Every day, around the world, thousands of tons of ore are loaded onto ships completing the miningproduction process and starting a multimillion-dollar economic transactions process. These transactions are based on the supply of tons of a commodity with certain specifications of assays of the main element (or physical properties) and concentration of contaminants, which are finally verified and evaluated by buyers, and also are considered ‘as true’ during Reconciliation process. On Sample Stations, this ‘true’ is based on a few kilograms of sample, often representing thousands of tons, that are sent to laboratories for further sample preparation and chemical analysis, where finally assay information is obtained from a few grams of pulverised sample, and are used for further production, planning, operational and financial-marketing decisions. Different International Standards (depending on the commodity) are used to establish the methodology to be followed, to set-up and obtain samples from the Sample Stations, and the specifications are visually inspected to give an estimation on the performance of the sampling point. This paper seeks to highlight with examples, the importance of the implementation of a continuously monitored Quality Program (QAQC and QM) on Sample Stations, focused on the parameters that directly affect the quality and representativeness of the samples. By this implementation, a proactive approach and better-informed decisions can be taken for mining companies to: a) quantify/improve production and reconciliation results, and b) to supply the right specifications of shipped ore, increasing the value of the Resources. Finally, laboratory results are normally used as an indication of the quality of the information applied for the economic transaction, but it should be considered, clarified and highlighted that the laboratory will only process and analyse a sample obtained from a Sample Station, and potential problems on bias or precision may occur in stages prior to the laboratory reception. Hence the importance of the implementation of a quality assurance program that protects multi-million dollar decisions.

The HIsmelt technology was developed and proven in Western Australia (WA) after more than 30 years and several billion dollars of research and development. The HIsmelt technology was transferred to China and is now successfully operating at the Molong plant in Shandong Province, China using WA iron ore fines as the major feedstock. Several more plants are under construction in China, and the technology has been approved by the Chinese Government as an environmentally acceptable alternative to the blast furnace. The unique flexibility of the HIsmelt process offers multiple pathways to decarbonise the production of steel in the near future. These pathways include:  Use of sustainably grown biomass converted to Biochar to replace coal as the reductant.  Pre-reduction of iron ore fines using hydrogen or biomass to direct reduced iron (DRI) powder.  Capture of carbon dioxide from the HIsmelt off gas and geo-sequestration underground. These pathways are highly suitable for the Australian iron ore industry as they utilise:  The large areas of land and long growing season available in Australia for the production of large tonnages of sustainably grown biomass.  Coarse iron ore fines directly without the need for fine grinding and pelletising.  Existing oil, gas and other underground gas reservoirs to store carbon dioxide. The HIsmelt technology will allow Australia to transition from ‘Asia’s quarry’ to Asia’s supplier of low cost, low carbon and high quality metallics that are required to produce ‘green’ steel with net zero carbon dioxide emissions. In addition, HIsmelt pig iron can be converted locally into steel via electricarc or basic-oxygen steelmaking furnaces to supply all of Australia’s demand for green steel.

Courses in chemical engineering and metallurgical engineering at the University of Queensland were compared and the main difference was found to be the greater emphasis on the application of chemical engineering fundamentals, particularly chemical thermodynamics, to specific processes in the metallurgy course. This reflects the distinctive features of extractive metallurgical processes which are not common in other chemical engineering processes and which justify the study of extractive metallurgy in its own right. B.Sc. courses in metallurgy provide one way in which the specialist knowledge of extractive metallurgy can be taught. General metallurgy courses are considered to be preferable to those restricted solely to extractive metallurgy since graduates of a general course have a wider choice of employment, while excessive emphasis on extractive metallurgical applications in chemical engineering courses could reduce the non-specific nature of these courses. Postgraduate diploma and higher degree programmes are avenues for non- metallurgists to acquire knowledge of the discipline.

Recent disasters such as the failure of the Mount Polley tailings embankment remind us of the risks that tailings facilities pose. It is widely recognised that dam-break assessments are a vital tool in identifying the consequences of the failure of a facility, which in turn can be used to develop emergency action plans. A typical assessment includes an estimation of breach parameters and outflow volume, followed by the preparation of an inundation map to illustrate potential flow extents and downstream impacts. This paper focuses on the estimation of outflow volumes, which is an area that the authors feel can be improved. Presently, many types of analyses assume that the volume of tailings released is only a function of the storage volume and dam height. After a review of several documented tailings failures, it has been found that the extent and depth of the supernatant pond needs to be considered as it is just as important, if not more so, as the storage volume and dam height. Tailings facilities with excess water storage have a higher risk of failure as they are more susceptible to overtopping, piping and liquefaction failures. In addition, they pose greater failure consequences as the saturated conditions will lead to more material being mobilised.This paper has reviewed available information on a number of tailings dam failures and proposes an alternative estimation of potential tailings release volumes as a function of supernatant water stored on the facility for use in dam-break analyses. In a broader sense, the paper seeks to shift the current risk paradigm from tailings dam heights to volumes of water stored and provides a basis for continuing research and discussion.CITATION:Rourke, H and Luppnow, D, 2015. Maintenance management improvement projects were undertaken at several BHP Collieries Division mines pursuing.the objective of achieving better structured maintenance procedures. Efficiently structured maintenance and optimum asset use are interdependent and productivity and computer models assist towards that objective. Definition of aspects of maintenance and analysis of the nature of equipment and materials, workloads and tasks, lead to more effective planning and scheduling of maintenance. The quality, standards and procedures of records must be suitable and adequate for storage and future retrieval. Total Quality Control initiatives and improvement projects even extend into spheres of customer/supplier relationships and problem solving teams as well as the more recognisable standards of management and performance factors in maintenance. All such factors contribute to a Maintenance Management Matrix to provide a better structured approach to economic maintenance management in the capital intensive coal mining industry.

During the 1960s, '1970s and 1980s, the Australian companies spent much of their time exploring in Australia. It was only some of the major companies like CRA and BHP that had explored in places like Bougainville and Chile. However, during the mid-1980s some of the smaller companies started looking beyond their shore towards other opportunities in other countries. Why did they do this? Were they pushed or did they jump? This work provides a comparison between the most commonly used classification equipment in the treatment of minerals - hydrocyclones and spiral classifiers - considering their applications and costs. Although in use for decades in the mining industry, spiral classifiers have lost a lot of their importance due to the development of cyclones. This trend, however, is now being reversed, and in the last few years there has been an increasing interest in spiral classifiers, in view of their advantages over cyclones, such as: ò possibility of obtaining more thickened solids; ò less by-pass; ò great durability; ò lower operating cost. This work approaches the different aspects related to the installation, operation and costs of maintenance of these machines, giving a critical comparison of the involved costs.

The Inquiry into the 1994 accident at Moura No. 2 Colliery included in it's findings that mine escape and rescue options for persons in underground coal mines were in need of review. The Inquiry recommended the establishment of industry working groups to report to the Queensland Chief Inspector of Coal Mines on matters including escape strategy and life support for escape from mines.One of these task groups examined issues relevant to self-escape from Australian underground coal mines and formulated recommendations and guidelines in response to the terms of reference and scope.

Mine site restoration, involving the re-establishment of original ecosystems, is a far greater challenge than revegetation, which simply aims to stabilise the site and to give it a green appearance. One of the challenges is to establish a simple yet effective measure of restoration success. A potentially useful approach is to focus on particular groups of plants or animals which are likely to provide a general indication of the state of the ecosystem in which they occur. Ants have been used extensively by the mining industry in this context, particularly in northern Australia. Ants are likely to be useful bioindicators because of their general importance in the Australian environment, and because of the many linkages they have with other parts of the ecosystem. Moreover, ant community structure responds to stress and disturbance in predictable ways, and therefore provides an interpretable measure of ecosystem change. This is illustrated by a study of ant recolonisation at Ranger uranium mine. However, the extent to which ants reflect the responses of other ecosystem components is poorly documented. This is currently the subject of a collaborative project between OSS and CSIRO.

The Kunwarara magnesite deposit is the largest known magnesite (MgCO3) deposit in Australia. It is located under black soil plains to the north of Rockhampton in Queensland. The deposit consists of magnesite nodules set in a fine-grained sandstone, siltstone and mudstone matrix. The magnesite is derived from weathering of serpentinite in adjacent hills and transport of magnesium in solution to a Tertiary/Quaternary river system. The magnesium has come out of solution in the active river system, and combined with atmospheric and biogenic CO2 to form magnesite nodules. The magnesite can be very pure with certain varieties up to 98 per cent MgO (LOI free). The deposit has been mined since 1991 and processed into magnesia (MgO) which is sold into refractory, agricultural and other markets. The geologist is an integral part of the small mine technical team. The role of the geologist includes characterisation of the ore through drilling and bulk sampling, supervision of geological aspects of mining and assistance in the optimisation of ore processing.

Seismic systems are a tool for the monitoring and forecasting the rock mass response to excavation. Common issues encountered at mine site audits and reviews are: how to design an effective seismic system, implementation of the design, interpretation of seismic source results and understanding the reliability of the seismic source. These issues are often a function of several items including: • Experience of site personnel in undertaking seismic system design. • Personnel not envisioning multiple phases of system expansion to understand system robustness issues. • System design/expansion occurring in response to damaging seismic activity rather than planned expansion of a system • The mine access development is often localised in comparison to the total orebody being mined hence, planning sensors in longholes in advance of development rather than in short holes close to development will improve the three-dimensional aspect of the network. • Limited site processing of the seismic event data, hence engineers do not see the uncertainty associated with event location, size, source and system layout. Mine site users require a framework to appreciate the challenges and limitations in locating large events. For example, event locations are given as precise measurements (to the nearest centimetre) whereas the volume of deformation resulting in the event often has dimensions of tens of metres or more (as defined by the source radius). A stronger awareness of the uncertainty of rock mass yield within large seismic sources will assist site users in the interpretation of rock mass damage. The encountered design and implementation errors are reviewed and discussed with a practical set of rules presented to provide a robust seismic system that provides consistent results and increases the user’s understanding of uncertainty in source location and size. The authors’ experience across multiple mine sites, seismic systems and damaging seismic events over a 30 year period has been summarised into practical rules for site personnel of all experience levels.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

From December 2013 to February 2014 the Southern Middleback Ranges magnetite concentrator went through a successful optimisation process that included the installation of extra grinding power to treat a wider range of ore types. After the initial improvements, sampling surveys were conducted to identify the mineral deportment through the concentrator. Samples collected during the survey were analysed using X-ray fluorescence, quantitative X-ray diffraction and QEMSCAN™ to cross-validate the analysis. Certain streams were also put through a laboratory-scale Davis Tube Recovery washing process to produce clean concentrates for analysis. The QEMSCAN™ analysis identified various metallurgical characteristics (mineral association, particle sizes, grain sizes, particle densities, etc) and these were evaluated for each separation and comminution stage to both understand the processes involved and identify opportunities for improvement. Key findings from the investigation indicated the importance of understanding the elemental deportment of target elements throughout the various minerals. The standard practice of tracking iron deportment through assay provided misleading results on losses to tail through the plant. The investigation provided insight into both wanted and unwanted minerals and the efficiency of each separation stage. The efficiencies of separation are critical due to their impact on downstream capacity, and the investigation provided insight into where opportunities exist to extract more benefit. The findings of the geometallurgical analysis have been implemented on the concentrator, and improvements in the rejection of non-magnetic minerals have been seen.CITATION:Gerber, J, Stanton, C and Olwagen, D, 2015. The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.

Life cycle assessment (LCA) provides an internationally standardised framework for estimating the environmental impacts associated with products or services (International Organisation for Standardisation, 2006). A particular strength of LCA is the ability to consider indirect impacts that occur at different stages of a product’s life (eg raw material acquisition, manufacture, use, disposal or recycling) and through its supply chain (Figure 1). A wide variety of impact categories are able to be considered by LCA, such as the potential contribution to global warming, ozone depletion, marine eco-toxicity or freshwater eutrophication.CSIRO has a long history of using LCA to compare the environmental impacts associated with alternative mining, mineral processing and metal production technologies (Haque and Norgate, 2014; Norgate and Haque, 2012, 2013). In this paper, the authors introduce a new flotation technique, a double collection flotation precess, which succeeds in separating feldspar from quartz effectively in weak acidic medium (pH = 5-6). In the presence of sodium hexametaphosphase(HMP), sodium oleate selectively improves the floatability of feldspar in the first collection step. Dodecyl amine- hydrochloride is used as collector in the second collection step to separate feldspar from quartz. The flotation tests with pure minerals as well as artificial mixture give out satisfactory results. The mechanism of reagent effect was investigated briefly, which is helpful for understanding the Process.

Economic evaluations of mineral projects are based on discounted cash flow analyses, followed by sensitivity and risk analyses. However, the global macroeconomic and political environment in which the mineral industries operate have a profound effect on the viability of individual projects. Since the oil crises of 1974 and 1980, demand patterns for minerals have become much more variable and prices more volatile. Significant changes in the geographical distribution of world mineral supply and demand are underway, and the mix of minerals used is also changing. Social and political factors are as important as economic and technical factors in determining the viability of mineral ventures. Economic evaluation of mineral projects have to be undertaken in a more uncertain and risky environment. They can no longer be reduced to a number crunching exercise.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.
