The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. The uranium markets are at present well covered by available producers. However the predicted increase in demand, recently reinforc- ed by the Arab oil crisis, will by, the early 1980s'outdistance supply. Current trends are towards light water reactors with-fast breeder reactors not expected to make any significant impact to the mid 1980s. The proposed lifting of the US embargo on the use of foreign uranium in US reactors will expand the market available to non US producers. A balancing in supply and demand worldwide will probably occur in the early 1980s. Australia's potential producers at present hold about 20 percent of the worlds U308 resources. Three companies, have contracts to supply nearly 10 900 tonnes of U308 between now and 1986 which represents about 1 percent of the predicted demand to 1986. Australian producers need to establish themselves more firmly in the market place in order that other countries will not replace us. Contracts can be written now which will allow for world market prices to be paid in the future, thus protecting the Australian producer.

As part of a prefeasibility study being undertaken by Newcrest Mining Limited, the Cadia East Implementation Team has developed an access decline to the proposed underground operation. This paper describes new technologies that have been employed in this development, which include: high frequency drifters that have penetration rates one and a half times that of competitors, ensuring minimal increase in drill time, despite rounds greater than 5.5 m;automated drilling used in conjunction with laser navigation and face pattern design software, which facilitates exact positioning of hole collars, lengths and lookouts for accuracy and repeatability; andemulsion charging that reduces manual handling; has variable string loading capabilities, via its hose retraction system, for perimeter control and reduced fume characteristics. A Six Sigma improvement process was used to support the system change undertaken and demonstrated that development rates improved 60 per cent above the comparable single heading benchmark.

Control of complex machinery through the internet is investigated through the construction of a vehicle prototype developed using off-the- shelf hardware. The vehicle was able to be controlled remotely through the use of a client side interface connected to a steering wheel and foot pedals. By attaching sensors to the vehicle, data could be collected from which one could infer the effectiveness of such a control system. The effect of latency on control was monitored by the introduction of an artificial latency, simulating a wide variety of internet-related issues, such as unstable connections and dropouts. Sensor data could then be used to gain an understanding of how the system could be improved though either control or interface design. A path tracking experiment was conducted to gather controllability data and it was found that such a system is plausible within a reasonable range of latencies. It is expected an area of future research would be an extension of this current project, applying the information gained to real world control systems.

The laws of detonation wave velocity variation in propagation process along the charge under channel influence are investigated widely in this paper. The result is obtained by blasting experiments. Bore hole is simulated by plastic tube or steel pipe (with outer diameter 45 nun, inner diameter 40 or 41 mm). Blasting experiment is carried out with a cylindrical charge of 32 mm diameter. The author analyses the characteristics of energy distribution along the charge under above-mentioned conditions. Reasonable initiating position and initiating direction are also analysed. A double-direction initiating method which consists of several initiating charges is put forward. The blasting effect of this initiating method when used in underground mining is stated out.

An effective production control system should maximise recovery of economic material from the resource. To do this, internal waste must be accurately delineated and efficiently removed. Achieving this is most difficult in low grade blocks just above and just below the cut off grade, where ore:waste separation follows assay or statistical, rather than geological boundaries. Difficulties arise from sampling errors, configuration of the economic mineralisation, and local variations in geology. Mine bench parameters and mining equipment size apply further constraints to the actual field separation of the ore from the waste. At BCL, management of the resource starts with an effective orebody model for planning, scheduling and ore:waste prediction. Ore production from each mining location is reconciled with concentrator tonnage and grade, and the reconciled grades are compared with the planning orebody model to highlight any Differences.

Specific focus with be given to quantitative microanalysis techniques including electron probe microanalysis and laser ablation, covering general principles, capabilities and limitations and recent development to address specific challenges associated with analysing molten slag, matte, and alloys, highlighting the necessity of embracing the application of these and other innovative analytical methodologies.

During devolatilisation, physical behaviour of coals was investigated in horizontal electrically heated furnace with an inert gas atmosphere, and gasification rates of four coal chars and coke were measured thermogravimetrically in a carbon dioxide atmosphere at temperatures in the range 1100oC - 1500oC. The volume change of chars was also measured in horizontal electrically heated furnace at various temperatures. Both reactivity and the activation energy for the gasification of coal chars were found to be strongly influenced by pore structure and the carbonisation conditions employed during preparation. CO2 reactivity of chars increases with increasing reaction temperature, and particularly increases more rapidly over 1300¦C. CO2 reactivity of coke is lower than that of non-coking coal chars in the range of 1100¦C to 1500¦C. CO2 reactivity of chars with smaller pore area and bigger pore diameter is less than that of chars with bigger pore area and smaller pore diameter. During gasification, the volume of chars did not change significantly at the lower temperatures of 1100¦C and 1200¦C, but at the high temperatures, 1300¦C to 1500¦C, the volume of chars quickly decreased due to ash softening and melting. The CO2 reactivities of the chars are controlled by the mixed control of chemical reaction and pore diffusion in the temperature range 1100¦C to 1300¦C, and by bulk diffusion in the temperature range 1400¦C to 1500¦C.

As part of the overall Copper Smelter expansion activities at Mount Isa Mines from 1970 - 1975, a decision was made to open circuit the converter slag from the Smelter and treat this product by flotation. This paper describes the technical aspects of plant operating and reagent practices employed, with particular emphasis on the large scale milling of this product and the effect through the use of reagent hydroxy ethyl cellulose on chalcocite grade and recovery.

In the last decade, great strides have been made in the raise boring technique in China. Extensively, the drilling and blasting method has been replaced by the mechanized raising method since 1980. There are now over 3C raise drills operating in more than 20 mines. The diameters for shaft boring varies from 500mm to 2000mm, and to depths up to 90m. Tlis paper mainly describes the performance, mtLin technical achievments and applications of all four kinds of raise drills, and auxiliary equipment. Finally, some recommend- ations for future improvement in the raise boring technique are presented also.

Simulation can play an important role in the design, optimization and control of complete industrial processes, the most appropriate method depending on the particular application. Most commonly, process models or simulators are means of representing the process which are either purely mathematical or physical. Mathematical models, however, almost invariably need to be based to some extent on experimental data or require experimental verification before they can be used with confidence. Ways in which experimental and mathematical modelling techniques can be combined to best effect are discussed, with reference to the simulation of iron ore induration and direct reduction processes. A novel method is presented for the simulation of direct reduction shaft furnaces. Small scale apparatus has been developed in which ore or pellet samples are subjected to the changing environment of the industrial process. The time dependent conditions (solid temperature and gas compositions) are provided by a mathematical representation of heat transfer and the conservation of mass and energy in the process Simulated.

In this year marking the centennial of the Geological survey of Western Australia, it is appropriate that we should review the value of the contribution of the Survey, and Australian Geological Surveys in general, to the exploration industry. Most geological surveys in Europe and North America had their origins in the first half of the 19th Century when the burgeoning Industrial Revolution was demanding the identification of new sources of coal and iron ore. Australia, as a young nation, essentially dependent on an agricultural and pastoral industry, and with already discovered vast coal resources in Eastern Australia, had, no great need to explore for new mineral resources. However, with the discovery of gold in 1851, the mineral potential of the country became apparent to the whole world and the first Geological Survey in Australia was set up in 1852 in Victoria under A.R.C. Selwyn. After a number of false starts all Australian States had an established Geological Survey by 1900. It is hard to assess the contemporary value of the early work of the Geological Surveys with respect to exploration, almost all major mineral discoveries were made by prospectors and most mining companies had little time for geologists - although the Chamber of Mines in Western Australia in 1910, did recommend that the Geological survey be granted an additional ten thousand pounds over two years to map all existing goldfields and the country between them, and produce a reconnaissance map of the area east of a line between Wiluna and Edjudina as far as the South Australian border!

Three principal features of the ore at Captain's Flat, New South Wales, tend to complicate concentration of the valuable minerals, these being:1. The ore occurs in three more or less separate bodies which vary in texture and mineral ratios. Mining of constant proportions of the three sections, or adequate blending of the ore, is not fully effective, and consequently the flotation section is subjected to feedof varying texture.2. The mineral association in the heavily pyritic ore is extremely intimate. Composite particles exist even at 20 micron sizeI, and probably finer.3. The copper content of the ore averages_about 0,6%, which is high enough to justify recovery of the chalcopyrite in a separate concentrate. A review of the metallurgical history of the mine shows that this feature has been the cause of the several major changes in flowsheet of the flotation section since the commencement of milling.METALLURGICAL HISTORYThe mine started production in January 1939, at the rate of 250 tons per day of sulphide ore, assaying 0·68% Cu, 6·52% Pb, 10·8% Zn, and about 1 dwt. Au and 2 oz. Ag per ton.

Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. The commonly used SAB, SABC and run-of-mine (ROM) ball mill circuits can achieve high throughputs with good operating stability. However, these circuits consume a substantial amount of grinding media, which can have a substantial impact on the OPEX and the æcarbon footprintÆ, specifically when viewed as an æembodiedÆ energy input. On the other hand, fully autogenous (AG) circuits can operate at much lower operating costs, but with limited throughput. The control of AG mills, fed by ores with hard and soft components, can also be challenging, due to the sensitivity of the mill to the ratio of hard to soft components.In this paper, a multi-component modelling approach was used to demonstrate that the harder component should be used as grinding media, and its use should be kept to a minimum to avoid reduction in the mill throughput. There is an optimal blend of hard to soft, and any optimal blending condition is both ore-dependent and mill-specific. Establishing this blend is challenging, and consequently discourages the use of autogenous mills. The new modelling approach addresses this challenge by providing a quantitative prediction of the influence of blending soft and hard components in a mill. This prediction can then be used to establish the required blend for maintaining a stable and efficient operation in autogenous grinding mode.CITATION:Bueno, M P and Powell, M S, 2012. Despite improving technology, better training and the use of modern monitoring and communication systems there is a disproportionate rate of diameter occurrences in the mining industry. The use of appropriate plans and a practical approach and managing risk can reduce the number of occurrences and ensure better control of emerging situations when they do Occur.

Grinding is a critical part of nearly all mineral processing operations. It is the largest consumer of energy on the mine site (and thus indirectly a producer of greenhouse gas through the generation of electrical energy at the power station). Since comminution is one of the main consumers of electrical energy worldwide, efficient control of grinding mills is of paramount importance. Mill Auto-Pilot is a control system developed for SAG mills to stabilise load and power and improve the efficiency of control and increase throughput. A dynamic, mechanistic model of the grinding circuit is used to determine circuit parameters which can not normally be measured using conventional instrumentation. The circuit model is built from models of the unit operations (such as conveyors, SAG mills, cyclones, sumps, etc), and so captures the dynamic complexities and interactions of real circuit operation. CSA Mines at Cobar NSW accepted an offer to be the reference site for Mill Auto-Pilot and the system was installed in March 2004. In this application the model is used to predict mill load mass, mill solids residence time and cyclone underflow density. These parameters are used to control mill load, power and mill discharge density. The outcomes of the introduction of Mill Auto-Pilot at the CSA Mine are discussed.

The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. Since the early 1980's (I cI) resscd )ver~cas nutrkcts and km rununodlity liriccs ha~c hcen the product of excess capacity installed to satisfy a forecast high growth in demand which never eventuated due to the world reces- sion. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

The Callie Underground Gold Mine (Callie) is owned by Newmont Asia Pacific and located 531 km north-west of Alice Springs in the Northern Territory. Historically, stopes have been mined utilising a primary and secondary stoping sequence with cemented aggregate fill and rock fill respectively. Current and near-future mining will employ long hole open stoping with rib pillars and rock fill with a paste fill system approved to allow a higher extraction ratio from mid-2011. The Callie rock mass is of good quality with little or no mining difficulties during development and stoping to a depth of 1140 m below surface. Development is currently occurring at depth of 1360 m below surface. Stress damage previously observed only in secondary stope accesses is now observed in development unaffected by stoping stresses. A change in rock mass properties is being experienced with depth, with more pronounced and frequent joint planes. Also, other structures are intersected more commonly, such as lithological boundaries and fault zones. The 'Callie rock factory' mentality that has persisted for years is challenged. This paper covers an appraisal of the stress and ground condition changes at Callie. The appraisal outlines the mine design criterion that was developed and examines the transition from a low stress environment to one where stress damage is observed. Discussion includes a judgement on the rock mass damage observed in development, the dominant geotechnical factors influencing the change in ground conditions, and if a correlation can be made between the observed rock mass damage with stress through the use of numerical modelling.
