Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

Environmental, social and governance issues (ESG) have become a defining feature in the marketplace to differentiate preferred investments. With the sustainability commitment and reporting landscape anticipated to evolve exponentially, it is now imperative to rapidly develop the approach taken by mineral companies to adequately identify and address ESG risks and opportunities in the reporting of Mineral Resource and Mineral Reserve (MRMR). MRMR cannot be effectively reported as technically and financially assured and realistically executable, if ESG is not integrated into the strategy, business model, input assumptions and process that defines and drives robust MRMR public reporting. Regulatory reporting codes across the globe are presently in various stages of being updated and modified to ensure ESG factors are appropriately covered as a key part of diligent and transparent disclosure. Security exchanges are making it clear that companies must not omit ESG risks from reports to investors. This paper discusses associated challenges for MRMR reporting and suggests avenues for improvement. Key themes include: the importance of procedure rather than prescription and checklists; how ESG criteria impact Modifying Factors and determination of Reasonable Prospects for Economic Extraction (RPEE); the need for financial models to account for material ESG commitments; the uniqueness of each mineral asset; the need for education, upskilling and accreditation of both ESG experts about MRMR reporting and equally Competent Persons in ESG matters; and the need for clear and balanced reports that meet the needs of end users. (RPEE is adopted here for simplicity and consistency, recognising that some reporting codes still include ‘Eventual’ in the term (ie RPEEE). Whilst RPEE and RPEEE are subtly different the intent is to point to the process of assessing ESG factors in determining reasonable prospects.) The principles of transparency, materiality and competence remain paramount when considering the impact of ESG matters on MRMR reporting, and this necessitates an inclusive, cohesive, and integrated approach to assessing ESG issues to ensure the necessary expertise and diligence is applied.

Mining geologists utilise many technologies to map, sample, measure, model and plan before and during the mining process. Predicted ore quality rarely corresponds with feed quality determined by process operators. Objectively measuring conveyed material quality accurately in real time avoids disagreements over mined ore quality and generates opportunities to improve mill feed quality.This paper discusses the well proven PGNAA (prompt gamma neutron activation analysis) technology used in the GEOSCAN-M elemental analyser that is ideally suited to measuring composition of primary crushed conveyed material in real time. Representative, continuous, fully penetrative measurements are unaffected by particle size, belt speed, mineralogy, dust or layering on the conveyor. Material can be directed to processes or stockpiles by utilising measurement increments of typically one to five minutes and then activating diverters to direct increments to the correct location. Waste, low-grade or deleterious material can be rejected to waste dumps or stockpiled for later processing. Material meeting a product specification can bypass unnecessary processing. Paybacks in weeks have been achieved for such applications. Process operators are able to control the blend of ores fed into the mill to improve processing performance and use measurements for ore reconciliation and metal accounting. Utilising the technology to upgrade ore quality after mining and before processing is beneficial in improving plant economics.The technology has been successfully utilised in base metals, ferrous metals and industrial minerals. Mining geologists can determine ore quality being produced in real time and modify the ore quality prior to milling. Ore feed quality measurements are also used by process operators in optimising plant performance. The elemental content can help identify geometallurgical domains as well as other major changes in quality, which may affect processing. More and more coal in Australia is extracted by underground mining methods especially by longwall mining. These methods can be particularly sensitive to relatively small-scale structural discontinuities and variations in roof and floor rock character. Traditionally, information on these features has been obtained through drilling. However, this is an expensive process and its relevance is limited to the immediate neighbourhood of the boreholes. The geological uncertainty remains. Seismic surveying, especially by 3D seismic, is an alternative tool for geological structure delineation with growing credibility. In fact, it is one of the most effective geophysical methods available for identification of geological structures such as faults, folds, washouts, seam splits and thickness changes which are normally associated with potential mining hazards. Seismic data even can be used for stratigraphic identification. The information extracted from seismic data then can be integrated into mine planning and design. In this paper, we demonstrate computer aided interpretation techniques for maximising the information from seismic data and illustrate the ability of seismic reflection methods to resolve localised geological features. Both synthetic and real seismic data obtained in recent 2D and 3D seismic surveys from Australian coal mines will be used. Compared with results obtained with drilling programs, the structural definitions from seismic are of unprecedented quality.

With the emphasis on CO2 emission legislation and the increasing price of traditional fossil fuels like coal, oil and gas, the use of alternative fuels is becoming more and more attractive for the industry, particularly for the cement industry. The variety of materials burnt in the kiln is enormous and varies from tyres, to animal meal and other waste material or by-products that would otherwise end up in an incinerator or landfill facility. This wide variety in materials demands thorough analysis to determine what elements are present in the organic matrix. The elements present may have an influence on the process or the quality of the cement. Toxic or environmental unfriendly elements may be incorporated or dissolved in the clinker phases; whereas volatile components may be present in stack emission to the atmosphere. X-ray analysis is already the key to elemental analysis in cement production, and is used here to determine the composition of these alternative fuels. The XRF spectrometer configuration used in this study is designed to overcome the difficulties associated with the analysis of strongly varying light organic matrices containing heavier elements in minor and trace-level quantities. Heavy element specific excitation conditions and three-dimensional polarised optical geometry increased the signal to background ratio and improved detection limits compared to conventional XRF spectrometers.

The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

An extended Kalman Filter is used to build an on-line estimator of total ore, fine ore and water hold-ups in a SAG mill. In addition, an equivalent grinding rate from coarse to fine ore, as well as the discharge rates of solids (fines) and water are also estimated as part of the adaptation procedure of the model used for the Kalman Filter. The measurements used in the Kalman Filter estimator are the total mill weight provided by load cells, and inferred discharge flows of fines and water from flow and density measurements performed downstream. The net ore and water feed to the SAG mill are used as inputs to the estimator, and also the proportion of fine ore in the feed. As an example of how to introduce robustness in the estimation in the face of sensor bias errors, an estimation of the load cell bias error is introduced in the estimator, thus providing self calibration. The estimator presented in this paper has been tested by simulation using a detailed SAG mill mechanistic dynamic model comprising 27 size fractions well fitted to a pilot mill. The maximum error in the estimation of the operational variables - total and fine ore as well as the mill contents under different operating conditions - is about ten per cent.

For an optimal design and control of metallurgical processes, a deep understanding of the thermodynamics of the governing reactions is required. Modelling the thermochemical behaviour of those reactions is complex, as it involves multi-component and multi-phase systems. For this purpose, thermodynamic computing systems such as FactSage™ (Bale et al, 2016), which combine Gibbs energy minimisation routines with large databases of optimised thermodynamic data of solutions and compounds, have been used within the SMS group GmbH. Recently, the successful integration of those thermodynamic computing systems into the digital platforms of SMS has been achieved through ChemApp, which made running complex thermochemical calculations in Python-integrated development environments possible. ChemApp is a programmer’s package for thermochemistry and incorporates the Gibbs energy minimiser of FactSage™ as reported by Petersen and Hack (2007) as well as by Zietsman and Petersen (2018). The digital platforms link the fundamental and the industrial aspects together and can be applied as a process advisor, or for the evaluation of the environmental footprint and the economic implications of different process routes, as discussed by Reuter (2023). Two examples illustrating the progress of the developments in this regard will be introduced: 1. The Tilting Refining Furnace (TRF) for copper scrap recycling and refining to anode copper (the BlueControlApp). 2. Dephosphorisation control for the oxygen steelmaking process (Basic Oxygen Furnace (BOF)).

Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

Metal smelting is seeing a continual increase in intensity and throughput in recent years. This is done with increasing demand for cost/capital efficiency, higher recovery, and managed environmental impact, among other things. With the development of more intense smelting processes, the issues of refractory wear, mixing and separation of reacting phases and the nature of the reactions between them become more prominent. Understanding of interfacial phenomena is in growing need, in addition to knowledge of the bulk properties of equilibrium and transportation. The GKW CRC has a suite of projects aimed at developing various techniques and expertise to provide information of interfaces in metallurgical systems. This article illustrates some recent development in this area, particularly in studies of melt/refractory contacts, the determination of surface and interfacial tension of metal/slag/matte melts, modelling slag-metal mixing and studies of kinetics of the smelting reactions.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.

Of the energy resources present in Australia, coal and uranium are by far the largest. These two resources ap- pear sufficient to satisfy Australia's energy needs beyond the immediately foreseeable future and long after the natural petroleum resources are exhausted or have ceased to play a significant role. By that time, coal could be converted in plants of very large size to synthetic liquid and gaseous fuels which will be used as substitutes for pet- roleum fuels, particularly for transport. The basic role of uranium will be to supply electricity from nuclear power stations for heat and power requirements, thereby freeing non-coking coal largely for conversion purposes. The establishment of these enterprises will require a massive national effort and a high degree of co-ordination at the planning stage.

Various Australian and international regulatory bodies (Environmental Protection Authority, 2015) require an early assessment of the geochemistry of waste rock. This usually includes estimates of the locations and volumes of potentially acid forming (PAF) materials and requires sampling of the waste rock zones as well as submitting the samples for a series of tests. We know that the required number of samples will vary depending on rock type, mean sulfur levels and spatial variability of sulfur as well as total volume. Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. Production of oic at BHP Minerals Pty Ltd's Cannington Mine commenced in May 1997. The initial sloping blocks at the [nine are located in the upper part of the Footwall Lead lode, and the Hangingwall Lead and Glenholme Breccia lodes. This paper discusses the geological investigations, interpretation and modelling that was undertaken for the Footwall Lead lode production block at Cannington Mine, as well as providing a basic geological introduction to the Cannington deposit.

Current climate change projections suggest both an increase in the intensity of significant rainfall events and an increase in the variability of rainfall in some regions of Australia. It is necessary for mine site owners and operators to understand the effects that this potential shift in climate may have on their operations. The ability to maintain compliance with discharge regulations and operational security for those sites that rely on surface water run-off harvesting may be negatively impacted if some current climate change projections are realised. Although current regulations require the preparation of water management plans, these are generally developed using historical climate records for the site in question and as such do not give any indication of a siteÆs resilience to the influences of climate change.This study compares design and operational considerations for a case study mine site using historical rainfall records and modified records representing climate change projections. The future climate models are invariably broad scale and are limited in their capacity to be downscaled to a reasonable resolution for developing a site water balance. Instead the local historical data set has been modified to concentrate precipitation to peak periods and propagated through the model. The study looks at the siteÆs response to the potential changes in climate.It is shown that if current climate change projections are realised, this will have a significant effect on both the necessary size of designed surface water infrastructure and operational considerations on-site. A discussion is presented on the potential risks that climate change presents to mine sites and the range of options that could be considered to mitigate these risks. Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. Bulk explosive technology for underground mining has not seen any significant technological advances since the widespread transition from ammonium nitrate fuel oil (ANFO) to ammonium nitrate emulsions (ANE) commencing in the 1980s. The in-hole energy profile that conventional ANE systems deliver is limited by the physics of chemical gassing and simple control systems. This compromises the range, precision, and accuracy of energy delivery into the blasthole, and in some cases limits the length of charge that can be delivered. Orica’s 4D™ bulk system removes many of these constraints, enabling better blasting performance across all underground mining methods. This paper reviews work completed at three mining operations across Australia, the United States, and Chile with a focus on how this system can improve mining operations and deliver sustained commercial and productivity benefits into the future. These benefits include improved ore recovery, reduced dilution from waste rock, and reduced overall explosives consumption. This paper also reviews how this new technology can be applied for planning future mining operations.

As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flow sheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particularly under threat. The economics of such operations are far more susceptible to metal price fluctuations, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most economic effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is often overlooked is how a hydrometallurgical process could also be integrated in the overall flow sheet to achieve higher overall recovery at the mill. In the base metals environment, this is probably because hydrometallurgical processes are associated with production of metal, or require the use of expensive and toxic precipitating agents once the minerals of interest are in solution. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams. Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams and also tailings streams to complement a concentrator flow sheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middling concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows the plant to operate on a more favourable part of the grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added to the flow sheet with no process interruptions.
