To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. Geotechnically massive strata may lead to a host of problems during longwall mining. These include windblast on initial goaf fall, sudden loadings on powered supports, periodic weightings, fractures that may propagate to surface, and extreme subsidence problems. It is essential to identify these problems prior to mining and to appropriately deal with them. The problem is essentially that the rock mass does not breakup evenly and when it does so it tends to produce large blocks which may suddenly move. The rock types that produce these problems tend to be massive sandstones, massive siltstones and sometimes igneous sills. The fundamental problem with these is that they do not breakup readily. This is because the ratio of stress they are subject to compared to their strength is low. Thus, the shallower mines with lower stresses are more subject to this problem than deep highly stressed ones with similar strength rock.

The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

While coal seam gas is considered to be an unconventional gas, the proliferation of areas under exploration and development mean that it is rapidly becoming main stream. The potential of New Zealand's coals to produce coal seam gas has been recognised for some time. However, key market drivers have not been suitable for the progression of this potential into reality. Kenham Holdings Ltd and CRL Energy Ltd, recognising the potential for the gas in New Zealand have initiated what is the largest ever assessment of New Zealand's coal seam gas potential. The premature demise of the giant Maui field has raised the focus of new gas developments and has increased interest in what we are doing. Over the past couple of years Kenham Holdings Ltd and CRL Energy Ltd have approached the assessment of the coal seam gas potential in a staged programme. Preliminary assessment of the data on the permit areas indicates that the potential resource may be up to 500 PJ. To date, preliminary appraisals have been completed or are underway on a significant number of fields. Exploratory drilling has been completed or initiated on several of those fields, with results from this work being fed into the preliminary modelling as it has become available. Given that in many of these areas there is no pre-existing information concerning their gas potential and world wide experience with lignite is practically nonexistent, it has been a steep learning curve with many surprises. However, initial gas content results and preliminary gas flow models have been on the whole, rather pleasing, with the commerciality of some developments already apparent.

The Century zinc-lead orebody was discovered in 1990 and contains sufficient reserves to sustain open cut mining at 5 Mtpa of ore for approximately 20 years. It is proposed to pipe mineral concentrate in slurry form 300 km from the mine to the port of Karumba on the Gulf of Carpentaria. The concentrate will be dewatered at Karumba before being transported off-shore to deeper water in a self-unloading shuttle vessel for transfer to export bulk carriers. The four main environmental issues that attracted attention during the impact assessment phase of the project were: the selection of Karumba as the export port, the use of a pipeline to transport concentrate, the risk of concentrate spillage in the marine environment, and aquifer drawdown in the vicinity of the mine. This paper discusses these issues with emphasis on the context of the relationship between the Pasminco Century Project and Gulf communities. Environmental safeguards are discussed, including those that arose out of the negotiations regarding Aboriginal native title.

Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

Since 1978, the nickel concentrator at Leinster has been subject to continuous change. In 1971 a significant nickel sulphide deposit was discovered on Leinster Downs Station, within three years the extent of the deposit was determined. In 1978 the Agnew Mining Company began production of nickel concentrate from the Perseverance Mine and continued to do so until production ceased in 1986. In 1988 WMC purchased the mothballed project and began the first phase of many expansion initiatives. Milestones in the life of Leinster have included:open cut mining of the Perseverance orebody and the discovery of the RockyÆs Reward orebody, as well as the metallurgical challenges in treating each of these; underground mining at both Perseverance and RockyÆs Reward; construction and commissioning of the WMC grinding and flotation circuits; variations in the reagent schemes, including the introduction of æliquidÆ reagents; development of mill linings to reduce maintenance; circuit re-configuration and simplification; development of Harmony open cut; strategies for increasing throughput at the drier; and changes to tailings facilities to cope with increased throughput. This paper outlines the steps which have been required to expand the Leinster Nickel Concentrator from 650 000 tpa to 2.5 Mtpa and those steps which will be required in the future.

Long Shaft has traditionally been seen as one of the most challenging mines in the Kambalda area with operations having been suspended by the previous owners in 1999. When mining recommenced in October 2002, the current owners (Lightning Nickel) decided that a different approach was required for mining operations in such an aggressive geotechnical environment. This paper describes how Lightning Nickel has successfully and safely operated the Long Shaft complex on a traditional mining approach, which encompasses the key learnings of the previous owners.

In a technologically oriented industry, it is important to understand and apply technology very consciously to create competitive advantage. Technology is not an activity which is simply restricted to CSIRO or the research and technology department. Technology improvement is a part of everyone's role. It is a way of life - the technology facet of continuous improvement. For this reason, The AusIMM has organised this Travelling Technology Forum - a series of presentations about automation in mining. To make the message more accessible, The AusIMM had originally planned to take the Forum to four regional mining centres: Mackay/Townsville, Singleton, Burnie and Kalgoorlie, but only one seminar was held, ie at Singleton in March 1997. Seminars at other locations were cancelled because of insufficient registrants. The presentation by Andrew Logan of BHP Cannington was not available for the Singleton forum. The aims of the forum were: ò to heighten awareness of the key technologies and their impact in the minerals industry in the medium term; ò to foster creative thinking; ò to encourage people to broaden their technical and commercial skills and develop individual networks and linkages based on an interest in these key technologies; ò to share information on the application of these technologies in the industry; ò to promote an enhanced appreciation of the need for an innovative culture; and ò to encourage staff to consider post graduate courses in technology management. The AusIMM wanted to not only raise awareness about `automation in mining' issues, but also to get technology in a more general sense back onto `centre stage'. The Forum was generously supported by CSIRO, Western Mining Corporation Ltd, BHP Coal Ltd, Aberfoyle Limited, Goldfields Ltd, Novacoal Australia Pty Ltd, Pasminco Ltd, and RGC Limited. The program was endorsed by the Centre for Mining Technology and Equipment (CMTE). Copies of the full papers are available from the authors, see `References'.

The George Fisher Underground Mine at Mount Isa applies the long hole open stoping methodology. During the reconciliation process of transverse stopes in the George Fisher North mine it was identified that excessive underbreak was regularly experienced, with the major contribution coming from the toe area inside the stope.While over break and the resultant dilution was well investigated and well understood, limited work was done on underbreak improvement. It was decided that a re-engineering process would be followed in an attempt to improve results. The prevailing stoping practices were scrutinised and the possible causes were listed.Some of the identified causes were design, drilling accuracy, equipment condition, mucking practices and direction of firing. It was identified that in most instances the underbreak was initiated in the slot area of the stope during the first firings. Once this happened, it was impossible to get good recoveries on the rest of the stope. The slot area was carefully scrutinised and the blasting practices were changed individually.During the following two years several different strategies were trialled to increase the toe recoveries. The results indicated an overall improvement of six per cent reduction in underbreak on average, by ensuring drilling accuracy and changing the direction of firing. The economic significance of these results outweighed the time and additional work load expended to establish the cause of the problem. This paper outlines the continuous improvement process undertaken to identify and rectify the major contributing factors to the problem. It also presents a set of recommendations to be followed in order to achieve positive results.

The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

Quay Magnesium Limited (QMG) listed on the Australian Stock Exchange in late September 2004 having raised approximately A$30 million with the object of designing, constructing, commissioning and operating a 15 000 tpa magnesium alloy production facility in Nanjing, China. Site construction commenced in February 2005, with installation of all major components completed by the end of October 2005. Hot commissioning was simultaneously commenced with the final stages of installation, leading to the first stage of continuous ingot casting by mid November 2005. Since that time, ramp-up to the name plate capacity has been undertaken. This presentation highlights some of the more significant technical and logistical hurdles that have had to be overcome in order to meet the high quality product specifications required by a range of QMG customers.

Studies of human relations are being made by a team of psychologists within management and in the community of Kambalda as a whole. Some of the first results are discussed with reference to extensions required in management when it also has to run a mining town. Implications are noted for town planning policies of the attitudes and preferences of the population with regard to housing and to other major planning areas. Some of the theoretical and practical difficulties of 'planning the human ecology' are outlined.

In the course of the development of the Report of the World Commission on Environment and Development (WCED) in the 1980s an expression was introduced in the public discussion on environment and development that influenced the international and national policies of the last 20 years in all areas: sustainable development. The UN decided in 1992 to implement a program with the Agenda 21 which contains the demand for developing indicators for sustainable development. In this context an indicator is understood as a quantitative or qualitative measure that can be measured or described throughout time and which moreover is able to depict the current status and changes. In order to enable for a simple holistic assessment of sustainable development, highly aggregated indicators are required, which integrate the criteria identified as relevant within a framework to be defined. In the presented paper, sustainability indicators for the mining industry are developed that account for the allowances of the sustainable development concept and the Agenda 21. The indicators are quantifiable and traceable through time so that developments can be traced and assessed. Furthermore, the indicators account for the multidimensional aspect of sustainable development. They are designed to allow for the integration of several dimensions in one indicator. The premises that are underlying the development of the indicators are the minimisation of negative impacts on the environment and society while simultaneously considering the maximisation of social and economic factors. Moreover, the participative momentum that is part of the sustainability idea is safeguarded in explicitly integrating the social acceptance of certain measures into the assessment. The indicators presented are based on the logical combination of statements through the use of Boolean algebra. Starting with basic statements for which the logical value is oriented on the sustainability paradigm, complex multidimensional statements can be constructed and assessed.

It will consider such influences on the new disposal, allocation, pricing and management arrangements for the Crown's mineral estate as the existence of prior ownership claims, exclusivity in access, the requirement for cost recovery and the treatment of contingent liabilities.

About 15 years ago the debate on the reliability of sampling procedures for agricultural food and feed commodities was initiated by a few brave scientists who questioned the representativeness of what, at the time, were routine sampling procedures established exclusively on the basis of tradition and practical feasibility. Over time several national and international organisations contributed to the discussion, developing standards and publishing papers either to underline the fact that sampling is always a source of error, in itself, which cannot be overlooked, or to minimise the relevance of sampling on the basis of argumentations linked to time and money limitations. The latter dominated, but is nevertheless impossible to accept from both a scientific and a responsible management perspective. Here the author presents an historical overview of these past 15 years, illustrating the most controversial issues, reporting major achievements in food/feed sampling, highlighting milestones, as well as unresolved problems that still need the attention and contribution from the sampling community. The need to incorporate Theory of Sampling (TOS) into food/feed safety assessment (pre-market), as well as into food/feed safety monitoring (post-market) has recently been highlighted, and the practical applicability of TOS to base food/feed safety decisions on representative sampling, has been explored and documented via concrete examples of risk analysis in different areas of food/feed industrial production chains. Now it is time to move forward and ensure that TOS is fully integrated into the well-established Food and Agriculture Organization (FAO) / World Health Organization (WHO) risk assessment approach, in order to guarantee a transparent and correct universal frame for risk assessment and the subsequent management decision-making process. WCSB8 offers the ideal platform to explore the best way to do so, switching from a theoretical discussion of correct sampling principles for food and feed agricultural commodities to practical recommendations in the interest of consumers, worldwide. These 15 years have also been a personal journey of interesting dimensions, indeed a veritable roller-coaster ride in-and-out of the scientific, technological, industrial and (last but not least) regulatory worlds. The start was WCSB2 in 2004, when I flew to Australia to discover if in other areas sampling had been identified as an unavoidable issue and, if so, what the solution was. There, I found a good travel companion who today is still on my side, to assemble the puzzle and explore how to shape the future, to concretely answer to the 15 years’ quest for proper sampling in the assessment and monitoring of food/feed safety.CITATION:Paoletti, C, 2017. The integration of historic exploration geoscientific data with high precision multi-element and isotope geochemistry can provide explorers fundamental information on mineral potentiality, tectonic setting, source signatures, fluid migration, mineralisation environment and the timing of mineralising events. Such knowledge is crucial for ore modelling and target generation, particularly for concealed ore systems in both brown and greenfields. An EXTENDED ABSTRACT is available for download.
