The Naval Consulting Board is asking the aid of all the members of the Institute in its effort to help solve the submarine problem. Probably every member of the Institute has some suggestion, and while each one of these may be of only slight value in furnishing the remedy, the aggregate may be of great service. Every member of the Institute will soon receive a pamphlet known as Bulletin No. 1 of the Naval Consulting. Board of the United States in which full information and instructions will be given to all of those who are willing to assist. It is hoped when this information is received the members of the Institute will give it their prompt attention and write as soon as possible to the Secretary of the Naval Consulting Board, 13 Park Row, New York, N. Open pit mining at Inspiration began in 1947 after 32 years of underground mining. Two separate pits are included in the operations: the Thornton pit, which measures approximately 2500 x 2000 ft, and the Live Oak pit, which is 1500 x 3000 ft. The geographic centers of the two pits are approximately 4000 ft apart, and at the closest point, the two slopes are only 500 ft apart. Today, much of the open pit mining is being carried out in areas which were broken by earlier underground block caving operations; less than 50% of the total material moved has required drilling and blasting. In the solid or virgin areas, the, material ranges only from soft to medium hardness, thus simplifying drilling, blasting and loading operations. As a result, most mining costs and problems have been centered around truck haulage, truck maintenance and the ever-increasing length of the grade haul.

The adoption of a plan of safeguarding American industry against extreme revolutionary industrial propaganda is the keynote of a report just issued by ex-Governor Robert P. Bass, of New Hampshire, covering the period of his service as. Director of the Marine and Dock Industrial Relations Division of the United States Shipping Board. He thinks that the only hope of America's resisting the tide of industrial unrest that is sweeping over the civilized world is in the development and early application of a constructive industrial program, in which program publicity and education carrried on by the Government will hold a leading place. He says: The Government should systematically inform both employers and employees in regard to many matters of the utmost interest and importance of each. It should acquaint labor with the Government's activities and service to labor in the past and should create in labor an appreciation of its joint interest with capital and with the Government in the problems of production. Satisfactory assurances should be given that labor will have a substantial voice in determining the distribution between capital and labor of the profits of production. Labor should be promised its reasonable share of any increase in production. There should be a joint determination of wages, hours, and conditions of work. Based on the foregoing principles, great emphasis should be placed on labor's interest and responsibility in the processes f production.

G. SHERBURNE LAGERS (written discussion*).-Mr. Kennedy's discussion1 of Mr. Matteson's paper takes the form of a criticism of my own comments2 on this paper. Mr. Kennedy is a respected authority on matters pertaining to the salt-dome oil fields, and his characterization of my "elaborate figures" as "worthless" is sufficiently candid and comprehensive to warrant a brief reply. My "voluminous figures" consisted simply of a rough estimate of the minimum quantity of salt in the Humble dome, and a calculation of the volume of sea water and of the volume of saturated brine which this salt would represent. Mr. Kennedy apparently interprets my remarks as opposing the idea that so large a volume of salt could have been deposited from sea water, for lie cites the area and thickness of European salt beds; but nothing was further from my intention. Given an arm of the sea, an arid climate, and evaporation under a hot sun, it is easy to conceive the formation: of almost any thickness of bedded salt. I cited the figures in connection with Harris' theory of the origin of salt domes, according to which the plugs were formed by the deposition of salt from ascending brine solutions, owing to the drop in temperature as they neared the surface. I pointed out the well-known fact that the solubility of salt is only slightly affected by temperature, and that a drop of 80° C. would cause the deposition of less than one-tenth of the salt in solution; hence that more than ten times the volume of salt actually forming the plug must have been involved. If ten times the salt actually in sight be computed in terms of brine and multiplied by 50 or 60 to take into account all of the known salt domes, the resulting figure is so enormous that I am not at all as sure as Mr. Kennedy seems to be that the porous stratified rocks of eastern Texas and western Louisiana could contain or furnish so great a volume of migratory brine.

This paper contains data on the distribution of silicon between liquid iron-silicon-carbon alloys saturated with respect to graphite and CaO-SiO2-Al2O3 slags under 1 atm of CO at 1600°C. The ranges of slag compositions studied were extended from the dicalcium silicate saturated liquidus composition up to silica concentrations at which Sic appeared as a stable phase. IN blast furnace operation it is not to be expected that slag and metal reach equilibrium with one another. Nevertheless, the silicon content of the metal varies with slag composition and with temperature in a manner which would be predicted from equilibrium considerations. Similarly, the distribution of sulphur between slag and metal does not attain an equilibrium state, yet the influence of slag composition is strongly analogous to its effect on the distribution equilibrium. The desulphurizing power of metallurgical slags has been shown to be highly dependent upon the FeO content of the slag. Moreover, the rate of removal of sulphur from slags is influenced by the oxygen potential of the slag-metal system. Thus it was shown by Grant, Kalling, and Chipman1 that the presence of MnO in slags which are low in FeO causes a marked slowing down of the transfer of sulphur from metal to slag. This led to the hypothesis that the slow removal of sulphur by blast furnace slags of more acid composition might be due in part to the effect of SiO2 on the oxygen potential of the system. This was verified in the work of Grant, Troili, and Chipman,' who found that the desulphurizing power of the more acid blast furnace slags could be markedly improved by an increase in the silicon content of the underlying metal. Their explanation of this improvement was that the higher silicon content of the metal decreased the rate of transfer of more silicon and, along with it, of oxygen from the slag to the metal. The slowness of the transfer of sulphur from metal to slag was the result of the slow reduction of SiO2 from slag to metal. Attempts to study the rate of sulphur removal had in the past resulted in very slow rates corresponding to the rates of silica reduction. It has become evident on the basis of these studies that further experimental studies on the rate of removal of sulphur must take these factors into consideration if there is to be a clear understanding of the rate of sulphur transfer under conditions simulating those existing in the blast furnace. It will be necessary, at least in a part of such study, to employ combinations of slag and metal in which the disturbing effect of silica reduction has been eliminated; in other words, to employ slag-metal combinations which are already in equilibrium with respect to the transfer of silicon. In preparation for such studies of desulphuriza-tion, a preliminary program of research on the distribution of silicon between slag and metal has been undertaken. This will ultimately include a comprehensive survey of the effects of temperature and slag composition on the equilibrium distribution of silicon between slag and metal. The Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected. the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938; with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

This paper is a resume of some of the accomplishments in direct rolling of strip from molten metal, and a description of some experimental developments in recent years. In all the early developmental work, we used a pair of rolls with a bath of metal between them, maintained by flanges or plates at the ends of the rolls. These flanges produced an excess cooling of the metal and built up enormous pressures at this point as the metal went through the bight of the rolls. Many means were tried for compensating for this excess cooling, such as thickening the strip at the edges, heating the end dams directly or by flowing more of the molten metal against them, leaving an open crotch below the end dam and above the bight of the roll, where the excessive pressures built up could be relieved by some of the metal squeezing out at this point, and so forth. All of these helped somewhat to solve the problem, so that very large heats of many metals melting up to 200°F., having commercially uniform gauges, could be rolled up to 24 in. in width. The rolls were made by mounting heavy rings on heavy shafts, and pressures up to 75,000 lb. per inch in width were used. Cooling of the rolls was generally done by spraying water on the outside surface of the rolls that came in contact with the molten metal. Roll life was commercial with brass, barely satisfactory with copper, and totally impractical with steels. The greatest difficulty encountered in all this work was caused by lack of uniformity in the product, owing to a folding action in the mill. Those who are familiar with the operation of a rolling mill know that a bar entering a mill moves at a lower speed than the peripheral speed of the roll. However, the metal solidifying from a bath in a direct rolling mill is cast at exactly the peripheral speed of the roll. This results in irregular folding of the metal, some irregular remelting of the previously solidified sections, and it is difficult, if not impossible, in some cases to exert enough pressure to weld these folded sections sufficiently into a sound product. In addition to this melange of solid, semisolid and liquid metal in the bath, we know that pressure near the freezing point of any alloy in which the constituents have different melting points—and I believe all of them have—causes the lower-melling-point constituent to be squeezed back until it becomes cold enough to solidify and go through the mill. This segregates all alloys, the segregation increasing with the pressures and the freezing ranges of the metals. Add to these problems the excessive roll-maintenance costs with high-melting-point metals and then, the greatest difficulty of all, the vanity of homo sapiens where a matter of possibly large importance is being considered, and the problems seemed almost insuperable. It was long ago obvious to me that something much more than the size of a corporation's money and self-assuradce was necessary if this process was to be made commercial. I should like to show you first the performance of the only mill we ever really designed and built, to see what might be done with a well constructed mill. THE year 1936 has seen rehabilitation of many plants which had been closed or severely curtailed. The Steptoe smelter of the Nevada Consolidated Copper Co. has been transformed by a rearrangement of the flow of material and utilization of mechanical handling to a maximum. The Phelps Dodge Corp. reports the construction of newer and better reverberatories at the Copper Queen smelter, and of particular interest, a single high-pressure waste-heat boiler placed directly over the uptake. There has also been a complete reconstruction of the smelter at the Laurel Hill plant of the Nichols Copper Co.

MOST of us will, I think, agree that never before in the history of the coal industry has the human side of our business been so important as today. Since, even in wholly mechanized mining, labor cost is such a large percentage of out total cost we are all deeply concerned not only about the present attitude of our employees but particularly about the future, when the industry returns to a "survival of the fittest" basis. Many things could and should be done about our employee relations in the coal business. Failure to recognize these obligations and do something about them may lead to serious consequences, the least serious of which will be the loss not only of many of our better employees but a large portion of our potential employees, as they graduate from our schools to other in¬dustries. Some of these things should be handled by the industry as a whole whereas others should be done by individual companies. Due to varying conditions and size of organizations it would, at best, be necessary to vary a program to meet the individual needs of each operator.

THE introduction of the tungsten-carbide bit and the single-use bit to the mining industry has had far-reaching effects on the advancement of drilling techniques. Six years of testing these new bits has disclosed new factors not previously considered. The mining industry, which is ordinarily slow to change, has accepted the new methods of drilling as a possible relief for the reduced manpower available to the mines. In 1950 an extensive program of testing was begun at the Calloway mine of the Tennessee Copper Co. to gather data on rock-drill bits and drill steel: When these tests are concluded the information should be sufficient to establish a drilling program. The scope of this article is a progress repor the years 1950 and 1951. The deposits of the Ducktown, Tenn. mining district are massive sulphide replacement lenses in folded and metamorphosed Cambrian schists and graywackes. The primary ore consists of pyrrhotite, pyrite, and chalcopyrite with minor amounts of zinc blende, bornite, specularite, magnetite, quartz, chlorite, and iron-magnesium-lime silicates. The deposits are high-temperature hydrothermal replacements. The drilling conditions vary from a hard highly siliceous rock to the softer material of the ore body, thereby giving a range of hardnesses to be considered. Single-Use Bits Test work was done first on two single-use bits to determine life expectancy, costs, rate rate of penetration, gage wear, and ease of use. MITINSKY, presented at the San Francisco meeting, September, 1915, and at the New York meeting, February, 1916, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. ALBERT SAUVEUR, Cambridge, Mass.-The author expresses the belief that steel will not fail under fatigue when subjected to ultimate stresses unless the stresses exceed the elastic limit or the limit of proportionality. I think this statement is contrary to the evidence. It is conceivable, however, that a stress ever so small does produce a permanent set, although so slight that we cannot detect it with the instruments at our disposal. Nevertheless the repetition of this small stress a great many times will finally break the piece and the nearer, we approach what we call the elastic limit, the quicker will the piece break under fatigue. GOOD will is becoming recognized more and more as a necessary business asset, and a successful concern must have the good will not only of its customers and the public, but of its employees. Management -enlightened management-recognizes this and will go the limit to get it. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.

ARTHUR CROWFOOT, Morenci, Ariz. (communication to the Secretary*).-In order to set at rest any doubts in regard to the reasons for selecting the Callow pneumatic flotation process for use in the concentrators of the Arizona Copper Co., Ltd., at Clifton and Morenci, I am presenting the following facts gained from the results of test work carried out on the Callow and Cole-Bergman types of flotation machines at Morenci. Prior to the comparative test of merit between the Callow and Cole-Bergman machines, many months' time and a large amount of money had been expended in the development and testing of the Cole-Bergman machine, and it was necessary to decide quickly what make of machine was best to install. The Callow pneumatic flotation process was recommended for installation in our concentrators for the following reasons: The results indicated: 1. That the Callow system made the highest extraction of copper values from the feed treated. 2. That the Callow system was simpler to operate and could he operated it a lower cost. 3. That the Callow system operated with a lower air pressure. (The question of the actual power consumption of the two types of machines was not definitely settled at this time.) During the official test period the Callow flotation apparatus showed an additional recovery of from 1 to 1.5 lb. of copper per ton more than the Cole-Bergman machine, this difference being maintained by further treatment of the tailing from both machines. The simplicity of the operation of the Callow flotation system is one of its notable features, two operators per shift being able to handle 90 standard cells and blower equipment.

AT THE beginning of May the German government offered to the French and Belgians the payment of 30 billion .gold marks as indemnity, accom-panied by rather involved terms, among which was the ability of the Germans to finance the foreign loan. This offer was promptly and summarily refused by the French and Belgians. Since then there have been more palavers between the two parties, while the occupation of the Ruhr continued without especial incident, except some socialist riots and workmen's strikes. The renewed conference between the Allies and the Turks at Lausanne continued, without apparently getting anywhere. The Turks demanded an indemnity from the Greeks, which the latter refused to pay, threatening a resumption of hostilities rather than to do so. A. Bonar Law, the British premier, resigned his office soon after the middle of May, owing to poor health. The King appointed Stanley Baldwin as his successor. This. Attainment to the premiership of Great Britain by a business man is a noteworthy event. It is, moreover, to be remarked that Mr. Baldwin is personally acquainted with America and is well known to be a friend to Americans. The Irish rebellion came to an end. Economically there was some improvement in the situation in Great Britain during May, which was reflected in diminution in the number of unemployed. Nevertheless the aggregate of the unemployed in Great Britain continues at a very high figure. In Germany there has been an increase in the number of unemployed ever since the French occupation of the Ruhr, which naturally has been choking German industry. Previous to this the percentage of unemploy-ment among German workers had been low ever since the Armistice. A noteworthy domestic event was the non-stop flight of an airplane, May 2-3, bearing two aviators from New York to San Diego, California, in about 27 hours.

Twenty years ago, the northern Oquirrh Mountains overlooking Salt Lake City were bare. Heavy logging and overgrazing combined with erosion and uncontrolled forest fires had severely denuded the mountains by the turn of the century. As a final coup de grace, a copper smelter was built there in 1906, and for the next 50 years its sulfurous fumes killed off what little vegetation remained. In 1956, Paul Rokich, a biology student at the Univer¬sity of Utah, started to surreptitiously restore the mountains. For the next 17 years, Rokich devoted his spare time and money to replanting the Oquirrhs, with the result that several thousand acres of the mountains are green again, and animals have returned: deer, elk, and rabbits thrive among olive, maple, and fruit trees, wheat grass, and sunflowers.

C. A. HANSEN (communicated appendix*).-Since the above paper was written, tests have been conducted with a view to securing a sounder basis for discussing the effects of temperature on the behavior of the zinc cell. The following data, while making no pretense to great accuracy, are still reasonably close.
