J. Lainson Wills, Ottawa, Can. (Communication to the Secretary) : The localities of the Quebec and Ontario apatite deposits, and the nature of their occurrence haye been often described in the Transactions and in other publications that are readily available, and I do not, therefore, intend to discuss the many details advanced in Mr. Small's paper beyond the following two points:

The sum of $100 was appropriated to the War Minerals Committee for expenses of letter paper, postage, etc. The report of the Treasurer was accepted and ordered filed. Upon the recommendation of the Committee on Membership, sixty-eight Members, two Associate Members, and ten Junior Members were elected. The Secretary presented a letter from the office of the Chief of Ordnance, U. S. A., offering him a commission in the Ordnance Officers' Reserve Corps, and asking him to submit to the governing body of the Institute a request for release from his contract with the Institute, in order that he may accept the commission in question. The following minute was then passed. "The Executive Committee is of the opinion that the Secretary of the American Institute of Mining Engineers can be of more use to the Nation in his present situation, in view of the fact that there is no possible substitute for him in this position, than he could be if he left to accept a commission as an officer in the Ordnance Department, and this Executive Committee requests that an executive officer of the Institute go to Washington and confer with the Chief of Ordnance, requesting a withdrawal of the offer to the Secretary of the Institute and presenting the names of substitutes therefor." The payment of 'a special clerk for the Committee on Increase of Membership at the rate of $100 a month was ordered continued for a further period of six months.

Birmingham - A City With a Future COURTING new industries is the time honored duty of the chambers of commerce; but Birmingham, until recently, has done its courting without the benefit of troubadors. This is all changed now for the iron and steel industry is singing an enticing song about steel priorities for new industries from Birmingham's own mills. Along with the increasing industrialization of Birmingham there has been a marked influx of industry into the Southeast and neighboring areas in the south central states which augurs well for business in Birmingham. This important stronghold of the foundry industry (consuming 95 pct of Birmingham's merchant pig iron in 1950) has been the source of important announcements about additions to steel ingot capacity. The virtual abolition of basing point pricing gives the Birmingham iron and steel industry an advantage in the South's new markets. This means more business for Birmingham, but the problem of raw materials supplies is posed.

During the post-war period, and particularly during the past few years, coal production has been maintained at a reasonably constant level. This is in contrast to the greatly expanded demand for oil and natural gas. Certain markets for coal, such as the railroad and for home heating, have tended to decrease, but this decline has been offset by an increase in demand for other uses, particularly for electric power. Since the United States has very large reserves of coal and relatively limited reserves of natural gas and oil, from the conservation viewpoint, it would be better if the increased demand were to fall more heavily on coal. Where coal has lost certain markets, the decision has not always been made on the basis of price, and, in fact, in many instances, the markets have been lost where coal could show a price advantage. There are various reasons for this situation but it can be attributed in the main to the preference of certain consumers for the convenience offered by liquid and gaseous fuels. In the production of chemicals such as benzene, phenol, or ammonia, coal still plays an important role. As co-products from coke-oven operations, a wide variety of aromatic chemicals are available. In recent years, however, the production has not been sufficient to supply the demand, and it is not profitable to build coke ovens to make chemicals unless there is a market for the coke as well. As a result, the petroleum industry is beginning to take a stronger part in the production of aromatic chemicals. Natural gas has almost displaced the coke-oven water-gas machine for the production of hydrogen for the synthesis of ammonia, as well as for the synthesis of methyl alcohol and other oxygenated compounds. This information is not new and is given here only as a basis for the discussion of the broad significance of the development of the gasification process. It is clear that if coal is to regain some of its old fuel markets, as well as to maintain a position in the field of chemical synthesis, processes must be available for converting coal to the type of fuel the customer wants, and for a cheap method of furnishing gaseous raw material to the chemical industry. The operation of coke ovens and water-gas machines is not the answer to this problem for at least two important reasons: (1) the limited supply and relatively high price of good coking coals, and (2) the relatively high costs of the combined operations of coking and manufacture of water gas.

Since I have had the pleasure of watching the development of this process very closely, I feel that I ought to say a few words on the subject, although I cannot add much to what Mr. Roe has already said. I wish, however, to bear witness to the hard work, persistence and skill which have been exercised during the past two years, and which have so well deserved the success attained. Those of us who remember the history of the past efforts in this line, such as the rotary puddlers, in which also some of us had a part, can easily appreciate the problems involved, and may well be skeptical as to the outcome. Such, at least, was my frame of mind when the process first came under my notice. Now, after having seen every heat, but three, of the many made, it really seems to me that a process and plant for the mechanical puddling of iron has at last been developed which is practical, economical and successful. Of course I do not mean by this that either the process or the machines are developed to their highest point, technically or economically, but that, in my opinion, these goals are in plain view, and that the difficulties which remain are such as will be overcome by developing the skill of the operator through practice ;

The Engineering Council met on October 11 in the rooms of the American Society of Mechanical Engineers, Engineering Societies Building, New York. The Rules Committee submitted a draft of rules for the admission of other societies to the Council and progress was made in their consideration. The Committee on Public Affairs reported on a number of requests that the Council support pending or proposed legislation. Remedial laws intended to promote hydro-electric development were favored and Council voted to offer its cooperation to the United States Chamber of Commerce which is interesting itself in this matter. A movement to coordinate, unify and strengthen the work of various engineering committees cooperating with the federal authorities at Washington was favorably considered. Messrs. H. W. Buck and Charles. Whiting Baker were appointed Council conferees. CALVERT TOWNLEY, Secretary.

T. Kirke Rose, London, Eng. (communication to the Secretary*) :—The authors have shown that, under certain conditions, the rate of dissolution of gold by chlorine and bromine is reduced by the addition of 10 per cent. of silver to the gold, and that the action is almost stopped when the silver amounts to 30 or 40 per cent. of the alloy. Even if full recognition is given to the practical way in which the work was done, however, it is to be regretted that Prof. Hofman and Mr. Magnusou did not determine the temperature at which the experiments were carried out. From the details given, it may be inferred that the temperature was raised by chemical action by about 20' C. when 21 g. of sulphuric acid was added, and that the mixture was then slowly cooled down during the experiment. When bromine or very weak chlorine solutions were used, there could not have been any perceptible heating-action. As the action of both chlorine and bromine is aided by heat, it follows that the stronger solutions of chlorine were given an unfair advantage over the weaker solutions, and over bromine. If the temperature had been the same in each case, I do not think that the conclusions deduced by Prof. Hofman and Mr. Magnuson' would have been found to be justified. (This is speaking generally. In barrel-treatment the conditions are similar to those in the experiments.) The superior speed of bromine as compared with chlorine at equivalent strengths is not yet disproved, and the differences noted between strong and weak solutions of chlorine may have been largely a function of the temperature. ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

H. W. Turner, San Francisco, Cal. (communication to the Secretary*): This excellent paper apparently represents the results of extensive observation and experience among the mines of the Mother-Lode, but I strongly question its relegation of the dioritic intrusions to the period of fissuring and ore-deposition. The dioritic rocks referred to are evidently those areas represented by Ransome in the Mother-Lode folio1 as meta-diorites, and, as he says, are merely basic facies of the great granodiorite batholite of the Sierra Nevada. If followed downward I venture to predict that these meta-diorite areas would be found to connect with the great batholite, and to be in fact mere apophyses of it. I see no reason for supposing that these apophyses were intruded into the Mother-Lode slates at a period later than the intrusion of the granodiorite in general. The period of fissuring was subsequent to this intrusion; the basic granodiorite or quartz-diorite areas of the foot-hill region are themselves fissured extensively; and the fissures were filled with quartz, apparently during the same general period of the formation of the Mother-Lode veins. Prichard and Ransome2 both refer to the deposition of quartz in the same lode at different periods resulting from a reopening of the fissures. Some time since, I saw in the stopes of the
