In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

This study used structural equation modelling (SEM) to develop a series of models to explain the impact of work-life balance on employeesÆ perceptions of job performance, job satisfaction, turnover intentions and absenteeism. The sample comprised 257 participants (108 males and 149 females) from a range of occupations and levels of seniority. In sum, the results clearly demonstrated that successful work-life balance is associated with higher levels of job performance and worker satisfaction and with decreased levels of absenteeism and turnover intentions. The data also lent support to the impact of employeesÆ coping styles, schedule flexibility and supervisor support on employeesÆ abilities to balance work and life. It is concluded that tangible benefits to an employerÆs bottom-line can be anticipated from organisational initiatives to assist employees to better balance their work and personal lives.

This paper presents a review of heat illness in mining, including reference to several recent investigations by the author. Heat illness is a collective term, covering the conditions of heat stroke, heat exhaustion, heat cramps and miliaria rubra. Heat stroke is life-threatening and is by far the most serious condition. It is rare in mining, if appropriate control measures are instituted. Heat exhaustion is primarily due to hypohydration, following prolonged sweating in hot conditions. Symptoms include fatigue, headaches, dizziness, anorexia, nausea, vomiting, shortness of breath, or brief syncope. Confusion, ataxia, prolonged unconsciousness or convulsions are strongly suggestive of heat stroke. Heat cramps are painful involuntary contractions of skeletal muscle associated with work in hot conditions. The limbs are usually involved and the spasms typically last a few minutes, during which the affected part of the body is incapacitated. Heat cramps tend to occur in heat exhaustion, when hypohydration becomes marked. Miliaria rubra is a skin rash caused by extravasation of sweat into the skin, as a result of obstruction of the sweat glands. It occurs after prolonged and profuse sweating in hot environments. It can take three to four weeks of sedentary duties, in an air-conditioned surface environment, for the condition to resolve. Heat illness would be unlikely in underground mining, if the thermal environment was sufficiently well controlled by ventilation and refrigeration. This is however, often not practicable. Where engineering controls alone cannot provide sufficient control of risk, the residual risk can be assessed using an appropriate heat stress index. While procedural controls may further reduce the residual risk, it is important to remember that these are less reliable than engineering controls and cases of heat illness may still occur. Procedural controls include the application of heat stress limits, education, hydration, self-pacing, early symptom reporting, medical advice, acclimatisation procedures, air conditioned accommodation, support to achieve a healthy body mass index, and an effective emergency response capacity.

Concepts of facies are of proven worth in sedimentology, but have hitherto received little attention from volcanologists. The time is now ripe to develop facies schemes for volcanic products. This paper discusses possible facies applicable specifically to lava flows and ignimbrites, the intention being to explore possible approaches to the problem of recogniz- ing volcanic facies rather than attempting to develop a comprehensive facies scheme

Until recently, the Australian mining industry received unquestioning encouragement from both State and Federal Governments. Now governments adopt a more questioning outlook about, for example, the proportion of local mine income accruing abroad, about the contrib- ution of the industry to public revenue, and about the industry's impact on the environment. This paper reports on attitudes at a recent industry-government-academic conference on planning and problems for the minerals sector in the next decade and beyond. It also examines a government policy review in Canada, which has undertaken some change in direction of mineral policies in the last few years.

There is a growing interest in magnetite ores because of the increasing demand for this commodity. With these ores, there is significant cost associated with milling the ore to fine sizes using ball mills in closed circuit with hydrocyclones. Cyclone classification efficiency tends to be poor due to the large difference in density between magnetite and gangue. This decreases the grinding circuit efficiency and results in over-grinding of magnetite. The objective of the work described in this paper was to modify the Bond locked cycle milling test procedure to quantify the loss of grinding circuit efficiency due to the mineral density effect. The locked cycle test procedure described here includes a stage of magnetic separation treating the closing screen undersize, which allows simulation of magnetite classification. The effect of classifier efficiency on low-density particles (non-magnetics) was simulated by altering the proportion of closing screen undersize bypass returning to the mill. Using a magnetic separator and a screen in the magnetics stream, different proportions of the magnetic fraction can be bypassed, thus allowing simulation of the effect of particle density on classification efficiency. This laboratory test work has confirmed that the impact of mineral density on cyclone efficiency subsequently has a crucial negative effect on ball mill circuit capacity. The results are in good agreement with reductions in capacity observed in practice. Multicomponent grinding and classification models were also developed in the LIMN software environment and were able to successfully simulate both the industrial and the laboratory ball mill circuit. It is suggested that if adequate knowledge is available about classifiers in closed grinding circuits, these units may be used as on-stream size analysers when equipped with suitable sensing devices. Research work which is at present in progress to enable a hydrocyclone to be used for this purpose is discussed.

The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

The strategy of adjusting operating conditions to maintain optimum process performance as the feed quality varies - adaptive optimisation - is being investigated by computer simulation of chemical processes for the treatment of ores. Those ore-process systems that are most likely to yield substantial benefits from adaptive optimisation are being identified as a guide to the selection and development of systems for practical application. The generalised mathematical representation of the cost structure, ore quality variations, process kinetics, reactor characteristics and operating variables for ore-process systems is described. Results are summarised for temperature, reagent concentration or residence time as the manipulated variable. For almost all systems, adaptive optimisation was economically beneficial, although a few exceptions have been identified where there is a significant synergistic effect between poor-performance and good-performance materials in a blended feed. The sensitivity of the benefits of adaptive optimisation to a range of economic and technical factors is summarised.

The Research Centres Program initiated by the Federal Government and supported by the mining industry has had a major impact on geoscience research and education during the past five years. Eight major university based-Geoscience Research Centres are currently supported by the Government, including four Key Centres of Teaching and Research and a further four Cooperative Research Centres (CRCs). The Research Centres Program has led to a concentration of high quality research and teaching in areas of demand and strategic importance creating strong university - industry linkages and a source of well trained and motivated graduates. Over the last decade Australia's reputation as a leader in mineral exploration and ore deposit research has grown substantially, in part because of the development of the Research Centres Program, and to increased collaboration and interaction between research groups and exploration geoscientists across the industry. During a period when ore deposit research activity has been decreasing in other countries (eg USA, Canada, Japan and most European countries), equivalent research activities in Australia have been increasing, within a well co-ordinated national framework. The future challenge for universities and the mining industry will be to maintain the momentum of the successful research centres in order for the centres to become self-funding over a six- to nine-year period.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

Time Usage Models, used as a basis for calculating performance indicators for mobile mining equipment, have developed from very simple to very sophisticated models. This development has paralleled the increased collection and analysis of production data that itself has been enabled by the evolution of underground voice and data communications along with the relevant information systems. A Time Usage Model divides the hours that equipment is (or is not) used into standard components, by a hierarchical breakdown, so that measures of productivity can be used to compare performance of both people and equipment. The calculation of equipment availability, and thus the underlying Time Usage Model, has always been an extremely emotive topic as different groups use time usage information for different purposes. The direct link between measuring performance Key Performance Indicators (KPI) calculated from these models and employee rewards impacts upon the workforce. This paper discusses the conflict in use by various stakeholders and proposes ways to address some of the more contentious issues each supported by case studies. The simple status code functionality used by early systems has proven inadequate, leading to the evolution of “work-arounds”. These workarounds have become the norm and unfortunately have become embedded in the next generation of models and the information systems that incorporate them. This paper contends that the industry should stop building Time Usage Models to accommodate shortcomings in proprietary systems, but rather collaborate with suppliers to develop innovative methods to deal with the fundamental requirements. There are many points of differentiation that are not clear-cut. Pitfalls are discussed as well as threats to success. A framework of rules is developed as guidelines for how a Time Usage Model should be developed and applied. This will hopefully stimulate the on-going discussion as to how Equipment Availability and other components of the model should be calculated.

Coal mining is recognised globally as a hazardous activity, and as a result operates under high levels of regulatory and public scrutiny while managing a workforce operating in a high-risk environment. Mining companies have developed sophisticated risk assessment procedures, management systems and personnel competency requirements that facilitate the safety and health of employees, and Australia is a world leader in coal mining safety and health.RISKGATE is an Australian Coal Association Research Program funded online platform that delivers broad cross-industry knowledge about current practice in the identification, assessment and management of coal mining risk. Centennial Coal has engaged with the RISKGATE program, managed by the University of Queensland’s Minerals Industry Safety and Health Centre, since its inception in 2010, and contributed topic experts to many modules, including underground topics within the geological and geotechnical domain (strata underground, outburst, coal bumps and bursts, and inrush).In 2013, Centennial Coal experienced significant unexpected strata failure at the Mandalong mine without any personal injury or fatality. This paper presents a case study in the application of RISKGATE to management of this unwanted event, the steps that were implemented, the information that was sourced and the contribution that RISKGATE made to the final outcomes. The earliest caveman, very much a minority group, in the face of great adversity and person- al peril, had to take his livelihood by stealth or force of arms - aided by some degree of reas- on and ingenuity. He was pretty much a law unto himself. As time went on, his type became more numerous; and, after bumping heads with the- tough bloke who lived in the cave across the valley, he decided that perhaps he ought to try to get along with him. Perhaps he could trade some over-ripe emu meat for that `roo skin that he had tried to take. Then too, next time he wants a woman, he had better use a lighter club and just stun her a little - that last one was pretty badly bashed. Perhaps he should keep her around the cave and train her to keep the fire going, gather some roots, and skin the game. Those joeys of hers are kind of cute too. Of course they eat, and it would necessitate bringing in more food. So man gained increasing responsib- ilities to his family and neighbours. He domesticated animals, learned that he could cultivate certain plants that were palat- able and would supplement the meat diet, and found that he could modify earth materials to make tools - he became a grazier, a farmer, a miner and a manufacturer. He ceased to be nom- adic and community life came into being. This complicated life and made more rules essential.

At many locations in Australia the decommissioning of mining operations will require the disposal of excess water. If the water is contaminated its disposal may be restricted by government guidelines. The timing of water disposal may be critical to the schedule of close-out. The uncertainty of the annual rainfall input to the water storage and disposal system may determine the success or failure of close-out. The uncertainty associated with any outcome can be used to determine the reliability of the system, or inversely its risk. The technique of Monte Carlo simulation, using the uncertainty in annual rainfall, is applied to quantify the risks associated with water disposal as part of the requirements for close-out in two case studies. In both case studies it is assumed that water disposal is via evaporation only. The first case study is the Nabarlek operation, located about 270 km east of Darwin. This project is required to complete the engineering work associated with its close-out by December 1995. The second study investigates the situation of close-out for the Ranger Uranium Mine, about 250 km east of Darwin. It should be noted that the Ranger mine was examined as part of the annual update of its contingency rehabilitation plan and the probability of implementing the plan is extremely small. The probability of success for the Nabarlek case varied from less than ten per cent to greater than 95 per cent depending on the management strategy. Four possible strategies were investigated for the Ranger mine with the chance of success varying between 20 and 95 per cent. The estimation of the evaporation rate and the area allocated to evaporation was critical in both cases. By applying seasonally based evaporation pan coefficients determined on site, rather than an average monthly value of 0.75, the chance of success was improved by up to 35 per cent for Ranger. Simulation modelling is able to provide information on the likely response of mine water management systems and the level of risk. This information is required to efficiently plan and manage the disposal of water for close-out.

Mary Kathleen Uranium Ltd. recommenced operations in early 1976 following a twelve year period of care and maintenance. Several sections of the plant were modified or completely changed for the second operation. The most important change was the replacement of ion exchange with solvent extraction as the means of purifying and upgrading uranium rich Isolutions Most of the problems experienced in the solvent extraction system originate from the leach liquor which has a strong tendency to form stable emulsions. This has been countered by some careful control of leaching conditions and by closer observation of operations in the solvent extraction area. Most problems have now been resolved and plant recoveries are quite Satisfactory.
