For the US coal industry, 1978 was a nightmarish recurrence of 1977 as the United Mine Workers strike cut into production during the first three months of 1978, followed by the strike against the Norfolk and Western Railway during the summer and early autumn. Coking coal production was floored by the one-two punch of environmental constraints on US coke ovens and competition from low-cost, high-quality imports. At the same time, US ex orts of coal fell to their lowest level since 1962. And in the face of all of this, steam coal consumption was sluggish as utilities burned huge amounts of oil to conserve coal stockpiles during the UMW strike. This was followed by decreased electrical demands due to mild summer weather in many parts of the country and dramatically improved availability of hydroelectric power.

The increased activity in West Texas, which started in 1933, has continued through 1936 at a constantly accelerated rate. During 1936 there were 1442 wells completed in the area as compared with 700 in 1935 and 468 in 1934. Of these completions, 1313 were producers with a total 24-hr. potential in excess of 1,750,000 bbl. From among the 1442 wells, eight are considered to be discovery wells for new West Texas fields. New Fields Bennett.—The Bennett field, which added Yoakum County to the oil-producing counties of West Texas, was actually indicated as an oil-producing area during 1935, but the discovery well, Honolulu Oil Corporation, Ltd. and Cascade Petroleum Company's Bennett No. l, was not given a production test until April 1936. The discovery well made 15 bbl. per hour through 3/4-in. choke with a plugged-back total depth of 5264 ft. First oil in the hole was from 5088 to 5090 ft., which is several hundred feet below the top of Permian lime. Producing limits of the field are unknown, as the second test had not reached the pay at the close of the year. Henderson.—-To date indications are that the Henderson pool, in northern Winkler County, is the most prolific area opened during 1936. This field, which lies to the north of the old Hendrick pool, is producing from the same reef-type dolomitic lime producing in the older field. The Henderson field was opened by the completion of R. H. Henderson, J. B. Walton-Humble 1-A in April 1936 for a natural flow of 2306 bbl. per day through tubing. Total depth of the discovery well is 3049 ft. Later development has indicated the productive area to be a rather narrow zone running slightly west of north. Present area of from 1000 to 1500 acres has been proved for production. Keys and Emperor.—The Keys and Emperor pools in the belt of sand pools running across Winkler County appeared for the first time on State proration schedules during 1936. Note.—The material from which this paper has been prepared was collected tor the U. S. Geological Suvey Bulletin, No. 316, Contributions to Economic Geology, 1906, and appears also, though in somewhat more extended form without illustrations, in that publication. Although the briquetting of coals and lignites has been carried on for many years in Europe, and has reached a particularly high state of development in France, Belgium, and Germany, it has made comparatively little progress in the United States. The causes for the backwardness of the United States in this regard are several, and first among them has been the abundant supply of cheap raw fuel with which the manufactured article has to compete. With our millions of acres of coal-productive territory, from which the product can in moat cases be cheaply extracted, it has appeared in many districts more economical to waste the slack or culm, which constitutes a considerable percentage of the product, than to attempt to save it at the additional expense required for briquetting. It is for this reason that the view in all sections -of the anthracite-region of Pennsylvania is marred by the unsightly culm-banks which encumber the ground, and that in some of the bituminous-districts one sees huge piles of unmarketable slack allowed to burn up in order to get rid of them. When the coal is of a coking quality, or when the slack can be used for steaming-purposes, these losses are not sustained, but many thousands of tons of what might be converted into usable fuel have been wasted every year simply because of the increased expense involved in its preparation.

No precise geographic limits can be given for the zinc- and lead-region of North Arkansas. In general terms it lies N. of the Boston mountains and W. of the St. Louis, Iron Mountain and Southern railway; but the prospecting and the development of the ore-deposits have not gone far enough to outline more than vaguely the areas over which workable deposits are to be expected. The tardiness of the development of the region is due in part to its topography, as a hilly and partly mountainous country, through which there have been no railways until recently. There is no longer any doubt, however, about the existence in that region of large bodies of zinc-ores. I. General Geology. The general geology of the region is, in the main, quite simple, but that of the ore-deposits is less so. The zinc-regions of North Arkansas lie about the southern flanks of the Ozark dome. The rocks are approximately horizontal, but have a gentle southward dip away from the axis of this dome. Figs. 1, 2 and 3 show the broad features of the to-. pography and geologic structure. South of the zinc-region, the sandstones and shales of the lower Coal-Measures form the north-facing escarpment of the Boston mountains. Beneath the Coal-Measure rocks are the limestones and cherts of the Lower Carboniferous; and these rest upon Silurian and Ordovician beds. The uppermost beds (Coal-Measures) have been cut into by erosion along the mountain-slopes so that their edges or outcrops have a meandering or dendritic form. The same thing happens with the Lower Carboniferous beds; but these, haying been more or less protected by the overlying Coal-Measured, have broader bases, and cover a much larger area. In places,

In the practical heat-treatment of steel the decomposition of austenite usually occurs during cooling rather than at constant temperature. Nevertheless, the course of this decomposition has generally been studied only isothermally. Isothermal studies are not only simpler experimentally, but have the great theoretical advantage that one of the variables, temperature, is constant. It is the purpose of this paper to outline the principles that govern the relations between isothermal and anisothermalt‡ decomposition of austenite, to present and systematize the available experimental information, and to indicate the gaps in the existing knowledge. Some of the experimental information is the result of new work.§ Most of it is derived from scattered data in the literature. Many of these data were obtained incidentally in the course of research on other subjects and their significance has not been pointed out and perhaps not understood. It is hoped that this paper will aid future planning of more extensive research on anisothermal decomposition. Method In order to study the relations between isothermal and anisothermal decomposition, it appears fruitful to view anisothermal decomposition as taking place at a series of constant temperatures1 (except for the martensite reaction, which does not occur isothermally to an appreciable extent). When the time the steel is at each temperature is finite, the over-all amount of the reaction is considered to be the sum of the amounts occurring at each of the successive temperatures. During continuous cooling or heating, the time the steel is at each temperature and the difference between successive temperatures can be considered to approach zero. The over-all amount of transformation will then be given by integration over the range of temperatures involved. This point of view is advantageous in that it considers anisothermal transformation to be a series of isothermal transformations. The problem thus becomes one of determining the effect of partial decomposition at any given temperature upon subsequent decomposition at another temperature. ROBERT J. ANDERSON, Cleveland, Ohio (communication to the Secretary *).-The paper by Messrs. Bellis and Hardy was interesting to me and has led me to make a few remarks concerning some of the points brought out. The question of employing correct hardening temperatures is one that is sadly neglected, particularly in many large plants that forge and treat their machine tools for private use. As is most aptly remarked in this paper, "The custom of using one, high-speed temperature for all tools is very poor practice;" still, such practice is more common than otherwise. An instance came to my attention some time ago, in connection with some work with the standardization of high-speed steels for machine tools, where there were no less than six different brands of alloy steels being used for machine tools such as lathe, shaper, planer, boring mill and cutters of like nature. All of these different steels received identical heat and forging treatment-or at least that was the aim of the tool hardener. That the results were highly unsatisfactory goes without saying. That the hardening department of many plants is conducted on a rule-of-thumb fashion is the reason for a great deal of the trouble and disappointment which seems to be the lot of many tool-steel users. Exceedingly crude execution is the rule rather than the exception, and it is no small wonder that the results are as good as they sometimes happen to be. It would seem that at the present price of alloy steels the subject should receive a closer scrutiny by purchasers than it does. One not familiar with the workings of souse plants that disdain to lend an ear to scientific heat treatment would scarcely give credence to some of the methods employed, not only in the treatment of the steel but also in its selection and purchase. Heating for hardening should be conducted under close pyrometric control only after the correct hardening temperature has been determined.

Electron-micrographic studies and hardness tests were made of an internally oxidized dispersion-strengthened Cu-12 vol pct SiO2 alloy follozuing longtime annealing at elevated temperatures. The rate of coarsening of SiO2 particles and the relationship between hardness and interpavticle spacing were Dispersion -strengthened alloys exhibit a remarkable stability of structure and properties at elevated temperatures compared with conventional alloys; nevertheless, when they are exposed to high measured. The rate of coarsening of SiO2 particles is controlled by the decomposition of SiO, rather than by the diffusion rates of silicon or oxygen through the copper matrix. The mechanism of coarsening was also studied by using a diffusion-couple technique. temperatures, weakening takes place as a result of coarsening of the dispersed phase. The theoretical treatment of the coarsening of dispersed phases has been treated by Greenwood,1 wagner,, and others3 by considering the interfacial energy of dispersions and the diffusion of solute atoms. The more familiar compositions of both the iron-carbon-chromium' and the iron-carbon-tungsten2 systems have been investigated with a degree of thoroughness which has permitted the construction of their three-dimensional equilibrium diagrams; and it is probable that these equilibrium diagrams are sufficiently accurate for the present metallo-graphic needs. Strangely enough, in spite of their importance, the alloys of iron, carbon and manganese apparently have not been investigated in the same systematic manner, and so far as is known, no three-component equilibrium diagram for this system is available. Even iron-carbon-nickel alloys3 have been studied rather more thoroughly; for these the solidus and liquidus surfaces have already been determined, but the solid transformations in this, as in the manganese system, have not been reported systematically. The present paper deals with the constitution at equilibrium of a series of 36 iron-carbon-manganese alloys of commercial purity limited by 1.5 per cent carbon and 15 per cent manganese, a range of compositions including most of the manganese steels. The temperature range of melting has not been determined, nor has the high-temperature (delta iron) ferrite equilibrium been included in the study, it being considered that the more important characteristics of the manganese steels are their ordinary transformations in the solid state. The delta iron region is almost certain to be a small tetrahedron not very different in magnitude or contour from that in the iron-carbon-nickel diagram. It is probably true

DURING the course of experiments involving oxygen equilibrations with a high-purity Pd-5 at. pct Rh alloy, the appearance of a subscale was noted. Most of the heat treatments in a pure oxygen atmosphere were performed at 900°C. The presence of the subscale was noted when the oxygen partial pressure was in excess of approximately 95 mm, up to 1 atm, the highest pressure used. According to available thermodynamic information' on the free energy of formation of Rh2O3 (the only reliably reported solid oxide of rhodium), this oxide should not be stable under these conditions, nor, of course, any oxide of palladium. Extraction of the subscale from the matrix was affected by treatment with aqua regia, and the resulting X-ray diffraction powder pattern is shown in Table I. This pattern is not that of Rh2O3, nor that of any known rhodium or palladium oxide. It can be indexed on a hexagonal lattice with a. = 5.22Å and co = 6.0Å. In addition to this unknown material, there was a weak Rh2O3 pattern. An X-ray fluorescence analysis of the powder gave 3214 palladium counts per sec and 5381 rhodium counts per sec, thus indicating the likelihood of a double oxide of palladium and rhodium. In view of the fact that the above result was obtained on a single sample, it is perhaps best not to insist upon the above ratio of about 0.6, but possibly to tentatively assume 0.5 or 1/1. The small amount of Rh2O3 in the X-ray pattern might have occurred on cooling, and it seems possible that the double oxide, below some temperature level, is not as stable as Rh2O3. To examine this point, some of the extracted double oxide was heated on a sheet of pure palladium in air at 900°C, and allowed to furnace-cool over a period of several hours. The X-ray diffraction pattern of the powder showed approximately the same intensity of Rh2O3 and the "hexagonal" oxide as before, but, in addition, a rather faint pattern of another crystalline species made its appearance. This finding again suggests partial transformation of the major (double) oxide to other oxides on cooling from 900°C. Application of the phase rule shows that only one equilibrium oxide (subscale) could have been present at temperature. Vacuum-fusion, oxygen analysis of the extracted subscale showed 7.7 ± 0.7 pct O. Combining this information with that of the X-ray fluorescence analysis suggests the formula PdRhO. This compound should have an oxygen content of 7.07 pct, which is within the range of error of the oxygen analysis. However, until a more careful stoichiometric study is made, it is suggested that the formula be written

THE manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In. certain respects, they strongly resemble those of India and Brazil, as contrasted with those of Tertiary age in Georgia. Viewed from the present condition of the maganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments; youngest are the products of decay and degradation with the concentration of manganese oxide of both areas. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate amount of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flow's largely of basic types. To this series I have given the name Birrim. Its age is unknown, for no definite fossils have been discovered in it. As the characteristics of these non-fossiliferous strata at many places are the same as those of strata in many parts of the world that are suitable for the preservation of fossils and that contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim series have normally a northeast-southwest strike and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed across their strike for more than 600 miles to the extreme northwestern corner of the Northern Territories. Thence they probably extend much further into French Territory.

Similarities are noted in the practices and problems of constructing dams to impound mine tailings, fly ash, and chemical wastes. The comparison of a typical tailings dam with a conventional water-retaining earth dam shows that the former is inherently less stable and can be susceptible to cracking, liquefaction, erosion, and frost action, as illustrated by examples. Several methods are presented for building safe tailings dams using either the coarse fraction of the tailings or local soils, the important factor in each method being proper compaction of the material. The safety of existing tailings dams can be improved by flattening the overall slope, preferably by adding berms, or by decreasing the height. Where neither remedy is possible, the installation of electro-osmotic tie-backs is suggested. Dumps of mine spoil can be stabilized economically by compacting the material in layers along the toe to form a dam.

Johnson, Jr., The innovation of a special meeting under the auspices of the Iron and Steel Committee was well justified, if we accept as a criterion the number of papers presented at the meeting held on Oct. 16 and 17 in New York and the attendance at that meeting. Twenty-four papers were read, and most of these were widely discussed orally, while doubtless the written discussions will be even larger in extent. Discussions will be received up to Dec. 1, 1913. The attendance at the meeting of 106 members and 75 guests is an evidence of the wide anti growing interest in the Institute of men interested chiefly in iron and steel. It is especially interesting to note this large attendance at a meeting where very little of a social nature was introduced into the program. An informal dinner for the men at the Engineers' Club closed the meeting. At this dinner were present about 70 members and guests. One of the Vice-Chairmen and the Secretary of the new Committee on Petroleum and Gas told of the important plans in prospect of that Committee. Brief impromptu speeches by a considerable number of the members and guests were enjoyed. Professor Marburg reiterated his previous assertion that he believed that the Institute and the American Society for Testing Materials, as well as some of the other technical societies, were all fighting for one good cause; that there was room in the field for all of these societies with their various points of view; and that they should march shoulder to shoulder. The success of this dinner was due largely to the efforts of Mr. Johnson who had the affair in charge.

FOR a great part of the progress of the world we are indebted to the works of engineers. It is to them that we owe our means of rapid transportation, our canals, our railroads, our bridges, many of our automatic machines, and most of those appliances which, by facili tating or decreasing the amount of human labor to be expended and by utilizing the great forces of nature, have made the present progress of the world possible. Their education is a matter of momentous interest to the whole civilized world. I have, therefore, thought that some discussion of the theory upon which their education should be based would be of interest to this body, and have ventured a few reflections and suggestions upon the subject. The word education, in its original signification, meant the draw ing out of a man what there was in him. In our common schools the practical work of education consists in putting into the brain a larger number of facts than can be retained, which are consequently more or less understood and digested. It ordinarily consists simply of teaching a round of abstractions or facts which when not assim ilated are not only useless to the individual, but generate careless habits of thought and make more or less untruthful, unfaithful or unsuccessful men. In most of our schools a procrustean system is adopted; all are made to advance upon one general plan, the quick being kept back and the slow dragged on at a rate too great for their power of comprehension. Until within a very few years it has been a theory in common school education that the brain alone should be developed, and that little or no attention need be paid to the train-

DURING July 1941, a study was initiated at the Boulder City Experiment Station of the Bureau of Mines on proposed methods for the production of magnesium metal. The major emphasis was placed upon development of a process that required minimum reliance upon the sale or utilization of by-products to meet economic competition from processes already in operation. It was felt that only through the development of such a process could the nation's vast resources of dolomite and low-grade magnesite that are contiguous to large blocks of firm power be properly utilized. During the course of exploratory tests on electrolytic and electrothermic processes, it was noted that fused magnesium chloride would dissolve appreciable quantities of magnesium oxide in the presence of small amounts of boric oxide. The use of such a solution in an electrolytic cell employing a graphite anode and a steel cathode caused the deposition of magnesium at the cathode and the evolution of carbon oxides at the anode with minimal amounts of chlorine The original results were sufficiently encouraging to justify further investigation on an enlarged scale, since the process seemed to present advantages over other proposed processes 1.2 for the direct use of magnesium oxide in a fused chloride electrolyte. When work on a larger scale was initiated it was found that the addition of boric oxide to the electrolyte resulted in dispersion of metal and constantly decreasing current efficiency. However, by this time solubility studies had shown that magnesium oxide was sufficiently soluble in magnesium chloride melts containing no boric oxide to effect the same anode reactions, and development work was continued. Over two years of development work have been carried out, and considerable work remains to be done. It is desired to emphasize the fact that many of the difficulties met require a long period of continuous operation before they become serious enough to affect operation of the cell. In the last few years, there have been developed at the plant of the Nichols Copper Co., Laurel Hill, 'Borough of Queens, New York City, improvements in electrolytic copper refining by the series system that have materially increased the flexibility and economy of that system. The purpose of this paper is to discuss, as of interest to refiners and to those who have copper to refine, as well as to the engineering profession in general, the changes' that have taken place resulting in wider application and increased efficiency of the series system. Copper is electrolytically refined in two ways, which are spoken of as the "multiple system" and the "series system." In both systems, the electrolytic tanks are in series electrically. METAL mines were developed long before coal mines and the early lighting of underground workings was effected by torches and candles. The early coal mines were outcrop workings and little trouble was experienced from gas, but as the mines became deeper and shaft mines were opened it became apparent that an open-flame lamp was exceed-ingly dangerous where gas occurred. No satisfactory way of lighting gaseous coal mines was found until Sir Humphrey Davy brought out his famous safety lamp in 1815. The introduction of the Davy lamp was a great step forward but it was unsatisfactory from a light standpoint because the gauze absorbed a large percentage of the light given out by the flame. Clanny corrected this by the introduction of a cylindrical glass lens, which not only per-mitted a free distribution of the light from the flame but added greatly to the safety by eliminating the possibility of the flame coming in contact with the gauze and by protecting the flame against air currents. A very complete story of the flame safety lamp since its inception is given in the U. S. Bureau of Mines Bulletin No. 227, by J. W. Paul, L. C. Ilsley and E. J. Gleim, published in 1924. A little more recent publication, known as Safety in Mines Research Board Paper No. 4, entitled "The Light Power of Flame Safety Lamps," by R. V. Wheeler and D. W. Woodhead, was published in England in 1927. The flame safety lamp was the-only lamp available for gaseous mines for about 100 years. Although the incandescent electric lamp has been in use over 50 years, it was not found safe to use this lamp from wired circuits in gaseous locations. The storage battery was advocated shortly after the develop-ment of the incandescent lamp but until the introduction of the tungsten filament in the miniature mine-lamp bulb, the battery lamp was not a real possibility because of the excessive weight of the battery necessary to produce a sufficient amount of light. The century we live in has been an eventful time for the Third World, particularly the country of Peru. Although it will take one or two generations more to see its end and fully evaluate its scope, it is already clear that during the twentieth century, Peru has entered a dynamic industrial, economic, social, and political revolution. This century has seen the end of old governments, and the introduction of reforms which radically change complex traditional patterns. It also has marked the beginning of an era in which the government has elected to undertake, as a national effort, most of the future economic growth of Peru. For the most part, large multinational mining companies, which have helped to discover and put into operation large mineral and ore deposits in Peru, have been sympathetic toward this philosophy. Most big foreign companies, in addition to capital, brought with them to Peru an efficient technology, modern management, and an effective organization for the further processing, sales, and distribution of refined commodities. Nationalization of all basic resources, including mining, is the, trend-not, it is hoped, to the detriment of established technology and production.
