EyRing'S general theory of shear rates as a function of the properties of molecular units of flow is outlined and applied to the creep of metals. This theory regards the unit molecular processes involved in the flow of matter as typical chemical reactions requiring an energy of activation in order to proceed. The externally applied stresses are assumed to influence the rate of flow solely by lowering the activation energy for flow in one direction and raising that for flow in the other, owing to the work that is done by or against the external forces in going from the normal to the activated state. The rates of flow in the two directions are then no longer equal arid there is a net, macroscopically observable flow in one direction. This is understood to be the physical basis for the well-known exponential dependence of the creep rate on the stress. The amount by which the activation energy is raised and lowered by a given external stress is directly related to the molecular dimensions of the unit of flow, so that some insight into these call be found from the behavior of the strain rate with changing stress. When Eyring's equation is applied to the flow of ordinary liquids, such as water or benzene, it has been found from the values of the constants required to fit the observed data that the unit molecular process here involves the passage of single molecules by one another. In metallic creep, on the other hand, the unit molecular process is shown probably to involve the shear of rather large blocks of material (100 to 1000 or more atoms on a side). This agrees with present ideas of crystal flow by means of dislocations such as have been presented by Taylor, Oroaan, and Polanyi, as opposed to flow by a mechanism related to that taking place in atomic diffusion. The dimensions of the dislocations are found to depend markedly on the temperature. The questions of why some metals are so much softer than others, the effects of impurities on hardness, the softness of single crystals, and the role of self-diffusion in creep are considered in the light of the theory and it is shown how answers to these questions (and others similar) might be obtained by use of the theory.

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

The 114th (New York) Meeting of the Institute will be held in the third week of February, 1917. The Committee on Papers and Publications has set Dec: 1, 1916; as the closing date for the receipt of manuscripts intended for this meeting. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committee they must be sent to those committees enough in advance of the time to be forwarded and in the hands of the Secretary by the time specified. While Dec. 1, 1916, is the final closing date, it is a great advantage to get papers in as much before that time as possible as it enables them to be submitted in proof form to their authors. Papers received on or before Nov. 1, 1916, will, as far as possible, be published in the January Bulletin or earlier, thus giving good distribution among the members in advance of tile meeting. The Institute's records show that the discussion of papers is very rnuch better when they are distributed somewhat in advance of the meeting instead of in the Bulletin which goes out immediately preceding the meeting.

The combustion performance of sub-bituminous slack coal is greatly improved by the removal of the smaller size fractions. Screening processes are not well suited to the size separation, at 1/8 in. or 1/16 in., with coals which are normally wet, and the use of an alternative size-separation device has been investigated. It is felt that this classifier might be applied equally well to other minerals in cases such as this, where precise size limits are not essential. Coal is dropped as a curtain onto a curved metal plate, shaped rather like a ski-jump. The smaller particles, slowed up in their free fall to the plate and also by contact with the metal, leave the plate with a lower horizontal velocity; they can be separated from the larger particles by virtue of their shorter trajectory. The principle of the classifier is obvious from the diagram (see Fig. 1) which shows also the positions, relative to the curved plate, of the point of coal feed and of the dividing plate which separates the streams of coal particles. The horizontal distance between the curved plate and the dividing plate is varied in the tests. It is designated in the general case, by X. Tests were carried out using slack coal with a free moisture content higher than that expected in any commercial operation. The results given in Table I. show the percentage recovery of upgraded product, and the cumulative screen analysis of both the upgraded and reject material, for three different positions of the dividing plate. Prof. HEnRy Louis, Newcastle-upon-Tyne, Eng. (communication to the Secretary*):—I welcome Mr. Hammond's paper as an attempt to give definiteness to the best modern professional practice. Such a codification of our professiollal ethics is urgently needed, seeing how widely the views of nlining engineers direr on some of the points raised; for example, I have no hesitation in performing a class of work, as to which Mr. Hammond seems to entertain some doubts, and, on the other hand, I strongly condemn a practice which he appears to recommend. I have not the least hesitation in making reports for vendors of mining-properties, and am constantly doing so; the best justification for this practice may be found in the fact that such reports have been repeatedly accepted by buyers as giving a correct representation of the facts of the case, which is all that should be demanded from any report. On the other hand, Mr. Hammond advocates that mining engineers should take payment for their reports in shares of a company to be floated upon the basis of such reports. I hold that this is ethically wrong, as even themost honest of men is liable to be unconsciously biased under these conditions. Indeed, I go much further, and maintain that a mining engineer who reports or advises upon mining-properties should never hold any mining-shares at all, or be himself interested in any mine, and this has been my consistent practice for many years. A man who hold shares in a mine, and is called upon to report upon a neighboring property or a similar mine, can never be wholly unbiased; and even if he could be, he would always lay himself open to the suspicion that he was giving a favorable report 80 as to enhance the value of the property in which he himself is interested, or an unfavorable report so as to stifle competition. Four generations ago, the Mount Morgan ore deposit sustained the hurly-burly of frantic development common to the finding of a rich discovery. In this case, it was gold discovered in gossan capping on one of the hills of the Dee Range. The bonanza ore, like the flush of youth, has been spent. Today, one recognizes in this operation the orderly manner of the senior citizen, keeping up with the times and husbanding resources. As mining towns go, Mt. Morgan has an enviable situation. The approach is from Rockhampton, Qld, a peaceful, affluent agricultural and cattle center near the sea. To reach the mine, one goes 22 miles, first across farming country, passing orange groves and occasional children on horseback. The ascent into the Dee Range is winding and rapid. In the winter, the hills are green and Bougainvillaea and flowering yellow bracken grow wild on the hillsides. Around a bend, the brown waste terraces of the mine come into view, rising above the surrounding country. The top of the mountain has been sawed off and a deep pit sunk into the core. A little further on, around a few more curves, the town of Mt. Morgan is seen nestling comfortably in the hollows, reaching up the slopes.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

Atomic Energy Commission has been dickering with two private firma for mill construction at Hite, Utah and Shiprock, N. Mex. Colorado Fuel & Iron has contracted to purchase all manufacturing business, plants and inventories of John A. Roebling's Sons Co., through a wholly owned subsidiary. CF&I currently the nation's ninth largest steel producer, will operate the new subsidiary under the Roebling name.

The holder of this fellowship receives an income of $1,000 and is expected to carry on an investigation in Economic Geology which will add a distinct contribution to the literature. The institution at which the study is pursued will be decided after conference with the members of the Committee of Awards. The character of the investigation will be decided after applications have been passed upon.

Previously, two groups have conducted studies in order to define the influences of the intermediate principal stress. Mogi studied biaxial compression on prisms of Dunham dolomite and concluded that the intermediate principal stress should be taken into account. His study showed that failure strength increases with increasing [02], but less than the strength increase with increasing confining pressure. Handin, Heard, and Mogouirk's study on cylinders of Solenhofen limestone in torsion also found that the strength depends on the magnitude of [02]. More recent investigations by Mogi varying all three principal stresses independently and by Wawersik varying two of the principal stresses independently provide more detailed data confirming the effect of [02] on failure. All these tests were at low strain rates, and only the work of Wawersik reports measurement of all strains. The investigation here measures axial and transverse strains and included uniaxial and triaxial stress compression tests and biaxial stress tests using tubular samples (axial load and internal or external fluid pressure) at strain rates to 103/sec to provide the stress-strain response and to define the maximum stress or yield locus of Solenhofen limestone and Westerly granite.
