IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

THE experiments detailed by Dr. Hunt,* having demonstrated the fact that the copper contained in the "clay ore" of Jones's Mine, was rendered completely soluble in the bath of ferrous chloride, used in the Hunt and Douglas process, after heating in contact with carbonaceous matter in a close vessel, I set myself to devise a form of muffle furnace adapted to the treatment of large quantities of these and similar ores by a continuous process. The result is shown in the diagrams on Plate X, reduced from the working drawings, after which this furnace was built early in 1876, at Phoenixville, by the Chemical Copper Company on their works at this place. The peculiar character of this ore determined the form, dimensions, and position, with reference to charging and discharging of these muffles. The ore arrived from the mine with from 20 to 25 per cent. of moisture, and when dried at 212° F., or more slowly at lower temperature, it falls to a light incoherent powder, with occasional lumps of undecomposed rock. In this condition it is readily mingled with coal-dust or any like reducing agent, and requires no other preparation for the muffle than the use of the shovel, to mix it well with the reducing agent. As it is a remarkably good non-conductor of heat, it was obvious that the mass, to be heated through in a reasonable time, must not be too thick, while the weight of the mass must be sustained in a way to avoid undue strain upon the walls of the muffle. These walls must be as thin as practicable, to favor the more rapid transmission of heat, and must, therefore, be so con¬structed as to admit of being stayed on the sides at frequent intervals to resist the lateral thrust of the very mobile mass of pulverulent ore, which, for obvious reasons, must be charged at the top and drawn from the bottom of each chamber. These considerations led to the form adopted, viz., two vertical muffles, standing upon very strong bridge tiles, seen in longitudinal section, on the line E, F, and in plan in Fig. 3, on the same plane. INTRODUCTION Deformations and failure of rock masses in elopes, foundations or tunnels can be caused by water pressures. On the other hand, deformations of a rock mass affect the flow of water (and hence water pressures) by changing joint apertures. Including the coupling between flow and deformation effects is therefore important both in assessing the stability and deformation of a rock mass and in determining the amount of seepage taking place through it. The model that will be presented hare treats the coupling of the flow and deformation behavior of a rock mass. Deformations are modeled using the Rigid Block Method (Distinct Element Method) (Cundall, 19741, that is by assuming that the rock mass is composed of rigid blocks with deformable contact points. Flow is modeled by recognizing its discontinuous features, as occuring in a system of interconnected conduits formed by the joints. The program can also deal with problems involving free-surface flow. Example problems involving representations of rock masses are presented. Coupled flow modeling of interconnected conduits should be contrasted to equivalent-continuum models on the one hand and to pipe network models on the other hand. Continuous models substitute an anisotropically permeable continuum for the discrete flow that occurs in rock joints. Pipe or parallel plates represent the other extreme of existing models; they account for the discontinuous character of the flow problem, but cannot model rock mass deformation and failure. "The Tooele plant is situated at the mouth of Pine Canyon, five miles northeast of Tooele City. The site forms one terminus of the Tooele Valley railway, which runs southwest through Tooele City to Warner, a station on the Los Angeles and Salt Lake Railroad, thirty-five miles southwest of Salt Lake City.An aerial tramway, four miles in length, crosses the Oquirrh Mountains and connects the plant with the Bingham district.The plant consists of a lead-zinc flotation concentrator, lead smelter and copper smelter.SAMPLING MILL The mill is a standard Taylor and Brunton sampling mill, built in two sections, each with a capacity of 100 tons per hour. The building is of steel and concrete, 40x84 feet. A well-equipped pulping, sampling and drying room is attached.All ore is sampled here and then distributed by conveyors to cencentrator, lead smelter and copper smelter bins.CONCENTRATOR This flotation mill is arranged in two units of 500 tons capacity each, one equipped with Callow pneumatic flotation cells, the other with Mineral Separation sub-aeration machines.The feed is maintained as uniform as possible by bedding, after coarse crushing at the sampling mill. Standard practice of ball mill grinding and classification is followed."

Listed among strategic and critical minerals for stockpiling, mica is an important raw material in electronic and electrical equipment industries. Each year large quantities are consumed in the manufacture of television and radio tubes, radar sets, generators, transformers, electric toasters, and irons. Crude mica, which comes from the mine in crystals or in rough books of various shapes and sizes, is known as run-of-mine or book mica. Structural imperfections, impurities, rough edges, and defective laminae are removed by cobbing, rifting, and trimming to produce a marketable block mica or film mica. After the rough books have been hand-cobbed to remove adhering rock, dirt, and crushed or defective mica they are rifted, or split. In the U.S. a straight-bladed knife is generally used for rifting. Products of this operation are classed broadly as untrimmed sheet mica and scrap.

TO those who are in a position to carry the thought to a conclusion, I would like to present a theory of the cause of blisters in ' galvanized sheets. Blisters that are caused from piping and shrinkage cavities will not be considered, because the reason for their formation is entirely obvious. Blisters that periodically occur, with no apparent system of location, number, size or grouping, and then disappear with no apparent change in manufacturing method, are the ones to which this theory would apply. Examination of blisters of the latter type has shown that they contain hydrogen gas at atmospheric pres-sure, and that occasionally traces of oxide or sulfide are found on the inner surface of the blisters. These two characteristics have led to the rather general idea that hydrogen gas generated in pickling, and that iron oxide supposed to be inherent in the ingot and causing weak spots, were, in some manner, responsible for the development of blisters in galvanizing. The theory which I wish to advance is that these blisters are caused by moisture that has penetrated the steel after the annealing operation. This moisture comes from the atmosphere, or from pickling or wash-ing, and when it is suddenly expanded into superheated steam in galvanizing, the increase in volume is so great that it cannot escape with sufficient rapidity through the small opening which it entered as moisture. The pressure so generated forces the sheet apart along those lines of lamination that may be found in practically all flat sections of steel rolled comparatively cold.

Cyril w. Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. Considering the hazard involved in mining operations, statistics show that a very small percentage of accidents is chargeable to electricity. These accidents do represent quite a large percentage of those that are preventable and they are the direct result of the introduction, for purely economical reasons, of a dangerous element. The introduction of electricity in mines should decrease the hazard, and in no case should electricity be applied to the mechanical operation of equipment if by so doing the dangers incidental to mining are increased. The greater number of accidents are the result of persons coming in contact with exposed conductors at potentials varying from 258 to 508 volts direct current. The use of alternating current at higher potentials than these is quite common in large mines, but it is very rare that an accident happens from this source. This is explained by the fact that where these high voltages are warranted, proper precautions are taken, and the installations are directed by those who fully appreciate the dangers incidental to the work. Direct current is in much more general use than alternating current because of its adaptability to haulage locomotives and the low cost of installation in small operations. We are, however, coming to a more extended application of alternating current for the operation of mechanical devices used in connection with mining. Our underground direct-current wiring system is an evolution from the surface trolley and feeder systems. This is probably due to the fact that our earlier successful applications were electric locomotives, which required the use of a trolley wire. The trolley current has been almost banished from industrial establishments on the surface because of the hazard involved, yet we use it indiscriminately underground, where the dangers from accidental contact or fire are infinitely greater., This does not mean that the underground trolley systems should be eliminated, but it does imply the proper safeguarding of such equipment as is necessarily a part of the trolley systems. It is a fact that the men now employed in the installation and maintenance of mining equipment may be in many cases incompetent or not thoroughly familiar with the work, but they are the men who must do the work and, in order to do it properly, it is necessary that they be educated

RICHARD A. CONKLING (communication to the Secretary*).-Mr. Hager says that his results on the correlation of well logs in the north Cushing field are the opposite to those of the author. Can he, then, explain why the structural dip of the formations increases with depth, as Dr. Ohern, in his criticism, sets forth that it does, and as all who have worked in these fields will admit, if the shales thicken on the crest of the anticline, as he says they do? We are willing to agree with Dr. Ohern that there is some evidence of a slight unconformity below the Bartlesville sand and think that we can prove, from a specimen in our office, that .this unconformity comes at the base of the Bartlesville sand in the south Cushing pool. On the Ingalls dome, in the southeast corner of Township 19 North, Range 4 East, however, we get results the same as those given by the author on Cushing. The Ballard well in the center of the Northeast Quarter of Section 33 is just 10 ft. higher, structurally, according to tile, surface contour, than the Ringold well -in the center of the Southwest Quarter of Section 34. The dip in the Bartlesville sand, between these wells, is 40 ft. and the dip on the top of the Mississippi lime is 75 ft. This also might be accounted for, partly by the unconformity, but the author used the interval between the top of the Oswego lime, which is about 420 ft. above the Bartlesville sand, and the oil horizon found in the lime in the Ballard well-just mentioned above-to find the depth at which the same oil should be found in a well in Section 5, Township 22 North, Range 3 East, 25 miles North. Using this interval below the Oswego in the former well, we predicted within 2 ft. where they would find the oil in the latter well. Of course, we know that it was accidental that we missed it only by 2 ft., but if there were much of an unconformity in this interval it would be more of an accident if we came within 100 ft. of the depth. Since it can be proven from most of the structures in this section that the clip continues to increase downward, below the Bartlesville at least, to the Mississippi lime, it does not seem necessary to the author to try to prove otherwise that the depth at which the shales will tend to thicken on top of a fold, has not been reached above the

HE who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be entered under such authorization are thereby segregated from the reservation, and the Indian title is extinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royalties from such mines, and provided that all coal within the nation should remain the common property of the tribes. Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient.

I desire ho put on record a fact in relation to the effect of man ganese on pig iron which I have never seen in print, and which may, perhaps, not have been observed by anyone except myself. In 1875, while experimenting on the production of ferroman ganese in a blast furnace, I had burdened the furnace with a charge which I calculated would produce a 15-per cent. spiegel. The fur nace was very hot, having been running for a couple of days on a very light burden, and making a burnt iron, preparatory to the experiment I proposed to make to produce a high grade of spiegel. I calculated that the charge would begin to work in the fur nace in about twelve hoars after it was put on. After the -lapse of that time I commenced to watch the furnace carefully, but found little or no change in the appearance of the metal, although there was a very decided change in the cinder, showing that the man ganese ore had come in work. The iron was quite gray and very tough. The character of the cinder was good for a spiegel cinder, and 1 could not imagine where the manganese was going to, as it (lid not appear to be in either metal or cinder in anything like the quan tity indicated by the charge. The next morning things were still in the same condition. The furnace was very hot, the cinder good, and the iron very gray. I was then sorely puzzled. I had never heard of a gray iron with over 4 or 6 per cent. of manganese, and had no notion that an iron with more manganese could be gray and tough. With great difficulty a piece for chemical test was broken from a pig. Not less than a hundred blows from a heavy sledge were required to break it off, I took the specimen to the shop and directed that some borings from it should be brought to the laboratory, as soon as possible, whither I myself at once repaired to put things in readi ness for a rapid manganese determination. In about half an hour the machinist came in with the iron specimen in one hand and about a dozen blunted and broken steel drills in the other, saying that it mas impossible to drill the iron. There were several little depressions in the iron, which was malleable enough to be indented by the point of the drill, but not a chip had been cut from it. MAGNETITE mining and milling in the Eastern States was sharply curtailed in 1938, production showing a decrease of 36 per cent from 1936 and 57 per cent from 1937. Six mines, one in Pennsylvania, two in New York, and three in New Jersey were in operation, either part or full time, during the year. In recent years ten Eastern magnetite mines have been more or less active but since the World War the market for Eastern ores- has been spotty. The scrapping of Eastern merchant pig iron furnaces, imports of cheaply mined duty-free foreign ore, and high freight cost have been contributing factors.

FACED with a scarcity of labor in its operations at Alma, Colo., the London Mines and Milling Co. has been employing women for several months in its sorting and crushing plant. The results so far obtained indicate that women can be used successfully and to good advantage on a number of various jobs around the surface plant of an ordinary mine. Eight women are now employed as sorters to pick waste out of the ore as it passes by them on a sorting belt. After a short period of breaking in they have become adept at their work and are doing better work than that formerly done by the class of labor obtainable. They are continually warned and instructed, particularly from the standpoint of safety and their physical strength.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

A letter from Mr. E. F. Cykler, Secretary-Treasurer, informs us that the Engineering Societies Club of Hawaii has been established, and that a member of any one of the following organizations is eligible for membership in the Hawaiian club: American Society of Civil Engineers, American Society of Mechanical Engineers, American Institute of Mining Engineers, American Institute of Electrical Engineers, American Society of Naval Engineers, American Railway Engineering Association, American Society for Testing Materials. The main purpose of this club is the entertainment of visitors from the various national organizations above mentioned, and the Secretary will be glad to hear from any one who is making a trip to the Hawaiian Islands.
