World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. The SAG mill at Rasp Mine has undergone a number of liner design modifications since commissioning in 2012, making liner wear and failure difficult to predict from historical data. During 2017, several instances of liner failure or near failure were experienced resulting in unplanned downtime for emergency relines or to patch liners in the lead up to a planned shutdown. The strategy for relining mills is often to minimise the frequency of relines (and subsequent shutdown costs) by extending liner life, achieved through design modifications. However, it was observed that as the Rasp SAG mill liners wear, mill performance declined with power draw increasing and throughput declining. Opportunity and inefficiency costs start to erode the revenue per additional tonne milled for a given set of liners, and in turn the benefit of delaying relines. As such, optimising the frequency of relines becomes a trade-off between reline costs and opportunity/inefficiency costs in delaying relines. The aim of this paper is to demonstrate a frame work for analysing costs using a marginal economic analysis with the assumption that the Law of Diminishing Returns can be applied to the life of mill liners. The SAG mill operating variables can be modelled to determine their impact on costs and an optimal reline point can be defined where the total costs are minimised. This prevents unexpected failures due to accelerated wear by providing justification to reline earlier and thereby allowing efforts to be focused on sustaining milling performance.CITATION:Standen, C M, 2018. "Most new mining projects require an initial assessment of the locations and volumes of potential acid forming (PAF) waste that is likely to be moved and dumped in surface waste stockpiles. This requires sampling of the waste rock zones and submitting the samples for a series of tests. Key to the outcome of the waste characterisation process is obtaining sufficient samples that are representative of the various rock types both in number and spatial distribution.Various regulatory bodies throughout Australia and the rest of the world are currently struggling with how to define minimum amounts of sampling to achieve realistic estimates without imposing excessive costs and time constraints on a project.This paper addresses two aspects of the process: what constitutes a æsufficientÆ number of samples how to use those samples in determining volumes of likely PAF material.Geostatistical methods of characterising orebodies with large numbers of samples are routinely used in the mining industry by geologists and geostatisticians to estimate and classify Mineral Resources. In theory exactly the same methods can be used to estimate PAF waste locations and volumes.In practice the number and spatial distribution of dedicated PAF waste samples at feasibility stage is typically so small that it is almost impossible to estimate the spatial distribution of PAF material with any degree of confidence at all. Consequently, the common approach is to characterise a few samples from a lithological unit and then assume that they represent the unit as a whole. Soil cover systems are routinely used to reduce acid rock drainage (ARD) from mine waste rock dumps and tailings impoundments. A technology for the analysis, design, instrumentation and monitoring of barrier-type (oxygen limiting) and store/release-type covers has rapidly developed and the number of covers under construction has grown extensively during the past ten years. Mine operators are currently investing in this relatively new technology with the expectation that these covers will reduce long-term liability with respect to acid generation, drainage and treatment costs. While the design life for cover systems may extend into hundreds of years, we have less than ten years of construction experience and proven performance. Some cover designs appear to be functioning well; however, the performance of many more is now being called into question. The paper presented herein evaluates the integrity of cover systems from a global perspective. Soil cover systems for the control of ARD are being constructed at mine sites located within high rainfall equatorial regions, deserts ranging from low to high latitude, humid temperate regions, and cold-continental climates. While the technology for analysis and design of soil cover systems is well developed, factors that compromise the performance of cover systems (in addition to the paramount issue of climate) relate to material selection and availability, cost and construction practices. Long-term performance is also strongly affected by physical stability (ie erosion), volume change (ie cracking, desiccation, settlement and freeze/thaw cycling), vegetation, soil evolution and ecological stability. This paper provides a review of the application of soil cover systems for the control of ARD. Cases where cover systems have been constructed with both success and failure are illustrated. General criteria and recommendations for cover selection, design, construction, and maintenance are provided.

Research into the dynamic properties of ground support elements continues to grow at a global level, given the increasing importance of this field of application within underground hard rock mining. Measuring the mechanical response of such elements under the rapid onset of simulated rock burst loads forms the basis for this experimental work, typically utilising gravitational drop testing methods. This field of research is fundamentally driven by an increasing need for dynamic performance data, given the constant evolution of rock bolting product designs, materials selection, combination testing and specific application needs based on ground types and loading scenarios. A smaller number of globally recognised dynamic test facilities have predominantly lead research within this arena, typically in association with academic institutes, larger industry groups and government research institutes. However, due to the increasing requirement for dynamic performance data, additional facilities have now emerged in order to satisfy the overall demand for test work. These newer facilities are more typically associated with suppliers to the underground hard rock industry, with experimental designs looking to replicate, at least in part, the work of the primary facilities. For standardisation, repeatability and calibration purposes, the cross validation of test data between primary and secondary facilities becomes an obvious and important consideration across this field of research. This paper outlines the development of a new dynamic drop test facility for testing rock bolts, including the structural design and associated high speed data capture system. Based on the utilisation of identical bolt types, material grades, anchoring systems and decoupled ‘free-lengths’, comparative data has been generated to provide cross validation of the new test facility against data generated by a globally recognised primary facility. The cross validation of data provides increasing confidence in the repeatability and accuracy of the new facility as activity continues towards the provision of further experimental test work.

The underground metalliferous mining industry continues to change under the influence of many factors including, to name a few, new mining techniques and equipment, new approaches to risk management, more stringent safety and health standards, new employment practices and orebodies become deeper and often lower grade. In addition, the same technological revolution and plummeting cost of technology that has brought the GPS, smart phones and digital cameras to the general population is also working its way through the mining industry impacting on communications, automation and process control as well as introducing major efficiency and productivity dividends. However, not all factors are positive including, in particular, the issues of carbon costs and electrical power. This paper explores some of the trends affecting ventilation in hard rock mines, some of the existing and likely future challenges and some of the potential future solutions to these issues.CITATION:Brake, D J, 2013. An experimental study of the influence of surface active agents on the dewatering of fine coal was undertaken with a view to evaluating the usefulness of such materials in reducing the residual moisture contents of filter cakes. Experimental evidence is presented which suggests that while polymeric fiocculants have a beneficial effect on settling, they can have adverse effects on the filtration of the thickened underflow. Detergent addition, on the other hand, was shown to reduce filter cake moisture, and the magnitude of this effect was determined, in part, by the prevailing electrochemical equilibrium at the solid-solution interface.

The equipment and procedures used for green pellet production on a laboratory scale are given, together with a description of the straight grate pellet strand analogue which has been developed to examine the response of various ore types to heat hardening. The capabilities of the analogue are illustrated with data obtained from the balling and drying studies using a manganese ore. Differences in inter-batch pellet quality are discussed, and method of minimising the experimental error that can arise from these differences is Presented.

Results obtained from linear sweep voltammetry at a graphite anode in cryolite-alumina melts are presented, together with those obtained from a chronopotentiometric investigation of the influence of dissolved metal. The results, consistent with both production information and other fundamental studies, showed that the following two reactions occur at the anode.Equation 1Al (dissolved) ? Al3+ + 3eThe latter accounted for some of the loss in currentefficiency.The rate of the former reaction is limited by the slow desorption of the CO from the electrode surface. Mass transfer conditions, and hence cell design, influence the importance of the second reaction.

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

One of the main factors affecting the suitability of an ore for autogenous grinding is the ore’s competency, ie providing enough critical stones for the grinding process. Several experimental test routines exist and are used for assessing the viability of the ore for autogenous grinding. However, very little attention is given to the generation of fatigue in large stones experiencing repeated shocks in the mill. To investigate this, large pebbles sampled from an industrial autogenous grinding mill running hard and soft ores were categorised based on the grinding energy. From the pebbles, small drill core samples were prepared and went through a series of fatigue cycle tests. Both hard and soft ores showed similar average resistance to failure in compression tests, but the hard ore had a consistent resistance with lower variations. The cores were scanned by XCT before and in-between fatigue tests at the highest reachable resolution, 1.5 µm voxel size. The outcome showed that a higher number of micro-cracks were visible in the soft ore compared to the hard ore. The frequency of micro-crack development in the soft ore may be the reason for its lower specific grinding energy compared to the hard ore. It is obvious that for realistic conditions in an autogenous grinding mill, stones are pre-weakened by fatigue before they fracture. Therefore, shortcut methods focusing only on running tests on fresh and small samples may operate in unrealistic conditions by ignoring the fatigue phenomenon. This is even more important for ores that are on the borderline to be considered as competent for autogenous milling.

The steel industry occupies 14 per cent of CO2 emissions in Japan, and the sintering process is one of the major emitters. Since most of CO2 released from the sintering process comes from coke fine combustion, replacement of coke fines with biomass char as bonding agent is a potential countermeasure. In order to explore the effective use of biomass char, we chose char made from Palm Kernel Shell (PKS) as a sample. First, the char’s combustion behaviour was examined with varying the char’s particle size by means of admixing the char in alumina ball packed bed placed in an electric furnace. As a result, the finer the PKS char the faster the burning rate and reaching a higher temperature compared to coke fine. In addition, it is also concluded that the optimum size of PKS char was larger than coke fines. Next, the effect of different heat profiles on sinter structure was examined by sintering tablet made of chemical reagents. In this experiment, the chemical composition is designed based on sinter composition. By this sintering test, even at high temperature, rapid cooling is effective to make fine sinter matrix and fine pores, which has possibility for high sinter reducibility. Based on these two experiments, using PKS char as a sinter fine source has the possibility to improve sinter reducibility.

Ashton Mining Ltd (Ashton) and Lynas Corporation Ltd (Lynas) have established a joint venture partnership to develop and process rare earth oxides (REOÆs) from the Mt Weld deposit in Western Australia. The deposit is located in a deeply weathered volcanic carbonatite structure that contains approximately two million tonnes of rare earth oxides at an average grade of 20 per cent REO. As part of the 1999/2000 feasibility study currently being undertaken by Ashton and Lynas, an extensive laboratory beneficiation test program was undertaken by CSIRO Minerals on diamond drill core samples from the Mt Weld orebody. The aim was to develop a flowsheet, based primarily on flotation that could be confirmed at pilot plant scale. The target concentrate grade was 52 per cent REO with a REO recovery of at least 35 per cent. Two main ore types, nominated as CZ (limonitic siltstone) and LI (nodular limonitic ironstone) were identified for separate laboratory evaluation. The lower grade LI-type ore overlies the higher grade and more extensive CZ-type ore. The majority of the work was conducted on the CZ ore; only limited testing of the LI ore was undertaken. The latter contains a clay component that will present difficulties in processing due to its poor filtering and settling characteristics. Two processing options for treatment of CZ ore were presented for pilot plant consideration. One (Option 1) includes gravity concentration prior to flotation while the other (Option 2) includes finer grinding and four stages of open circuit cleaning. The benefits of each scheme are discussed in detail. Neither has been fully optimised and the definitive flowsheet is most likely to be a hybrid of the two schemes, incorporating the best features of each. Typical metallurgical results from each scheme were final concentrate grades of 49 per cent REO, 10-16 per cent Fe2O3 and 3.2-4.8 per cent CaO. REO recoveries were above 35 per cent in both cases. Features of the processes developed by CSIRO were the inclusion of a gravity concentration stage prior to flotation, a modified flotation reagent scheme, a change in the method of feed preparation, and incorporation of magnetic separation to upgrade final flotation concentrates. Metallurgical results obtained from flotation tests on LI ore were much poorer than those obtained for CZ ore. The best rougher/scavenger result, with the limited amount of testing so far completed, was an REO grade of 32 per cent with a recovery of 28 per cent. Further work is needed to develop a viable processing route for this ore type.

Many of the other 11 small island nations in the region, such as Vanuatu, Pulau and the Solomons have been the subject of considerable exploration orientated towards gold in the past few years but without any deposit found with confirmed economic viability.

Western Deep Levels, a seismically active deep level gold mine, started placing backfill in their narrow tabular workings as part of the regional support strategy in 1986. Over the years the percentage of working places being backfilled has been gradually increasing. At the end of 1995 the support efficiency and the labour productiveness relating to support installation were scrutinised to determine if resources were being optimised. Owing to financial, safety and productivity constraints it was decided to redesign stope support to be less labour intensive, safer and provide an integrated stope support system. This new integrated system will thus combine the previously used temporary, permanent and back area support consisting of mechanical props, hydraulic props and backfill respectively. Backfill previously formed an integral part of the regional support in conjunction with strike stabilising pillars. To design the integrated support system the backfill placement quality has to be exceptionally good and placement must be done as close as possible to the working face. The backfill to face distance was reduced by 30 per cent and in some areas by more than 50 per cent with an increase of square metres filled to increase the effect of the backfill even more. This paper addresses the design and successful implementation of an integrated stope support system based on the optimisation of backfill to the extent where installation of mechanical and hydraulic jacks could be eliminated.

Global iron ore demand, sparked by ChinaÆs rapid industrialisation and emergence as the worldÆs newest steel market, has seen iron ore groups investing heavily in production capacity as well as infrastructure. The success of these new projects depends heavily on reliability, competitiveness and quality control in an increasingly demanding trading environment. Furthermore, the iron ore industry continues to improve its competitiveness in mining practices, technology innovation and management processes. The continued fine tuning of these sectors will be critical to the success of the industry in the years ahead, and this mining sector will continue to demand process improvements from their service suppliers to maintain competitiveness. Automation offers a real solution to these demands. A crucial quality control element in mining, beneficiation, stockpiling and shipping stages is ensuring representative samples of ore are taken along each step of the process. When these samples reach the laboratory it is imperative that the sample is representative of the entire stream and that no induced errors occur. Examples of automation start with mechanical primary and secondary samplers in the run-of-mine processes through to sample tower and laboratory crushers, dividers and collectors. Automation is widely used in many forms to provide reliable and repeatable samples for analysis whilst providing a safer working environment. Laboratory automation systems in use today vary from simple linear systems to sophisticated robotic cells. Sample automation in the iron ore industry has resulted in many benefits for both producers and their customers. The most significant benefits have come in the form of higher safety standards whilst reducing sample error, sample handling and sample contamination during collection. These benefits have been further augmented by reliability and repeatability of automating the final sample preparation and analysis stage. Today these benefits are reflected in reduced costs of sampling and improvement in both turnaround time and quality of results, whilst complying with Australian safety and ISO sampling standards.

We often read and hear, especially in the United States, that we are running out of critical metals. These are vague forebodings of stagna- tion or winding down of our civilization. Our technological progress has been rapid in the last 50 years and is still advancing at an accelerated rate, and predictions of its long-term impact on consumption and production of metals are more hazardous than ever in the light of the great economic and political shifts that are bound to continue. There are many factors that will have a hardly predictable but profound effect on pro- duction and consumption of metals over a time span of, say, 25 years. Among such factors are recycling, substitution, availability of capital, direct involvement of governments in financing and production, and the capability of producing much lower grade ores at possibly much higher prices relative to costs in the event of scarcity. I must state at the outset that my discussion of this topic does not take into account the role that deep-sea nodules containing copper, nickel, cobalt, and manganese may play, because I don't believe production from these deposits will be of much significance within the 25 year span I will be discussing.

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

Human creativity springs from the natural desire of mankind to know and its capability to learn. Explorers and discoverers possess these features in a high degree. They are driven by an unrelenting curiosity to go beyond the boundaries of the known, to explore into the nature of things, to reveal connections between ideas, facts, conceptions, to view things from new angles, to change perceptions. A well-known fact about the construction industry - and underground construction in particular - is that all projects are unique. The degree of complexity due to the intertwining of the variety of project-related parameters is higher than in many other industries, thus forcing contractors as well as suppliers to be truly adaptable and flexible. The enormous advantages of shotcrete as a construction and rock support process and the improvement of materials, equipment and application know-how have made it a very important and necessary tool for modern underground construction works. The development of modem wet shotcreting in particular has enlarged the field of underground construction work. Projects that were impossible to be realised, have now become practicable. Subsurface structures can be placed where they are needed, without regards as to rock and soil conditions.

Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). Thus reflectance spectroscopy permits the rapid identification of key alteration minerals that can be mapped at a high sample frequency and used as vectors towards mineralisation.CITATION:Simpson, M P, Bignall, G, Rae, A J, Christie, A B and Chambefort, I, 2015.
