THIS discussion relates to the distribution of coal under the direction of the U. S. Fuel Administration beginning Apr. 1, 1918. At that time a definite method of ' controlling and directing distribution was put into effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel. Administration by Dr. Garfield about the. first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would- he necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving, them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S. Union Carbide has recently developed two open- pit vanadium mines in the Wilson Srpings area of central Arkansas about five miles southeast of Hot Springs. The ores from these mines, together with those from a larger vanadium deposit at nearby Magnet Cove, are processed at a new 1600- tpd plant built by the company in the immediate vicinity (Fig. 1). The Wilson Springs vanadium deposits are associated with the Potash Sulfur Springs intrusive, a circular igneous complex which is exposed over an area that is somewhat less than a mile in diameter.1 The complex has a crude ring structure similar to that of the larger Magnet Cove instrusive six miles to the east.2

E UGAR RICKARD comes of a long line of mining men and was born at Pontgibaud, France, in 1874, where his father was then in the course of his professional work. Later his father came to California and was until his death prominently connected with milling in that state and Nevada. Edgar Rickard grew up at Berkeley, attended the University of California, graduated in 1895 from the mechanical engineering course, and remained a year longer for post-graduate work in the College of Mining. His first job was as assarer for the Mountain Copper Co., Keswick, Cal., in 1896. The following year he was assayer and surveyor for the Cornucopia Mines, Oregon. In 1898, he joined the staff of the Venture Corporation, London, and for two years made examinations for them in various parts of the world. He served as mine manager at Cripple Creek and at the Briseis tin mine, in Tasmania. From 1901 to 1905, he was general manager of the Progress Mining Co. in Lower California, but when his cousin, T. A. Rickard, bought the Mining and Scientific Press he was persuaded to come to San Francisco as business manager of that periodical. A few years later the two cousins went to London and started the Mining Magewine there as a joint venture, Edgar being the business manager. In 1915, he took over control, T. A. Rickard returning to California to devote his time to the Mining u.rbd Scientific Press. In 1917 Edgar Rickard sold out to his British associates and came home to serve in the Food Administration through the war. Rickard was one of the first of the American engineers called to his staff when Herbert Hoover began his relief work by helping stranded Americans home at the be- ginning of the war and he has been with him constantly since in the Commission for Relief in Belgium, the

FROM the initial Bunker Hill smelter operations in 1917, to March, 1930, only 50 per cent of the ore production of the Bunker Hill and Sullivan Mining and Concentrating Co. was handled at this plant. Since the date last mentioned, the total mine production has been received. The old lead refinery was equipped with four 105-ton drossing kettles, three 110-ton softening furnaces, four 105-ton desilverizing kettles, three 100-ton refining furnaces, one 150-ton round refined lead-storage furnace, one 75-ton residue furnace and one hand-operated casting wheel. This equipment, with the exception of the residue furnace, could not adequately handle the increased tonnage in addition to the regular supply of custom ore. It became necessary either to install additional furnaces and kettles or to rebuild the entire plant, installing equipment of greater capacity.. The latter course was chosen, partly because of lack of space for additional equipment but mainly because of the more economical operation of larger units.

As our society grows in complexity, it becomes more urgently incumbent upon scientists and engineers to bring their experience to bear on the solution, not only of technical problems, but also on socio-economic difficulties. It is to this field that I have directed a large part of my energies. Raw Materials Basic to the Economic Process There are certain premises, frequently overlooked, which bear emphasis. As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. This principle has been expressed as: "All productivity is based on three factors: (1) natural resources, whose form, place, and condition are changed by the expenditure of (2) human energy (both muscular and mental), with the aid of (3) tools."*

THERE was a time when the selection of fire brick was .left to the judgment of the head bricklayer of the plant, whose choice was not unaffected by a box of Christmas cigars from a friendly salesman. But the days are past when it was generally believed, with complacent philosophy, that bricks were bricks without much distinction, and should be bought on a price basis alone. Gone, too, is the belief that in certain types of industrial work the eventual failure of refractories was assured. Modern metallurgical practice, with its trend toward handling larger tonnages at higher temperatures, demands the use of refractories that cannot be supplied by random guess. The logical development is to inquire into the properties of the brick to be purchased, and this resolves itself into the use of specifications. In 1925, the General Refractories Co., with the active support and hearty cooperation of some of its larger customers, established a laboratory, at its Baltimore plant, for testing and research in refractories. This was the outgrowth of a growing appreciation of the value of research in the refractory field. Since then the work has become more involved' and the aims more ambitious, so that the present laboratory now employs a staff of 11 men working, under the direction of trained refractory technologists, on problems of research as well as the routine control of manufacture. It is believed s that `this type of laboratory is a comparative novelty among refractory manufacturing plants. It handles the testing and research work for all the 15 plants of the organization. Being at one of the works has the advantage of making it possible to carry on large scale plant tests on new products after the preliminary laboratory tests have been successfully completed.

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. APPLICATION of seismic methods to the location of buried channels in placer mining is fairly common knowledge, yet some of the facets of seismic refraction surveys have remained obscure in their application to mining. This description by a member of the U. S. Bureau of Reclamation team investigating bedrock at the Oso Dam site, may offer a lead to wider application of the method for bedrock determinations in engineering of mine and mill plants, tailing disposal, and water supply. It may also offer assistance in planning geological exploration in areas covered by overburden. Pertinent, and perhaps more than passingly significant, is that the seismic survey of the Oso dam site started at noon and was completed the afternoon of the next day. Location Oso dam site is on the Navajo River, Archuleta, County, Colo., 30 miles southeast of Pagosa Springs, Colo., 10 miles northwest of Chama, N. M. Bedrock at the proposed dam site is Mesa Verde Formation, Cretaceous age sandstone. The nearest good sandstone exposure is about 5/8 of a mile upstream from the location of the seismic determinations. The material above bedrock is sand and gravel with sandy loam soil covering benches above the river. The site appeared favorable, after a geologic and topographic reconnaissance, but overburden thickness was unknown. Exploratory drilling was not contemplated in the near future so a short seismic investigation was selected as the most suitable method of determining depth to bedrock. Field Procedure Geophysically, a seismic depth investigation is simply the measurement of depth from ground surface to the top of a layer which transmits seismic waves at a higher velocity. In this case the high-velocity seismic layer tentatively correlates with the Mesa Verde sandstone. Field procedure required a seismic explorationline or "spread" with 12 geophones set at measured intervals. Explosive charges were buried at few feet in the ground and detonated at shotpoints near the ends of the spread, and at intermediate points. The time of travel of the seismic waves from the shotpoints through the ground to each of the geophones along the spread was measured and recorded photographically with equipment housed in a field truck. The seismograph on each spread provided a time-travel graph. From it were computed the speed of seismic waves in various layers below the surface and depth to each different seismic layer below the shotpoint. In the case of the Oso dam site it was possible, in addition, to determine the depths below certain geophones, because there were only two seismic layers involved. Interpretation In seismic exploration waves are refracted from the top of layers which often correspond to divisions between subsurface formations. When drill holes are available the geologic logs offer a means of correlating stratigraphic breaks with seismic layers, improving reliability of seismic interpretation in terms of depth to bedrock or other geologic terms. There were no drill holes available in the case of the work at the Oso dam site. Geologic conditions appeared favorable for seismic technique because of excellent contrast in seismic wave velocity between the overburden and the Mesa Verde formation. The upper layer had a velocity of approximately 2500 fps and was interpreted as overburden, the lower layer had a velocity of approximately 9000 fps and was assumed to be the sandstone. These velocities are of the order expected in these materials. The seismographs obtained at the Oso dam site were excellent. The energy from the shot came in strongly at each geophone, giving an easily read record. Time-travel graphs plotted from wave arrival times were uniform and made interpretation comparatively easy. In Spreads 1 and 2 near the river the lower velocity layer was 12 to 15 ft deep. For the spreads on higher ground, or the bench south of the river, it was from 15 to 29 ft deep.

The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1'Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government's glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • ' " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said 'land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

IN common with many other companies engaged in the mining and processing of ores, research has always been an important activity of the United States Smelting Refining and Mining Company. Much of this research has been carried on at the various plants of the Company by the operating staffs, and over the years has been an essential factor in developing new methods and improving existing methods of operation. In 1917 arrangements were made with the Massachusetts Institute of Technology under which the Company had the exclusive use of one or two small laboratories in the then newly constructed MIT buildings and the use of the metallurgical laboratories, subject of course to the Institute's needs. After about two years this work was temporarily discontinued but was resumed in 1920 under the direction of G. H. Clevenger, consulting metallurgist for the Company, who recently retired. Becoming cramped for space, the laboratory was moved to a location near MIT on Amherst Street, Cambridge, in 1924. Establishment of a general research laboratory in metropolitan Boston naturally followed from the fact that the head office of the Company was located there and that the library facilities available for all types of research were, and are, unsurpassed. The disadvantages in carrying on research at great distances from the operating units of the Company were always apparent, but with widely scattered plants this disadvantage could not he overcome.
