INTRODUCTION The objective of this chapter is to inform the industry, as well as the public, of the challenges in dealing with problems associated with air and water contamination by coal preparation plants. The need for an informed industry is most important. It is hoped that some contribution may be given to a more efficient and economical approach to the problems of plant waste contaminants at individual plants. The problem has many facets, and consideration should be given to specific areas before any significant problems develop at a given plant. It is then possible to have a reasoned approach before the pressures of an emergency environment force hasty and incomplete solutions. It will be necessary to anticipate these problems in the design of new preparation plants, and advance consideration should be given to all problems concerned with contaminants.

IN THE general study of coal, all evidence points in the one direction -that coals had their origin in a manner analogous to that of peat. The best method of studying coal, whether it concerns its chemistry, composition, or physical condition, is to study peat. The essentials in a study of peat are a knowledge of the chemistry of plants, knowledge of decay and of the transformation process of plant-substances into peat. A number of facts must be emphasized, namely, (1) peat is formed under wet conditions only; (2) plants grow in the place where peat is formed; (3) all the plant substances go into the bog; and (4) all the plant substances are subjected to a series of phases of decay which are (a) in the air completely above the water level but in relatively moist conditions; (b) above the water level, but covered by debris; and (c) completely submerged by both water and debris.

In these trying times of proration and low oil prices, it is decidedly necessary for all branches of the petroleum industry to accord full recognition to the economic phenomena that contribute to its varying state of welfare. Perhaps no other single factor has a more important bearing upon the general oil situation than the supply and demand of gasoline. Year after year, the records have shown that the degree of prosperity or depression accompanying the industry's developments has been to a large extent influenced by the degree of balance maintamed between the supply and demand of gasoline. More and more it is being realized within the industry that equilibrium between the supply and demand of gasoline forms the basic structure of crude and product market values and, consequently, the deciding factor in the financial results of the industry as a whole. The influence of the gasoline situation upon the market and financial structure of the petroleum industry was effectively demonstrated during 1930, when excess accumulation of gasoline undermined not only the refined oil market but the crude market as well. In fact, it was a top-heavy gasoline situation that defeated the realization of benefits that might have accrued from an otherwise favorable statistical position in the producing branch of the industry. Indicative of this is the fact that crude oil production was curtailed to the extent of 98,323,000 bbl. last year, while refinery runs to stills were maintained at an excessive rate until late in the year, creating an excess gasoline production of 6,663,000 bbl. above actual requirements. Nevertheless, the movement to curtail refinery operations during the closing months of the year prevented a far worse situation, although it came too late to turn the ebbing momentum of the general oil market. Despite the severe depression of the market values that accompanied 1930 developments, it can be said that the results attained during the closing months of the year, in the direction of production control, marked a decisive turn in the industry's economic affairs. In fact, a review of the oil situation from every angle points definitely to a better general understanding and recognition of the workings of the economic law of supply and demand. THE particular field of application of machines utilizing air currents as the primary separating medium is in the cleaning of fine sizes of bituminous coal. Approximately 18,000,000 tons of bituminous coal was cleaned by air machines in 1947, but such machines have not yet been applied in the cleaning of anthracite. This chapter is limited to a description of the processes in which the separation between coal and refuse depends mainly on a difference in specific gravity. Dry processes depending on differences in coefficient of friction, shape, or other property, are described in chapter 17. The possibility of using air for the separation of coal from refuse was recognized early by mining men and many attempts were made to develop commercial machines. Some of these early machines are described by Berrisford,1 Chapman and Mott,2 and Mitchell.3 Only two machines are extensively used today in the United States, the Stump air-flow jig and the American oscillating table. GENERAL CHARACTERISTICS OF AIR CLEANING MACHINES The principles of gravity concentration and the properties of air as a medium for separation were explained in chapter 9. It was pointed out that because of the low density of air a medium of sufficient density has to be built with the material itself. Hence there must be some device to impart to the bed the necessary mobility for proper classification. It was also noted that the compressibility of the air may cause "geysering" of the bed and disturbance of the hindered-settling classification if the correct balance of conditions is not maintained. Most devices use a vertical upward current of air through the bed of material. They differ by the method of imparting mobility to the bed and the method of removing the refuse. In general terms, the air machines can be divided into three types: 1. Pneumatic jigs where the air current is pulsated. 2. Pneumatic tables where the refuse is diverted from the direction of flow of the clean coal by a system of riffles fixed to the deck.

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metalliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land of which the surface is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago has become valuable agricultural land dotted here and there with growing towns. Frequent references will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are applicable to all coal-mining states. Briefly stated, the question is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is -no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

Two outstanding factors characterize most undertakings in the mineral industries: (1) mineral deposits are not equally distributed over the earth but are localized by natural processes, and (2) the mineral industries are largely based upon wasting assets. Neither of these factors is invariably true, for a few mineral materials, such as water, are essentially world-wide and others are replaced periodically by processes not unlike crop production. Indeed, with some, such as the salts in the sea, the supply is cyclic in short or long periods, whereas others, like water, though locally or periodically in short supply, are essentially inexhaustible. But to the extent that most minerals are limited to certain areas and are "permanently" consumed, any industry founded upon them, by implication, demands great care in planning for the most effective extraction-the essence of wise and conservative expenditure. Several less unusual yet also truly fundamental factors in the economics of the mineral industry are those involving (1) the various kinds and properties of mineral materials, which influence their use; (2) their geo- logic and geographic availability; and (3) the techniques unique to their discovery, exploration, and utilization. This chapter is designed primarily as a brief background for later ones and as a summary of the several un- usual or at least special factors and of their effect upon the economics of the mineral industry. The social and political and especially the economic aspects of the industry are the main subjects of this volume and are dealt with in extended fashion in subsequent chapters. It is known that pearlite forms from austenite by a process of nucleation and growth, and that the rate of formation of pearlite may be described by a rate of nucleation and a rate of growth.l,2 The manner in which these two quantities operate to produce the observed isothermal reaction curve has been analyzed in a paper published in I939.3 Two types of process were described: (I) that in which nucleation occurs at the grain boundaries of the parent phase, with the nodules growing toward the centers of the grains, initially as hemispheres and then after impingement as roughly radial-columnar structures; and (2) that in which nucleation occurs generally, with the nodules growing to full spheres until impingement with other growing nodules restricts growth. Both cases are met in the formation of pearlite from austenite (Fig. I);2,4 the former, occurring near the knee of the S-curve, has been named "grain-boundary transformation," and the latter, occurring at temperatures near Ael, has been named "group-nodule transformation." In developing our knowledge of the factors that determine the rate of formation of pearlite from austenite, it is important1,2 to obtain data on the rate of nucleation and the rate of growth of pearlite. Such data, when obtained near the knee of the S-curve, will furnish information of use in understanding the factors that affect hardenabil-ity; when obtained at higher temperatures, such data will be useful in understanding the behavior of steels that during heat-treatment react to pearlite.2 It is the purpose of this paper to present data on the rate of nucleation and the rate of growth of pearlite in dependence upon composition, grain size, temperature, and the degree of homogeneity of the parent austenite. The studies are restricted chiefly to plain carbon commercial steels." In preparing a well for pumping, observations are often made of the fluid level in the well bore or bottom-hole pressures at various times before equilibrium has set in. From a qualitative point of view one may immediately infer that if the rise in the bottom-hole pressure or fluid level is rapid the permeability of the sand about the well bore is large, and converse conclusions may be drawn if the rise is slow. However, a more quantitative estimate will give additional information of value, as will be shown in this paper. To derive such an estimate we may proceed as follows. Let h be the fluid height, above the sand face, at time t, and let yo be the average density of the fluid that enters the bore. The bottom-hole pressure, for a fluid height h will therefore be p = rogh, neglecting, of course, the friction drop in the well bore, while the fluid is rising, as may be justifiably done for most pumping wells. If a is the free area of the open-flow string—assumed to be uniform— the rate of production from the sand during the rise of fluid will be: where the last part of the equation merely indicates that, in general, the production rate Q must be considered as a function of the back pressure, and is determined by it alone. In fact, equation 1 shows that if the rate of rise of the pressure or fluid level is determined as a function of the height of rise, or p, for a number of values of the latter, this functional relation between Q and p will be immediately given. Conversely, if we know this functional relation, the rate of increase of p or h may be predicted, or, by observing the rate of rise of p or h some of the constants of the sand may be determined. THIS paper is the nineteenth of a series from the Aluminum Research Laboratories, presenting the results of the investigations of equilibrium relations in aluminum-base alloys made from electrolytically refined aluminum. In previous papers equilibrium) relations have been deter-mined and correlated for 12 binary systems. Equilibrium relations have also been determined for portions of the aluminum corners of three ternary systems (aluminum-iron-silicon, aluminum-magnesium-silicon and alu-minum-copper-magnesium). The object of the present paper and those to follow is to increase our knowledge of the aluminum corner of the more important ternary systems. In 1926 Dix and Keith? suggested a new method for designating the phases encountered in alloy systems. The system has been used to a very limited extent 1,2,3. The system has since been slightly modified and will be used in this and future papers. In the system as modified, a phase is designated by placing in parentheses the chemical symbols of the elements essential to the formation of that phase. The symbols in the parentheses are separated by dashes in order to clearly distinguish them from a chemical formula. Elements that are not necessary to the formation of the phase in question, but which may be present in solid solution, are not indicated in the designation. If two or more phases would have the same designation according to these rules, they are dis-tinguished by prefixing Greek letters, and are definitely identified by X-ray diffraction patterns.

The high temperature physical properties of graphite are reviewed and interpreted in the light of present day knowledge of the mechanisms affecting these properties. The thermal and mechanical behaviors only are discussed and, whenever possible, comparisons are made with other refractory materials. Possible further studies are indicated, including some carbide work. AS long as the term high temperature implied only temperatures up to about 1000°C, the materials problems which arose could usually be handled by fairly conventional metal alloy types, such as the Co-Cr-Ni superalloys, for which there exists a great deal of technology. Perhaps this temperature can still be considered an upper limit for normal applications, but it is certainly true that the number of abnormal applications is increasing rapidly. The advent, in recent years, of ram-jet and rocket missiles and of high power nuclear reactor heat sources has raised a host of questions concerning the basic problem of what material to use in the temperature range up to 2000°C and higher. While there are, of course, many metals, in the second and third transition series, which melt at considerably higher temperatures than this, these metals are, at present, pretty well excluded from practical use by other considerations, such as re-crystallization, chemical activity, or excessive plastic deformation. The behavior of metals, from the standpoint of dislocation theory, is just beginning to be understood and thus there is some hope for the future development of very high temperature metals, but the immediate problems would most logically appear to have solutions involving the nonmetals, such as the refractory ceramics and graphite. For this reason, there is presently a great deal of engineering and experimental research being performed on the latter materials, much of this research being exploratory in the sense of gathering new property data. The situation, so far as graphite is concerned, is somewhat more fortunate than with the other refractory solids in the sense that a great deal is already known about its basic properties. This stems both from the fact that the carbon-carbon bond has been of interest to chemists for a long time (and graphite can be considered as a very large aromatic molecule, if desired) and the fact that its properties, both as a function of temperature and of radiation damage, are of critical importance to nuclear reactor designers. It is still true, of course, that such fundamental questions as why graphite remains solid to such a high temperature and why it has such a high thermal conductivity cannot entirely be answered at the present time. It is, nonetheless, meaningful and instructive to consider such problems in the light of existing knowledge. This is what the present paper will attempt to do. Before going on, it may be appropriate to classify graphite and justify its discussion before readers primarily interested in metals. Graphite is comparatively unique among materials in that there is always a property or group of properties which precludes calling it either a metal, a semiconductor, or a ceramic. It has the high electrical and thermal conductivities of a metal, but the artificial, poly-crystalline types show a negative thermal coefficient of electrical resistivity, generally characteristic of semiconductors. On the other hand, semiconductors, by definition, show an ever increasing resistivity as the temperature is lowered, whereas graphite approaches a finite, and, indeed, a rather low resistivity in the region of 10°K and, furthermore, a good single crystal of graphite has a positive temperature coefficient, as for a metal.' On still another hand, its porosity and brittleness at lower temperatures would put graphite in the ceramic class although, unlike most ceramics, it is readily machinable and has a high resistance to thermal shock. All things considered, it is probably more nearly appropriate to call graphite a metal than anything else. Although certainly outstanding in some ways, graphite has its peculiarities and, especially if the reader is unfamiliar with the data, it is probably valuable to review some representative property variations at high temperature. This review is meant to be mainly illustrative and no attempt has been made to be exhaustive. Review of High Temperature Properties At ordinary pressures, graphite does not melt, but sublimes directly into the gaseous phase at about 3700°C. Although the phase equilibrium diagram is still in some doubt, graphite will melt, at a slightly higher temperature, at pressures in excess of about 100 atm. The chief difficulty of using graphite in an oxidizing atmosphere is that the reaction rate becomes quite high at fairly low temperatures. If a threshold oxidation temperature2 is defined as the temperature at which graphite loses 1 pet of its weight in 24 hr, the value in air is 450°, the value in steam is 700°, and the value in carbon dioxide is 900°C. Efforts are presently being made to raise this threshold temperature either by impregnation with a retardant of some type (sodium tung-state and phosphoric acid, for example) or by a suitable metal or oxide coating. It is probably fair to say that, to date, these attempts have not shown any outstanding success in all respects. Several years of rock-burst research conducted by the U.S. Bureau of Mines in cooperation with the mining companies of the Coeur d'Alene mining district, Idaho, in addition to progress made by others throughout the world, have led to a good understanding of the rock-burst problem. This paper describes conditions which have caused specific bursts, present capabilities of detecting stress buildup and bursts, control methods, and a suggested approach to analyzing any individual mine-burst problem. A rock burst is the sudden, violent release of stored strain energy in rock by some mechanism of rock failure, generally accompanied by expulsion of rock with consequent damage to the mine. A burst may be audible for only a few hundred feet, or on the surface it may sound like a sonic boom miles away. While the recrystallization properties of most of the practically important metals are known in considerable detail, those of lead are still relatively little known in spite of some valuable contributions in recent years. This condition probably is due to the difficulties involved in applying the usual methods of investigation. The microscopic method of discriminating between the elongated deformed grains of the familiar lenticular shape and the equiaxed recrys-tallized grains is not successful with fully refined lead: lenticular grains cannot be seen under the microscope with any amount of deformation whatever. The probable cause of this phenomenon was recognized long ago. With large deformation the time of recrystallization at room temperaturc is shorter than the period of preparation of the specimen for microscopic examination; with small deformation the deformed grains arc not noticeably elongated in the first place. However, with small cleformation the migration of the grain boundaries can be observed. The only systematic investigations yet published on the recrystallization of lead, those by R. S. Russell, 1-3 make use of the conditions just described. Russell considered recrystallization completed when no further migration of boundaries could be observed. A serious objection to this method arises from the fact that there is no evidence to support the view that grain-boundary migration results only from recrystallization. If such migration does result from other sources after recrystallization is completed—after the deformed grains have been replaced by new unde-formed grains—the "time of recrystallization" as determined by Russell may be too long. Furthermore, the method is subject to the above.-mentioned limitation because of the unavoidable period of preparation of the sample. According to Russell, even with the fastest technique 5 min. clapsed before the deformed samples were ready for examination, and consequently no reearystallization time shorter than 5 min. could be measured. 3.1-1. Purpose. Development drilling is directed towards determining the grade, volume, and three-dimensional outline of a mineralized zone previously located by exploration. It is distinguished from exploration or reconnaissance drilling, which has as an objective the discovery of new mineralized areas. A development drilling and bulk sampling program should furnish the following information: 1. Geology of the mineralized zone. 2. Quantitative data on grade and tons of material within pertinent cutoff limits. 3. Physical size and shape of the deposit. Areas underlain by waste as well as ore. 4. Mineralogica1 and metallurgical characteristics of the ore. 5. I1hysical characteristics of the ore. 6. Hulk samples for metallurgical testing and grade check. 7. Data on other factors that could affect mining operations, such as ground water, ground conditions, etc. 3.1-2. Procedures. There are numerous methods and techniques that are used to acquire pertinent data on a potential ore deposit. The total cost and accuracy of a development program depends on significant evaluation of the geology, proper selection of a drilling method, thorough analysis of sample data, and accurate evaluation of all the information. Knowledge of the geology of the mineral deposit is important in planning the development testing program and in evaluating the data obtained from such a program. Exploration work usually provides some significant information on the general size, shape, thickness, grade, and geology of the deposit. In some cases no further data are needed; in many cases geological complexities suggested by the preliminary work require further geological study. Of considerable importance may be the following:

At the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that time impending. The simplified flow sheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.l The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopy-rite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow ,would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) the very fine sand, and especially the very fine but still granular sulphide particles, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrassment, the increase of capacity required. Reed, the 8x8x8-in. square block was subjected to compressive forces from three sides, top, side, and rear. Let us refer to the stresses set up by these forces as Sz due to top pressure, Sy due to side pressure, and Sx due to rear pressure. At the section across the 2-in. hole (when failure occurred at 317 psi) the compressive stress Sy was equal to 317 x 8/6 = —422 psi, the top compressive stress S; is of the same intensity, —422 psi, and the rear compressive stress S, equals —317 psi. FOREWORD A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. AUSTENITE is often defined as a solid solution of carbon or carbide in a nonmagnetic form of iron. Conversely, magnetic measurements are often used by investigators for the purpose of detecting the degree of austenite decomposition after an iron alloy has been subjected to certain thermal or mechanical treatments. Association of the magnetic state with the gamma-phase decomposition is often extended to the alloys of iron with elements other than carbon. Definition of austenite as a nonmagnetic solid solution cannot be accepted in the light of available information without certain reservations. The relation of magnetic transformations with the gamma-phase decomposition in the complex alloys of iron has never been rigorously proved. The present investigation deals primarily with the magnetic trans-formation that occurs in carbon steels during the quenching process. The work was further limited to a study of magnetic transformation in carbon steels quenched at such rates as are necessary to retain the product of austenite decomposition in a martensitic state.
