National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. Unitization—in some form from simple agreements among operators to complete consolidation of ownerships—is a means of obviating the wastes of unrestrained competition among owners in extracting oil and gas from a common reservoir, as well as of adjusting its output to the current needs of its owners. It offers opportunity for application of improved production methods which are expected to increase recovery, decrease developing and operating costs, and assist in stabilizing output.

The paper describes a cyclic method for processing manganese ores using sodium sulphate as the basic reagent. Sodium sulphate is electrolyzed in a diaphragm cell to give an anolyte sodium sulphate acid and a catholyte containing caustic soda, a part of which is carbonated in a cyclic manner to Form ash. and reduced ore is leached with the anolyte to dissolve the manganese and the impurities are precipitated by addition of catholyte. Manganese in the pregnant solution is precipitated as synthetic rhodochrosite with a carbonated catholyte, and sodium sulphate is regenerated. Calcining the manganese carbonate site a high-grade product and the carbon dioxide is returned to the carbonation step. the results of laboratory tests using cells equipped with synthetic fiber diaphragms and permselective membranes which permit transfer of using or cations during electrolysis are described. CLIMAX is situated in the heart of the high Rockies at Fremont Pass on the Continental Divide. This setting naturally throws some of the romantic aura of the old mining camps around the town. In its early days it was much like them, even to its air of impermanence. Its founders had faith in the future-as did every adventurer who started a hole in the ground and called it a mine. In those days, however, all available money was expended on the mine, and those who labored on the job had to he content with rugged living arrangements. The visitor at Climax today. however, sees a townsite carefully laid out to enhance the natural' beauty of the surroundings. There are 250 houses and 43 apartments which have been carefully designed by an architect, and missing is the long line of houses of the same type. Every house is of a different design, all being modern in every respect, with haths, running water, electricity, and .sewage disposal. They vary in size from three to six rooms and rent for $5 per room per month. A complete, well-designed water-treatment plant supplies water for domestic purposes.

Dr. Wadsworth's discussion of leaching is straightforward and certainly points out some of the critical areas in regards to the fundamental aspects of leaching. I will address myself to the more practical aspects of leaching. As a couple of general comments, very fine particles are often dealt with only when necessary. In many processing applications the sands and slimes are separated with the sand portion being treated by common metallurgical techniques and the slime portion being treated essentially by any technology that will recover some of the values. Ore treatment techniques such as leach/precipitate/float (LPF) have been used in the copper industry to take advantage of leachable copper preferentially reporting to the fine fraction. The second advantage, of course, is the improved metallurgy associated with the treatment of the sand fraction. Cases can be made for sand/slime separations in the aluminum and uranium industry where most of the value reports to the slime fraction and the sand fraction is rejected In the agitated leach systems, fine particles are often the most readily attacked and leached. In dump, vat and in-situ leaching, fine particles cause considerable problems. The fines will tend to restrict the solution flow from portions of the leach feed. This either causes a significantly reduced solution flow or, more probably, the solution will channel, by-passing much of the ore. In either case the result is a decreased metal recovery from ore. The fine particles of principal concern are clays of a flat plate-like shape which can very effectively compact, swell and cause a decreased solution flow. Discrete silica grains or sulfide grains due to their shape, even though they may be very fine, will not cause nearly the problems clays and secondary precipitates can cause.

After surveying the beneficiation techniques in the Florida phosphate field, it is apparent that optimum beneficiation of this ore is a difficult task. Due to continually changing grade, size distribution and basic nature of the ore, there appears to be no universal technique nor a single reagent entirely satisfactory for achieving optimum metallurgy under these dynamic conditions. Although no major change in the basic flow sheet has been made in the last 20 years, there have been many refinements of the process in recent years which have helped increase production, improve recovery, lower unit cost of operation and make the beneficiation of lower grade deposits economically feasible. Among the significant changes is the use of larger plants and equipment which has helped to increase production significantly. The use of cyclones has facilitated and reduced the cost of slimes removal in these large plants. There have also been several new approaches to the flotation of coarse phosphate that are mentioned in the text of this paper. Lastly, significant improvements have also taken place in the area of flotation reagents.

The recent adverse economic climate has added further impetus to the demand for better-grade and lower-cost raw materials, for which increasingly larger quantities of muck are being moved and processed at higher unit labor costs. As a result, the cost impact of handling and shipping has never been as keenly felt by the mining industry as it is today. Thanks to joint innovative efforts by users and manufacturers, new and improved automated bulk-handling systems and devices are now blossoming everywhere to give the mining man the tools he needs to move ore, waste and concentrates more efficiently and economically.

AT THE TURN of the century the nonferrous alloy industry was awakening to the value of scientific metallurgy, and brass foundries and rolling mills began to establish their own research laboratories for scientific research and control. As the industry grew and its scope broadened it became apparent that an organization was needed that would stand in the same relation to the nonferrous industry as the American Foundrymen's Association did to the iron foundry business. The brass founders' group of the foundrymen's association discussed the matter and it was finally decided to appoint a com- mittee to draw up a constitution for a new organization to be known as the American Brass Founders' Association. Charles J. Caley was chairman and Dr. Richard Moldenke secretary of this committee. The object of the organization as defined by the constitution was the study of the technological development of alloying and founding non- ferrous metals, and furthering the advance of nonferrous metallurgy and the standardization of materials and operations in cooperation with the Bureau of Standards and engineering societies.

MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. The greatest single obstacle in the path of constructive action in making conservation a reality is the inherent discord in the hearts of men. A perfect society doubtless is many millenniums removed from the present generation, but it must be admitted that progress toward a conservative use of our natural heritage with the altruistic concept of the greatest good for the greatest number for the greatest time can be attained only by a society in which discord is reduced to a minimum compatible with the limitations of human nature. Daily industrial discord is witnessed between management and labor which passes the bounds of arbitration and results in stoppages of production, waste of productive capacity, idle capital, idle labor, and the complete loss of the most unrecoverable element of all-time. The conservation of material things cannot progress independently of the conservation of the efforts of the human worker, and the results of these efforts are proportional to life itself as measured in hours and years. Unfortunately discord passes international boundaries, and the story of war is as old as the story of mankind. Our recent attempts of international control of nations appear to be dismal failures. Van Stone mine area is situated at the head of Onion Creek on the northwest flank of Gillette Mountain, Stevens County, Washington. The di strict was found during World War I, but the mine did not come into production until 1952. Production to the end of 1965 was 2,242,960 tons of ore that yielded 10,700 tons of lead concentrates and 120,000 tons of zinc concentrates. The area is part of the Selkirk Mountains Zinc-Lead Belt, or Kootenay Arc, extending from near Revelstoke, British Columbia, to Colville, Washington. A thick but incomplete section of Paleozoic marine formations occurs in the Kootenay Arc and is overlain by marine and continental Mesozoic formations. Both are invaded by Late Mesozoic-Tertiary batholiths. The belt is characterized by open complex folding and extensive high-angle and local thrust faulting. Principal ore deposits occur in the highly deformed carbonate rocks of Cambrian age-the Maitlen (Laib) and Metaline formations. The Van Stone mine occurs along a steeply S-shaped fold lying between the Kaniksu Batholith on the west and the Rogers Mountain Fault, a northeast-trending fault on the west flank of the Gillette Mountain Anticline, to the southeast. The fold is cut by northeasttrending faults containing notoriously irregular lamprophyric, diabasic, and pebble dikes. The host rocks, lower Paleozoic dolomites, are decolorized, silicified, and silicated in the mine area. Jasperoid and tremolite are the common alteration minerals. Other gangue minerals are barite, pyrite, brucite, calcite, and, near the batholith, pyrrhotite. Ore minerals are galena, jamesonite, and sphalerite. Ore minerals occur in bunches and pods intergrown with tremolite and jasperoid. Zinc is roughly eight times more abundant than lead. The highest ore outcrops at 3870 feet elevation, and an undeterminable portion has been removed by glacial scour. The lowest drill hole penetration has reached 3220 feet elevation. Oxidation ranges up to several hundred feet in depth and may be most closely related to pre-glacial groundwater circulation. The area of the mine was completely over-ridden by Pleistocene continental glaciers, and the present erosion surface is nearly continuously blanketed by up to 150 feet of glacial outwash.

During the period from 1960 through 1966, the U.S. Bureau of Mines and Kennecott Copper Corp. performed an experiment to determine the changes in stress, strain, and displacement created by changes in slope angles. The experiment was performed at Kennecott's Kimbley pit near Ely, Nev. The supporting laboratory studies were made in the Bureau's Denver Mining Research Center, where final reduction of the data and summary reports are now in progress. The experiment was divided into two phases. The first consisted of the laboratory and field investigations required to select a new slope angle and configuration; the second phase consisted of a full-scale instrumented study in the west wall of the pit. The west slope was changed from an average of 45º to a slope angle that started at 45º on the south wall and gradually in- creased to 57 ½ º at the center of the west wall, and to 61 º on the north wall. The pit was deepened from 500 to about 550 ft, and approximately 2.55 million tons of waste and ore were removed from the wall.
