The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

The raw material handling complex at the Durgapur steel plant provides iron ore, crushed coke and flux to two sinter plants. Either some facilities were not envisaged or not properly designed before the project stage which caused problems during operation of the plant. The absence of an in situ roll turning facility, used to increase maintenance activities for disassembly, transportation of rolls to central machine shop and assembly of rolls, led to decreased crusher availability and increased activities for the maintenance crew. The provision of a smaller vibro feeder/screen in place of a suitable sized screen caused jamming of the screen deck, adversely affecting screening efficiency and the crushing index of crushed coke. Some design modifications and developmental work was undertaken, such as the development and installation of an in situ roll turning facility in the existing limited space, achieving low feed (0.1 - 0.2 mm/rev), lower cutting speed of 30 - 40 m/minute for 350 BHN hard roll, which was also a difficult engineering challenge to bring within the tolerable limit of vibration. This was successfully achieved. Modifications to the screen deck, introduction of differential speed crushing and modification to the vibro screen and vibro feeder for uniform distribution of feed have been incorporated. These innovative design modifications to the in situ roll turning have led to a drastic decrease in maintenance activities and an improvement in the crushing index. Modifications to the screen have resulted in the elimination of jamming and improved screening. Modifications to the vibro screen before the primary crushers and to the vibro feeder before the secondary crushers have prevented excessive wear in the central portion of rolls, ultimately leading to increased roll life. Incorporation of differential speed crushing has resulted in an increased crushing index and decreased generation of micro fines. All the above modifications have led to distinct improvements in equipment availability, increased roll life and a decrease in maintenance activities and improvement in crushed coke granulametry, ultimately resulting in improved productivity and quality of iron ore agglomeration at the sinter plant. The innovative design modifications mentioned above are discussed in detail in this paper.

The effect of conditioning energy input on the metallurgical results of an emulsion flotation process has been attributed by previous authors to a detergency process. This publication shows that such a process does not explain the data and that an attrition mechanism is more appropriate.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

Electric arc furnace (EAF) dusts contain significant quantities of zinc, found almost entirely as either zinc oxide or zinc ferrite. The dust has been classified as a hazardous waste due to the relative high lead, cadmium and hexavalent chromium contents. It is important that environmentally acceptable processes be developed to treat this waste. One possible process involves reacting the zinc compounds in the dust with metallic iron, thus avoiding zinc vapour reoxidation by CO2 as occurs in carbon reduction processes. It consists of two stages where the first is the reduction of iron oxides to iron and the second the reduction of zinc oxide to zinc vapour by the iron. In this work the effects of operating variables such as temperature, CO/CO2 ratio and pressure on the recovery of zinc from an industrial EAF dust obtained from the Smorgon Steel Mill were investigated. Zinc recoveries in the second stage were found to approach 100 per cent at 1000oC after about four hours in nitrogen but within 40 minutes if a low vacuum was used.

A new approach to resource estimation at the exploration stage is emerging, based on the application of simple software techniques. The techniques combine the power of interactive graphics with proven database, analysis and estimation tools. With effective use of these tools the geologist now has maximum chance of deriving a reliable structural and grade model from the limited exploration data. Unlike cutoff-based polygonal methods, the resultant geological model can immediately be used to evaluate any economic scenario.These modelling techniques are embodied in MINEX-3D, an Australian software system. With the emergence of the 386-based PC and high resolution (VGA or better) graphics, MINEX-3D makes the power of this new 'desktop geological modelling' accessible to most exploration geologists.

Battle Mountain Gold Company was created in August 1985 as a spin-off of the United States of America Pennzoil Company's gold interests.Pajingo Gold Mine Pty. Ltd. currently has its headquarters and base for operations located in Townsville, Queensland. The Company's main current activities are the exploration and evaluation of the Pajingo Gold Property situated some 50 kilometres south-east of Charters Towers and in the northern Drummond Basin.The discovery of the Pajingo gold mineralisation by the Company was the indirect result of a regional program established to evaluate Carboniferous age volcanic plugs in north Queensland for gold mineralisation.

As mining progressed through the Girilambone oxide orebodies, down to the primary sulphide zones, each successive stratiform layer yielded copper bearing ores of changing mineralogy and grade. Constant changes, innovations and optimisation were required to be applied to the heap leach, solvent extraction and electrowinning operations, to efficiently produce LME Grade A quality copper cathodes from this ore. The changing ore types required various crushing, stacking and heap leach irrigation methods to ensure that optimum recovery from the predominantly low-grade copper ores was efficiently achieved. Subsequently, innovations such as heap aeration and heap rejuvenation techniques were implemented. The constant selective removal of copper from the maturing heap leach liquors, coupled with an increase in iron(III) concentration, required solvent extraction optimisation. Changes to the original solvent extraction circuit configuration, combined with changes in operating parameters and procedures, allowed effective processing with changing heap liquor compositions. The electrowinning tankhouse was also upgraded and optimised through continued testwork and monitoring, to maximise cathode production and quality

This paper presents a metaheuristic solution to the optimisation of open pit long-term production scheduling with a stockpile and geological uncertainty. The optimisation formulation is a two-stage stochastic integer programming (SIP) model that determines the optimal mining sequence that maximises the total discounted cash flow, while penalising for high deviations from production targets. A parallel implementation of Tabu Search is proposed to accelerate the solution of the SIP formulation and take full advantage of multicore computer processing. Different variants of the proposed algorithm are applied to a case study to assess the performance of the parallel approach. The proposed algorithm and variants are benchmarked using linear relaxation of the complete problem to determine robustness and provide a better overview of the related performance. The results show a net improvement over the sequential solution, and the new proposal seems to be promising when working with a large-scale data set.CITATION:Senécal, R and Dimitrakopoulos, R, 2014. There are numerous causes of speculative mineral resource and reserve inflation. Traditionally, these are linked to issues of data accuracy or misinterpretation, the use of overly optimistic estimation parameters or assumptions, an absence of independent expert verification, or the simple pressure to increase company value, covert or otherwise. Owing to its subjective nature, classification of resources and reserves remains an opaque process. Of necessity, Competent Persons rely on personal heuristic interpretations, ideally underpinned by appropriate estimation and classification experience across commodity and deposit types. Whereas independent verification of individual resource and reserve statements remains impractical, publicly available data can be interrogated for potential category inflation, particularly when viewed with exploration expenditure statistics included in annual company reports. Abrupt changes in category tonnages and market capitalisation without concomitant expenditure can aid in outlier detection. Consequently, a comparison of common exploration and resource reporting parameters offers a basis for risk assessing classification robustness, over time. In this introductory study, an analysis of globally listed companies was undertaken over a multi-year period, examining base and precious metal projects in both preproduction and operational asset classes. From these, a series of exploratory decision tree trigger points were generated against which target companies were anonymously identified and risk-ranked.

As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

Waste waters from mine sites may be screened for all constituents of significance as a first step in establishing water quality criteria for protection of aquatic ecosystems. Inductively-coupled plasma mass spectrometry (ICP-MS) offers the capability to screen water samples and digest solutions for virtually all elements in the periodic table. This technique is therefore able to identify elements whose concentrations are elevated in waste waters and may be rarely present in background surface or ground waters. Such elements may be present in waters at only a few ¦g/L. ICP-MS has sufficient sensitivity to detect sub-¦g/L or even ng/L levels of many elements. Waste waters from most mining activities in the Northern Territory have been examined by ICP-MS. The concentration data provide the basis of a contaminant data base. The data can show specific tracers in the ore or mineral itself, subsequently found in waste water. An example is the presence of rhenium in uranium ore. Such trace elements may be present in soluble or insoluble chemical forms and are more useful as indicators when soluble and exemplifying conservative chemical behaviour. The approach described, based on ICP-MS screening of mine site waste waters, together with general physico-chemical variables, provides the most comprehensive means yet available of selecting variables for monitoring programs and ensures that key elements and/or their chemical species are not excluded from monitoring programs.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.

Martabe gold and silver mine is situated in northern Sumatra and comprises several deposits in steep terrain that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste from the excavations is a by-product to be scheduled and used for construction of the tailings storage facility (TSF). These plans need to be aligned to ensure the tailings can be contained relative to the production rate. The TSF embankment construction includes potentially acid forming (PAF) waste that needs to be progressively sealed and rehabilitated to meet the closure requirements of the future.The mine is situated approximately 3 kilometres north of the township of Batangtoru in a seismically active zone between the off-shore subduction zone and the trans Sumatran fault. The mining operation currently includes two open cut pits with a third in development stage, an integrated TSF and dualpurpose valley-fill type waste rock storage facility (WRSF) and TSF embankment. Mine waste is used in construction of the WRSF / TSF embankment, including PAF waste rock, which needs to be scheduled for optimal use in construction activities in a manner that mitigates future acidic and metalliferous drainage (AMD) risks (Pearce and O’Kane, 2017).The Life-of-Mine (LOM) plans must satisfy both optimal pit development to maximise NPV and suitable delivery of waste for effective TSF construction matching the rate of rise of tailings, and consider AMD management, progressive rehabilitation and ultimately effective sustainable mine closure. I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Didipio gold-copper mine operation is situated in the island of Luzon, approximately 270 km north of Manila in the Philippines, in an area of high seasonal rainfall. The hydrogeological water flow model implied that there would be high connectivity between regional structures and underground operations. This model predicted that underground mine groundwater inflows were expected to quickly rise as the decline progressed to a peak of 510 L/s. Designing a capital pump station to deal with 510 L/s has its own challenges, however developing the decline down to the required level, always dealing with 300 L/s of water and constructing the pump station is extremely challenging and required a robust water management plan and mine design. When dealing with expected high volumes of water, underground mine design and scheduling plays a key role in protecting electrical infrastructure, equipment, secondary pumps, and the decline from flooding. A good drainage system and controlled dewatering plan is essential for safety and progress. This paper details the dewatering techniques and mine designs required to accomplish decline development with high water inflows as used in the Didipio project. It will describe the learnings and outcomes that are achievable with a flexible design, as new structures are mapped, and water intersections are increased. It also highlights the potential for adaptability in mine planning to provide evolving improvements or to evade problems that are expected from the constant reconciliation of data recorded during development.
