The Committee on Papers and Publications has set June 1, 1919, as the closing date for the receipt of manuscripts intended for the Chicago meeting, which is to be held Sept. 22 to 27, 1919. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committees, they must be sent to those committees long enough in advance to be forwarded and in the hands of the Secretary by the time specified.

The testimony given before the Patent Committee of .the House of Representatives in connection with the bills to establish the Patent Office as an independent bureau, to establish a United States Court of Patent Appeals, and to increase the force and salaries in the Patent Office, has been completed. These bills were originated by the Patent Committee of the National Research Council and have received almost universal approval. The Committee of the House of Representatives is favorable to what this Committee of the Research Council is trying to accomplish but the proverbial inertia of Congress toward the Patent system needs outside stimulus.

ENGINEERING department problems of unravel- ling filing systems of reference data, detail drawings, magazine tear sheets, technical records, manufacturers' catalogs-and coordinating them with the information classification systems employed by the company library and other information services -are being solved in many cases by adopting a basic classification system such as that used by Sweet's Catalog Service and applying its classification and indexing methods to file or bookshelf. By this procedure the engineering department does away with the confusion, duplication, and conflict that exist between personal, department, and company library files. It establishes a pattern for regulating and distributing the potential information that piles up daily in the engineering department basket marked "Incoming."

OLEIC acid, a standard flotation reagent, has generally been preferred to other fatty acids. Because oleic acid differs from saturated fatty acids by the presence of one carbon-to-carbon double bond and because the flotation operation is one in which extremely intimate exposure of the reagent to oxygen is obtained, it appeared possible that the value of oleic acid as a flotation collector was related to the oxidizability of its double bond. To test this hypothesis, the floated mineral, fluorite, was leached with a solvent capable of extracting the adsorbed reagent and the extract was analyzed.' Results show that oleic acid is not oxidized during flotation, although some oxidation can be obtained if the flotation operation is repeated many times and if oxygen in place of air is employed as the gas during flotation. Incidentally, it was found that linoleic acid which has two nonconjugated double bonds is not affected appreciably more than oleic acid. Linolenic acid which has three nonconjugated double bonds is measurably altered even during one flotation step, using air.

The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 8, .Article 1 of the By-laws of the Institute (see p. 45 and following pages) During 1934, sundry amendments were made for the purpose of improving the student relationship. Post-graduate students are now eligible; and the associateship can be maintained, with the payment of the regular dues of $2 per gear, for 18 months following graduation in June. A Student Associate is given a subscription to MINING A ND METALLURGY: he is accorded the privilege of getting special publications such as "The Porphyry Coppers" and "Ore Deposits of the Western States" at the reduced prices applicable to Members; he has the privileges of the Engineering Societies Employment Service and the Engineering Societies Library; and he is not only invited but urged to attend all meetings of the Institute, its Divisions and its Local Sections. The Institute wants to extend the hand of professional fellowship to students following mineral industries curricula.

For two volumes of the Transactions, a copy of the Index will be sent and the balance will be credited to the payment of clues.

Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.

The research project on size reduction, sponsored by the mining industry through financial support from individual companies, is now embarking on a second three-year program. The first 3-year program had as its objectives assimilation of the literature on comminution and development of simulation programs encompassing the basic mechanisms of grinding. This involved investigating conditions under which a particle in a mill is captured, the stress to which it is subjected, its break probability, and the resulting particle size distributions. The results were used to obtain the most representative simulation models based on current knowledge of mechanisms. As part of this work a set of computer programs has been developed for the following cases: . Batch mill, by numerical integration for completely general selection and breakage functions. . Continuous open-circuit mill by same method as above. . Continuous open-circuit mill by general numerical integration method, including transient behavior

A FEW years ago a novel electric detonator known as the split-second or millisecond delay electric blasting cap was introduced for use in quarry blasting. Regular electric blasting caps fired in series may be depended upon to fire within a millisecond or so from the first to the last in a series. Regular delay electric blasting caps are provided that fire one period after the other period in intervals of 1/2 to possibly 11/2 sec. Most split-second or millisecond delays are designed to fire one period after the other period in possibly 25 to 50 millisecond intervals. The ear is not capable of detecting time intervals of this magnitude. The primary thought at the time millisecond delays were introduced was to investigate the results on rock breakage by firing a line of holes in a quarry face so that charges in adjacent holes would not be detonated simultaneously. This could not be accomplished satisfactorily with regular delays. The time interval between successive periods of 1/2 to 1 sec was sufficient to permit considerable movement of the burden. If the burden of one hole was reduced to a great extent by the firing of an adjacent hole, the firing of the hole with the reduced burden would likely reveal this lack of confinement by a terrific report and wild throw of rock. In the early blasts with millisecond delays it was observed that instead of the usual sharp report, the blast had a muffled sound and vibration was not as perceptible as when simultaneous firing was used. Because many quarry operators were being threatened with injunctions or suits for damages by neighbors who claimed structural damage to their buildings, millisecond delays were tried extensively in quarries. In the majority of these trials, the results were very satisfactory. The seismologists recorded the ground movement created by many blasts and verified the initial observations that millisecond delays could be used to reduce vibrations appreciably. In the past few years the advantages of this principle of nonsimultaneous firing of the charges in blasts has become generally accepted. Today the quarry operator who has vibration troubles, inadequate breakage, and excessive backbreak and has not investigated the possibilities of millisecond delay blasting is ignoring a remedy that has proved satisfactory for many. His complacency may be costing him money. Because of the results attained in quarry blasting, it was logical that millisecond delays should be tried in construction work such as in road cuts. As formations in this type of work are likely to change rapidly with advance of the cut, it is more difficult to evaluate results than in quarry blasting. However, this improved control over timing has been beneficial in limiting throw, promoting fragmentation, and reducing overbreak. In blasting near buildings the reduction in vibration and in throw has been especially helpful. As blasters employed in construction work learn what may be accomplished by closer control over the time of firing of explosives charges, more and more millisecond delays are being used to supplant instantaneous electric blasting caps. Improved Fragmentation Underground With this background of promising results, it was not surprising that millisecond delays should go underground. In limestone mining use of millisecond delays as compared with use of cap and fuse or electric blasting caps showed improved fragmentation in stopes and in slabbing operations. Then an opportunity developed to use millisecond delays in some tunnels being driven in a limestone mine (fig. 1). Using the normal charge employed and merely substituting three millisecond delay periods for three regular delay periods, there was a noticeable difference in the appearance and the position of the pile of rock after a blast. A greater portion of the face was exposed, the crest of the pile was farther from the face, and the pile was heaped high along the center line of the tunnel leaving room to walk along the ribs to the face. Fragmentation was appreciably increased. It gave the impression that the slabs had been thrown against each other with tremendous force, promoting the movement of the broken rock along the center line of the tunnel away from the face. Because the drilling and the charge weights were unchanged, the evidence was convincing that the difference in timing was responsible for the difference in results. Probably a greater portion of the energy from the explosives had been expended in doing useful work on the rock. Zeros followed by two periods of millisecond delays were used in the V cut and in two slabs to either side of the cut in this simple round. THE hot-milling process for reconditioning rock-drill bits is not new. It has been employed by a few mines for years and in the past decade it has been widely adopted, as its advantages have become better known. Because of the extensive commercial development in England and Canada of machines to operate on this principle, general acceptance has been largely in the British possessions and until recently has been chiefly in the field of conventional steel. In the past two years there has been a definite trend toward hot-milling of detachable bits in Canada, [t] but only in the past year has any considerable attempt been made to build special machines for this type of work. Generally a machine designed for conventional steel has been used and special holders employed to manipulate the bit. As early as 1934 at least one operator in the United States had adapted hot-milling to conventional steel with a substantial saving in resharpening costs.1 Several other operators have taken it up but there has been no widespread adoption of the method in this country by users of conventional steel. This may be partly explained by the fact that until recently no American manufacturer produced this equipment and operators have been obliged to build their own hot-millers or import them. Several years ago a few machines were built in Seattle, Washington, and operated in some mines in the northwest, but, for reasons not generally known, the effort was abandoned. THE PROCESS Hot-milling performs the function of re-dressing the bit at a forging temperature of about 1650°F., by the removal of metal from the flutes with a milling cutter, followed by a similar cut from the bit gauge. Conventional bits are thus treated following the usual forging operation in a sharpener, and usually in the same heat.

W. G. BURGERS*—It seems almost certain that this investigation shows the way which finally, when more analogous data have been obtained, must lead to the understanding of many features of preferential growth-directions of crystals and of the occurrence of recrystallization textures. In this connection I should like to mention that Mr. Tiedema in my laboratory succeeded in developing an analogous method for preparing crystals in aluminum plates with a chosen crystal-lographic plane and direction parallel to the surface of the plate (to be published in Cryst. Ada). If such crystals were grown in high purity aluminum and test-pieces containing a few crystals such as the authors describe were prepared for this metal, it might be possible that due to the absence of growth obstructing particles, even in this low-melting point metal boundary displacements approaching equilibrium positions might be realized. With regard to the apparently marked drop in surface energy for orientation differences approaching zero degree, and orientation differences approaching those existing between twins, it seems of interest to remark that in aluminum a crystal growing at the expense of fine grained material cannot (or can only very reluctantly) absorb grains in either ap- proximately (within 5—10°) parallel or spinel twin orientation (May, Tiedema and Burgers, Nature (1948) 162, 740 and Cryst. Ada in press). Consequently with aluminum the method of preparing a crystal with a definite orientation does not succeed when the new crystal has to absorb its own texture; for example it is not possible to grow in a polycrystalline wire with a [lll]-texture a crystal with a [11 Indirection parallel to the wire axis (Tiedema: Cryst. Ada, in press). Finally I should like to mention the well-known fact (Burgers: Proc. Acad. Amsterdam (1947) 50, 723) that prolonged annealing of recrystallized nickel-iron sheet with cube-texture never succeeds in transforming this into one single crystal of the same orientation; if, by "secondary re-crystallization," large crystals are formed

WHEN I was an undergraduate at the Columbia School of Mines, the mining curriculum was subdivided into two major branches's known respectively as the Metallurgical and the Geological Options, which diverged rather widely as the course progressed. When I duly elected the Geological Option, I believed, I am sure, that this divergence would continue throughout the years. The facts have proved otherwise. The mining industry is a closely knit entity in which the search for its raw materials, called mining geology, cannot be separated from the conversion of these raw materials into marketable form, called metallurgy. The mining geologist searches for materials which the metallurgist can utilize, and only such; and whenever an advance in metallurgy opens the gates for new materials, the geologist's problem is correspondingly modified. No better instance of this relationship can be given than that seen in the Salt Lake region in recent years. Our mineral industry here is of long standing. The three principal tributary districts, Bingham, Park City and Tintic, were discovered in the 1860's and have been vigorously and intelligently developed for many decades. Their production has made the Salt Lake valley one of the world's great smelting centers. The maintenance of this industry has for years depended upon the continual development of new orebodies to take the place of those being extracted. Intensive exploration in the old districts has been supplemented by prospecting in outlying districts of lesser prominence. . Many new orebodies have been discovered, such as those of the Daly West, Silver King, and Judge mines in Park City, the Utah Apex in Bingham, and the Sioux, Colorado Chief Consolidated and Tintic Standard in Tintic. New mines in other districts have been discovered also, but without affecting the dominance of the three major districts. In all cases discoveries, to be of value, had to be of ore amenable to treatment in the available metallurgical plants. This meant that, for the most part, zincy ores, both oxide and sulfide, must remain untouched, and also that ores high in iron and ores high in silica had a fictitious value, either high or low, set by the balance of these

IN the following pages are described the history and present operations of one of the country's great mining and metallurgical organizations-the United States Smelting Refining and Mining Company. Though the articles are largely of interest to the technical man, the success of the Company as a business enterprise should not be overlooked. Almost immediately following incorporation 42 years ago payment of dividends began and the total to date has been about $140,000,000, roughly half to preferred and half to common shareholders. Founders of the Company were Boston businessmen and financiers interested in such diverse enterprises as shoe machinery manufacture, banking, newspaper publications, and stock brokerage. The legal profession also was represented. The Company is one of the few, among the leaders in the mining industry, that has resisted the urge to move its home office to New York and has always remained in Boston. Perhaps for that reason it has been regarded as a "conservative" company. Conservative or not, it has certainly spread out geographically and it has certainly put its eggs in many baskets. In addition to the precious metals and the major nonferrous metals it has ventured into coal and recently in a small way into the field of oil and gas. It seems to have a predilection for the North American Continent; for in addition to Alaska, Canada, and Mexico it has had important operations in California, Arizona, Nevada, Colorado, New Mexico, and particularly in various districts in Utah.
