Past-president Philip N. Moore has accepted the position of engineer member of the War Mineral Relief Commission and has already taken up the work. J. E. Spurr is the chief engineer of the Commission and is now organizing the examining staff.

EFFORTS to obtain definite quantitative data when employing the currently used bubble pick-up method', as a pre-flotation investigation tool led to the adoption of the magnifying mirror method and the microscopic method modifications. Quantitative data obtained by these two methods were converted into bubble pick-up indices and bubble pick-up coefficients. Rough correlations were established between the calculated indices and the results of contact angle testing as well as actual flotation under the same conditions.

There were present eight Directors, the Secretary and the Assistant Secretary of the Institute, and seventeen guests. Messrs. John V. N. Dorr and George D. Barron were appointed members of the Founder Societies Finance Committee on Joint Activities. A request from the New York members of seventeen societies that the Institute send a delegate to Engineering Congress for the purpose of formulating a code for professional conduct was referred to the Engineering Council. There were elected thirty-four members, twenty associates, and thirty-one junior associates. The status of one member was changed from associate to member; and of one junior associate to associate:

For the convenience of persons who desire to file, or otherwise use separately, the technical papers in Section II of the Bulletin, each of these papers has been paged and wired by itself; the whole collection being held together by a single, heavy wire, upon the removal of which it will fall apart into individual pamphlets, substantially like those formerly issued. The rich Tiller seam in southwest Virginia averages 10 to 15 ft in thickness. But because it is separated into two benches, mining engineers for years considered it neither physically nor economically feasible to mine. Profitable recovery of this coal has been made possible only by: full-seam mining with automatic machines; and the largest and most highly automated coal preparation plant of its kind-a plant ten stories high which washes, screens, and dries at the rate of 1500 tph, and produces both metallurgical and steam coal products. The Moss No. 3 preparation plant of Clinchfield Coal Co. Div. of Pittston Co. is located at Clinch- field, Va., only a short distance from the 450-tph Moss No. 2 plant, and was designed, built and erected by Link-Belt Co.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."

(communication to the Secretary*):—On close examination I think it will be found that the evidence by which Mr. Corson claims to have shown the inaccuracy of a statement I made a few years ago, is far from convincing. This statement is: "Hot work as such has no influence upon the structure of the metal. Indirectly, however, by retarding crystallization until a lower temperature is reached, it may influence its structure most decidedly ; but the same results could be accomplished by heat treatment alone, i.e., by re-heating the unworked metal to the temperature from which the worked piece was allowed to cool undisturbedly." The Melallographist, vol. ii., p. 267 (under the head of "Changes of Structure Brought About by Work"). Of the two pieces of steel tested by Mr. Corson, one was worked and finished at a a cherry-red" and the other reheated to a cherry-red, and the assumption was made that in both cases the temperature was about 715' C., although no pyrometric device was used to record it. The possibility of considerable difference in temperature alone is so great as to invalidate Mr. Corson's inferences. The apparent temperature,
