The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Bioremediation of Acid Mine Water Using Fly Ash and Desulfotomaculum nigrificans One of the major concerns for the mining industry especially after the mine closure is the generation of acid mine drainage (AMD), and its discharge into the environment surrounding the abandoned mines, leading to serious environmental pollution. AMD is usually characterized by high concentration of dissolved metal ions, sulfate and low pH. The efficacy of fly ash was assessed for the removal of metal ions such as iron, zinc and copper as well as sulfate from synthetic acid mine water. Complete removal of ferric and ferrous, 80 per cent of Zn, 83 per cent of Cu and 62 per cent sulfate removal could be achieved, with a concomitant increase in the pH value from 2.3 to 7 using fly ash as an adsorbent under appropriate conditions. The free energy of adsorption of the metal ions onto fly ash was found to be negative, while the adsorption process was endothermic and adhered to the Lagergren pseudo-first order rate equation. Bioremediation studies using a typical sulfate reducing bacterium namely Desulfotomaculum nigrificans, after pre-treatment of the synthetic acid mine water with fly ash, cumulatively resulted in about 94 per cent zinc, 100 per cent copper and 90 per cent sulfate removal. The possible mechanisms of metal ion removal and sulfate reduction from acid mine water utilising Desulfotomaculum nigrificans are discussed.

This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

Separation of Minerals Using Electrical Fields The mineral processing industry requires alternative separation techniques to help deal with rising energy costs and decreasing ore grades. Dielectrophoresis is one possible technology. It uses non-uniform electrical fields to separate particles on the basis of their permittivity. In order to determine its viability, the dielectrophoretic force was measured for individual chalcopyrite particles in ethanol. The measurements were made by attaching the individual particles to glass fibres and measuring how far they were deflected by a non-uniform electrical field. Six sizes of chalcopyrite particles were tested and the force was found to increase as a function of particle radius cubed. The particles were also positioned at different points in the field in order to determine the effect of the electrical field gradient. The force was found to increase with the inverse cube of the distance from the centre of the particle to the pin electrode. With the effect of these parameters fully characterised, the single particle test cell can be used to determine the permittivity of single particles of various composition.

There are large tonnages of low-grade manganese ores in India fromwhich it is uneconomic to produce ferroalloys by conventionalsubmerged arc furnace smelting. A possible way to utilise these ores is to smelt them with carbon to produce pig iron and a manganese-rich slag, then to metallothermically reduce the molten slag to silicomanganese. Thermodynamic modelling of the metallothermic reduction stage using aluminium, silicon or aluminium-silicon alloy as the reductant at 1450¦C showed that an acceptable grade of silicomanganese could be produced. Manganese recoveries were predicted to be about 80 per cent. Heat balances indicated that silicothermic reduction may not produce enough heat to maintain reaction temperature. Small-scale laboratory experiments showed that the manganese grade of the alloys, and the manganese recoveries, were close to those predicted, but those for silicon were muchlower. Aluminothermic reduction produced the highest grade manganesealloy. The slag-metal equilibrium involving manganese, silicon and their oxides was investigated and it was found that equilibrium was not attained in any of the experiments, due probably to the very low rate of reactions involving silicon. This could be used to advantage in practice to achieve higher manganese levels in the alloys.

Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. Ausmelt top submerged lance technology is at the cutting edge of technological developments in non-ferrous metal smelting with commercial operations throughout the world. The Technology is being used for lead smelting, copper smelting and matte converting, fuming zinc from slags, recycling iron residue from zinc plants, processing the aluminium industry hazardous waste SPL , precious metal processing, nickel-copper residue smelting and converting, and tin smelting. The Technology is also being developed for projects involving iron-making and waste industry opportunities. There are 19 furnaces operable or under design at the time of writing. The benefits to operators using Ausmelt Technology vary depending on application, but typically result from environmental improvements, enhanced recovery of valuable products, lower capital and operating costs, more flexible operations capable of handling a wide range of feed materials, better removal of impurities, or improved product quality. Growing industry acceptance of the Technology is evidenced by the fact that more than 20 per cent of the worldÆs tin production will be extracted in systems using Ausmelt Technology when the Yunnan Tin Corporation plant starts up in 2001. Metallurgists, industrialists and investors have accepted the Technology for improved operations in both greenfield main smelters and add-on plants in Korea, China, Japan, Germany, Peru, Zimbabwe, India, Namibia and Australia. Ausmelt intends that this paper will update the industry by outlining recent achievements of the Technology in global metallurgical operations.

It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

A combination of high precision 40Ar/39Ar and U-Pb dating has been used to determine the age of hydrothermal minerals and host rocks in a number of Lachlan Fold Belt (LFB) gold deposits in New South Wales, Au4 ralii In particular, this investigation demonstrates that the UAr/ Ar technique of K-Ar dating can be used to determine the timing of mineralization in Palaeozoic systems.A close temporal link between mineralization and Late Ordovician to Early Silurian magmatism is indicated by the dating work. Hydrothermal sericite from the Goonumbla p8rph gy Cu deposit and Glendale Au prospect yieldsAt/ Ar step heating ages between 437.9 ¦ 1.1 and 441.2 ¦ 1.1 Ma (16), and4 minjrnum age of about 425 Ma has been obtained by Ar/ Ar dating of hydrothermal amphibole from the Browns Creek Au-Cu skarn deposit. Hydrothermal aluniI8 frog the Gidginbung epithermal Au deposit yields reset 44 Ar/ Ar ages of 401.0 ¦ 1.3 to 417.3 ¦ 1.3 Ma (16). U-Pb dating by ion microprobe on magmatic zircons from the vicinity of the Goonumbla and Gidginbung deposits gives ages of 438 ¦ 3.5 Ma (2 6), and 435 ¦ 2.5 Ma (2 (7) respectimly, W a minimum age of 435 Ma has been obtained by Ar/ Ar dating of magmatic phases from volcanic rocks adjacent to the Browns Creek skarn deposit. Magmatic episodes near the Sheahan-Grants gold skarnpost give ages of 479.2 ¦ 1.1 and 467.9 ¦ 4o1 by 'Ar/ 9Ar dating of magmatic amphibole. Most Ar/3yAr age spectra show the effects of partial Ar loss at between 360-420 Ma, probably due to heating caused by granitoid emplacement.The radiometric dating work in this paper suggests a restricted metallogenic epoch in the Late Ordovician-Early Silurian LFB, NSW, of similar duration to that found in the Andean margin and the western Pacific island arcs around the Pacific Rini.

The Louvicourt Mine is located 600 km north of Montreal in the province of Quebec, Canada. The owners are Aur Resources Inc (30 per cent), mine operator, Novicourt Inc (45 per cent) and Teck Corporation (25 per cent). It is an underground mechanised operation with a total work of 290 employees. Since 1994, the mine production is 11 120 456 tonnes at 3.60 per cent Cu, 1.51 per cent Zn, 26.07 g/mt Ag and 0.96 g/mt Au. At a rate of 4300 tonnes per day 365 days per year. Louvicourt Mine is a copper operation since 80 per cent of our revenue is from copper. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The stope dimension is 15 m wide by 30 m high and 10 m to 80 m long for primary stopes. The secondary stopes are limited at 25 m long. Close to 100 000 metres of production drilling per year is required for 115 mm and 165 mm diameter holes. Backfilling is done with pastefill from the start of the operation in 1994. The binder ratio is 4.5 per cent in primary and two per cent in secondary stopes (80 per cent slag and 20 per cent cement). Development requirement to maintain production was 5000 m from 1996, 1997, 1998, 4200 in year 1999, 3200 m in year 2000 and an average of 2500 m in 2001 and 2002. Typical 6.0 m + 4.3 m, 4.9 m + 4.6 m and 4.5 m + 4.6 m headings. In addition more than 1500 metres of development will be excavated in/under paste backfill before 2004. A total of 60 mobile units are required among which for lateral development (three two boom electric hydraulic jumbos û AC Boomer 322, four electric hydraulic roofbolters û Maclean MEM-928 and AC Boltec PL350 and two anfo loader truck û Dux) and for production (four ITH drills û MTI, one electric hydraulic longhole drill û AC Simba H1357, eight LHD û AC-Wagner ST8-B, 1 LHD ST-1000 and two haulage 30 tons trucks û Dux. The 1 January 2002 reserves are 4.1 M tonnes grading 3.1 per cent Cu and 1.9 per cent Zn at an NSR (Net Smelter Revenue) of $US 53. The operating mining costs were at an average of $US 23 from 1996 to year 2000 and $US 25 in 2001. The operating costs ranged from a low of $US 0.41 per pound of copper in 1999 to a high of $US 0.49 per pound of copper in 1998.

The East China Mesozoic metallogenic province hosts the world’s largest resources of tungsten, tin, molybdenum, antimony and bismuth, with additional important gold, silver, mercury, lead, zinc, copper, uranium and iron deposits. These deposits form several giant metallogenic belts, including South China, Middle-Lower Yangtze River Valley, East Qinling-Dabie, eastern North China Craton and North-east China. Available data demonstrate that these metallogeneic belts are the products of episodic magmatic and related hydrothermal events between ~240 and ~80 Ma. Each magmatic-hydrothermal episode has produced distinct deposit assemblages that can be readily linked to the Mesozoic geodynamic evolution of East China, involving continental collision between the North China Craton and South China Block at 220–200 Ma, oblique subduction of the Izanagi plate under the Eurasian continent at ca 170–135 Ma and post-subduction extension and lithospheric delamination at 130–80 Ma. Metallogeny in north-eastern China is more complicated due to prolonged tectonic evolution related to southward subduction of the Mongolian–Okhotsk plate and westward oblique subduction of the Izanagi plate, and subsequent continental collision and post-collisional processes.CITATION:Mao, J W, Xie, G Q and Cheng, Y B, 2015. A model has been developed as part of the AMIRA P420 Gold Processing Technology Project to simulate the recovery of gold by centrifugal gravity devices. The model (which is available online) uses the simulation methodology developed by Laplante et al (1995) to predict gravity recoverable gold (GRG) recovery under varying operating conditions and circuit configurations. In addition to predicting GRG recovery, the model also predicts the GRG content and size distribution of the cyclone overflow and underflow. The predicted overflow GRG content and size distribution can be used as inputs for a leaching model in which size dependent leaching rates are applied for each size class of GRG and non-gravity recoverable gold (non-GRG) in the cyclone overflow, allowing size-by-size leach recoveries to be determined for GRG and non-GRG. The application of the gravity model and leaching model are demonstrated using a case study. The simulated gravity recovery and leaching performance showed excellent agreement with the measured values. The developed models can be used to assess the sensitivity of gravity gold and leach recoveries to varying feed GRG content, GRG size distribution, gravity circuit feed rate, classifier performance and leach residence time. The described methods can be used to optimise new and existing gravity and leaching circuits.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? Podiform chromitites are commonly found in the Moho transition zone to the mantle section of ophiolites, but have been very rarely found from the current ocean floor, even though some ophiolites are considered as a slice of oceanic lithosphere. One of the factors controlling podiform chromitite formation is the chemistry of host mantle peridotite; an intermediately refractory harzburgite is the optimum host for chromitites. This harzburgite represents the most common lithology of the oceanic lithosphere, where the peridotite-melt reaction, which is another condition, is possibly common there. The oceanic lithosphere mantle is thus a good host for podiform chromitites. The apparent rarity of documented oceanic chromitites is solely due to under-sampling of mantle materials from the fast-spreading ridge and the segment centre of slow-spreading ridges. Some ophiolitic chromitites formed not from genuine mid-ocean-ridge basalt (MORB) but from wet MORB due to the situation of typical ophiolites, which formed not at ordinary mid-ocean ridges but at supra-subduction zone spreading centres.CITATION:Arai, S, 2015.
