Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

The extent of regional stratigraphic and structural geological mapping so far carried out in Australia is likely to be greatly overestimated by uncritical inspection of the latest authoritative geological map of the continent-that so ably compiled by the late Sir'T. W. Edgeworth David. Vast areas geologically coloured on this map are in fact known only from the most meagre field data, some of Which even include observations of distant views from which the so-called "geology" has been indicated in' reconnaissance reports.This applies to large areas in Cape York Peninsula; the plateau of Arnhem Land, and its margins except on the west where the Pine Creek mineral belt is better known; to the Desert Basin of Western Australia, practically the whole of the western half of the Northern Territory, much of east-central Western Australia, and northwestern New South Wales. Other vast areas are, more happily perhaps, left blank. It is true that prospecting parties have, at various times and with varying degrees of thoroughness, traversedparts of these little-known regions, often, however, in the search for gold or the.more obvious types of metalliferous mineral deposits and, furthermore, too often without leaving any written account of their examination, or with very sketchy details supplied. Unpublished geological surveys also cover some parts of these regions, but, on the whole, the picture we can draw of the regional deployment of rock masses in Australia is far less full than even David's map, with its obvious blanks, presents to us.Lest the practical mineral seeker among us should be inclined to place too much reliance on the prospecting to which I have referred.as giving him a straight hint of what country to keep out of, we may point to the recent discovery of a major sedimentary basin in the east KimberllilYs on which Dr. Teichert will have more to say. And that there are new metalliferous mineral deposits to be foundin parts of these little-known areas no one can doubt, for, after all, new discoveries are made from time to time in areas so well-known as the Victorian gold-fields. I take it then that regional geological mapping is a necessary concomitant of the further development of Australia's mineral resources-but I am not of the school that places it first on the list of priorities, and furthermore I believe that there can be a royal road to regional mapping-an inspired approach based on knowledge already gained and led to fruition by field surveys in key areas, by which there may be obtained a result giving a significantly close approach to actuality with only a fraction of the work that would be required for detailed field surveys on a systematic basis. I believe that a policy of rapid reconnaissance of such a type should be adhered to, especially in view of present deficiencies in numbers of geologists available for all purposes in Australia. The details that must eventually be sought can, I believe, be filled in later as the whole country becomes more developed and amenable to detailed surveys.

A gold mine in north-eastern Africa has expanded throughput from 5 to 10 Mt/y in recent years. The original carbon regeneration kiln was incapable of achieving required throughput or meeting process conditions to reactivate the carbon due to heavy fouling by high molecular weight frothers and collectors. A new high temperature kiln was required.The design criteria for the carbon reactivation kiln and associated equipment were revised, then implemented in close cooperation with a kiln vender who had previously supplied kilns operating successfully on highly fouled carbon. The result is a whole facility, holistically designed to achieve the technical criteria.The new carbon reactivation facility has been operating since 1 July 2014. What have we learned? What has performed to expectations? What could be done better?This paper presents lessons learnt regarding the design, implementation, operation and maintenance of the Ausenco Carbon Reactivation Kiln. ‘Lessons’ are associated with threats and opportunities (risks) that have that have been realised. The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

Since 2003, there has been an unprecedented growth in the demand for engineering, technical and project services in the mineral industries. This demand for services became evident in Australia earlier than many other markets and has since spread globally. This growth has created significant issues for the strategic direction and planning by the service provider. Such strategic questions include:- how fast to grow, how to recruit, train and integrate new staff, what market sectors to service, the selection of targeted customer sectors and managing strategic growth with short term demands and commercial reality. These factors are discussed using in depth experiences and examples that illustrate these strategic approaches. The relevance of this new industry environment to New Zealand services will be highly discussed.

A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

The SIROLOG logging system developed by CSIRO Exploration and Mining has been commercialised and is available to the mining industry.

This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

Cretaceous to Cenozoic sedimentary basins in Western Southland include a wide range of non-marine and marine sediments, in a structurally complex setting dominated by major fault systems. A reassessment of their mineral potential confirms large quantities of nonmetallic minerals (limestone, aggregate, marl), and smaller reserves of bituminous coal, lignite, clays, and oil shale. Hydrocarbon potential is largely untested. Metallic minerals are present in trace amounts, apart from platinum group minerals and some detrital gold. In the offshore area, seismic data suggest the hydrocarbon potential is significant. The Orepuki area has the most interest onshore.

Several Approaches to Enhance the Bioleaching of Enargite Some approaches were investigated to enhance the recovery of Cu from enargite by bioleaching with Acidithiobacillus ferrooxidans using the galvanic interaction with pyrite and activated carbon, and with thermophilic bacteria, Acidianus brierleyi. Addition of pyrite initially enhanced Cu leaching by the Galvanic effect, but after that the formation of secondary minerals passivated the surface of enargite in inoculated batches. Activated carbon improved Cu recovery from enargite much better than pyrite, when it is contacted with enargite. Recovery of Cu from enargite has been recorded to at largest 2.4 per cent within 30 days in the presence of activated carbon when mesophilic bacteria were inoculated at 25¦C. The recovery of Cu from enargite was drastically enhanced by inoculation of thermophilic bacteria, Acidianus brierleyi, up to 60 per cent within 40 days at 70¦C and still not leveled off after 40 days unless the formation of Fe(III) precipitates occurred. After 40 days dissolved molar ratio of Cu/As is around 5.2, suggesting that metal-deficient sulfides and/or ferric arsenate might be formed on the surface of enargite.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.
