The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

Oxygen and carbon isotope mapping of hydrothermally altered wall rocks was applied to the blind ore prospecting of skarn Pb-Zn deposits in the Kamioka mining district, centralJapan, where the wall rocks consist of heterogeneous rock units. The results (d18OSMOW of -1.1 to +17.3ë and d13CPDB of -5.0 to +4.8ë for limestones, and d18OSMOW of -0.8 to +12.5ë for silicate rocks) show isotope zonations of the wall rocks with depletions in heavy isotopes (18O and 13C) toward the centre of mineralization. The isotope zonations likely formed by interaction of migrating thermal waters with the wall rocks during the mineralisation. The heavy-isotope depleted zone, which indicates higher temperature or higher water-to-rock ratio of the system, occurs in the footwall of a fault, indicating that the fault played the role of main conduit of the ore-forming fluids. A heavy-isotope depleted zone was also found in an area, where significant mineralisation had yet to be identified. Recent drilling in this area has intercepted a zone with a grade of 16.0% Zn, 0.8% Pb, and 35g Ag per metric tonne at a depth of about 360 m.

Particles of nickel flash furnace malle (45 per cent i) were oxidized in a dropping-particle furnace. The particles melted and the molten drops simulated those produced by the atomization of molten matte. The partly oxidized droplets were quenched and then reacted with silica flux to form high-grade matte (70 per cent i) and a fayalite slag. This paper describes the experimental equipment and deals with chemical aspects of the investigation such as volatile impurity distribution and thermodynamic considerations. The overall behaviour of minor elements such as Cu, Co, As and Pb was similar to that observed in conventional converting.

SLon vertical ring and pulsating high gradient magnetic separators (VPHGMS) possess the advantages of high efficiency and high reliability in beneficiating weakly magnetic minerals. In recent years, models SLon-2250, SLon-2500, SLon-3000 and SLon-4000 have been developed. Few, if any, reliable thermodynamic data are available for the activity of tin oxide in slags. In this work, the activity of the oxide in silica saturated iron silicate slags has been measured at 1573 K using the equilibrium Sn (alloy) + Y2O2-SnO (slag).Slag and a Ag-Sn alloy were sealed in a zirconium oxide crucible to prevent the escape of volatile tin oxide, and the oxygen pressure at equilibrium measured in situ using the zirconium oxide as a solid electrolyte. Activity of tin was calculated from known data for the Ag-Sn system and activity of tin oxide calculated from free energy data. The results have been extrapolated to predict the industrially important distribution of tin and iron between Fe-Sn alloy and iron silicate based slags.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). The first mention of gold in Western Australia was in 1848 when some specimens of copper ore, which are believed to have come from the Murchison district, were sent to Adelaide for assay. Gold was present in these specimens, but no particular interest seemed to be attached to this fact as the search at that time was mainly concentrated on base metals and coal. Interest appeared to be shown in gold in 1852 when several parties moved out eastwards from York looking for goldbearing country. Though these parties inmany cases were very near to what is now known as the Yilgarn Goldfield, nothing was found.The next record of gold was reported in some specimens which were brought in from Cardup, some 25 miles from Fremantle. Though this area was investigated, it would appear that all the gold had been contained in the specimens and nothing further was found, though the report had been the cause of a small rush of people interested in gold.From time to time specimens had been brought in by various people from the district east of Northam, and in 1861 a reward emanating from private sources was offered for the finding of gold within a radius of 150 miles from Perth. The Government at this stage took an interest in exploration for gold and in the same year supplemented this privately offered reward on a £ for £ basis. The Government also, about this time, commissioned a practical miner, with prospecting experience in the Eastern States, to examine the country between Albany and Northam with a view to the possible existence of goldbearing veins in that area. If lead buttons are cupelled under closely controlled conditions in a suitable design of furnace, silver losses during cupellation are given by a simple equation. The effect of copper on these silver losses has been studied and a "copper limit" for cupellation has been determined. Scorification and crucible fusion procedures for copper-bearing materials have been designed so that the lead buttons produced will not contain amounts of copper greater than this determined copper limit. Silver losses during these crucible fusion and scorification procedures are given by the distribution law, and can be calculated. Thus, silver can be determined in copper-bearing materials with a satisfactory degree of accuracy provided that the appropriate corrections for losses are applied to the weight of the silver prill produced.

Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. The Pilbara region of Western Australia is well known for its abundant exports of hematite-goethite deposits, which have been mined and exported since the 1960s. Magnetite has also been mined in Australia throughout this period, although historically of much lower production volumes (WA Iron Ore profile, 2016). Magnetite offers a source supply of material >66 per cent iron grade product, which is used as premium feed (predominantly pellets) to blast furnaces or specialised steel mills.The Iron Bridge project area contains outcropping magnetite and hematite banded iron formation (BIF), which within the region was recognised as having potential to host economic mineralisation during the 1960s. Development within the project area, however, did not commence until Fortescue Metals Group acquired the tenements based on a 2004 agreement, formed a joint venture with interested groups and then initiated an assessment for magnetite (rather than hematite) mining potential. The combined deposits now have an identified large mineral resource inventory, with test work demonstrating they are able to produce a magnetite concentrate of greater than 66 per cent Fe over an extended mine life. This concentrate would be suitable for forming pellets or feed for direct reduced iron products.The deposits form a singular orebody, approximately 12 km in length by 1 km in width and extending to depths beyond 600 m. The four main deposits are geographically separate and have subtle mineralogical differences, thought driven by the degree of deformation and alteration within each area.Definition of the stratigraphy, structure and key mineralogy of the deposits has been carried out through several stages of exploration and project development. This has also included recent mining and processing of more than 1 Mt of feed material to an on-site processing facility. This demonstrated at a production scale that dry plus wet processing techniques can efficiently separate the magnetite from the gangue minerals to form a suitable (marketable) product.Geometallurgical classification of the host stratigraphy has been carried out from analysing the high volume of quantitative data available for this deposit. This has allowed definition of mappable units within the fresh BIF to be used as a driver in mine scheduling, delivering optimal feed to the processing plant.Construction of mine and processing facilities is expected to commence once all technical risks have been addressed, market conditions are deemed appropriate and approval is given by the joint venture partners.CITATION:Simpson, C, 2017. Amongst representative men directing alluvial mining of erations in Victoria, some difference of opinion exists as to the best system of working the deep leads. The developmental operations of shaft-sinding, extending a reef drive, partially watering and rising up into the wash dirt are practically the same on all fields but subsequent mining is continued either on the Chiltern and Rulberglen or Ballarat systems, the latter being referred to by the Chiltern and Rutherglen miners as the "down country" system. In the former, the leading wash and cross drives are lept from 300 to 500 feet ahead of the reef drive, and in the latter the reverse method keeping the reef drive well ahead of all wash workingsis adopted.In the majority of alluvial mines in the southern and western fields, the initial work of defining the course of the lead is costly, owing to the thick superincumbent layers of hard basalt, to bore which costs from 9/- to 15/· per foot. Unfortunately large sums of money have been wasted in this work, owing to a want of care and knowledge in the selection of bore sites, and improper recording of the strata pierced, thus handicapping alluvial mining and bringing boring operations...

A discussion on simulation tools to aid the development of robotics platforms is presented. The focus of the work is towards mining robotics platforms where operations are typically in unstructured, unpredictable environments and a high degree of dependability in their operations is required. It is argued that a test-based development approach leads to more robust solutions and faster development cycles than traditional single-track field-only development and that the key enabling technology for this development paradigm is the judicious use of simulation tools. The future direction of simulation for use in online applications such as active planning and as a means to assist tele-operation in high latency communication applications is also brief y considered together with the requirements for a useful simulation environment in terms of the simulator architecture. Finally, a case study is presented on the application of the discussed methodologies to an unmanned ground vehicle (UGV) for earth-moving tasks, which is being developed in an accelerated time frame with a transient development team.

THE object of the present paper is to give a brief description of the metallurgical process followed by the Grand Junction Co, and the results obtained therefrom. All figures quoted are from the actual working of the plant over a period of six months from January to June, 1910. The short ton of 2000 lb. is used by the company. Its gold is valued at 84s. per oz. fine, silver at 2s. per oz. fine. The ore consists essentially of a gangue of quartz and calcite, with 8 to 10%sulphide-pyrite, sphalerite, galena, chalcopyrite, and traces of arsenic and antimony. The colmtry-rock is a highlyaltered dacite. Small stringers of highly-mineralized ore penetrate the footwall of some of the lodes, forming a valuable stockwerk up to 3 ft. in thickness. In stoping, this is mined with the well defined lode, thus bringing into the mill at times a considerable quantity of hard country-rock. The gold exists in an exceedingly fine state of division, consequently rendering it necessary to grind very fine to obtain a satisfactory extraction.

Models of the size specific processes of particle collision, attachment and detachment have been combined in a form suitable for analysis of a full-scale flotation plant. The model is based on a first principal approach to particle collection by bubbles. Parameters considered include particle size, bubble size, particle contact angle, energy dissipation, entrainment and froth recovery. Using data structures configured within an Excel spreadsheet using æLimn: The Flowsheet ProcessorÆ, the model has been incorporated into a description of the individual cells within a simple roughing and cleaning flotation circuit. Simulated feeds of varying particle size distribution, feed tonnage and varying mineral hydrophobicity representing different mineral phases are presented to the model to produce predicted final concentrate grades and recoveries. Practical techniques for measuring many of the parameters included in the model are now becoming readily available. However, relating the terms included for contact angle, energy dissipation, entrainment (ie water recovery) and froth recovery to measurable parameters in operating plants remain as continuing challenges for research.

Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.
