James Mansergh, the author of Melbourne's sewerage system, in his presidential address before the Institution of Civil Engineers in 1901, admitted he was afraid touse the hazel rod lest in sinking on its indications to some solution.

The reduction of titanium tetrachloride to trichloride can be achieved by employing hydrogen and electric arcs. It is possible to produce melts containing up to 50% TiCk in the eutectic mixture of LiCl/KCl by striking a D.C. arc at the surface in the presence of hydrogen and TiCl. vapour. If the electrode IS made to just penetrate the surface of the salt mixture, a hot zone results from the' high resistance contact with both lower chlorides and sintered titanium may be produced. The sintered metal forms just below the melt surface while the trichloride forms at the gaslIiquid junction.The "hotspot cathode" appears to offer a solution to the problem of producing coherent deposits as the spong'e metal can 'be continuously withdrawn in a similar manner to the "calcium process".INTRODUCTIONConsiderable interest has been shown for some years in the possible development of a cheap electrolytic process for the extraction of titanium metal, since a method using simple materials and cheap electric power would materially reduce the cost of production. Even when cheap starting materials are used, however, there exist several general difficulties in the operation of plant which both limit the speed of production and increase the cost of the product. It happens that most of the techniques so far tried produce a powder as cathodic deposit, and when this is the case the following difficulties arise:1. The whole contents of the bath must be treated with solvent in order to extract the 'metal powder which may itself tend to oxidise, and thus become contaminated.2. Fine metal powders, which often contain residual entrained salts, are less easy to consolidate by arcmelting than metal sponge.

Mining had a very considerable effect on the country's development. The visual evidence remaining is an integral part of New Zealand history. Early mining for manganese and copper in the 1840s was succeeded by alluvial gold rushes. These gave way to hard rock extraction, hydraulic elevation and dredging. Coal mining dating from the 1850s was fairly widespread. Other minerals were obtained on a small scale. Manufacture of mining machinery stimulated industrial engineering enterprises. Schools of mines played a significant part in advancing technical skills and several remain as museums. Surviving mine structures and site relics are part of the industrial heritage signifying the technological and economic development of a small isolated nation. Some of these are described. Identification, recording and preservation where practicable is advocated.

Environmental management of minesites in general, and management of water discharges in particular, is receiving ever-increasing attention. One key component in the successful design and operation of water management systems is to address the presence of sediment in the water being conveyed. Sediment erosion in the mining environment is often greatly exacerbated by disturbing the ground surface of vast areas of catchment. If sediment avoidance, transport, deposition or release are not adequately addressed, the impact on water management facilities can include loss of storage and hydraulic capacity, more frequent equipment replacement, increased operational costs and potentially environmentally unacceptable sediment discharges to receiving waters. An overview of sediment management within water facilities is presented here, and design of one particular approach, the use of settling basins for sediment removal, is discussed in detail. Examples are used to illustrate lessons learnt where particular approaches to sediment management have been found to be lacking. The common themes in the lessons learnt include the need to characterise hydrodynamic conditions and sediment properties in the water source, to set performance targets for sediment management, and to develop operating procedures to meet these targets under a realistic range of scenarios. The examples show how analysis of expected performance of sediment management can help with planning of operation and maintenance strategies. For settling basins, use of a simulation model that includes the effects of turbulence on settling can provide considerable benefits in optimising basin design and evaluating performance. Even in the most basic approach to sediment settling, establishing performance targets based on design flow and sediment characteristics is critical.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The Department of Mineral Resources is the lead agency in mine site environment management and control in New South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

"In today’s challenging climate of reduced staffing, limited funding and uncertain markets, we are called on to operate more productively and ‘be more innovative’. As an industry, we are quick to identify our practice areas as a mark of our role in the machinery of the mine value chain. We proudly note our profession – ‘geologist’, ‘mining engineer’ or ‘accountant’ – and demarcate our responsibilities and even our physical space. We even subdivide our disciplines into sacred entities such as ‘logging geologist’, ‘resource geologist’ or ‘structural geologist’ to prevent any blurring as though somehow the confusion will cost valuable disciplinary ground. How can we function professionally to heed the call to be more productive and more innovative?The purpose of this paper is to underscore what is expected from project evaluation, examine the ways in which we work as an industry and explore alternatives used in other industries and environments.The paper begins with a summary of project evaluation expectations and the ways in which disciplines typically interconnect when conducting project evaluations. Next, the paper examines alternative work frameworks and making a distinction between multidisciplinary, interdisciplinary and transdisciplinary frameworks. In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

"The financial valuation of mining assets has a number of fundamental differences to the valuation of many other asset groupings. One such difference is that typically, the greater proportion of both the cost and revenue sides of the cash flow are inherently governed by systemic market forces.As a result, the range of outcomes for the valuation of each mining asset is more unpredictable, with higher levels of risk and uncertainty. In contrast, the management function of many other non-mining businesses or industry groups can control at least a portion of the cash flow by maintaining the margin or controlling the sales price. The management teams of mining businesses and operations typically have limited options, and are thus price-takers for both costs and revenues. As mining is an inherently cyclical industry, large, long-life operations can exist through several price cycles, making valuation both subjective and challenging.The outcomes of both static- and stochastic-based valuations, as well as the internal probabilities of the associated cash flow statements, are significantly impacted when the correlations between the appropriate parameters are quantified, modelled and incorporated into the valuation framework. The appropriate parameters for correlation modelling primarily include those that are governed by systemic market forces. Applying this process results in a different risk profile for the asset by allowing the risks resulting from systemic market movements to be more accurately quantified and then objectively minimised. The Yanacocha district hosts the largest and most significant acid-sulphate, high-sulphidation deposits in Per· with total production, reserves and resources of over 27 million ounces of gold. Several other smaller high-sulphidation systems are also recognised in the Cajamarca region including La Zanja, Sipßn, Tantahuatay, and San Nicolas. These each have reserves/resources of between 640 000 and 800 000 ounces of gold. Gold deposits in the Yanacocha district are hosted in an extensive volcanic field. Flow domes have intruded precursor pyroclastic rocks and flows that are interpreted as part of an earlier intermediate multi-vent volcanic complex. The larger, contiguous Yanacocha Norte - Sur and Encajon gold deposits are spatially associated with late-stage diatreme breccias. At La Zanja extensive acid-sulphate alteration is associated with the margins of the small San Pedro caldera (6 +4.5 km), nested within the larger, less well-defined La Zanja caldera (19 +24 km). The inner caldera is resurgent with abundant magmatism expressed as several flow dome complexes located on the caldera rim, and shallow level intrusive stocks. Gold mineralisation is associated with a WNW-trending structural corridor that transects the southern margin of the San Pedro caldera. On the eastern side of the La Zanja caldera there are a series of younger andesitic eruptive centres, some associated with acid-sulphate alteration and gold mineralisation. The Sipßn deposit occurs in one such centre with structurally-controlled gold associated with a NE-trending silicified structure developed within a sequence of andesitic tuffs. In conclusion, although a number of high-sulphidation deposits are recognised in northern Per·, their settings and styles of mineralisation are all quite different. Smaller deposits generally have strong and obvious structural controls. In the larger Yanacocha deposits the structural controls are less obvious, and mineralisation is disseminated in porous or strongly fractured and brecciated silica. Erosional levels are probably a significant factor, with disseminated mineralisation at higher levels, and structurally-controlled mineralisation in more deeply eroded deposits.

The Kalahari Manganese Deposit in South Africa accounts for 80 per cent of the worldÆs land-based mineable Mn reserves. Although the ores are primarily mined for export, South Africa is the worldÆs third largest producer of ferromanganese and ferrosilicomanganese alloy, both of which are derived from the smelting of these ores. Mineralogical analysis has traditionally been forsaken for bulk chemical assaying in quality control of smelter feeds, principally because quantitative data could not be easily produced. Yet, mineralogy plays a vital role in determining smelting behaviour, which in turn has economic implications when aspects such as energy and reductant consumption are considered. Smelting is an endothermic process, and the amount of energy input required is dependent on the minerals present in the ore, as well as their relative proportions. Further, knowing the bulk Mn oxidation state in the ores allows for calculation of the amount of oxygen that must be driven off to produce alloy, and hence the amount of reductant required. Additionally, certain minerals can be correlated with potentially deleterious elements, so that ore mineralogy can indicate penalty element distribution. Mineral abundance analysis was conducted on ores from the Kalahari Manganese Deposit using quantitative X-ray powder diffraction. Rietveld refinement using a fundamental parameters approach was applied to micronised ore samples. The mineral percentages obtained were validated using mineral chemical data together with bulk major element data derived from ICP-OES. Bulk oxidation state partitioning was then carried out knowing the Mn valence in the minerals. The results show potential for implementation of the proposed method on a smelting plant, where ore blending could be then implemented to achieve consistent feed compositions to smelters. Selective mining could also be undertaken to obtain desirable ore compositions for domestic or international markets.

The development of the Ballarat goldfield and of the city of Ballarat are a significant part of the history of the Australian mining industry. Important developments in technology, legislation and labour relations made their first Australian appearance in Ballarat. The growth of the city and its survival after the closure of the mines provide an interesting case study in the benefits flowing from a vigorous mining operation. The failure of the mines can be attributed to rising costs of materials and labour and declining manpower productivity at a time when the price of gold was not free to respond to changing market conditions. The curtailment of exploration programs and increasing labour unrest resulted from this situation, and made the closure of mines inevitable.

The method of evaluation of the approximate temperature of arising spontaneous fire centre and time of coal self-ignition is presented in this paper. The method uses BystronÆs (1997) model of coal self-heating and measurement of carbon monoxide concentration in the mine air outside the fire centre. Knowledge of the spontaneous fire centre temperature and time of fire beginning allows for more accurate analysis of the fire hazard in the coal mine and allows for adequate time to undertake special fire prevention actions. The method is illustrated by an example from Polish mining practice.

The fire safety design for road tunnels includes the following aspects: active systems, passive provisions and operational procedures. The active systems include the smoke control system, fire suppression system, detection system and fire fighter’s assistance systems. Passive provisions include escape passages, fire separation and fire resistance systems. The operational procedures refer to fire fighter access, reporting and alerts, evacuation processes and crowd control.Currently, these systems are typically designed by different designers or teams. These systems are intended to work together in a coordinated manner to provide the desired safety outcome. However, in practice, this is not always happening. The fire engineering process is supposed to bring together all these aspects and arrive at an integrated safety system. The fi re engineering process in practice is not integrating the design with the practice or reality and is thus arriving at less than desirably efficient safety systems.The example of design inputs shows how disconnected each system design basis is. The smoke control system design is based on the design fire size. The performance of the smoke control system is to achieve a smoke free environment for a defined space for a particular fire size – the design fire. The fire suppression system – most commonly sprinklers or deluge systems, is designed according to codes and to achieve a certain water discharge rate. The fire detection system is designed to detect temperature rise/rate of rise and perhaps density of smoke. Fire separation is determined to provide a certain period of service – mostly for structural elements. Escape route size and location is determined mostly by code compliance. Evacuation procedures are determined by Authority operational requirements rather than human behaviour.To arrive at an integrated fire safety system, the design basis and performances must be coordinated. An approach using fire scenarios would ensure all systems are designed to a common performance requirement. This paper will discuss how the current design approach outcomes compared with a fire scenario approach. More effective and efficient fire safety systems would require the stake holders to understand the implication of this approach and to embrace this through the fire engineering process.

Operations in an underground drill site have to co-exist within the mineÆs ventilation and operational system. The space requirements of a drilling operation have to be adapted to the limitations provided in available site space, which is usually defined by standard mining operations and geotechnical influences. These limitations affect borehole design, equipment positioning in the site layout and possible interactions with mining equipment and services such as water and power supply.The ventilation requirements for drill sites and the means employed vary with depth of the site, space and likely presence of gas. All drilling operations provide a particular service for the mine and in each case, drilling must operate in a manner which controls all gas, water and cuttings returning from the borehole. The various standpiping systems employed have evolved under differing influences and must cater for conditions during and after the drilling operations.The influences that gas content, pressure and flow, rib stability, cleat direction, borehole length, potential water pressure and flow have on a mineÆs operation and ventilation systems have to be considered in the design of standpipe length, diameter and fittings. Past history has a strong influence on common practice while worst case effects of a possible in-hole event should be catered for.This paper describes the early drilling systems and their limitations in ventilation and gas management. The drill site dimensions and set-up are discussed in the context of roadway conditions, equipment layout, ventilation and logistics. The use of standpiping to control all returns from the borehole is illustrated by referring to likely scenarios in a drilling site to achieve the most effective sealed depth to accommodate the worst case possibility of intersecting high pressure gas or water during the drilling operation. It is well known that in most areas of Central Europe it is not difficult to find water - usually at shallow depths - and to recover and use this water. What is much more difficult, however, is to find water sources that offer both sufficient in quantity and qual- ity. Far too often, there are sources that offer abundant quantities but of poor quality or vice versa, i.e. high quality water but insufficient volumes. In the former case where water quality is not adequate - which is more often than not due to anthropogenic factors and only very rarely a result of geogenic effects - the application of treatment techniques can help to turn such water into potable water that is suitable for human con sumption.

Feasibility studies in the development of mining projects are fundamental to most investment decisions. It is important that the issues addressed and the degree of detail involved in feasibility studies are consistent with the investment decisions to be taken. Emphasis should be placed on a thorough analysis of critical project parameters prior to detailed investigations being undertaken into other activities which are not relevant to the decisions at hand. Therefore, the issues to be decided upon should be influenced significantly by the stage of development of the project and by the reliability of technical and financial information used in the study. Some of the more critical parameters of feasibility studies are commodity prices, inflation rates and discount rates. Advice is given on the selection of these inputs and also on their application in the feasibility study as the project progresses through its various development stages. Alfred Nobel first invented a practical detonator in 1863 and then the blasting cap in 1865. At that time the detonator was used on the end of a length of safety fuse to initiate nitroglycerine-based explosives. Since then the detonator has gone through a number of changes. The instantaneous electric detonator was the first to allow remote firing. The electric delay detonator followed and allowed for timing between holes. In the mid 1970s the NONEL« Tube was invented. This tube combined with NONEL« detonators meant that many of the safety issues, such as stray current and radio frequency, associated with electric delay detonators were eliminated. This system gave the mining industry a reliable and fairly accurate system with which to detonate shots of any size. Since the early 1980s a large amount of research and development work has been done around the world to create a more accurate detonator for the mining and quarrying industry. After years of research, electronic detonators have emerged as the most accurate and precise initiation system available to the mining and quarry industry today. Electronics provide the user with millisecond timing accuracy. The improved level of timing control allows operations to improve fragmentation, throw and reduce vibration levels. There are now a number of different electronic detonator suppliers on the market today. In 2004 Dyno Nobel formed a joint venture called DetNet with AECI. DetNet has a suite of electronic detonators: DigiDet«, HotShot« and QuickShot«. This paper will focus on the HotShot« system, the first of the three new initiation systems to be released to the market in Australia by Dyno Nobel.
