Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

AN increase in the value of magnetostriction1 * is known to result from the annealing of some ferromagnetic alloys in a magnetic field. Similar increases may be anticipated in the value of the magnetostriction of alloys that are of interest because of their normal high values. Two were selected for trial, 87 pct Fe-13 pct Al(Fe,Al) and 69 pct Co-31 pct Fe, the latter being used as a representative of the Co-Fe alloy series. The influence of a magnetic field present during annealing is explained by the domain theory of magnetism." The field orients the domain vectors in its own direction when the alloy is at or below the Curie temperature, and holds them there until the metal is cold. During cooling the interaction stresses between neighboring grains are largely relaxed. Interaction stresses will reappear, however, if the state of magnetization of the specimen is changed in any way, and will be larger the more the new state of magnetization differs from the one existing during the magnetic anneal. In this connection the 180" reversal of a magnetization vector is not considered a change because a simple reversal does not tend to produce a change in shape of a magnetized region. . S. W. PARR, * Urbana, Ill. (written discussion ? ).-Multiplication of argument is unnecessary to establish the desirability of coking coals at low temperatures, that is to say, below 1200° F. The value of the semi-coke thus produced would doubtless go far toward solving the problem of smoke prevention, and suggests the possibility of the substitution of a smokeless fuel for anthracite and so-called smokeless coals. Whether such coke would have any value as metallurgical coke is a question which cannot be answered for lack of any experimental data in the use of such material. Of course interest is accentuated, at the present time, in the amount and character of the tars, which promise greatly to exceed in values the products obtainable from. the high-temperature process. The difficulties encountered in adapting the principles of low-temperature carbonization to industrial methods are well nigh insurmountable. As knowledgeable men in the industry know, a mineral occurrence is found through prospecting but an ore deposit is "made" -made through, first, imaginative and effective exploration; thence through efficient engineering, sales and management. There are two main phases of exploration-reconnaissance and target investigation-each of which can be further divided into two additional stages (see accompanying table). The search for a new ore deposit within a known and geologically mapped mining district involves only the last two stages, whereas the search for a new orebody in a virgin geologic environment involves at least three stages and often the full sequence. Of course, some of the exploration stages may be bypassed depending on available results of previous mineral surveys and/or exploration by individuals, business concerns, and governments.

It is well known that many so-called free-milling silver arcs are so classed more from their value necessitating a cheap process than from a real adaptability to raw amalgamation. Such low--grade ores, carrying more or less sulphurets, are more profitably treated by a cheap rapid process than by the more effective but costly process of roasting arid amalgamation. The tailings are sometimes crudely concentrated, or, after lying and becoming partially oxidized, are again worked in pans. Of late years, by the use of improved methods of concentration, many old low-grade tailings-piles have been reworked to a good profit; and in some improved mills arrangements are made to concentrate before or after amalgamation, thus making a single treatment in mill suffice. It is self-evident that on a low-grade ore a small increase in percentage saved is of no commercial advantage if accompanied by a material increase in cost, and therefore a cheap and continuous system of work is the real necessity, if a fair saving be effected. As an illustration of the possibilities of combined concentration and amalgamation on some ores, the following results of a working test at the New York Ore-Milling and Testing Works will be of some interest. The proposition to make pig-iron from magnetic concentrates and cobbed ore with charcoal-fuel weighing from 12 to 20 lb. per bushel is, on the face of it, not inviting; but the work that has been done under these adverse conditions may be worthy of record as furnishing a comparison with coke blast-furnace practice under similar conditions.' The record of the furnace-practice is briefly summarized as follows :—the charcoal was made of hemlock, pine, spruce, balsam, maple, beech and birch woods. All the concentrates, containing from 62 to 65 per cent. of iron, would pass 1/8in. screen, of which about 34 per cent. would pass an 80-mesh screen. The cobbed ore, varying in composition from 32 to 47 per cent. of metallic iron and from 23 to 32 per cent. of silica, would pass through a 1-in. ring, and of this ore about 25 per cent. would pass a 1/8-in. screen. The furnace was blown-in October 20, 1903, with charcoal which was supposed to weigh, when dry, 18 lb. to the bushel. Some charcoal similar to this was stored in the stock-house for about a year, and was then found to weigh 12 lb. per bushel.
