As defined by both the Australian and New South Wales Governments the Illawarra consists of the Tablelands, the Local Government areas of WingecarribPe Shire, Bowral Municipality and Mittagong Shire, the Wollongong sub-region consisting of Wollongong City Council, Shellharbour Municipality and Kiama Municipality and finally the Shoalhaven Shire. I intend here to concentrate on community development in the Wollongong sub-region.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

COAL constitutes such a gigantic item in modern industry, either for direct heating, production of coke for smelting, or for the generation of power, that its quality and price play a very significant part in economic industrial progress. Australia is still a very young country industrially, and is groaning under many disabilities compared with competitors overseas, not the least of which is the quality of coal. Linked with the word "quality" should be that of "utility," for high-ash content prevents efficient utilization of the fuel.The marketing of good quality coal is a very important matter indeed, and if industry in Australia is to progress in the way that it should, this matter must receive keen attention.New South Wales, above all the other Australian States, has been blessed by nature with vast coal-fields, from which fuel is shipped to every State, and provides the base for power for most of our railroads and industries.Experts frequently refer to the fact that in some districts only partial extraction of thick seam coal is being made, without a care or thought for the future. Ranking next in importance to this is the fact that much of the coal is being carelessly marketed.Very few collieries in Australia are equipped with coal-washing plants for dealing more particularly with small coal grading which most industries require, and to which coal producers as a whole pay the least attention. In England each year nearly20,000,000 tons of coal is being water-washed before sale, and is marketed as a fuel of far greater utility once it has been freed from extraneous ash.Investigation proves that a great many pits in New South Wales are marketing coal (more particularly small coal) containing a considerable quantity of extraneous ash, due to the admixture...

To establish the design and the capacity of the Stanwell Magnesium Plant, Australian Magnesium Corporation Ltd (AMC) with Fluor Australia has modelled the operation of the magnesium plant using ARENA Simulation Modelling. The reliability model has been used to evaluate: surge capacities required between different sections of the plant; critical equipment requiring standby capacity; the number of trains required for different sections of the plant; and potential capital cost reduction options. The reliability model was established using the detailed Process Flow Diagrams, reliability information from literature and maintenance, operation and start-up experience from the Demonstration Plant. The model was run with different plant configurations to assist AMC in determining the most effective configuration to provide the production capacity at the lowest capital cost. The model was not only able to confirm the plant capacity to the independent technical expert but was able to minimise quantitative risk by minimising the quantities of hazardous materials on site. Fluor Australia provided the ARENA simulation expertise and has used this software for optimising new plant design and to establish improvements in operating plants. Reliability modelling is a normal feature of chemical plant design but is rarely used in the resource industry. The experience gained by AMC in the modelling system has indicated that metallurgical plant design can be improved by the application of reliability modelling.

Selective oxidation of minerals was used in this study to separate by flotation the copper sulphide minerals of chalcocite, covellite and chalcopyrite from the arsenic copper sulphide minerals of enargite and tennantite. It was found that a satisfactory separation of these minerals was only possible after selective oxidation of their surfaces in slightly acidic pH conditions, or after oxidation and selective dissolution of the surface oxidation products with a complexant in basic pH conditions.

In China the hydrogeological type of solid mineral deposits can be divided into A. Mineral deposits with fissure water; B. Mineral deposits with pore water; and C. Mineral deposits with karst water. The hydrogeological conditions of mineral deposits with fissure water are relatively simple with the exception of a few cases. Mineral deposits with pore water are few but great amounts of ground water can be encountered in the mine accompanied by floating sand or slope failure during the exploitation. Mineral deposits with karst water are complex in their hydrogeological conditions. Enormous inrushes occur frequently in the mines of north China; Karst collapses are a serious matter in the mines of the south; Subterranean river and conduit systems are often encountered in the southwest. This paper will give full discussion on these features and put forward a way of combating and controlling the groundwater problem in accordance with type and feature.

A comprehensive understanding of the rocks associated with coal seams, and also of the coal itself, is essential in assessing the likely behaviour of the materials before, during and after the mining process. The nature of the rock materials involved in coal mining can give rise to risks from adverse geomechanical properties, create problems in coal quality control and produce difficulties with environmental impacts, all of which may affect the profitability, impact and safety of the operation. Examples of issues associated with rock composition include slaking and degradation leading to roof, floor, pit wall or spoil pile instability, ignition of methane in mine atmospheres by frictional processes, liberation of quartz-rich dusts into ventilation systems, production of coal with unfavourable preparation or marketing characteristics, and escape of suspended solids or potentially toxic leachates from spoil piles and other types of emplacements. Methods for evaluating rock composition include microscopic examination, chemical analysis and X-ray diffraction, with the latter being especially useful for fine-grained rocks or for clay-bearing materials. Other techniques, such as geomechanical testing and down-hole geophysical logging, are also useful, but give less direct information about the actual composition of the materials involved. Indeed, understanding of rock composition, through microscope or quantitative X-ray diffraction studies, provides a basis for checking information from other sources, explaining different aspects of rock behaviour, and an essential link in relating geophysical or geotechnical data to broader-based geological models as part of the risk assessment process.

Gekko Systems Pty Ltd engaged in the test work, design, manufacturing and commissioning of the pre-concentration plant at Silver Standard Resources Inc’s Pirquitas mine in the north western Jujuy province of Argentina. Testing of the ore at coarse feeds of between 2 and 12mm returned probable recoveries of up to a total of 95% silver into 50% of the mass fed to the InLine Pressure Jigs (IPJ’s). The plant has been designed and built based on the test results to include a preparation screen to bypass the fines that are naturally higher in grade and repulping of the coarse which is then pumped to three parallel trains of 2-stage IPJ roughing-scavenging. The target 50% yield to concentrate passes over a dewatering screen and the solids are returned back to the mill feed conveyor. The IPJ tails are transferred to a dewatering screen and solid rejects are stockpiled off the end of a transfer conveyor. All dewatered underflow products are processed via hydrocyclones to recover dirty water for use back into the IPJ circuit and return entrained fines to the fines bypass line.With the sulphide orebody being processed, the results from operations to date have shown that plant performance is matching the original laboratory sulphide ore testwork data. The objective of the pre-concentration step is to both reject gangue and achieve grades between 300-400g/t Ag to the float circuit as flotation recoveries are maximised within this range. The plant currently achieves overall upgrades of approximately 150% of feed grade with the IPJ only circuit producing an average 180% increase from calculated feed grade.

The authors challenge the traditional thinking that whole ore cyanidation followed by Carbon in Pulp (CIP) or Carbon in Leach (CIL) should be applied as a standard process in the majority of gold processing flow sheets. The concept of whole ore leaching by using cyanide can result in unnecessary environmental and capital risk. Alternative, currently available technologies can be used to provide the desired level of gold recovery at a much lower installed cost and less impact on the environment. Gravity concentration, alone or in conjunction with flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit. The In-line Leach Reactor (ILR) is an intensive cyanidation unit developed by Gekko Systems of Australia. Advantages of this technology include significantly reduced capital outlays for greenfield plants or plant upgrades and increased investor returns. Reduction of onsite cyanide and carbon inventories improves plant safety, materials handling and site security. By using direct electrowinning to treat the gold bearing solutions produced by the ILR, the need for a conventional carbon stripping circuit is removed. Potential also exists to increase grind size û saving energy, further reducing capital and operating costs and decreasing the environmental impact of a mill. Detoxification of cyanide before the release of solution to the tailings dam can minimise tailings disposal and containment requirements. When used in the right application the proposed process will have little or no impact on gold recovery and may actually increase recovery for complex ores. Areas applicable to this type of treatment include: plants in environmentally sensitive regions, lower tonnage higher grade deposits, coarse gold deposits, and preg robbing ores û some of which may not currently be economically feasible using standard processes and flow sheets. We have provided two examples of such projects, where an alternative to whole ore leach and CIP or CIL has the potential to deliver these benefits.

Gravity concentration of gold is an important facet of gold processing technology in Western Australia. While great interest has been directed at gold leaching technology and considerable developments achieved, gravity concentration has received much less attention and this paper provides an update on the current practice and developments that have been achieved in recent years.A survey of 72 gold processing plants in Western Australia was conducted in 1991 and some 31 questionnaires were returned for analysis. Of these, 19 plants were using gravity concentration and this paper highlights some of the features of these operations.

Optimising pit slope stability and reducing strip ratio of a mining operation are two key tasks in geotechnical engineering. With a growing demand for minerals and an increasing cost associated with extraction, companies are constantly re-evaluating the viability of mineral deposits and challenging their geological understanding. Within Rio Tinto Iron Ore (RTIO), the Structural Geology (SG) team investigate and collect critical data, such as point based orientations, mapping and geological inferences from adjacent pits to remodel deposits where previous interpretations have failed to account for structurally controlled slope failures. This work outlines the key methods utilised by the Structural Geology team which form the foundations of informed orebody knowledge and subsequent geotechnical design recommendations. This publication utilises the results from a recent analysis to highlight the benefits of this methodology and how it has impacted the economics of an operation through optimisation of a pit wall ‘cutback’ and crest relocation.

Australians are at the forefront of exporting their mining expertise in a number of areas. Minerals education is just one example. The growing economies of Southeast Asia host some of the most prospective mineral fields in the world. Laos for example, hosts the world class Sepon and Phu Kham copper-gold deposits. The Philippines has the fifth largest global mineral resource inventory. These and other countries in the region lack the mining engineers, geologists and metallurgists required by international mining companies to ensure their operations are sustainable. This paper describes the author’s experience in working with mining schools in Southeast Asia and specifically the Philippines, Cambodia, Laos, Thailand and Vietnam. Various strategies to ensure sustainability and lessons learnt are presented.

Global methods used to explore for minerals have progressed relatively slowly since the development of the first diamond core drill in 1863. Since then, key developments such as wireline geophysics (1920s), the tricone drill bit (1930s) and aeromagnetic surveys (1940s) all occurred in response to global events. In this project, BHP’s WAIO Geoscience operations team hypothesise that a global movement towards a greener future as well as an increasing intolerance for safety events will drive another step change in exploration methods. We have leveraged our relationships with exploration contractor partners and industry leaders to develop a realistic vision for 2033 and beyond, where drill rigs, earthworks and geophysical units are operated and maintained remotely; emissions of dust and waste are eliminated; hazardous energy sources are controlled; procurement is based on sustainability rather than cost and carbon emissions are tracked with the same rigour as production metrics. We have combined these visions into a series of graphical illustrations with the aim of inspiring ourselves, our vendors and our peers to collaborate further on producing a step change in our industry.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. The design of entrainment control processes in copper SX plants has been studied by use of models based on achievable plant performance. A number of alternatives have been assessed for their suitability in minimising the transfer of deleterious species from PLS into the electrolyte. The position of the wash (scrub) stage in the circuit, either before or after the loaded organic tank, has been the subject of considerable debate. The modelling shows that at ænormalÆ entrainment levels, the performance of the circuits are very similar. However at high entrainment levels the selection of the wash after the loaded organic storage has significantly lower transfer of contaminants. When considering the inclusion of a loaded organic coalescer the results of the modelling again show that the best circuit has the loaded organic storage/coalescer before the wash stage. The overall control of EW contaminants includes both a wash stage and an EW bleed flow. The total water use for these two flows is shown to go through an absolute minimum. The minimum flow rate is not greatly dependant on the total entrainment from the SX settlers. This can be a useful operating strategy if the quantity of high quality water for make up is limited by the capacity of the water treatment plant (eg RO). However the minimum cost option is to maximise the flow of water to the wash stage and minimise the EW bleed stream. The main driver for this is the cost of the cobalt sulphate contained in the electrolyte. Some results from the latest circuit modifications at the Nifty and Girilambone Copper Projects are presented to confirm the benefits of using both coalescing systems and a wash stage. The EW bleed has been reduced to a level that is less than the loss internally in the SX stage to stage entrainment. There has been an occasional need to add chloride to the EW to maintain sufficient concentration to act as a growth modifier.

The history of Ore Reserve classification and reporting in Australia is largely a history of the Australian mining industry itself. In the late 1800s, when the industry was dominated by small scale, high grade underground mines, Reserves (if estimated) were based on hand sampling and geological inference, and reporting of Reserves was either non-existent or of extremely variable quality. By the mid-20th century, the industry was dominated by large underground base metal and gold mines. Reserve estimation was coming under the control of skilled geologists and mining engineers, however Reserve classification and reporting standards continued to vary in type and quality from mine to mine. Today, large scale, low grade mining operations predominate, and Reserve estimates are generally based on extensive drilling results processed (with geological control) by computer. Through the efforts of a Joint Committee established by The Australasian Institute of Mining and Metallurgy and Australian Mining Industry Council, Reserve and Resource classification and public reporting has been standardised and controlled by adoption of the ""Australasian Code for the Reporting of Identified Mineral Resources and Ore Reserves"" released in 1989. The Code, which will continue to be modified and improved by the Joint Committee, has also been used as a basis for guides to reporting in other countries, and there is now some hope that this difficult and vexing topic may finally become subject to international standards and controls.

Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. Rocks of all geological ages are present on the Australian continent. As a result of its geological heritage, Australia is richly endowed with mineral and energy resources. Due in part to its enormous mineral wealth, the nation is in the position of being a wealthy country surrounded by less developed countries of the Asian and Pacific region. Over many years Australia has developed and gained valuable experience in the exploration, mining and processing of a wide range of mineral and energy resources. In an interdependent world community, it is obviously in Australia's interest to cooperate and provide assistance in geoscience education and training to developing countries of the region.

This paper examines the practical and economic benefits of using bulk emulsion explosives in underground development mining; compared to ANFO, ANFO derivatives and packaged explosives. The key economic benefit of bulk emulsion is the replacement of relatively high cost packaged explosives with a bulk product. Key practical benefits include water resistance, improved coupling of explosive, reduced toxic gas production, increased shock energy and improved manual handling through the use of bulk products. Each of the benefits is proven using a variety of measurements and field results in order to quantify them. Where possible, dollar values are determined so that the benefits can be shown to translate into savings for the mine operator. The results show that, despite the difference in price between ANFO and bulk emulsions, bulk emulsions are most capable of delivering the lowest total cost of blasting. The savings potential of the introduction of bulk emulsion systems can result in an improvement in drill and blast costs for a mine operator, or a significant increase in profit margin for a contract mining company.

During 1979 the writer had the privilege of interviewing about 50 people with varying degrees of involvement in the industrial arena and all of them in one way and another, had a part to play in the huge and intricate saga of Australian employee relations. They fell into the following' categories Industrial Relations Officers/Managers Academics Politicians Union Officials Representatives of Employer Associations Senior Industrialists Commission Members (State and Federal) Sundry (Journalists, Government Officials). This paper seeks to give an account of their views on various aspects of industrial relations. The interviews conducted were all on a personal and confidential basis so it can be expected that sources will not be identified. Suffice it to say that this account represents, albeit in "potted" form, the opinions of some of the most experienced individuals in the country. It will be seen that in most of the vital areas there is a remarkable lack of consensus. It should be noted that this lack of consensus existed within each of the groups mentioned.
