IT Is well known that manganese will desulfurize molten iron through the formation of manganese sulfide, which, being only slightly soluble in the metal, rises to and enters the slag where it remains as such (mixer slag) or is converted partly or wholly to calcium sulfide (basic open¬hearth slag). The reaction by which manganese sulfide is formed is Mn + FeS = MnS + Fe. This reaction is generally considered to be reversible, although McCance1 states- that such is not the case. The experimental work was carried out to confirm the results of Rohl2 as to the reversibility of the reaction. Six trials are herein considered. In each 200 grams of electrolytic iron free from manganese and sulfur were melted in a pure zirconia crucible in a carbon resistance electric furnace. To the melted iron in runs 2, 3 and 4 metallic manganese and manganese sulfide were added to give 1, 2 and 4 per cent. manganese respectively, with 0.50 per cent. of sulfur in each. In runs 5, 6 and 7, metallic manganese andiron sulfide to give the same proportions of manganese and sulphur as in runs 2, 3 and 4, were added. The melts were held molten in the furnace for an hour and then cast into small ingots.

INTRODUCTION SINCE 1921, when Hull' discovered that cobalt can exist in the face-centered cubic and hexagonal close-packed modifications, the transitions that occur in cobalt have been extensively studied. It is generally agreed that on heating the hexagonal lattice changes to the cubic structure at temperatures ranging from 400 to 500°C although considerable doubt exists as to the exact temperature. Data concerning the temperature of the transformation on cooling are much less concordant and their interpretation has not been satisfactory. The study is further complicated by the fact that many investigators have reported the existence of a high temperature allotropic change in the range 850 to 1020°C, at which the cubic lattice reverts to the hexagonal modification. The transition on cooling, which has been reported as occurring at various temperatures from approximately 400 to 100°C, is of particular interest. Troiano and Greninger2 have recently suggested and considered the possibility of allotropic transformations occurring in pure metals by a shear-type, diffusionless (martensite) transformation. The case of cobalt was specifically discussed and certain observations of previous investigators evaluated in terms of this type of transformation. Table 1 briefly outlines the methods and results of previous investigators of the transformation temperatures of cobalt. MATERIALS AND METHODS The major portion of this investigation was performed with cobalt sheet containing a total of 0.2 pct impurities with carbon present to the extent of 0.1 pct. After melting in an induction furnace under an atmosphere of hydrogen, the carbon content analyzed 0.03 pct. Some observations were repeated with hydrogen reduced cobalt compresses analyzing 99.9 pct pure. No significant variations in results were observed employing the as-received sheet, the remelted stock, or the cobalt compresses. Filings for X ray diffraction analysis were sealed in evacuated glass ampoules. Pyrex glass tubing was used for temperatures below 600°C and for higher temperatures clear fused quartz was satisfactory. After appropriate heat treatment at various temperatures, the specimen ampoules were furnace cooled, air cooled or quenched by crushing under distilled water. This allowed a range of cooling velocities from less than one degree C per sec to greater than 1,000°C per sec. X ray diffraction patterns were taken with a Debye camera and filtered characteristic cobalt K-alpha radiation. The proportion of the existing phases was roughly approximated by visual examina-

ONE of the earliest investigations of ground water in Florida was made in 1513 when Ponce de Leon arrived at St. Augustine in search of the Fountain of Youth. The history of the development of the water resources of the State shows that the large artesian reservoir that underlies Florida was discovered in the latter part of the last century. Part of that history is given by L. C. Johnson1 who states that the first successful artesian well in Florida was drilled at St. Augustine between 1880 and 1882. After the City of Jacksonville failed to obtain a flow of artesian water at a depth of nearly 400 ft and abandoned the drilling, R. N. Ellis, City Engineer, and L. C. Johnson, using Johnson's knowledge of the geologic structure of the artesian reservoir, estimated correctly that artesian water could be obtained at a depth of about 500 ft. Thus began the development of the large artesian system in the northeastern part of the State. In 1908, the Florida Geological Survey issued its first report on the ground water of central Florida.

The John Fritz Medal was awarded in January, 1916, to Dr. Elihu Thomson, "For -Achievements in Electrical Inventions, in Electrical Engineering, and in Industrial Development, and in Scientific Research." The medal will be presented to Dr. Thomson at a meeting, to be held in Boston on Friday evening, Dec. 8, 1916, in the Central Lecture Hall of the new buildings of the Massachusetts Institute of Technology. The program of the evening will include adresses by John J. Carty, Chairman of the Presentation Committee of the Board of Award, E. W. Rice, Jr., President, General Electric Co., and Dr. Richard C. Maclaurin, President, Massachusetts Institute of Technology. The presentation will be made by Dr. Charles Warren Hunt, Chairman of the Board at the time the award was made, and the ceremonies will conclude with the response of Dr. Thomson. The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement, and was provided for in a fund subscribed in memory of the great engineering pioneer, John Fritz. The award of the medal is made by a permanent board composed of four members from each of four American National Engineering Societies, namely, the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Mining Engineers and the American Institute of Electrical Engineers. The Transactions of the Institute contain nothing, as yet, on the subject of pocket-compasses; and in the belief that American miners, explorers, geologists, and engineers will gladly welcome any infor mation about new forms of apparatus, simple in construction and adapted to rapid use, I offer a short description of an improved French combination pocket-compass, which, if once introduced into use, would seem likely to supersede similar instrumens of older pattern. The instrument in my possession I owe to the kindness of M. G. de.La Bouglise, of Paris. The frame of the compass is a double-bottomed box, 2 1/2 inches square and 9/16 of an inch high, made of white metal, and with its sur faces very carefully planed. The sides of the box make true right angles with each other. Two sides are parallel with, and two are normal to, the north and south line of the principal graduation. The bottom is accurately planed, so that the instrument will lie true on a plane surface. A glass, 2 3/8 inches in diameter, is set in the top plate. The graduation for the needle is engraved on the upper face of a ring, connected with the flat disk, in which the center-pin is in serted. Between this disk and the bottom of the box there is a hollow space a quarter of an inch deep. The needle is 1 7/8 inches in length, and can be balanced by means of a small sliding piece of metal. The graduation extends from 0° to 360°, reading from right to left. The stopping of the needle is effected by a screw, A, on the side of the box near the handle, H (Fig. 1). There is also a clinometer attachment, the graduation for which is engraved on the upper face of the silver-plated disk. The compass has two sights. The north sight, B, is a simple pin, a little more than an inch high, which, when not in use, is kept folded down, and is partially protected by the exterior sliding-plate, C. TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

At the beginning of the war, about 13 years ago, a conference was called in Washington to lay plans for pooling the coals of the United States. A careful review of the various systems of classification then extant showed none well adapted to the needs of coal pooling. The system of Tidewater pools then adopted, using numbers to distinguish one pool from another, was based on typical coals of different localities. At that time, the writer undertook the preparation of such a practical classification. Aside from drawing on his experience of over 20 years in the coal fields of the United States, reaching from the Pacific Coast and the Rio Grande to Rhode Island, he first examined and carded all of the large collection of coals in glass jars made by and for M. R. Campbell. Next, he carded all of the descriptions of coals he could find in the U. S. Geological Survey bulletins and elsewhere, as well as practical tests of coals by the Navy and other organizations and then took account of every published coal analysis of the U. S. Geological Survey and U. S. Bureau of Mines. A study of this information, involving thousands of recomputations, led to the presentation of a paper on "A Use Classification of Coal" before this Institute at the Chicago meeting, September, 1919. That classification was unique (1) in a classification based on "standard coal" which included moisture, but used standardized ash, sulfur and nitrogen, (2) in using physical properties to distinguish the major classes or orders, (3) in recognizing British thermal unit values in the minor subdivision, (4) in the large number of classes recognized (thirty-six), (5) in proposing mineral names for all classes, (6) in proposing a letter code for the several classes for practical use, (7) in proposing a code for expressing what has commonly been called "grade" of the coal, the grade code to be combined with the rank code to designate and describe a coal. The writer still thinks that the principles then offered, though not necessarily the exact proposals, are valid and desirable in any practical classification. A COMPLETE discussion of the literature on the subject of the influence of copper on iron and steel will be published elsewhere.1 The present paper is concerned especially with the precipitation-hardening of copper steels, and brief mention will be made here only of the work of Kin-near,2,3 Nehl4 and Buchholtz and Koster,5 who alone have studied this phase of the subject. Kinnear found that normalized low-carbon steel castings containing about 1.0 per cent copper on drawing at temperatures in the neighbor-hood of 530° C. (1000° F.) increased in tensile strength and yield point, with little decrease in ductility. The maximum effect was obtained with about 0.9 to 1.0 per cent copper, and when the copper exceeded 3 per. cent no improvement occurred on reheating. Kinnear did not study the effect of time of reheating-an all important factor where precipitation is concerned. Nehl,6 who apparently was unaware of Kinnear's work, recognized the change as due to precipitation and studied the interdependence of time and temperature of reheating, the temperature of the initial solution heat treatment, and the speed of cooling necessary to retain the bulk of the copper in supersaturated solu-tion and to give an increase in hardness and tensile strength on reheating. Nehl found that if the final rolling or forging temperatures exceeded 700° C. (1300° F.) it was not necessary even to normalize the steel, but full precipitation occurred on merely reheating the forged or rolled shapes at 500° C. (930° F.).

A. U. Seybolt (General Electric Research Laboratory)— As pointed out in an earlier paper,41 it appears to be very difficult to nucleate Si3N4 in Si-Fe of silicon content up to around 5 pet. Therefore, one observes, as did Pearce, that equilibrations with nitrogen gas yield only nitrogen in solid solution at temperatures above about 700°C, or, as Pearce found, 770°C. Evidently, the free energy of formation of Si3N4 only becomes high enough at -770°C to overcome the reluctance of Si3N4 to nucleate. However, as mentioned in Ref. 41, if some Si3N4 is first formed by a mixture of ammonia and hydrogen, one can then replace this gas mixture by nitrogen gas, and either increase or decrease the amount of Si3N4 present at any temperature by suitable adjustment of nitrogen pressure: that is, to equilibrate with Si3N4. In the equilibration experiments cited in Ref. 41, equilibrium was approached from both sides, and it was found that samples up to 944oC, at least, were in equilibrium with Si3N4. Higher temperatures were not employed, as this would have necessitated a redesign of the apparatus for using nitrogen pressures in excess of 1 atm. To summarize, the results of Pearce's experiments and those of Ref. 41 cannot be directly compared because two quite different equilibria were studied. Therefore, the statement by Pearce on p. 1398 indicating apparent error in Ref. 41 is unjustified. M. L. Pearce (author's reply)— There was limited evidence obtained in the current investigation which would indicate that excessive "supercooling" did not occur. IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson' arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,' has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield's work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author's experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. Considerable stimulation was given to the interest in the lower producing zones of the North Central Texas area when several wildcat wells developed production in these formations. The Iron Mountain and Humble-Olander well in sec. 196, B.B.B. and C. survey, Jones County, Texas, had a potential of 7500 bbl. (after a 3000-gal. acid treatment) from the Palo Pinto limestone encountered from 3238 to 3250 ft. This well heightened the prospects for oil in commercial quantities in the Canyon, Strawn, Bend and Ellenburger formations in the adjoining counties of Shackelford, Haskell, Throckmorton and others. The Hickok-Van Parmer well in sec. 477 S.P.R.R. Co. survey, Eastland County, Texas, was good for 1040 bbl., natural, from the Ellen-burger limestone, encountered from 4024 to 4033 feet. The Hal Hughes-Cook and Jordan (Poindexter) well in sec. 350, block 6, S.P.R.R. Co. survey, Callahan County, flowed 890 bbl. in 9 hr., after acid treatment, from the Ellenburger limestone, encountered from 4369 to 4388 feet. Both of the Ellenburger wells apparently are maintaining the pressure and volume of their original potential tests, and will no doubt open up considerable area in the adjoining counties for prospecting to the Ellen-burger limestone. Production increased in the district from 12,081,871 bbl. in 1936 to 15,384,500 bbl. The increase was due to developments in Jones and Jack Counties. Jack County production increased from 896,680 bbl. in 1936 to 3,117,063 in 1937, while Jones County increased from 1,596,743 bbl. in 1936 to 2,289,322 in 1937. The remaining counties of the district showed a slight decrease in the amount of oil produced.

The Telfer Project, one of the world's newest gold mines, is located about 300 km (190 miles) northeast of the Mt. Newman iron ore project in the northern part of Western Australia. The first mineral claims were staked in 1972; and by mid-1975 ore reserves of 3. 8 million mt (4. 19 million st) of 9.6 g per mt (0. 28 oz per st) ore had been indicated. It is interesting to note that Newmont spent more than 10 years and A$10 million in Australia for extensive mineral exploration before finding the Telfer deposit, and then spent approximately A$3 million in exploration and feasibility engineering on Telfer. Including this A$3 million, a total of A$27 million was spent to complete construction of the mine, village, gold treatment plant and associated roads, airport, water and services. Over 50% of the capital cost is in the metallurgical facility, or approximately A$10, 000 per ton per day. All economically significant gold mineralization at Telfer occurs in a series of layered quartz-limonite reefs in which the former pyrite has been oxidized to limonite to a depth of 100 m (330 ft). The most important gold reef occurs at the base of the siltstone-shale horizon within the enclosing sandstone dome -like structure. At the Main Dome structure the dipping ore horizons will be mined to a vertical depth of about 60 m (200 ft) by open-cut methods. The waste-to-ore ratio is approximately 12:1. Eventually 44 million mt (48. 5 million st) of ore and waste will be mined. Mining of the waste is by contract; however, the ore and a thin layer of waste is company-mined. Dilution from mining the geological ore reserve is about 10%. The ore is completely oxidized and the gold occurs free within the reef, material as discrete particles of varying but mainly fine grain size. Most of the gold is "free milling"; that is, over 50% of the gold is coarse enough to be recoverable by gravity concentration. Two duplex mineral jigs receive the two cyclone underflows from the grinding circuit. The rougher jig concentrate is up-graded on a continuous strake from which the concentrate is tabled to produce a final free gold product. Jig tailings are returned to the ball mill and the concentrates are amalgamated. Gold amalgam is pressed, retorted, and melted into gold bars. SOMETHING of a mystery has attached itself to the production of ferromanganese in the blast furnace. This alloy has been produced on the Continent almost continuously since 1876 and in very considerable tonnages, but little definite information concerning the practice is to he found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country prior to 1904, bit one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public. In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many, as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations. Realizing the advantages both to the country and to the industry from a pooling of operating data and experiences, the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Although the results of this investigation have already been reported to the companies cooperating, they may he of permanent metallurgical interest, so this paper attempts to give, briefly, the more important points brought out in the investigations. OPERATING DATA IN FERROMANGANESE PRACTICE Operating data were collected by the Bureau from 11 ferromanganese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P.
