Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

WHEN a local man has attained high position in business and civic affairs at home, his fellow citizens feel elated if his attainments are given recognition in the form of election to office in an organization of national scope. Eugene Ainsworth White, a new Director of the Institute, is one of the must prominent citizens of Tacoma, where for the past thirteen years he has managed the Tacoma Smelter of the American Smelting and Refining Co. A list of the civic duties he has carried with distinction would be a long one; for recent years it would show that he has been chairman of the Community Chest, vice-president of the Chamber of Commerce. and a member of the Pierce County Taxation Bureau.

The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.

ONE of the few students to enter the world's first department of ceramic engineering a few years after its establishment at Ohio State University, A. F. Greaves-Walker has since established an international reputation in that field. Before accepting his present position as professor and head of the department of ceramic engineering at the State College unit of the University of North Carolina, Dr. Greaves-Walker spent twenty years in the ceramic and mining industries in Kentucky, Utah, Ohio, Alabama, Ontario, Pennsylvania, and Georgia successively, holding the positions of chief chemist, mining engineer, chief engineer, sales engineer, chief of research, production manager, and finally vice-president. This industrial experience resulted in his building up one of the outstanding departments of its kind in the country.

The annual world production of minerals approximates 1,700,000,000 tons, over 90 per cent. of which consists of coal and iron. Of this amount about two-thirds is used within the countries where the minerals are produced and one-third is shipped to other countries. The movement of most of these minerals, though, shows a rather remarkable concentration. For instance, manganese moves from three principal sources and converges at four or five consuming centers; chromite and tungsten move from two principal sources. The United States is more nearly self-sustaining in regard to mineral commodities as a whole than any 'other country on the globe; but the interests of conservation - call for an international viewpoint in the handling of our mineral resources., There is perhaps as much need of specializing in mineral output as there is of specializing in manufacturing. The thought that every country on the globe should be self-sustaining in regard to mineral supplies is of somewhat the same order as the thought that every family should produce all its own raw materials rather than take advantage of the more favorable conditions existing elsewhere and so specialize in human effort. Extension of international control of minerals seems to offer possibilities of loss and gain-loss through a considerable sacrifice of national trade .and a narrowing of the field for private initiative in trade; gain through the possibility of attaining certain ends which are attainable only by international agreement, such as an allocation of supplies which will be to the advantage of the greater number of nations rather than to the advantage of the few that are strong enough to dominate the situation. The interests of conservation clearly require international control. Moreover, the lesson of the war points to the necessity of overhauling old international understandings and machinery, even though such a task would encounter great difficulties, not the least of which lie in the persistence of human habits and inertia. Whether the time has come to establish a league of nations with economic control can be determined only by our individual and collective answers to the question whether we are willing to make the necessary economic sacrifices, individually and nationally, in the interest of world harmony. The mineral industry should fully understand that, with international control, efforts to promote export will need to be modified and curtailed; that expansion of our trade in many lines will mean equivalent loss of trade to other nations; that the almost universal conception that expansion of foreign trade is a meritorious aim and end in itself, without regard to its effect on other countries, will need revision.
