OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. The Tennant Creek goldfield is one of the largest gold producing districts in Australia, and major deposits, including Gecko, Juno, Orlando, Peko, Warrego, Nobles Nob, Golden Forty, Argo, TC 8 and White Devil have produced more than four million ounces of gold over the past two decades. Gold-copper-bismuth mineralisation at Tennant Creek occurs in lenticular, ellipsoidal or pipe-like bodies of magnetite-hematite ironstones which are hosted in turbiditic sedimentary rocks of Proterozoic age (Large, 1975; Wedekind, Large and Williams, 1989; Le Messurier, Williams and Blake, 1990; Morrison, Donnellan and Hussey, 1992).

The professional geologist or engineer on a mining operation has a particular view of their operation. This is based on the factors of the operation that have a direct impact on the daily work program of the professional, such as production rates and grades. The view that would be taken by a financier who is called upon to support the project may be somewhat different. The value of the operation to the financier is in its ability to generate surplus cash for its owners and thus repay the debts to the financiers, with as low risks profile as possible. A number of tools are used to test the sensitivity of the project to variations in the key cost/revenue drivers. The Financier may call on a team of technical specialists to assist with the assessment of the cash flow and risk profile and to monitor the development of the project. The ability to offset this risk, as all projects have some degree of risk, may be a key factor in determining the level of financial support to be offered.

Recent mapping (1989-1992) by the Northern Territory Geological Survey in the Tennant Creek 1:250 000 map sheet area has resulted in substantial revision of the lithostratigraphy of the Tennant Creek Block (Donnellan, Hussey, and Morrison, in press). Briefly, the former Warramunga Group (Dunnet and Harding, 1967; Dodson and Gardener, 1978) is divided into the Warramunga Formation, and an overlying less deformed volcano-sedimentary succession, the Flynn Subgroup. The latter is conformably overlain by the Tomkinson Creek Subgroup of the Tomkinson Creek province in the north of the Tennant Creek Inlier. These two Subgroups constitute the Churchills Head Group which is essentially equivalent to the Hatches Creek Group of the Davenport province to the south of the Inlier.

The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

The current status of battery collection and recycling schemes in Australia are explored in light of current developments in product stewardship and increasing pressure to decrease materials going to landfill by originating equipment manufacturers. Used consumer batteries, both single cycle and rechargeable contain a mixture of valuable metals and potentially toxic materials that may become a resource/revenue stream to offset the cost of disposal/recycling. Although the volume of batteries discarded in Australia is modest compared to other global population centres, the expected increase in battery use with increasing equipment portability and future developments in the automotive industry, provide an opportunity to recycle. The requirements for a battery recycling facility in Australia and the most promising processing platforms that may exploit the resource with enough flexibility to cope with battery developments and market trends, are explored.

Single wavelength fluorescence sensing has been used in the preconcentration of ores for many years in situations where it is typically specific to the mineral of interest. Examples of fluorescence sensing include the sorting of diamonds in diamond mines and the sorting of scheelite in tungsten ores. However, the number of minerals that show useful single wavelength fluorescence properties in the visible spectrum is relatively small, so the application of fluorescence sensing is currently limited to niche application in the minerals industry. Recent developments at the University of Adelaide have focussed upon extending fluorescence signal measurements into the infrared spectrum, as well as investigating multi-wavelength fluorescence known as up-conversion fluorescence. These techniques may not only significantly increase the number of minerals that exhibit fluorescence properties suitable for both identification and sensor-based sorting, but also provide mineral-specific signatures of higher quality than previously attainable. This paper details the research work carried out by the University of Adelaide and funded by CRC ORE to develop a mineral-specific fluorescence sensor. The sensor targets two fluorine bearing minerals, fluorite and fluorapatite, that are common in many base metal ores such as porphyry copper ores and silver/lead/zinc ores. Fluorine is a known penalty element in mineral products derived from these ores, so mining companies need to monitor and control the amount of fluorine in their final product to keep it below commercially agreed specifications. Currently there is no real time sensor capable of monitoring fluorine in the ore feed so monitoring and control is carried out using time-consuming standard sampling and off-line laboratory measurements. The development and application of a real time fluorine sensor will enable the mining companies to monitor and control fluorine levels in the plant, greatly reducing the time and cost associated with producing their mineral concentrates within the prescribed specifications.

The Bureau of Mines has developed and deployed three expert systems to give advice on mining health and safety. These are: dust control for continuous miners, dust control for longwall shearers, and methane control. All three systems query about the nature and extent of the problem. Typical questions asked deal with observed methane levels, ventilation type and quantity, cutting sequence, and what control technology is employed. Advice given does not focus on a single issue, but may suggest a variety of approaches consistent with the ability of the operator to implement the Suggestions.

Exploration of a coal deposit provides the data on which a range of mine plans can be developed during project feasibility. The stages of exploration use methods and procedures which initially outline the deposit with more detailed data gathering and analysis of the specific site complexities. The in situ coal resource and reserves are calculated. The mine plan is a function of the mining method chosen and can have significant impact on the recoverable reserves. Other factors which can impact on the recovery of the reserves and the ability to maintain planned production levels are those which were either undetected during exploration or were misinterpreted. Exploration programs should be detailed enough to minimise to an acceptable standard the recognised and potential risks. Past programs which explored to achieve a minimum exploration density required to satisfy measured reserve status have generally proven to be inadequate, placing reserves and production at risk.

A recent review of resource reports lodged to statutory bodies found geological models with oversmoothed or unrealistic lithological boundaries, many of which do not represent geological appearance in the field, pit or underground drive. The underlying data is often too complex or messy to be incorporated into the resource model and is thus a simplification of reality, to the detriment of the mining operation and its shareholders. Volumes can be over- or underestimated and subsequent grade predictions can be misplaced, combining to cause over- or understatement in resource reporting to stakeholders and statutory authorities. Domain models can be improved with new modelling techniques such as machine learning. However, with poor data or improper use of machine learning techniques, the conclusions can be just as misleading as with current techniques. Machine learning rarely offers a single ‘right’ outcome, rather a range of possible outcomes from the data provided. But importantly it can take advantage of the full richness of data for more informed models. Machine learning also provides confidence in its predictions so that uncertainty in the resultant models can be quantified and passed through for risk assessment during mine planning and operation. This paper will discuss the factors accentuating complexity in deposit modelling: data diversity, structural controls, chemistry, data volumes, process workflows and external non-geological constraints. A case study illustrates the risk of reducing or ignoring complexity, which can result in an overly simplified geological model.

This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

The legacy of underground coal mining may be a land surface which, in parts, may be unstable in the long term. A case study analysis has been undertaken to explain some of the hazards and how the risk may be assessed and managed.The Ipswich Coal Measures were extensively mined with shallow underground workings, which now underlie a number of suburbs in the eastern side of the city of Ipswich in south eastern Queensland. The area was subject to underground mining from the 1840s to 1997. In general, the mines were small, family-owned operations that were restricted by complex geology, interactions with neighbouring operations and ownership of surface facilities. The oldest available mine plans date back to the late 1890s.The residents in these mining areas have a long history of unexpected mining subsidence events. A level of risk management for property owners has been implemented by the Ipswich City Council, which requires a mining subsidence risk assessment to be submitted as part of building applications for property development in the areas suspected of having mining subsidence risk. The Electricity Commission of New South Wales is the largest single user of coal in the State, burning some 8.5 million tonnes during 1972-73. This coal is converted in power stations into electrical energy which is then distributed throughout the State and supplies the electricity requirements of 99% of users in New South Wales. Barring any major change in energy consumption growth, or change in the current mode of power generation, the consumption of coal by the Commission is estimated to have a doubling period of from 10 to 14 years. Coal is used to generate up to 87% of the electrical energy sold, the balance being obtained from hydro gen- eration, mainly in the Snowy Mountains, and, to a much smaller extent, from diesel generation at Broken Hill. A very large proportion of this coal is consumed in pulverised fuel boilers in the Commission's power stations, located mainly on the various coalfields of New South Wales. Coal supplies are drawn from a large number of mines, some owned or controlled by the Commission, others being owned by public companies. The coals used, originate from at least ten different seams located in the northern, western and southern coalfields of New South Wales, and therefore have a wide variety of properties and characteristics. To ensure an adequate fuel supply well into the future, the Commission is continuously engaged in coal prospecting in various areas. Bore data is used in assessing coal reserves and is also the basis of economic studies for their possible future exploitation. The numerous coal cores obtained during drilling operations are carefully tested and analysed in order to assess their suitability for power generation purposes, and to provide data for the design and operation of boiler plant using these coals. In existing power stations coal deliveries are systematically sampled and tested for quality control, for pay- ment of purchases based upon certain quality parameters and to check for any possible plant operating or main- tenance problems that might arise from the use of the particular coals. Almost all the properties of coal that may be necessary in the Commission's work are obtained using standard testing procedures carried out by the Commission's chemists, in laboratories located at the various power stations or at its Central Laboratories in Pyrmont. Where specialised analysis or testing is required, this is ordinarily undertaken on a commercial basis by outside bodies, expert in the particular field. The significance of the various properties of the coal for use in p.f. boilers is outlined and related to their proper application to boiler plant design and to plant operation.

Fortescue Metals Group flagship operation, Cloudbreak, is located in the Pilbara region of Western Australia. The mine is capable of delivering an annualised production rate of 40 Mt/a. Positioned 50 km to the east of Cloudbreak is Fortescue’s Christmas Creek operation, which has a combined processing capacity in excess of 50 Mt/a. Following on from these successes, Fortescue advanced development of its western Pilbara mines at the 60 Mt/a Solomon Hub. These processing installations place Fortescue in a strong position to deliver on a guidance of between 155–160 Mt/a for financial year 2014/2015.As Fortescue enters a phase of asset consolidation and debt repayment over expansion, the business is commanding stronger performance through enhanced plant operating practices and mine site cost reduction initiatives. To this end, the strategic placement of instrumentation is an area being given greater consideration. Access to real-time information pertaining to conveyed materials is of major interest to operators for making timely process control decisions. Fortescue has recognised the importance of accurate and up-to-date process information about their ores and hence, has adopted the use of Scantech’s Geoscan mineral analysers at two of their mines.There are two Geoscans at Cloudbreak; one on the ROM feed conveyor and another on the final product conveyor. These allow the in-feed material grade characteristics to be assessed. Moreover, the final product stream can be monitored to ensure product quality is maintained within acceptable quality tolerances. A third Geoscan is installed at Christmas Creek mine on a conveyor that transfers final products to Stockyards.This paper discusses the use of the Geoscans in these installations, including benefits to Fortescue’s operations, as well as functional considerations such as the impact of maintenance and calibration. This is the second of a series of papers dealing with Geology in Exploration. The first, published by the Australasian Institute of Mining and Metallurgy, Proceedings Nos. 143-144, 1946, was written as an introduction to the subject and employed the exploration geology of the Cobar field to illustrate the prospect thinking. This paper will be concerned with the problem of ore repetition in depth and borrow its- example from the Mount Lyell copper field. The writing will be taken up altogether by the example. Nevertheless the intention remains to develop the subject in terms of its wide interest and application.The Mount Lyell field possesses large actual and prospective resources within, and in the vicinity of, the known deposits. This paper does not bear at all on these accessible ore reserves and tangible prospects. There is also in this area evidence of deep ore. The possibility is of little practical interest at present. But the picture of ore repetition, exemplified by the Mount Lyell field, does matter now to the outlook on exploration in this country. For once this essential feature of ore occurrence is widely understood there may develop, on the scale warranted, the search for major deposits which do not outcrop but which are still at shallow depths because of the part erosion plays in this story of concealment and exposure of ore. Also there is the chance in some fields (including Mount Lyell) of a second harvest of orebodies within mineable depths. This exploration goal, introduced in the first paper, will appear more clearly as the Geology in Exploration series is written up. Here the concern is to show the character of the geological evidence which points to the occurrence and recurrence of ore in the earth's crust, the picture at the foundation of this exploration scheme. Exploration requires substantial capital, and is an extremely risky business (only 1 in 100 prospects ever becomes a mine). The average lead time, that is the time between discovery and production, varies from around two years for a gold mine, to 15 years for a lead/zinc mine. Since it takes years to find, prove and develop most ore bodies, exploration must be carried out years ahead of the depletion of existing deposits. Investors in exploration are exposed to risk for long periods before knowing whether they will receive a return on the funds invested. The risk, high-cost, uncertainty and long lead times involved in exploration make it an aspect of commerce that most managers and investors find difficult to rationalise or understand. Nevertheless, it is a given that the long-term survival of the mining sector depends on discovery of new mineral deposits, however the immediacy of the need to find or acquire new mineral deposits in order to compete and prosper in the industry is less well understood. This paper examines the commercial realities which underlie exploration for new mineral deposits. The first and foremost reason for exploration is to maintain or increase depleting ore reserves which are the asset base of mining, but there are other compelling commercial reasons for exploring, and these are: to maintain return on investment, to achieve growth or create wealth through discoveries which lead tonew mining ventures, to remain competitive in the industry, to diversify, and to control raw material source for mineral processing and/ormarketing ventures. Exploration is necessary for survival of the industry, and also for survival of organisations competing in the industry. The organisations which discover the best orebodies are in the best position to compete, and mining organisations which fail to find or acquire new mineral deposits rapidly become uncompetitive and unable to maintain return on shareholdersÆ investment.

MacPhersons Reward gold deposit is in a post-kinematic tonalite intrusion which is a setting different from many other deposits of the Coolgardie goldfield that are hosted in early Archaean tholeiitic sills or meta-sedimentary rocks. Gold mineralisation at MacPhersons Reward consists of auriferous quartz veins that are best developed in the tonalite but extend to the adjacent komatiitic rocks and along the lithological contact zones. The gold-related alteration halo is dominated by biotite-chlorite and pyrrhotite. Unlike many other Coolgardie deposits, the As concentrations are low.
