A comprehensive knowledge of the availability of mineral resources to evaluate and assure a dependable supply is a prerequisite in establishing and maintaining a viable national economy. Since no nation is self-sufficient in all its mineral needs, its prosperity depends to a great degree upon its developing and maintaining an effective national minerals policy. This must be preceded by a systematic inventory of mineral resources that may be available to that nation. The U.S. Bureau of Mines is implementing a mineral deposit inventory program of domestic and foreign mineral occurrences, with initial emphasis on the domestic. In order to provide an in-depth appraisal of minerals availability, the approach includes not only realistic estimates of quantity and quality, but other essential factors such as costs, technology, environmental constraints, and development-time requirements. Analysis of this information provides usable relationships of quantity, price, time, and associated degrees of confidence of the occurrence of identifiable mineral resources. Keeping pace with a changing minerals industry and handling the large volume of information required in this undertaking demands that computer methods be employed.

BEFORE me is a colored mining-claim map of the productive portion of the Robinson Mining district-sometimes called the Ruth-Kimberly area-that lies a few miles west of Ely, Nevada. It covers an area of 20 sq mi and at the end of 1954 had produced just under 2,000,000 tons of copper and about 2,000,000 oz of gold as a by-product. The three principal colors on the map and the meaning of each are: Red -Property of the Nevada Mines Division of Kennecott Copper Corporation, formerly known as the Nevada Consolidated Copper Company. Yellow -Property of the Consolidated Coppermines Corporation. Green --Consolidated Coppermines property under lease to Nevada Mines. The striking feature of the map is the crazy-quilt intermingling of the colors and the tendency of property lines to intersect ore bodies. For example, the westerly one-fourth of Nevada Mines' Copper Flat pit, source of most of the ore,up to date, is in Coppermines property. Nearly half of Nevada Mines' Veteran pit is on leased claims; and Nevada's new Deep Ruth shaft is on a right of way on ground originally owned by Coppermines. DRY oxidation of zirconium has been studied by several groups.'" The present work extends our early study1 to the high-temperature studies of Cubicciotti2 and Belle and Mallett.8 ulbransen and Andrew1 showed that the parabolic rate law fitted the 2-hr experiments between 200" and 425°C after an initial deviation. An energy of activation of 18,200 cal per mol was calculated. Cubicciotti,' in a study between 593" and 880°C, showed that the parabolic rate law fitted the data and an energy of activation of 32,000 cal per mol was calculated. In contrast to these studies on sheet specimens, Belle and Mallett3 studied the oxidation reaction on rod specimens and found a cubic rate law to fit the data.

Instrumentation is not a stranger to the minerals processing industry. In fact, very few plants now exist that haven't to one extent or another adapted operations to instrumentation. But with the rapid growth of such controls has come the need for effective departments composed of men trained to maintain and repair the instruments; here is where many firms fall short. The importance of the role an instrument department should play is underscored by the omnipotent effects which instruments often exert over an operation. Reserve Mining Co. is an example: while instrumentation at this taconite plant represents approximately 2% of the process equipment cost, a breakdown of instruments may result in the ineffective use (or complete shut-down) of the other 98% of plant investment.

INTRODUCTION The ever increasing demand for coal sues that meet exacting specifications has made necessary the installation of thousands of dollars worth of crushing equipment by the coal industry. At one time the operator at- tempted to recover as much lump as possible but today he is confronted with the necessity of crushing to facilitate the mechanical cleaning process and to meet the demand for a variety of uniform sizes. As a matter of fact, about 65 percent of the coal mined in the United States today goes through preparation plants where it is crushed and cleaned. One becomes more aware of the importance of the art of comminution when it is realized that practically all of the operations in mining are involved in comminution in one way or another. Whether the coal is mined conventionally or by continuous miners it is separated from the solid by a breaking, ripping or milling action which essentially amounts to a comminution operation. Even degradation resulting from material handling from the mine working face to the preparation plant might in a broad sense be so classified, Then of course crushing is usually necessary in the plant before the coal is ready to be marketed. THEORY Despite the various comminution operations there is a lack of satisfac- tory information concerning the fundamentals of crushing and their relation to the variable factors associated with the operation. There are certain laws and theories on mechanical reduction, such as those of Rittinger, Kick and Bond that are helpful and useful. The difficulty in developing exact mathematical relationships for specific crusher applications is due to the many variable physical characteristics found in coal. Hardness, as measured by the Hardgrove grindability index, is one parameter that has been used for years to determine the resistance of coal to comminution. While the coal properties as measured by grindability are complex, recent work has shown that a high correlation exists between the grindability of some coals and their petrographic analysis. Early research on the hardness of petrographic entities from an Illinois coal2 demonstrated that durain was the hardest constituent followed by clarain, vitrain and very soft fusain. Other research demonstrated that, for different size fractions of the same coal, a wide variation in hardness commonly exists. For example, the fines in about half of 39 coals studied were softer than their corresponding coarse sues while most of the remaining coals were uniformly hard in all sizes. A few coals contained fines which were harder than their coarser constituents. These variations in hardness give insight into the heterogeneous nature of coal.

The importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying up pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. One of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. ' In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible .explosives since the promulgation of the fist list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines. E: WINDSOR RICHARDS, Past-President, said that at a recent meeting of the Institution of Mechanical Engineers a paper was read on tool steel, and he called the attention of the members to the high-speed tool steel at the Bethlehem Works. They would have the pleasure of seeing those wonderful works and would see 60, 70, 80 and 100 tons oil lathe with half-a-dozen of these high-speed tools running. PROP. H. M. HOWE (Columbia University) said that they all looked upon these high-speed tool steels as of very great importance, particularly to the machine shop. One point occurred to hire : Had it really been shown that Swedish steel is necessary, or better than equally pure steel that is not Swedish; and is cemented steel really necessary, and is there any advantage in using that, rather than equally pure open-hearth steel'! It might be well if the author could indicate the kind of evidence on which lie bases his assertion that it is necessary to have cemented Swedish steel. Many were hoping for the development of high-speed steels from elements which exist in great quantities, such as silicon, manganese and chromium, rather than from rarer metals like molybdenum, vanadium and tungsten, the supply of which is likely to be soon exhausted. If the high-cutting speed was to last more than a generation, it. seemed to him that they would have to draw upon the common ele¬ments and not upon the rare ones. MR. The crystallo graphy of several grains of the lamellar Ni-Ni3 B eutectic solidified under conditions appvoachirt equilibriun has been examined.. A preferred interlace relationship has been observed in this system which may be described as: A detailed study of this interface by means of an atomistic model reveals the interface Plane to be puckered and more accurately describable as: Analysis of the atomic configuration on these planes reveals that this interface conforms to the orientation criteria proposed for directionally solidified lanzellar eutectics. In addition, a model is proposed to help explain the growth of a "puckered" interface. DURING the past several years an increasing number of unidirectional solidification experiments on eutectic alloys have been reported in the literature. The primary emphasis, in most cases, has been the effect of growth variables on microstructure. Some authors have, however, studied the crystallographic orientations and interfacial relationships resulting from these experiments. Four crystallographic studies have been published;'-4 in each of these there is a factor which tends to prohibit the extension of the observations beyond the particular system. In the Al-CuA12 system, the approximately equal volume fractions of the phases have resulted in sorrie controversy as to which phase constitutes the matrix. In the Mg-Mg,Sn eutectic the presence of several interconnecting lamellar systems2 complicates the analysis. The two remaining eutectics. 1nSb-b and Al-Ali, are both rodlike (the latter exhibits a plate morphology at low solidification rates): the matrix in each of these alloys is the simpler (fcc) phase. Studies of nucleation in eutectic alloys indicate that the more complex constituent is the nucleating -.phase.' For the purpose of an analysis of interface crystallography it was deemed desirable to study a lamellar system in which the matrix was the more complex and, presumably. the nucleating phase. Recently it has been shown that there is a eutectic in the Ni-B system between Ni3B and i; preliminary investigation by the authors indicated that the matrix in this eutectic is the boride phase. The structure of Ni,B is reported to be orthorhombic, the compound being isostructural with cementite. This eutectic is therefore analogous to that between austenite and cementite. Furthermore, the Ni-B system is not susceptible to a competing eutectic reaction as occurs in the Fe-C alloys; nor does it exhibit a eutectoid decomposition. For these reasons the study of the interfacial relationship in the Ni-Ni3B eutectic was undertaken. PROCEDURE Ingots of nominal composition 3.5 and 3.6 wt pct B were induction-melted in boron nitride crucibles within a graphite susceptor under a boric oxide slag; a dynamic argon atmosphere was maintained over the melt to prevent rapid oxidation of the susceptor. The raw materials used were 99.97 pct Ni from Huntington Metals Division of International Nickel Co. and 99.8+ pct B chips supplied by the United Mineral and Chemical Co. The analyses of the starting materials are listed in Table I. The melt was held at 1500cC for 2 hr to insure complete reaction and allowed to cool to room temperature. The castings were chemically analyzed for boron and were metallographically examined for uniformity. The metallographic samples were mechanically polished through 0.1 p A1,0, and etched with Carapella's reagent. Each master casting was cut up to make several specimen blanks which were remelted, in boron nitride crucibles, to form ingots of 1/2 to 3/4 in. in diarn by 7 in. long. These ingots were unidirectionally solidified using a modified vertical Bridgman technique. The rate of solidification was assumed to be equal to the uniform rate at which the crucible-susceptor assembly was withdrawn from the induction coil. This rate was varied from 1.18 to 2.21 cm per hr. In order to perform these experiments it was found necessary to redetermine the eutectic composition. This was accomplished by the zone-melting technique described by Yue and lark.' An ingot of 4.5 wt pct B was zone-melted in a horizontal boron nitride boat 7-1/2 in. long with a 112-in.-square cross section. A

The effectiveness of coal mine face ventilation and the ability of airflow to maintain satisfactory methane and respirable dust levels in the working face area has been studied through the use of scale modeling techniques and underground testing procedures. In particular, consideration has been given to examination of the effects of operation of a high airflow, machine mounted dust scrubber unit on face air patterns. Results obtained through a cooperative study with the Peabody Coal Co. demonstrate that new mining cycles can be considered that increase production efficiency while maintaining satisfactory ventilation conditions.

This paper will discuss a US Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater systems in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring shallow groundwater systems in the basin; (2) monitoring the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems; and (3) development of a regional groundwater simulation model, with appurtenant subroutines to determine local effects.

THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

(Butte Meeting, August, 1913.) GENERAL. THE Tooele plant. off the International Smelting & Refining Co. is situated at the mouth of Pine canyon, Tooele county, Utah. It is connected with the main line of the San Pedro, Los Angeles & Salt Lake railroad by the Tooele Valley. railway, and is about 7 miles from Tooele Junction. Fig,. 1 is a general view of the plant. The copper plant has been in operation since July, 1910, and the first blast furnace it the lead plant was blown in on Feb. 29, 1912. The location of the plant was selected on sloping ground with the idea of using gravity to the fullest extent and thus keeping labor at a minimum. Practically the entire plant is constructed of steel, reinforced concrete, and. brick.

The following paper deals with technical aspects of terminal facilities for western coal pipelines. The information is taken from the Ohio and Black Mesa pipelines and the proposed one in Wyoming. This paper first discusses the feed terminal, the product that it must produce, and the reasons for coal cleaning. Then in the delivery terminal section, the various methods of dewatering the coal and some recent innovative ideas on bunkering the dewatered product and storing the dewatered coal in large outdoor piles are discussed.

Acid mine-water drainage is a serious problem with many mines in the Tri-State zinc and lead mining district. Particularly is this true when large volumes must be considercd in unwatering old mines that have refilled with water which has dissolved the products of oxidation and has become chalybeate in character. The experiences discussed in this paper have to do specifically with the unwatering of a comparatively small area west of the town of Baxter Springs, Kans., where the pumping job was complicated by water of this type and where the extremely high sulphate content particularly effected that phase of mine drainage having to do with stream pollution. Location, Geology and History The Baxter Springs area of the Tri-State mining field is situated just west of the town of Baxter Springs and is a northeasterly extension of the main mineralized zones of the Oklahoma part of the district (Fig I). The mining area is traversed with well defined shear zones which provide easy circulation of ground waters and the ore bodies are found along these shear zones as localized enrichments wherever the structural conditions are favorable (Fig 2). The ore-bearing strata is Mississippian with an overlain capping of shale of Penn- sylvanian age. This shale strata carries much pyrite and marcasite at its base and undoubtedly was a contributing factor to the subsequent high iron content of the water. The area originally contained a sulphide water which discharged as an artesian flow in springs within the town and gave Baxter Springs its name. These springs were famed for many years for their mineral water. This original sulphide water was first removed about 1917 and active mining was carried on west of the town during subsequent high metal price periods. Many small mines were opened, with each localized enrichment becoming a separate mine. During the depression mining ceased and all mines in the west Baxter area were allowed to flood. No serious effort was made to again unwater until higher prices caused from the demand for metal for World War II once more focused attention 011 this part of the field. Original Mining Results in Oxidation As plans for unwatering progressed, it soon developed that the mine-water pools had become strongly acid in character and carried large amounts of sulphates in solution. This occurred in the following way. When the original sulphide water was removed, shafts sunk, and mining carried on over a number of years, ferrous sulphate was formed by the spontaneous oxidation of the pyrite beds in contact with air admitted through churn-drill holes and mine openillgs. These products of oxidation can be seen today in the old mines of the district as crusts of crystalline sulphates

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. The results of stress-corrosion tests upon several non-ferrous sheet metals are presented in this paper. The metals include tough pitch copper, five binary brasses, two leaded brasses, one copper-silicon alloy, two tin bronzes, and two nickel-silver alloys. The tests indicate that for most of these sheet metals, externally applied bending stresses below the yield point (0.01 per cent offset) do not result in stress-corrosion cracking as determined by the A.S.T.M. Tentative Method of Mercurous Nitrate Test for Copper and Copper Alloys (B 154-41T).~ Only in the cases of low brass, high brass and medium leaded brass, all cold-worked 4 B & S numbers hard, was any corrosion cracking observed below the yield strength, and in all cases such failures occurred at stresses above the proportional limit for these materials. However, when some of the same materials which showed no evidence of stress-corrosion cracking at stresses below the yield strength, are stressed beyond the yield point, stress- corrosion cracking is quite apt to occur. Since experience has shown that some of these materials, particularly the brasses, are susceptible to stress-corrosion cracking under service conditions, these tests would indicate that, besides externally applied stress and corrosion, plastic deformation in addition to that resulting from the original cold working of the material is also required to produce conditions conducive to stress- corrosion cracking.

THE solubility of gases in metals has been of interest since Graham's time in 1866, but, although the subject was actively studied by iron and steel metallurgists during the eighties, the era of painstaking laboratory investigation begins in 1907 with the publication of Sieverts'1 thesis on the occlusion and diffusion of gases in metals. Since then, Sieverts has worked almost continuously in this field, and his views on the subject are the prevailing ones at the present time.2 Probably the most important result obtained by Sieverts, and frequently verified since by other observers, is the discovery that at a constant temperature the solubility of almost all gases in both the liquid and solid state of most of the metals is proportional to the square root of the pressure (for pressure above 100 mm.). The obvious explanation of this fact is that the gas dissolves as atoms and not as molecules, although it has been pointed out a number of times, first by Donnan and Shawl in connection with their work on the solubility of oxygen in silver at 1075° C., that the formation and solution of a compound of the metal and gas would also be indicated by a variation of the solubility with the square or higher root of the pressure. Sieverts4 himself raised the question whether the usual explanation (i. e., that the gas dissolves as atoms) may not be wrong, when he found that the square root law held also for the solubility of sulfur dioxide in molten copper; in which case dissociation into simpler molecules or atoms does not take place.
