A key concern both in public perceptions of the environmental performance of the mining industry and in the development of policy relating to mining activities is the state in which the areas may be left at the completion of mining operations. There is, in effect, concern that the transient economic benefits of mining are enjoyed by the few, while the 'scars' may remain for all. While the techniques of mine rehabilitation have improved rapidly in recent years, an important set of economic issues has generally been neglected.In this paper, the economic and policy aspects of mine rehabilitation are examined. The key issue addressed is how to determine when expenditure on rehabilitation should stop. The answer to such a question requires consideration of the full range of social, as well as private, costs and benefits of rehabilitation at a particular site. Clearly these costs and benefits will vary between sites. From both an economic and policy perspective it is important to establish whether the additional gain from more rehabilitation would exceed the additional cost.It is concluded in the paper that the technical feasibility alone does not justify a paeticular level of rehabilitation activity and expenditure. While more rehabilitation at a particular site may be technically feasible, the additional expenditure incurred in undertaking that rehabilitation may result in little extra benefit. This conclusion has important implications for government policy, particularly with respect to establishing the goals for rehabilitation, criteria for successful rehabilitation and enforcement of rehabilitation objectives.

Good morning. I am very pleased to be invited to present the Opening Address to this inaugural New Zealand Minerals & Mining Conference. It is indeed a pleasure to see so many representatives of this industry, which is so important to New Zealand's economy, present here today.   I extend a warm welcome to all delegates, particularly those from outside New Zealand. To those of you who have travelled from offshore, please closely observe our industry, and do not hesitate to ask Crown Minerals staff here for any further information you may want. I trust you will soon come to the same conclusion that my two following speakers have; that New Zealand is a good investment destination, and further that many of you will decide to invest in New Zealand's minerals and mining industry.   In New Zealand the minerals industry - minerals, coal and petroleum - together constitute an approximate $2.5 billion per year business. In broad terms this is about 3% of our Gross Domestic Product.

A field investigation by making use of the seismic method has been carried out in order to comprehend the mechanism of rockburst and gas outburst and their predictive measures. The seismometers were so arranged both on the surface and underground as to enclose a mining panel. Seismic signals detected by the array were recorded and processed by the 32-kwords computer system. At present the system is available for analysing the source location and Richter's scale of each event and for visualizing the distribution of seismic foci and released energy at any mining stage. The magnitude distribution of events can be regarded as a comparable index of the seismic activities among mining panels. An analysis of the spatial density distribution of seismic energy in the mining panel can be useful to distinguish a highly stressed zone from stress released areas. The energy released curve or the rate of energy release determined from seismic data is also a good indication of the seismicity.

This research is about human development and socio-economic progress of the main mining areas of Chile in the period 1990 - 2007, and especially about the positive effects that mining activity has on poverty reduction and indicators related to the Millennium Development Goals of the United Nations. The analysis is doubly interesting, if one considers that the economic and social developments in Chile, recognised and prominent among the Latin American economies and developing nations, are more evident in mining areas as Tarapacß and Antofagasta (northern Chile), which concentrated than more 70 per cent of investments and mining assets in the country. Additionally, the study concludes with methodological reflections for the evaluation of socio-economic impact in the mining industry in developing countries.

Biological monitoring programs for environmental protection require techniques that will provide both early detection of possible adverse effects, and assessment of the ecological significance of these effects. Monitoring techniques must include responses sensitive to the impact, that can be subjected to rigorous statistical analysis and for which statistical power is high. Such issues in baseline research of 'what and how to measure?' and 'for how long?' have been the focus of a program being developed to monitor and assess effects of mining operations on the effectively pristine, freshwater ecosystems of the Alligator Rivers Region (ARR) in tropical northern Australia. Application of the BACIP design, utilising a form of temporal replication, to univariate data (single species) and multivariate (community) data is described. For new ventures in Australia (such as mining), monitoring programs should be designed to establish with high probability that an impact on the ecosystem no greater than a prescribed amount has gone undetected - as opposed to simply allowing development to continue as long as 'proof' of impact is not available. Such a precautionary approach represents a shifting of the 'burden of proof' and would require with the BACIP design, a minimum number of baseline years in order to achieve some desired level of statistical power in a test for impact. Power analyses conducted on two to five years (depending upon the technique) of baseline data from streams of the ARR indicate that the BACIP design would not impose developmental constraints on mining and that a policy of reversal of the burden of proof would provide the cornerstone required for managing such development in an ecologically sustainable manner.

The results of a two-year research study into the relationship between quartz dust levels in host material and in respirable dust in continuous mining sections are presented in this paper. The experimental design and sampling procedures for underground data collection are outlined. The sample analysis procedures for quartz determination, the analysis results and conclusions of the study are discussed.

Tuyere coke samples have been taken through the tuyere openings of B.H.P. International Blast Furnaces since 1978 with Whyalla No. 2 Blast Furnace taking samples on a regular basis since 1982. The degradation of coke during it's passage through the Blast Furnace can be measured and the relationships between these data, feed coke data and blast furnace operating data demonstrated. Tuyere coke sampling has been useful in revealing misleading external coke testing results and is still the method to monitor directly the performance of coke within the Blast Furnace.

An extensive study was carried out to evaluate the performance of Outokumpu OK50, OK38 and Maxwell MX14 cells at ComincoÆs Red Dog flotation concentrator in Alaska. Tests were conducted by varying operating conditions of the cells installed in different circuits in the plant. The hydrodynamic and gas dispersion properties were measured and the metallurgical performance of the cells was evaluated for each condition used in the tests. This paper highlights the importance of superficial gas velocity, bubble surface area flux, gas hold-up, power consumption, residence time distribution and froth flow behaviour in optimising cell performance. The findings of these tests provide valuable insights into selection of the best cell operating conditions to optimise circuit performance.

In high stress mining environments, production drill rigs are often employed for rapid drilling of boreholes for systematic cable bolting. One outcome of this drilling method is the need for larger boreholes than would normally be drilled using customised bolting machines, such as the Tamrock Cabolter. Past laboratory studies indicate that, under ideal grouting conditions, borehole diameter has little effect on the pull-out strength of cable bolts with high bulb densities. However, the sensitivity of pull-out strength to large boreholes and less ideal variations of grout strength have not been investigated. To explore these sensitivities, industry standard single embedment tests were conducted on large boreholes simulated using steel pipes. Four borehole diameters were tested, namely: 42 mm, 52 mm, 81 mm and 106 mm. In each case the grout water to cement ratio was varied from 0.35 to 0.45 and two cable bolt bulb spacings were considered, namely: one and three bulbs per metre. The results indicate that, across the range of parameters tested, variations in peak axial load at failure corresponding to changes in hole diameter were statistically insignificant.

In 1975 the US Bureau of Mines (BOM) under contract with the Bureau of Indian Affairs (BIA), began a systematic mineral resource evaluation of Indian reservations in the United States. The purpose of the BIA/BOM program was to stimulate economic development on Indian lands through exploration and mining ventures with the mining industry. Since that time, 109 phase I reports (literature studies) and nearly 45 phase II and phase III (field studies) reports have been written by the BOM. The various tribes in conjunction with the BIA have access to these reports for decision making regarding mineral resource development.

The Selwyn gold-copper operation is wholly owned and operated by the Arimco mining group. The mine is located 150 kilometres south-east of Mount Isa. The primary extraction method for the gold-copper 251 orebody is by sub level open stoping. Secondary extraction is from the mass blasting of the remaining crown and rib pillars. The final mass blast of the 251 orebody occurred in December 1993. This paper details the design and execution of that firing.

This paper details a proposal for integrating the use of the Pilbara Iron Ore Classification (PIOC) and stratigraphic data for fine tuning blast. pattern design on Mt Whaleback. The main thrust of the proposal is based on the assertion from Haqan and Harries (1979) that rock properties influence blasting results more than explosive properties. This premise is supported by a literature search, which indicated that blasthole burden, spacing, stemming and subdepth lengths are also determined by rock properties if the same explosive and blasthole diameters are used. A brief explanation of the PIOC is provided during which it is noted that the classification is based on physical hardness, mineralogical and genetic characteristics of the ore. The classification also extends to the two main waste rock types LBIF (banded iron-formation) and shale]. Ore type plans produced from face mapping indicate that many areas on Mt Whaleback can be divided into various PIOC zones and regions thus making it more useful in blast pattern design. Several recommendations for blast pattern design experimentation are made for hard, medium and soft ores as well as for the waste rocks, the most important being the use of expanded patterns to blast. soft BIF and medium hard to soft shales.

A brief description of viscosity measuring devices used in Dense Media Separation (DMS) plants is given, including a new On-line viscometer system. The various factors which affect suspension viscosity are identified. The effect of temperature variation on viscosity and viscosity measurement is examined in detail. Practical problems in using a modified Stormer viscometer for laboratory testwork are noted. Likely problems of continuous viscosity measurements are also discussed.

The mineral resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However, the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the resource, and add measurable value to the company. The concept of mineral resource management (MRM) has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of mineral resource management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of economic value added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

"Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. All the while, the use of the UAV must be tailored to each specific problem encountered and a solution then matched.Citation:Steven, R, 2016. In the non-codified realm of tunnel design there are issues which are sure-fire instigators of controversy. This paper presents a discussion regarding one particular issue which in the authors’ experience often results in comment and debate. This issue only forms part of the rock load assessment process, but it is specifically addressed with the intention of presenting a rational basis for design, which may result in broader acceptance within the tunnel design community.The issue considered relates to the characterisation of in situ rock stresses for the design of tunnel support in the Sydney Basin. A summary is given of the literature on the topic, with emphasis on the main sources of uncertainty and contention. A design approach is proposed, with particular focus given to the numerical modelling of in situ ground stresses and the approach used to ensure that the adopted stress regime is consistent with the assumed ground model. For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.
