Chairman, MRS. JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

A mine in the mountains of southeastern British Columbia is fast earning a reputation as the safest metal mining operation of all time. Already officially proclaimed as the safest mine in Canada, the H.B. mine of The Consolidated Mining and Smelting Co. of Canada (Cominco) continues to advance its safety performance far in the lead of average accident frequencies in mines across the country. Official recognition came its way again this spring when the Cominco mine was awarded the John T. Ryan trophy for the fourth time in the last five years. This award is emblematic of top national safety performance of a metal mining operation. The H.B. mine is its only four-time winner. The Ryan award is based on a frequency of accidents involving lost time of more than six days. In each of the years that the H.B. has won the award-1958, 1959, 1961 and 1962-its frequency was zero, with no accidents involving a time loss of more. than six days

OXYGEN-FREE high-conductivity copper (OFHC brand) that is now being commercially offered for the first time represents a notable achievement in electro-metallurgy and is the outcome of endeavors that have extended over a long period. Its manufacture is novel in that electrolytically refined copper is melted in electric furnaces and cast into vertical water-cooled molds. The ingots show the "pipe" characteristic of sound gas-free metal and microscopic examination even at high magnification reveals no cuprous oxide in the copper. Owing to the patent situation, the United States Metals Refining Co., the producers, cannot at this time divulge the details of manufacture, but the operations are under precise control so that the castings are of great uniformity and the copper contains no residual deoxidant. Figs. 1 and 2 show photographs of cross-sections of a wirebar and a billet, both vertically cast.

WITH the modern trend toward motor drive in coal mines, more careful forethought should be given to future layouts than has usually been done in the past. Both top and bottom equipment of future new mines is likely to differ radically from those of a decade ago. No one is able to predict very far ahead, but provisions can be made to allow for uncertainty. One thing stands out: the mine of the future will be laid out for long life compared to that of the small mine of the past, where an inexpensive top plant, simple equipment, a small timbered shaft, small cars, light rail, hand loading and mule haulage all contributed to a short economical life.

MINING Metallurgy, and Petroleum Engineering department in our colleges are facing a crisis; indeed, conditions that threaten their very existence. Unless the Army, Navy, and War Manpower Commission change their present policy, within two years mineral industries education as now carried on will die, because no ablebodied students will be left in the course. If this is the decision of our responsible governmental agencies we of the mining schools must perhaps accept it as a war measure. It might be well however, for the executive of our mining metallurgical, and oil companies to look ahead a, to where they are to recruit a supply of young technically trained engineers. You can no more operate a mine, a steel plant or an oil company without trained engineers than you can operate a battleship without mechanical and electrical engineers.

It is well to bring before you again the chief purpose of the National Research Council and of this its Division of Engineering, to stimulate others to make researches rather than to make them ourselves, because a given amount of our energy spent in inciting others will accomplish far more than if applied in executing them ourselves. This is because there are scattered through the numberless governmental, educational, and industrial laboratories of the country a very great number of investigators not only capable of being stimulated, but willing to aid in cooperative broadly planned research rather than to follow the haphazard methods of the past. Taken collectively, these laboratories and their personnel can produce an annual crop of knowledge the value of which is of the order rather of billions than of millions of dollars. I invite you to regard this potential product as a crop, to be planned, fertilized, harvested, and distributed with the sane order of statesmanship, the same breadth of view, with which we treat any other great human product or achievement, whether agricultural, industrial, or transportational.

Secretary E. H. Benjamin, of the California Miners' Association, has proposed and begun, in co-operation with the testing laboratory of the University of California, at Berkeley, a series of tests which should prove of great interest and practical use to all persons making extensive application of steel wire cables, and especially to miners who run them in deep mines. Mr. Benjamin is endeavoring to obtain pieces of cable both new, and old and worn, from every deep mine of importance on the Pacific Coast, together with all the data obtainable concerning their manufacture and particular use. Pieces from each sample will be broken ill the laboratory before mentioned: and as far as possible the effects of winding around drums or pulleys ; of sudden starting and stopping when loaded; of heavy shocks, and of the general wear and tear of the cables, will be ascertained by these tests. The Olsen testing-machine of 200,000 pounds capacity will be used to break the cables, and the rupturing force, in different instances, will be applied slowly and also rapidly, in order to make the tests comparable as far as possible with the practical use of the cables themselves. All information and data available should be obtained for each specimen sent to the laboratory, the name of the manufacturer, the date of making, strength of cable when new and unrusted, as well as the circumstances and conditions of the practical use of the cable. Having this information before us, we shall be able to tell, approximately at least, the effects of age, rust, wear and tear, shocks, etc.; and perhaps be enabled to draw the line of limitation beyond which it would be no longer safe to use a cable of known manufacture. Moreover, by means of such tests we may, perhaps, he able to recommend worn cables for other uses, less severe in character, thereby prolonging the life of their effective usefulness. C. H. BENEDICT, chief metallurgist of the Calumet and Hecla Consolidated Copper Co., has pioneered for nearly half a century. Noted for his ammonia leaching process, lie has Iong been responsible for all Calumet and Hecla mill, concentrator, and reclaination plant flowsheets. His influence has spread far beyond his own organization. lie is dean of Lake Superior metallurgists and has contributed greatly toward raising his specialty-the country over-to an honored profession; not merely an honored profession but a profitable one for industry and the public. The leaching process which he developed in 1912 has, since 1915, produced for Calumet and Hecla 250,000 tons of copper from waste tailings at a cost per pound, in 1929, below five cents. It has yielded profits of $35,000,000. In the war just ended, this process proved the only one adaptable to the recovery of copper from gilding-metal¬clad steel strip, and Calumet and Hecla treated more than 50,000 tons of such scrap for the Government.

1. Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc., may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, together with the names of its President and its Secretary, may be published in the Bulletin or the Year Book of the Institute. The individual members of such a society will not be catalogued as individual members or associates of the Institute, but may at any time be proposed for election as members or associates of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied with suitable testimony as to character and qualifications, will have special, weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership or for Junior membership.

The symposium on production for the year 1943 contains few papers on the foreign situation. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. A noteworthy feature of the reports on Texas this year is the map on page 469, which shows the districts covered by the statistics. Excerpts from Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each place in the table may represent one of three possibilities; either the proper entry is determinable and can be supplied by the author, or an approximate figure can be supplied which is the author's best guess and should be entered followed by an x, or it does not apply to the particular field and the space is left blank. Contributions of great value may be made by the author in many cases where entries are not subject to precise determina-tion. In such cases the author should use his good judgment and make the best entry possible under the circumstances. The entry of a zero is a positive declaration, and it is an important declaration where it is in order. It is thought that the nearest whole numbers are suficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. Under the columns on ''Depth," the average depth to the top of the productive zones and to the bottom of the productive wells, when subtracted, should give the approximate thickness of the productive zone. For fields where this is not true because of unusually high dip or for some other reasons, it is suggested that the authors indicate in their text the approximate average thickness of the productive zone. The net thickness of the producing formation should be the thickness of the producing zone, less the estimated amount to cover the portions of the zone that do not yield oil, such as dense shales, etc. It is recognized that for some fields the authors can only make rough guesses; in such cases, they should enter their best estimate followed by an x. Average production per acre-foot need not be reported as it can be calculated by those interested from the figures given. In classifying wells as to producing methods, enter all wells that are not "flowing" in the column headed "Artificial Lift." If possible, add footnotes to indicate whether the lift is "pumping," "gas lift" or "air lift."

Recently the U.S. Bureau of Mines completed organizational changes that, for the first time since the beginning of World War 11,. re-emphasize mining research as an important part of its responsibilities. A progress report follows on the Bureau's improved program for mining research. During World War II the Bureau's mining research lapsed in favor of short-range, more urgent activities. Since the end of the war mining has grad- ually returned to an economy where reduced costs and increased efficiency are essential to a vigorous industry, and demand for improvement through expanded research is again pre-eminent. In recognizing this situation, the Bureau is again emphasizing mining technology and has reinstituted some of its earlier mining research activities. Recent research, however, follows a more scientific approach in solving mining problems because new technology, particularly new instrumentation, has developed rapidly during the past decade.
