sample leaking or spilling during the claw lifting and ensure the integrity of primary increment. Ultrasonic positioning device makes the sampler capture the materials no less than 10 cm from the bottom of the wagons, basically meeting the requirement taking full depth of the sample. The precision and bias test indicates that the moisture and ash have no relative bias under the sampling process; the sampling precision is in accordance with the requirement in IS013909.At present, the spiral mechanical sampler is widely used for coal sampling but there are many limitations during application, for example: It is difficult to capture a large size sample, so the size range of a coal sample taken is limited. There is easy adhering or blocking for high moisture coal, which will result in the mixture of different increments, wear of sampler and the difficulties for cleaning and maintenance of sampler. It is difficult to capture the coal sample at lower than 30 cm from the bottom of the wagons, in order to avoid damage of the vehicle. It is possible for coal sample loss and spilling during the sampler lifting, due to the unsealed sampler.For the outside auger hollow claw tipped mechanical sampler designed for solving the above problems, the opening distance of the claw is the opening size of the sampler and makes the size range of the coal sample to be taken wide. During sampling, the two pieces of claws open and the sampler rotates vertically downward to capture an adequate coal sample after reaching the specific point. Then the two pieces of claws close tight automatically to ensure there is no coal leaking or spilling. The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. The introduction of digital technologies into the underground mining industry, in both coal and hard rock mining, has enabled many high bandwidth applications to be adopted by mines.Digital networks based on 802.11 b/g/n open Wi-Fi standards allow for many applications to be run over a single communication backbone. One important application has been tracking personnel and equipment via RFID tags. This tracking application has in turn formed the basis of a Proximity Detection System (PDS) or Collision Avoidance Systems (CAS). The paper discusses the growth in digital technology as the communication backbone in underground mines which has allowed the ‘convergence of technologies’ that has been occurring in the general business world to be available to underground mine operators. Then the paper will focus on the use of the technology in the increasingly important are of risk control around mobile plant underground. The specific use of digital devices for proximity detection, in both hard rock and coal mines, to provide a system that can deliver an additional level of control to the risks associated with people-vehicle interactions underground is discussed. The initial implementation of PDS in the hard rock mining environment is based on two zones of detection, required for large and relatively high speed vehicles. Information will include:•the principles of the underlying technology,•installation learnings and effectiveness, and•change management methodology and issues.The most recent development to integrate Mine Site Technologies (MST) PDS with Frederick Mining Controls’ HazardAvert® System to extend the overall Proximity System’s functionality in hard rock mines and for use in coal mines is overviewed.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

In the first 20 years of the 21st century, just over 20 per cent of Australian mineral exploration expenditure was dedicated to iron ore, totalling >A$8 billion and >30 million metres of drilling (Australian Bureau of Statistics, 2021). Improvements in the cost, efficiency, safety, reliability and data quality of drilling have the potential to deliver significant productivity improvements, increasing the probability of discovery and reducing the time from discovery to mining. Currently in its third year of research, Mineral Exploration Cooperative Research Centre (MinEx CRC) is focused on a new set of exploration tools and new ways to deploy those tools which recognise the fundamental importance of collecting quantity and quality data from the subsurface, to enable exploration success for all minerals, including iron ore. MinEx CRC is focused on developing more productive, safer and environmentally friendly drilling methods to discover and drill-out deposits. This includes pioneering work on Coil Tube (CT) drilling technology and innovations in Diamond and Reverse Circulation (RC) drilling techniques aimed at improved drilling optimisation and automation. In parallel, MinEx is developing new technologies for collecting data whilst drilling. This is being undertaken in four separate industry-led projects utilising geophysical, seismic, downhole analytical and 3-dimensional (3D) modelling improvements. A National Drilling Initiative (NDI) is also underway, with two drilling programs completed in 2020. The NDI is a world-first collaboration of Geological Surveys, researchers and industry, which undertakes drilling in under-explored areas of potential mineral wealth in Australia and provides a test-bed for new mineral exploration technologies.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

Following the Busang fiasco, more detailed guidelines were appended to the latest revision of the JORC Code released in September 1999 (JORC, 1999). Although the definitions and terminology essentially remained unchanged, the additional information in the guidelines has highlighted a number of issues for consideration by geologists undertaking computer-based resource estimations. The three main issues are:Data Integrity û details such as drilling and logging techniques, sampling procedures, assay tests, site visits, data recording and aggregation methods need to be considered. Geological Interpretation û is the Competent Person applying the appropriate software interpretation to the deposit in accordance with the regional setting. Are the correct computer-based tools being applied and are they producing the desired result (without compromise) to the satisfaction of the Competent Person? Modelling Technique û the importance of the relevant experience of the Competent Person not only in regard to the geology, but also with respect to the modelling algorithms and resource calculation methods of the computer software system involved. At the end of the day, it is essential that the Competent Person undertake a reality check on the resource estimation itself. They should also check that the borehole spacing is in accordance with the level of continuity for each critical parameter (such as structure, grade, impurities, etc) for which the resources are categorised.

The green energy transition is speculated to cause an increase in the demand for raw materials while recycling rates are improving; discoveries are required to maintain supply. Geological remote sensing offers a cost-effective way of exploring mineral resources. While satellite and airborne imaging are routinely used for exploration targeting, a gap remains at the outcrop scale. Hyperspectral imaging (HSI) is advantageous for large-scale regional mapping, typically performed from satellite or airborne platforms. Accurately mapping geological lithologies remains challenging in inaccessible areas, such as rough terrain or mine sites. Proximal sensing techniques can boost geological activities’ reliability, safety, and efficiency in exploration or during mining activities. It also generates objective, reproducible results and valuable raw data that can be archived, further processed, and re-interpreted. Ground-based hyperspectral imaging of outcrops has steadily increased during the last decade due to sensor development and better processing routines. There is often a big technology gap related to mineral mapping, integration of images and spectra (reduction in manual identification of minerals and types) and hyperspectral data visualisation through remote sensing. TEXMiN Foundation, in collaboration with its industry partner Dassault Systemes Foundation, carried out the project, ‘Developing Hyperspectral Image Processing and Analysis, build a rich library of Hyperspectral images of a vast range of minerals from India which will help in increasing prediction accuracy of mineral deposit for mining exploration’.

A philosophy is presented that new graduates in mining and metallurgy should be equipped to use computers during their under- graduate courses, should be aware of the capabilities and costs of a wide range of computing equipment, and should receive sufficient stimulus to become involved in applying computers for the benefit of the mineral industry. A program is presented in which computer applications and "hands on" involvement with computers are integrated into the progressive stages of the undergraduate courses in Mining and Metallurgy. In this respect, the role of the computer is to assist the student by performing time consuming tasks, to demonstrate the industrial applications of computing, to extend the scope and complexity of the tutorial, assignment and project work which can be undertaken by the student, and to provide the essential first stepping stones toward continued useful involvement with computers during the graduate's working life.
