The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it. The Porgera mineral deposit in Papua-New Guinea contains gold as finely divided, probably submicroscopic (1 um) particles dispersed in a pyrite sulphide matrix. Only 25-30% of the gold in pyrite can be extracted by direct cyanide leaching and fine grinding the pyrite does not increase gold extraction significantly. This work is concerned with the application of alkaline leaching at atmospheric pressure to oxidise the pyrite prior to gold recovery by cyanidation. The paper presents and discusses results of a comprehensive set of testwork using sodium carbonate, sodium hydroxide and calcium hydroxide alkaline media. Best results, at 60-70% gold extraction, were obtained with sodium hydroxide systems.

The methodology (i.e. procedures) used in testwork for modifying, improving, selecting, designing or developing processes is reviewed and possible improvements described. Minerals and particles could be characterised more comprehensively with modifications of existing procedures. Identification of the dominant phenomenon in a process could help bring the results of laboratory tests closer to plant performance. Improvements in pilot plant testwork could reduce the frequency and magnitude of problems in materials handling and separation in production processes, and increase the quantity and quality of the data obtained from a limited number of tests. Longer-term improvements in methodology depend on some changes in basic research. Information is required about all of the phenomena that occur in a production process rather than sophisticated models of specific phenomena. Theories, correlations and computer simulations could be used more effectively in testwork if they were simple, capable of forecasting the effects of changes and applicable to a number of similar processes.

The Yara Siilinjärvi plant is located in the central part of Finland. Siilinjärvi is Western Europe's only apatite mine and annually it produces 1 Mt of apatite concentrate, which creates approximately 10 Mt of tailings.At the beginning of 2017, tailings handling in Yara Siilinjärvi was brought to a new era, by replacing the conventional tailings storage facility with a new tailings treatment plant. The new high-density tailings disposal system with two paste thickeners increased the percentage of solids in the slurry from 45–48 per cent to 66-68 per cent, making it possible to deposit as a paste. This extended the life-span of the current tailings storage facility by 15 years; from 2020 to 2035.This paper presents the storyline of the Yara Paste Plant Project. The project began with laboratory testing and then progressed to pilot-scale thickening and beaching trials. After some successful pilot trials, the final process design was implemented. Process instrumentation and automation played a key role in the project, as the aim of the Yara Project was to make the plant operable remotely from the main plant. An advanced control system is needed to maintain process stability and the desired operation point in various operational circumstances.This paper discusses the results from the Yara site since the new tailings treatment plant commenced. Some of the main points are that the operation has been running consistently with an underflow solids content of 66-68 per cent, with average beach slope angles of 3.5 degrees in the tailings disposal area. This control system additionally facilitates minimum use of flocculant, which delivers significant savings to operating costs. Robust thickener operation also leads to the trouble-free high-density pumping and high availability of the Paste Plant. During the first year of operation, the plant’s availability has been very good, over 97 per cent.Currently, the plant still has its own staff working there during the daytime, but the Paste Plant is now already operated remotely during the night shifts. Australia contains some of the most productive mining areas and is characterised by ancient landscapes and highly variable hydrology. Historical mining of iron ore, coal and other minerals has targeted ore deposits located above water tables, and elevated above creek lines where possible to reduce cost. The downturn in mining caused by falling ore prices over recent years has triggered a drive to reduce cost, maximise yield and delay capital expenditure associated with opening new mines. So as the ore deposits with more favorable mining conditions become depleted there is an increased focus on mining ore associated with valley floors and creek lines. This is demonstrated by a regional assessment of the extent of Channel Iron Deposits (CID) and Iron Ore (Fe) Mines and Deposits in the Pilbara Region of Western Australia (Figure 1). A large proportion of these mines are, or plan to, target high grade CID ore associated with existing creek systems. Figure 2 shows outcropping and inferred sub-cropping CID extents, which suggests there are vast quantities of CID ore deposits throughout the Pilbara Region, intersected by major creeks which could be mined at some point in the future using creek diversions (Atkinson et al., 2017). A similar picture could also be produced for coal mining in Queensland, particularly in areas such as the Bowen Basin.While creek diversions provide an opportunity to maximise the utilisation of these orebodies and extend the life of mine, creek diversions can involve substantial financial, social, environmental and regulatory risks that need to be carefully managed (Markham et al., 2017, Atkinson et al., 2017). This paper discusses the key issues and opportunities associated with diversion decision making. It highlights the importance of using a well-structured assessment methodology that allows key stakeholders to be part of the assessment process and is complementary to material presented in Atkinson et al., (2017). Design considerations for operational and closure designs are presented, as well as mine planning considerations, risks, cost saving opportunities and the benefits of an integrated approach to design. The cloud transform simulation is a technique used to generate realisations of correlated attributes. The principle of this technique is to partition the scatter diagram between the input attributes into several interval classes and derive for each class a cumulative distribution function (CDF) using only the data pairs of the scatter diagram in that class. The simulation then proceeds like a traditional Monte Carlo simulation but using the derived CDF in each class.The cloud transform simulation has the advantage of being a simple and fast technique that is able to reproduce the uncertainty in the relationship between the two input attributes regardless of whether the relationship is linear or not. However, the technique has three major drawbacks. First, the number of classes has an impact on final simulated results and there is not a robust approach to define such number. Second, simulated results exhibit some saw tooth variations that are unrealistic and third the reproduction of the spatial continuity of the simulated attribute is not guaranteed.This paper presents the use of the quantile regression approach in order to overcome the first two disadvantages of the cloud transform simulation. Details of the technique and how it can be coupled with the cloud transform simulation are presented along with a real case study.

AustraliaÆs opal and sapphire mining industry has fallen from its peak in the 1980s and 1990s into a significant low today. This is not due to exhaustion of the resource, but instead an over-reliance of the Australian miner on achieving a fair price for the gemstone product from offshore middlemen dealers. Gemstone and geological research is also at a low as Federal higher education expenditure has fallen with research institutions relying increasingly on private funding in an environment of restricted autonomy and flexibility for researchers. What little remaining research skills the universities have is being bled into the private sector as a result of the mining boom and encouraged by lower than average academic salaries. Nevertheless, some highly innovative research has been taking place, often by self-funded individuals and retired academics simply with a desire to advance the understanding of the particular branch of science in which they are interested. New models for the formation of sapphire and opal are now beginning to be applied to the exploration for these gemstone commodities. This research, together with well thought out plans for managing the gemstone product through its value-adding steps to the jewellery retail level, has the potential to bring about a resurgence in the Australian gemstone industry.

IN presenting the following short paper the writer hopes to illustrate some uses of explosives in industrial work under conditions different to those prevailing on mining fields. This paper is based on experience gained at the Newcastle steel works of the Broken Hill Proprietary Company Limited. The management had decided that as soon as No. 2 blast furnace which is of an improved design was ready to be put into commission, No. 1 blast furpace was to be dismantled and reconstructed to a similar design to No. 2 furnace. This reconstruction entailed the removal of the brick lining of the furnace shaft, and, also the removal and disposal of the,"salamander" and hearth-lining. For the information of members who may possibly be unacquainted with the term "salamander," it might be explained that this term is used by iron metallurgists to denote the mass of iron and slag formed at the- bottom of the furnace, whilst in commission.The method of disposal depends upon the size and nature of the salamander, and in the case under review it was decided to bury it below the hearth of the 'furnace' to be reconstructed. A passage-way was made in the concrete walls of the cast house, and the sand-filling of the cast house removed sufficiently to allow of the concrete foundations of the furnace being reached. This passage-way was extended until the hearth was encountered. The next operation was the removal of the hearth-lining below the salamander. The removal of the concrete was not difficult...

As cities become more populated and the need for tunnelling increases, we continue to dig deeper urban tunnels in more challenging ground conditions. At the same time our expectations for durability and long-term performance are increasing.It has become increasingly apparent in recent years that repairing water leaks in tunnels can be very costly and unplanned infiltration can cause undesirable outcomes for long-term maintenance costs, structural durability and environmental impacts. For this reason, tunnel constructors are investing more time and effort upfront into drainage and waterproofing systems.Tunnel membrane systems are becoming accepted as a necessary part of tunnel construction, however the knowledge surrounding selection of appropriate systems, design detailing and installation methods has not increased at the same rate. Currently Australia relies heavily on International Standards from Europe and the United States with no immediate program in place to establish our own locally relevant industry standards.This paper gives an overview of where the industry in Australasia is heading in terms of adopting relevant standards. Current basic waterproof detailing options for drained and undrained tunnels with success and failure of various methods are also addressed. Finally we look at the Brisbane Airport Link as a case study for how tunnel waterproofing contract methods, design and installation issues are being addressed in context with recent projects including the Epping to Chatswood Rail Link in Sydney, Auckland Northern Gateway Tunnel, Eastlink Tunnel in Melbourne and Sydney City West Cable Tunnel.This paper’s primary objective is to propose guidelines for how tunnel waterproofing could be implemented on large infrastructure projects in the future and to map a path for preparing and introducing a ready to use document for selecting appropriate tunnel membrane and drainage systems whilst implementing detailing methods which are appropriate for local conditions.

Sophisticated pit optimisation software has allowed mine planning engineers to generate mining outlines that consider the numerous factors that have a major effect on the success or otherwise of a mine plan. The outlines are generally generated using a range of values for which one can assume a fixed mining cost and a variable revenue. During analysis, the expected costs and revenues are used to investigate the cashflow and sensitivities. Ultimately, the final pit and incremental outlines, or shells, are selected for a given expected price. This paper proposes an alternative method for incremental pit shell selection that considers the risk the mine be prepared to accept. The life of mine is divided into a number of Business Risk Periods (BRPs). The BRP represents the period of time over which the owner is prepared to invest capital. During each BRP, the mine will then operate at a selected investment cost which is generally equal to or greater than the minimum required to meet production targets. In this way, a robust mine plan can be produced which allows the mine to react to change without having to alter the incremental shell limits while maintaining a strategic risk profile. This paper will summarise factors to be considered in selection of the BRP and the incremental pit shells within the BRP.

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

The major upswing in, gold processing this decade has brought the technology of heap leaching, carbon in pulp and carbon in leach, flotation for gold and tailings retreatment to Queensland. In many cases operators have developed or improved these processes to treat difficult ores or to cope with local climatic conditions.

Commercial production of zinc started at the Pasminco Metals - EZ Plant, Hobart, Tasmania, in 1921. Since that time the capacity of the plant has been steadily increased to its present level of almost 220 000 tpa. Major areas of the plant have been successively upgraded over a number of years, (Roasters, 1969, 1975; Acid Plants, 1981; Casting, 1972; Residue Treatment Plant, 1971), but, until recently, the leach/purification area remained virtually unchanged from the time the plant was built. The major redevelopment of the hydrometallurgical plant began with fully integrated pilot plant testing of the proposed new circuit in 1981. The pilot plant incorporated the Low-contaminant Jarosite Process, and a new two-stage zinc dust purification procedure. In 1985, approval was granted for a major modemisation program which involved the complete replacement of most of the leaching and purification plants, and substantial improvements to the residue treatment plant. Construction of the first of the new plant sections, Strong Acid Leaching, commenced in 1986. This paper describes briefly the modernisation program itself, and the current method of zinc production at the PMEZ plant. The new plant sections comprise a Strong Acid Leach stage to improve lead residue grade; a Preneutralisation stage to reduce metal losses in jarosite; new filtration stages for both jarosite and lead residue; new Neutral Leach and Weak Acid Leach stages to replace old equipment; a new Solution Purification stage to replace the use of organic reagents to remove cobalt; and a new Gypsum Removal stage to cool the solution before electrolysis. At the completion of the modernisation program, only the electrolytic cellhouse remains of the early plant sections.

The new generation Hlsmelt« Direct Iron Ore Smelting Process is a CRA Limited technology initiative. The process development is now focussed on commercialisation. The goal is to have the first commercial vessel operating around the year 2000. The HIsmelt« Process, based on the abundantly available iron ore fines and the more readily available non-coking coals, has the potential to fundamentally change iron ore processing through the application of high intensity techniques to replace the current sinter/coke ovens/blast furnace .technologies. The process will have great potential in the rapidly growing economies of Asia where steelmaking aspirations are based around local market focussed plants. This potential can be. realised as a supplier of premium grade iron units to electric arc furnace (EAF) steelmaking plants or as the front end to an ore based steel mill.

Extractive metallurgy in the mining industry in Western Australia has diversified and increased in the last 11 years. Before 1980, the industry mainly produced alumina, nickel, mineral sands and iron ore, with the gold industry restricted to five operating plants using Merrill-Crowe technology. In 1981 Carbon-in-pulp (C]P) plants were commissioned at Kambalda, Kalgoorlie and Meekatharra.Currently, the gold industry has some seventy CIP plants in operation, production of synthetic rutile has increased tenfold to 500 000 tpa, alumina production has doubled and production of copper, lead and zinc concentrates has begun. Other extractive metallurgy plants recover tin, niobium and tantalum, silicon, titanium dioxide and zirconia. Current proposals include vanadium, steel and rare earths.

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. That microorganisms, both living and dead, and products derived from the organisms, can function as flotation agents and flocculation agents is abundantly clear. They can modify the surfaces of minerals. They can function as flotation collectors and as flotation depressants and activators. In many cases they or their products can function as specific flocculation agents. Problems that must be solved before such microorganisms or products from the organisms can be used in commercial operations include culturing the organisms at a cheap cost and reduction in dosages required for various separations. These tasks are formidable. However, the concept of using such natural materials in place of various chemical reagents that may be toxic is very attractive. An attempt is made to show some of the promise of microorganisms in mineral bioprocessing and to consider the problems that must be overcome before commercial application of the technology is realised.
