MUCH has been said and written on this subject and probably little new can be said. However, the point of view of the operating company changes from time to time, and more stress may be laid upon a subject today than was done some years ago, and it is with this changing point of view that the following observations are presented: The writer wishes to limit the discussion to views of a company mining bituminous coal, particularly to what the production department expects of the college grad¬uate. In an editorial in MINING AND METALLURGY for February, 1929, entitled "Is. Mining Engineering Passing?" it is stated that: It is not by accident that mining engineering courses have been general rather than special and form even today the only general engineering courses widely offered and followed by engineering students.'* * * even in this age of specialization, the mining engineers remain a body characterized particularly by broad knowledge.

A STUDY of the various ores that have been discussed impresses one with the need of beneficiation, in many cases. This applies to the ores that have lain dormant, due to necessity for further preparation, or to ores that now find a market due to a changed condition. Processes of beneficiation will come into their own as our richer ores become exhausted. Many efforts at improvement have been commercial failures, due to prematurity. Thomas A. Edison, with characteristic foresight, attempted concentration of the low- grade New Jersey magnetites some thirty years ago. Due to high costs and the discovery of the Mesabi range, his efforts were futile. However, a successful crusher, designed by Mr. Edison, resulted from this attempt. Agglomeration of concentrates had not, at that time, been brought to its present efficiency, when sinters and briquettes of excellent physical condition are obtainable. Recent efforts in the beneficiation of the lean magnetites of the East Mesabi resulted in an excellent sinter, but that operation is also ahead of its time.

THE high temperature of the blast of modern furnaces renders it desirable that the pipe conveying the blast into the furnace crucible shall transmit and radiate as little heat as possible. To accomplish this, the pipe shown in the accompanying sketch was devised and patented. It consists of a slide-valve, leg-pipe, and belly-pipe, which are held together and to the tuyere by a system of levers and links. The slide-valve is superior to the old throttle-valve. The leg-pipe is formed of two thicknesses of wrought-iron pipe, with a space of half an inch filled in with clay and brick. The belly-pipe is made in the same way as the leg-pipe, and terminates in a globe face to suit the tuyere. The quarter turn is made extra thick, of cast iron, and the cap on the end is lined with clay also. The catches, A, B, C, are merely for convenience in putting the pipe together. The joints D and E are globe faces, and allow the pipe to adjust itself to any angle. The eye-piece is made of violet glass, which cuts off the glare from the bright coals in the furnace and allows a close examination of the interior, so that any water dropping or vapor can be detected. The glass does not become coated with dirt, like mica. Since good running of furnaces is shown by a bright tuyere, it is necessary to have a good eve-piece to examine then. To detach the pipe, a man lifts the weights, the side rods are then slipped off the bell crank under the quarter turn, the link under the belly-pipe is unhooked, and the pipe carried away. The same process is reversed to put the pipe together. The nozzle is changed by taking off the cap, G, drawing the nozzle through the belly-pipe, and inserting another. In this way the change can be made quickly, without taking down the pipe. On the old tuyere pipe bolts with brass nuts were used, which burned up and gave trouble. In other cases key-bolts were used, making it difficult to adjust the pipe. Bolts make too rigid a joint, and there is no provision for movement from contraction or expansion. The approach proposed in this paper is, as stated by the authors, an update of methods well discussed in the literature. The authors are to be congratulated for their excellent effort in quantifying a difficult problem with realistic cost data. Economic analysis of the components of a mine ventilation system is complicated by both the dynamic nature of the system and the uncertainty as to the time when system changes occur. We wish to address three specific areas of this paper which require further consideration: shaft designed air capacity, shaft location, and economic criteria used within the analysis

IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

WE the undersigned, being ell persons of full age and citizens of the United States, and a majority resident of the State of New York, desiring to form a corporation pursuant to the provisions of the membership Corporations Law for the purpose of incorporating, as provided in section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining Engineers, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and 6he reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its. Council; that the undersigned are all members of said Council as the same was constituted on the 296h day of December, 1904. III. That on said last-mentioned date a regularly called meeting of said association was held at its office in the Borough of Manhattan, City of New York; that thirty days before such meeting notice of the intention to incorporate said association was given by mail to each member thereof whose residence or post-office address is known; that at said meeting the following resolutions were offered, seconded and duly adopted by the unanimous vote of all its members then present, to wit: "Resolved, That it is the sense of the members and associates of the American Institute of Mining Engineers in general meeting assembled that it is desirable and necessary for the well being of said association and its members and for the furtherance of the objects for which the same has been formed, that said association incorporate under the Membership Corporations Law of the State of New York; "And Further Resolved, That the Members of the Council of this Association, or a majority thereof, be and they hereby are authorized, in accordance with the provisions of Section 5 of Article I. of the Membership Corporations Law, to incorporate this association for the same purposes for which it has been organized and conducted, in the manner provided in Article 11. of said law; "And Further Resolved, That the name of said corporation as hereby adopted by this meeting shall be American Institute of Mining Engineers; "And Further Resolved, That the said incorporators shall be named in the Certificate of Incorporation as directors of such corporation until its first annual meeting, and that such directors and their successors in office shall be and they hereby are authorized to enact and adopt a Constitution and By-Laws for the government of said corporation." Efforts were made to determine the amount of increase in the drying rate which could be obtained through acoustic treatment of ultra fine coal under various conditions, and to test the feasibility of using a rotary kiln and multitiered vibrating screens as a means for continuous drying of coal fines. Introduction of acoustic energy during the rotary kiln experiments increased the drying rates from 10-40%, depending upon the experimental condition. The use of a drying assembly consisting of multitiered vibrating screens produced better results than the rotary kiln and has definite possibilities of providing an effective means of drying coal fines in relatively large quantities.

Mining may be defined as a general term for the working of valuable deposits of minerals, either organic or inorganic in origin, for their removal from the crust of the earth. Besides subsurface excavations, mining generically includes opencuts, clay pits and stone quarries, oil wells, sulphur wells, salt wells, placers, coal stripping, and the leaching of ore bodies. The origin of the word "mine" or "mining" is a matter of conjecture. A Celtic origin has been suggested since the Irish word mein, or the mwyn, meant ore, but it seems to have come from an olf French verb mineor, which meant to excavate, to make an underground passage as in the military appraoch to a fortification, sometimes called ?sapping.?

The Institute is at present in sound condition professionally and financially. During the past year 546 new members were elected, the total membership now numbering 5,221. The Treasurer's Report shows that the expenses of the Institute are met by its income. Your Directors have thought it wise to issue a referendum to the members asking for a vote upon the suggestion that the annual dues be raised from $10 to $12. This moderate increase is proposed not because the Institute needs it at present but to insure a continuation and increase in its activities and usefulness, and to provide a reserve fund for future emergencies. In well-conducted organizations, such as clubs, it is a wise and safe course to so adjust the clues of members that the total receipts from this source will about equal the annual expenditures, the initiation fees being used for reserve purposes. Our dues alone do not at present meet the expenses. This, I think, is the whole situation, so far as this question is concerned. Expenses might be reduced in some measure, but they cannot be materially reduced without affecting the integrity and usefulness of your Institute. Nothing of consequence in our internal affairs has occurred during the past year except, perhaps, the establishment of the Arizona Section and the prospect now assured of a Nevada Section. During recent months there has been a marked change in the relations of the Institute to its fellow societies and to the Government of the United States. That change is one of cooperation. The Secretary of the Navy has appointed two of your members to the Naval Consulting Board to cooperate with members of 10 other scientific organizations. This Board is now organized, and through its work your Institute is brought in close touch with the activities of the other societies and with the United States Navy. The President of the United States has requested us to recommend to the Government one of our representatives in each State in the Union to act in collaboration with a member in each State from the. American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Chemical Society, thus organizing a directorate of engineers for each State, that will conduct, through the members of each of the five societies referred to, living in each State, a campaign of industrial preparedness. Mr. Tays (communication to the Secretary): Mr. Wynne's criticism of my paper* brings forward a few points which are really important, and might properly have been considered in the original paper. By calling attention to them he has rendered me a service. It is quite true, as Mr. Wynne says, that, in the tests reported by me, the Bryan mill was always working at a relative disadvantage, and my comparison of the work of this mill with that of the stamp-battery should be interpreted, therefore, so much the more favorably to the mill. Of course, wire screens can be used to advantage on the Bryan mill, if they are not of smaller size than 30-mesh; but

FIRST of all let me express my affectionate gratitude for the cordiality and good will of your reception. On the part of the men I venture to interpret the character of your greeting, not only as a recognition of the position to which you have been good enough to elect me, but also as an expression of your friendly attitude. However, I cannot pass over the tribute of the ladies so casually: Nor does it seem possible to do justice to my sentiments in addressing them collectively. I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

• As part of $850,000 granted by the House Appropriations Committee for development of manganese in the U.S., the Bureau of Mines will build a pilot plant at Artillery Peak, Ariz., for development of low grade manganese ores. • The historic Argo tunnel and mill in Idaho Springs, Colo., will reopen shortly for the mining of uranium. The Uranium Co. of America has acquired control of the tunnel and mill and 12 nearby mining properties. J. H. Rodgers and G. C. Ridland will manage the operation. •The opening of a new 4000-ton per day coal mine in Washington Co., Pa., and the reopening of another mine of the same capacity in Fayette Co. has been announced by the H. C. Frick Coke Co. They'll help meet added war demands. •A 7000 bbl per day commercial synthetic liquid fuel plant, making gasoline from natural gas at Brownsville, Texas is being operated by the Carthage Hydro-col Corp., a Texaco subsidiary. The gasoline is produced by the Hydrocol process, chemically similar to the Fischer Tropsch process, but differing mechanically in several ways. To operate the process it has been necessary to build an oxygen plant producing 95 pct pure oxygen in quantities equal to U. S. production of commercial oxygen in 1946. •Over 96 pct of the class of 1950 at Montana School of Mines are now employed,, in industry, and they're scattered from MIT to the island of Cuba., • Cobalt, heretofore almost entirely imported, will soon be produced in Idaho. The Calera Mining Co. is building a 600-ton mill in which a cobalt and copper concentrate will be obtained from Idaho ores. •Plans for mining iron ore on the Conarky Peninsula in French Guinea, (an ECA project) call for equipment purchases as follows: 8 wagon drills, electric shovel for mining, conveyor for the port, 8 trucks, wrecker, 2 tractors, as well as miscellaneous accessories and spare parts. •A low-grade lead-zinc mineralization, located east of any known ore bodies in Utah's East Tintic district, has been located by a 2000-ft wildcat USGS drill hole. * Higher-than-going rates have been authorized by the Munitions Board for its stockpile program, where domestic production of scarce materials is low or uneconomical. Payment in excess of 25 pct over the foreign price is now permitted. •A new self-centering conveyor roll, developed by Carnegie-Illinois Steel, is expected to revolutionize materials handling. It completely eliminates the necessity for sideguides to keep materials on a conveyor. See P. 1028. •Great Britain's socialized coal industry employs twice as many miners, but produces less than half as much coal as America's coal industry. last year, British mines produced 28 million fewer tons of coal than the output of the same ,mines in 1939. Absenteeism amounted to a big 12 pot of working time. • Labor market conditions have tightened on almost a country-wide scale. Only 4 out of 143 major labor market areas have a substantial surplus -- less than half the total for May. Growing scarcities of skilled labor are in evidence.
