LOS ALAMOS, New Mexico, the birthplace f the atomic bomb, is one of the most famous-and mysterious-places in the world. It leaped into fame on Aug. 6, 1945, when the first atomic bomb burst over Hiroshima. Unheard of until that day, its present life is as hidden from most people as was its very existence in pre-Hiroshima days. Then, those who did know of it dared not breathe their knowledge. "What do you tell your wife when you go to Shangri La?" was the favorite quip of the few consultants who made regular trips from east or west to Los Alamos during the tense months when the bomb was in the making. Security regulations made it impossible even to hint at the rigid secrecy surrounding the project. The puzzled wives in question knew only that their husbands had top priority on airplane flights to Albuquerque. When they had verified the safe arrival of the flight, they undoubtedly breathed a sigh of relief. If they could have visualized the rest of the trip, the sigh of relief would have been replaced by a state of tizzy, until a telegram came saying "Arriving home on Flight X" (on a nice safe airplane).

The torsion effusion method has been used to measure the vapor pressure of thallium over pure thallium in the temperature range 931" to 996'k The resulting 100 cal per g-atom is in excellent agreement with previous values. Vapor pressures of T1 above seven Ag-Tl alloys ranging from 33 to 90 at. pct T1 were measured at 979K. Calculated silver activities show a positive deviation from Raoult's law, approaching ideality near the liquidus. Measured thallium activities scatter less than previous measurements using the electromotive force technique. Values for the silver component were calculated by Gibbs-Duhem integration. This paper reports the results of a study of the liquid Ag-T1 system by the torsion effusion method. The method has been discussed in detail previously1 and will be only briefly summarized here. The sample is contained in a cell which is suspended on a torsion wire. Vapors effusing from orifices on opposite sides of the cell exert a torque on the wire. The torque is related to the vapor pressure by the following relation: where D is the torsion constant of the wire, 4 the angle of torque, fl and f2 the correction factors determined by Freeman and seamy2 to account for orifice length, a1 and a2 the areas of the orifices, and ql and q2 the distances of the orifices from the axis of rotation. By using the same cell for pure thallium and the alloy, it follows that: so that most systematic errors are eliminated in determining the activities. EXPERIMENTAL 99.999+ pct T1 was obtained from the American Smelting and Refining Co. and 99.999 pct Ag was obtained from Cominco American, Inc. Seven Ag-T1 alloys, ranging in composition from x^\ = 0.33 to 0.90, were prepared by melting together weighed amounts of the pure metals in sealed, evacuated Vycor tubes and quenching the melts in water. The apparatus and graphite cells were the same as those used by Hawkins and Hultgren3 in their study of the Pb-Sn system. RESULTS Ten measurements were made on pure thallium in the temperature range 931" to 996K, and the results are presented in Table I. Values of were calculated using tabulated Gibbs (free) energy functions.4 No dependence of on temperature or orifice size was found, indicating that equilibrium was attained. Data for the Ag-T1 alloys are shown in Table 11. Values were smoothed with respect to composition by a plot of where . DISCUSSION The value = 43,520 * 100 cal per g-atom for pure thallium (95 pct uncertainty limit) is in excellent agreement with previous investigations.4 In the Ag-T1 system, this study shows positive deviations from Raoult's law at all compositions. Fig. l gives the phase diagram according to Hansen, and Fig. 2 presents the activity values measured in this study as well as those from electromotive force measurements at 950°K by Terpilowski, Kundys, and slaby.'

Relative permeability and relative electrical resistivity curves are obtained for networks of tubes with a tube radius distribution by means of a network of resistors used as an analog model. These curves are similar to those obtained from real porous media. The effects of pore size distribution and network structure on relative permeability and resistivity are demonstrated. INTRODUCTION Study of the dynamic properties of networks of single size tubes in paper IT' of this series has shown that the network model has flow properties similar to those observed on real porous media. The comparison of properties of single size tube networks with those of real porous media cannot be carried far because very few porous media have uniform size pores. The capillary pressure curve from most porous materials such as soil, sandstone, and sintered glass indicate that these materials have pore size distribution similar to those shown in Figs. 5-1, 9-1, and 10-I.† To properly test the network model, it is therefore necessary to compare the dynamic properties of real porous media with those of networks of tubes in which the tube radii are distributed accord- ing to the distributions in the aforementioned figures. A network in which the tube sizes are distributed cannot be treated in the same manner as a network of single size tubes. In the single size tube network, the relation between tube geometry, flow resistance, and tube volume did not have to be known if the assumption was made that whatever relation did exist was the same for all tubes in a particular network. In a network of distributed tube size, the relation between tube geometry and flow resistance must be known or assumed in order to replace the tubes by equivalent electrical resistors. Relation of Tube Geometry to Flow Resistance The interchangeability of tubes and electrical resistors in the network model is possible because of the analogy between Poiseuille's law and Ohm's law. Poiseuille's law for a cylinder is q= pr4/8µl ?P.........(1) where q is the volumetric rate of flow, µ is the viscosity, ?P is the pressure gradient, r is the tube radius, and 1 is the tube length. Ohm's law is I=1/R?E..........(2) where I is the flux and is equivalent to the volumetric rate in Poiseuille's law, R is the resistance, and ?E is the voltage gradient. Both laws give the flux as a function of the potential drop and the resistance of the medium. By analogy then, 1/R=pr4/8µl ?P...........(3)

Electrical-resistivity )measurments were made be-trueetz room temperatrive and 1.5 oK on five different stocks of cerium metal, and the results were correlated with the types, amounts, and distribution of the impurities present. Magnesium, which appeared to be distributed as a solute throughout the cerium matrix, was found to have a large effect on the residual resistivity, 1 at. pct Mg being sufficient to increase the residual resistivity by about 10 microhm-cm. The formation of ß by repeated thermal cycling between room temperature and liquid-helium temperature is attributed to the deformation and faulting that occurs during the ? D a transformation. In preparation for starting a proposed study of cerium-rich alloys, we examined samples from severa1 stocks of cerium metal in order to choose the purest stock for future use in making the alloys. Low-temperature electrical-resistivity data were used to gain initial information about the purities of the stocks. Additional information was subsequently obtained from chemical analyses, density measurements, optical metallography, and electron-micro-probe analyses. Cerium that has been annealed at high temperature and cooled to room temperature has the fee crystal structure (? phase) with a = 5.16Å. When cooled further, in the region between about 250" and 150°K, some of the fee phase transforms to the double hcp form (ß phase) with a = 3.68 and c = 11.92Å. The remainder of the room-temperature fee form (and perhaps some of the hexagonal phase) transforms electronically in the vicinity of 100° K to the more dense or "collapsed" fee form (a phase), a - 4.85A, by transferring about 0.5 electron per atom from the 4f level to the valence band. Very little work related specifically to the effects of impurities on the physical properties of cerium has been reported in the literature. Gaume-Mahn1, 2 has studied the effects of calcium, magnesium. iron, silicon, and tantalum on the electrical resistivity and magnetic susceptibility of cerium between 60o and 300°K. Gschneidner, Elliott, and McDonald3 have discussed the effects of total impurity content on the hysteresis of the a —? (reversible) transformation and on the formation of the 4 and "a-? intermediate" phases. Smith and Morrice* have reported the effect of total impurity content on the resistivity of cerium at 4 and 293°K. In none of these reports, however, is it apparent that the distributions of the impurities were determined, L.r., whether the impurities were present in inclusions or in solid solution in the matrix is not mentioned; nor does it appear that the phase purity of the cerium was always considered. In the present study, five different stocks of cerium were involved. One was represented by a single sample of electrowon cerium, which was all that had remained from a stock of high-purity material obtained from the U.S. Bureau of Mines, Reno, Nev., in 1959. The other four stocks were recently purchased from commercial sources and were specified to be 99.9 wt pct pure. EXPERIMENTAL Cerium stocks designated as #1, #2, #4, and #5 were obtained from commercial suppliers for the specific purpose of finding a reliable source of high-purity cerium. Although the purity level of the cerium was specified to be 99.9 pet, the specifications did not include limits as to the amounts of various impurities that would be acceptable. Consequently the chemical analyses of the different stocks varied widely. Stock #3, which had been obtained from the U.S. Bureau of Mines and which was the purest on the basis of chemical analyses, consisted of a single specimen of electrowon cerium. The deposition of calcium carbonate scale on surface and subsurface production equipment creates an operation problem in many oil fields. The formation water in which the carbonate-scale-forming components are initially dissolved becomes supersaturated with calcium carbonate as a result of the drop in pressure during production. The continuous flow of a supersaturated solution through the production equipment results in the growth of a dense layer of calcium-carbonate crystals. For a scale layer to be built up, the supersaturated formation water should contact the walls of the production equipment. The tendency for scale to be deposited, therefore, will be low, if the crude has a low water cut and if the water is finely dispersed in the oil. A scale problem will occur, if at a high water cut part of the water is present as free water. The rate of scale deposition will then be approximately proportional to the rate of free water production. Depending upon where the formation water becomes supersaturated, scale may be deposited in the flow line only, in both flow line and tubing, and in some cases even in the perforations and in the formation near the wellbore. In the South Sumatran fields (Indonesia) the main difficulties encountered due to the deposition of calcium-carbonate scale have been restriction of flow through tubings and flow lines, wear and abrasion of plungers and liners, and stuck plungers or wellhead valves. So far, the only methods of combating the *Presently associated with Brunei Shell Petroleum Co., Ltd.. Seria. scale problem have been routine acidizing and additional well pulling. As for the pumping wells, it was estimated that some 50 percent of the total well-pulling effort was directly attributable to scale deposition. The most promising alternative was to prevent the deposition of calcium carbonate scale by means of chemicals. Inorganic polyphosphates such as sodium hexametaphosphate and trisodium polyphosphate are known to retard the formation of scale by the "threshold action". They are adsorbed on specific faces of the crystal nuclei and thus prevent crystal growth, thereby stabilizing supersaturation. Polyphosphates are effective at very low concentrations ( a few ppm), and far less than stoichiometric quantities are required to keep the scaling ions in solution. Recent investigations on barium sulfate scale1 have confirmed this mechanism. The types of polyphosphate mentioned can be applied as concentrated aqueous solutions either squeezed into the formation, lubricated down the annulus or injected via macaroni string. Several squeeze jobs with polyphosphate solutions have been carried out in the South Sumatran fields, however, with disappointing results. Lubrication down the annulus and injection through a macaroni string were not considered attractive in this area because of the kind of equipment and the degree of supervision these techniques require. Polyphosphates are also available in a granular, glassy form, which, in contrast with the readily soluble types already mentioned, show an extremely low

The Mississippi embayment east of the Mississippi River is part of a vast geologic and hydrologic province. The abundance of water available is largely responsible for the agricultural history of the area and is perhaps the key factor in the rapidly accelerating trend toward industrialization. The multiple artesian aquifer systems that underlie the region and the alluvial aquifer along the Mississippi River are virtually undeveloped sources of fresh water in that they are yielding only a fraction of the water available. The potential yield of the 12 aquifer systems is estimated to be about 25,000 mgd (million gpd) of which only about 600 mgd is presently being withdrawn. The amount of water in storage in these systems is about 1600 trillion gal. Ground water having a dissolved-solids content of less than 500 ppm is generally available at depths of less than 1000 ft, and water having a dissolved-solids content of less than 1000 ppm is available in some places to depths of more than 3000 ft. Iron is the most common troublesome chemical constituent in the ground water. Water in varying amounts is also available from streams within the region. The amount of water which originates within the region and which leaves it as streamflow during a year averages about 50 million acre-ft (about 45,000 mgd). An additional 375 million acre-ft (about 340,000 mgd), which originated outside the region, leaves the region as streamflow during an average year. Some streams have considerable flow during periods of no precipitation and the water during these periods generally has a low dissolved-solids content. Large quantities of water from streams and waterbearing sands (aquifers) are available in the Mississippi embayment east of the Mississippi River. Most of the region is underlain by aquifer systems that will yield large quantities of water to wells, making ground water the most readily available source of fresh water. About 90% of the water used in the region is obtained from wells. Streams have been used primarily to dispose of, and dilute, wastes that have been dumped into them. The Mississippi, Ohio and Tennessee rivers, and the lower parts of the Tombigee and Yazoo rivers also serve as a means of transportation. This nominally water-rich region receives from 48 to 56 in. of precipitation in average years and is crossed by several large rivers. The largest, the Mississippi River, is the western boundary of the region discussed in this paper. The economy of the region is basically agricultural, but industry has become increasingly important since World War 11. The diversification and mechanization of agriculture have resulted in a surplus of manpower, most of which is being absorbed by the expansion of industry. Further industrial expansion probably will occur because of the available manpower, natural resources and economical transportation. Increasing demands on available water supplies will be made and the future economic growth of the region will be largely dependent upon wise utilization and management of the water resources.

QUANTITATIVE applications of the electron micro-beam probe frequently involve the evaluation of complex mathematical expressions and/or the analysis of large amounts of experimental data. The purpose of this communication is to describe briefly a versatile and useful computer program system that is applicable to analyze rapidly a wide variety of practical microprobe problems. This system consists of a group of ten FORTRAN programs that can be stored on tape, cards, or in the memory disc of the computer. These programs, or links, can be run individually or in any prespecified sequence without interrupting the operation of the computer or without destroying information which is being transfered from one link to another. For the program system described here a GE-235 computer with disc storage was used, so that the DCHAIN method of program linking was employed. Included in the library are programs to: 1) initiate analysis of a new set of data and transfer control between all other programs in any predetermined manner; 2) generate theoretical calibration curves of composition vs relative intensity; 3) generate empirical deviation parameters from least-square fits of experimental calibration data from standards of known composition; 4) convert raw X-ray data to corrected composition; 5) determine inter diffusion coefficients by Matano analysis of con centrat ion -distance data on a uniaxial diffusion couple; 6) determine activation energies and frequency factors of temperature-activated processes such as diffusion; and 7) generate calibration curves for determination of the thickness of thin films using microanalysis. A detailed description of these computer programs and their underlying principles is available on request from the authors."' The first program to generate theoretical calibration curves of corrected relative intensities vs composition uses the Poole and Thomas atomic number correction' and the Philibert absorption factor' with a voltage-dependent mass absorption coefficient for electrons in the alloy. A modified Castaing fluores- cence correction is also used which includes the effects of both Ka and KO radiation and over voltage.' Once the theoretical curves have been calculated in 1 wt pct intervals, these results are least-squares fit to obtain Ziebold deviation parameters' which are stored in COMMON in the computer memory. The net discrepancies between the original theoretical calibration curve and the regenerated curve using the Ziebold parameter are computed. Although this link is explicitly written for K-K fluorescent interactions, it can be applied to K-L, L-K, and L-L interactions as previously disc~ssed."~ Similar programs have also been written to utilize the Wittry fluorescence correction, Birks combined corrections, and various other corrections.' These modified programs have proved to be quite useful for quantitative comparisons of the results of the various theories. The program for conversion of raw X-ray data to corrected composition includes corrections for drift, backround, and instrumental dead time. The corrected intensities are converted to composition by use of the Ziebold equation"2 and parameter obtained from the program system. The results can be obtained for either atom or weight fractions. In addition to accurately computing interdiffusion coefficients the Matano analysis program calculates least-square smoothed values of concentration, concentration gradient, and curvature for each point on the raw input concentration profile. In order to obtain high accuracies a unique method of performing a least-square polynomial fit to incrementally advancing profile segments which overlap is used.' This program has been successfully modified for use in ternary diffusion problems3 and can readily be modified to handle analysis of diffusion profiles which include phase boundary discontinuities. This link is generally applicable to analysis of interdiffusion data obtained by other techniques as well as by the microprobe. The primary function of the next program is to least-squares fit experimental diffusion data to the normal Arrhenius function: D = Doexp(-Q/RT), to obtain values of Do and Q. In addition the probable error and one, two, and three u statistical confidence limits of DO, Q, and log D are evaluated. This program is also directly useful for analysis of any other simple temperature-activated processes including conductivity, and certain deformation and chemical processes. The program to generate calibration curves for film-thickness determination using the microprobe is based on a numerical integration of the equation derived by Cockett and ~avis.' Values of film thickness obtained by this program for copper on various substrates are in good agreement with measurements made by other techniques. Versions of the above program system have been prepared for use with or without a remote teletype connection to the computer for processing on either a real-time or time-share basis. The instrumentation coupling a microprobe to a teletype for automatic data collection and analysis by the presently described program system has been reported elsewhere by the authors.' If teletype equipment is not used to communicate with the computer, standard methods of card reading and tape reading can be used. In either

Since the original paper, two methods have been introduced to compute the parameters of the three parameter size distribution equation: [ ] Both of them are based on graphical means, which are time-consuming and of little statistical significance. A program has been developed, using the Gauss-Newton method to compute by nonlinear regression analysis the parameters of the equation. Although the method is quite general in curve-fitting applications, it does not appear to be used in the field of size analysis, and a brief description is given. As applied here, the Gauss-Newton method involves the minimization of the least squares: [ ] where n is the number of sieves used. This paper proposes two units (believed to be new) for designating, respectively, capacity and efficiency for primary and intermediate crushers. Capacity Operators know that the tonnage of rock that can be put through a particular crusher in a given time depends primarily upon the crusher setting (open setting for jaw and primary gyratory types; closed setting for cones and rolls), and secondarily on the lithological character of the feed, its maximum size, the amount of fines that it carries, its moisture content, and the method of feeding. The proposed capacity formula states a relationship between all of these factors in one empirical equation, as follows: Tr = TR80K'K" [I] in which Tr, called "reduction tons per hour" is the new capacity unit; T = tons of feed per hour requiring crushing; R80 = "80-per cent reduction ratio"; and K, K', and K" are constants that approximate quantitatively lithological character, moisture content and method of feeding, respectively. T is the hourly weight of material in the feed that is coarser than the coarsest discharge of the crusher. (For marked departures from the normal specific-gravity range—2.5 to 2.7—T should be adjusted to corresponding volumes.) In the crushers under consideration, discharge from the crushing zone is limited by the minimum dimension of a particle. Passage of the particle through a square-mesh screen is limited by its intermediate dimension. Sheppardl has shown that the ratio of maximum: intermediate: minimum average dimensions of broken rock fragments may be taken as about 1.5:=:0,6 for nonslabby rocks such as are normally crushed, while for slabby rocks, such as thin-bedded sedimentaries, foliated schists and gneisses, and the blocky metamorphics, the ratio is of the average order I.3:I:o.3, with the possibility of an even smaller relative value for the thickness. Gaudin2 finds the corresponding ratio for —I50 + 200-mesh pyrite to be I.4: I:0.6. The hourly tonnage of crusher-plant feed, therefore, should be diminished by the amount thereof that would pass a square-mesh screen of which the aperture is S times the crusher setting, where S is a shape factor with the value 1.7 for rocks that break exceptionally cubic; 2 for ores and rocks that exhibit no appreciabie tendency to slabbiness; and 2.5 to 3, or, in exceptional cases, even larger, when the tendency to slabbiness is marked. R80 is the quotient of the theoretical square-mesh aperture that would pass 80 per cent of the feed, divided by the aperture that would pass 80 per cent of the product. Sheppardl has shown that the ratio of maximum: intermediate: minimum average dimensions of broken rock fragments may be taken as about 1.5:=:0,6 for nonslabby rocks such as are normally crushed, while for slabby rocks, such as thin-bedded sedimentaries, foliated schists and gneisses, and the blocky metamorphics, the ratio is of the average order I.3:I:o.3, with the possibility of an even smaller relative value for the thickness. Gaudin2 finds the corresponding ratio for —I50 + 200-mesh pyrite to be I.4: I:0.6. The hourly tonnage of crusher-plant feed, therefore, should be diminished by the amount thereof that would pass a square-mesh screen of which the aperture is S times the crusher setting, where S is a shape factor with the value 1.7 for rocks that break exceptionally cubic; 2 for ores and rocks that exhibit no appreciabie tendency to slabbiness; and 2.5 to 3, or, in exceptional cases, even larger, when the tendency to slabbiness is marked. R80 is the quotient of the theoretical square-mesh aperture that would pass 80 per cent of the feed, divided by the aperture that would pass 80 per cent of the product. THE formation of intermediate phase layers in cementation processes has been subjected to extensive qualitative investigation though to relatively little quantitative study; this work has recently been fully summarized by F. N. Rhines.1 It is necessary here only to enumerate the general conclusions drawn concerning the kinetic laws governing the growth of intermediate layers and to state what is known concerning the structural changes accompanying the generation of phase layers. I. When the intermediate phase is protective in type-i.e., when its density is less than that of the base metal, so that a continuous coating is formed and maintained the isothermal growth of the phase follows a simple parabolic equation: X2 = kt [I] where X is the thickness of the alloy layer, k the reaction rate constant, and t the time. The applicability of this equation to diffusion processes is tested by plotting the square of the thickness versus time, or by plotting the thickness versus the square root of time; the resultant achievement of a straight line in such. a plot has been con¬sidered sufficient proof of the validity of this equation. Exceptions have been found where liquid phases are involved in the reaction, where the diffusion layer is cracked,2 and where thin semimetallic oxide and sulphide coatings are formed on metals.3 In the first two cases the thickness increases linearly with time, and in the latter it is a logarithmic function of time. 2. The rate of thickening varies with temperature according to the Arrhenius equation k = Ae-Q/RT [2] where k is the parabolic rate constant of Eq. I, or some other rate-descriptive function, A is the action constant, e the base of natural logarithms, Q the heat of activation, R the gas constant, and T absolute temperature. This equation has been found to be generally valid except when transformations occur during reaction in either the base metal or in the reaction layer; in such instances Eq. 2 is still applicable with different values for the constants A and Q above and below the transformation temperature. 3. All phases that are stable at the temperature at which diffusion occurs will appear in the interdiffusion of two components. In some cases certain of the phases may be too thin to be observed and identified easily. Nonequilibrium phases have never been noted in thick reaction layers; i.e., layers of a thickness that may be discerned microscopically. The relative, thickness of each phase in a diffusion layer is proportional to the concentration gradient and to the rate of diffusion in that phase .4 The reaction layers tend to have a

THE angles between the crystallographic planes in cubic crystals have been given by Bozorth,¹ in magnesium, zinc, and cadmium by Salkovitz,² and in tin by Nicholas. The determination of the orientation of single crystals and the study of plastic deformation require the knowledge of these angles and are often facilitated by use of a standard projection. Tables of these angles and standard projections have not been published for titanium or zirconium which have c/a ratios considerably less than those hexagonal metals for which this data is available. Accordingly, Table I has been prepared giving these angles. Fig. 1 presents a standard (0001) projection of titanium. ALLOYS with nominal composition of 45-Fe 35-Ni 20-Cr, ASTM-B-163, known under the commercial names of Incoloy 800 and Sanicro 31 (Alloy 800), are often employed at elevated temperatures for extended periods. Therefore, knowledge of the aging behavior of these alloys is of considerable importance. Significant decreases in ductility and increases in yield strength have been observed in the 45-Fe 35-Ni 20-Cr alloys containing about 0.4 pct Ti and 0.4 pct A1 after long-term aging at 540" to 700"~."~ However, no direct evidence has been presented for precipitation phenomena that might result in such changes. Strengthening effects have been attributed to the effects of local or-dering.3 Since y' precipitation (Ni3A1, Ti) is known to occur in similar alloys which contain more titanium and aluminum,4-7 it was decided to explore the possibility that y' might precipitate in these alloys and might be responsible for the changes in mechanical properties on aging. This note reports some observations of two distict types of matrix precipitates made by means of transmission electron microscopy, in a 45-Fe 35-Ni 20-Cr alloy containing 0.31 pct Ti and 0.4 pct Al. The steel used in this investigation was obtained from the Sand-vik Steel Works; it is designated Sanicro-31 (Alloy 800). The chemical composition of the alloy is given in Table I. Aging of solution-treated material at 700" and 800°C for 130 and 100 hr, respectively, produced the matrix precipitates shown in Figs. l(a) and l(b). It is apparent from these micrographs that the precipitate particles occurred in the form of thin square plates parallel to the matrix cube planes. Extraction replication and selected-area electron diffraction showed that the precipitates were M23C6. Coherency strains, consistent with the semicoherent nature of small M23C6 precipitates,' were evident for certain imaging conditions. In addition to matrix precipitation, preferential precipitation of M23C6 on dislocations was common, as has been reported previously for austenitic stainless steels.'" Specimens aged for longer times (-300 hr) at 700°C exhibited a different type of coherent matrix precipitate in addition to the M23C6. An example is shown in Figs. 2(a) and 2(b). In addition to the few large M23C6 precipitates, small precipitates exhibiting strain contrastl0,ll are present. INTRODUCTION Leasing has become a major industry in many countries because of the advantages it affords. Whilst the accounting, legal and tax treatment of leasing varies from country to country, there is far more similarity than difference. The general approach to the subject is largely the same. This paper looks to the basic financial considerations in the decision to lease or buy. TYPES OF LEASES Before embarking upon the subject, it would seem appropriate to define a "lease". A lease may be defined as: "an agreement granting one party the right to use, for a specified period of time, property owned by another party in return for a series of payments of rental by the user to the owner''. Ownership, of course, generally entitles the owner to unrestricted use of the asset over its useful life in contrast to a lease which gives the lessee use over a limited period. The distinction between the status of owner and a lessee often is fairly small. In this case we are dealing with what is generally termed a "finance lease". A finance lease is one which substantially transfers the risks and benefits of ownership from the legal owner to the lessee. For example, a finance lease would exist where the lessee enters into a lease of an asset for most of its useful life and has an option to buy the asset at the end of the lease for a price which takes cognisance of the rentals already paid. Where a lease does not substantially transfer the benefits and risks of ownership to the lessee, i.e. those benefits and risks remain with the owner and lessor, the lease is termed an "operating lease" and is an agreement for the renting and usage by the lessee of an asset owned by the lessor for a limited period. An example of an operating lease might be where a tenant leases a building for a defined period say 6 years with the rent and occupancy subject to renegotiation at the end of the lease term. The economic consequences of the distinction between a finance and an operating lease is very important. With a finance lease, the lessee has a de facto economic interest in the asset and the alternative to a finance lease is some form of purchase; with an operating lease, the lessee does not have a basic economic interest in the asset and consequently a comparison with a purchase option involves far more than simply a funding comparison. Some of the principal differences between finance and operating leases can be summarised as follows: (a) finance leases: -the risks and benefits of ownership are substantially transferred to the lessee; -the lessor normally recovers his investment during the term of the lease; -the lessor in entering into the transaction is relying more on the creditworthiness of the lessee than the underlying value of the asset; - the lease is either non-cancellable or a large penalty will apply for unilateral cancellation by the lessee; (b) operating leases -the risks and benefits of ownership remain essentially with the lessor; -the lease rental income would not normally cover the recovery of the lessor's investment; -the lessor evaluates his risk in terms of the underlying value of the assets;

THE CHAIRMAN.-In behalf of the American Institute of Mining and Metallurgical Engineers I welcome all members and guests to this conference on Powder Metallurgy. We hope that this meeting will give expert and novice in the field a chance for discussion. Unfortunately, the subject has been overemphasized by some, and, of late, severely criticized by others. We have here today powder producers, fabricators, and engineers of different viewpoints, who can make the meeting a success. Such success depends not only on the caliber of the papers presented but more so on the discussion. To give you time for a free exchange of views, the papers have been shortened purposely. With the hope that you will all benefit by this conference, I shall turn the meeting over to the Chairmen of the morning session, Mr. Roland P.
