THERE are sufficient arguments and evidence to indicate that boron should be adsorbed to existing austenite grain boundaries during the austen-itizing treatment. Accordingly, it is possible that boron contributes to the hardenability of heat-treatable steels by the reduction of the interf acial energy of austenite grain boundaries, at which sites are nucleated heterogeneously the decomposition products of austenite. Such a reduction in interfacial energy would reduce the total energy that can be borrowed in these heterogeneous nudeation processes and thus retard the initiation of transformation. The Puget Sound Section met at the Arctic Club, Seattle, Wash., on Jan. 20, 1917. Sixteen members and five guests were present. Dinner having been served, the meeting was called to order. A letter from secretary of Associated Engineering Societies was read, requesting payment of this section's assessment to the quarterly budget, and upon motion it was voted that the Secretary-Treasurer be instructed to pay this assessment. It was moved and carried that this section join with the Chemical Society in a meeting. At the, close of the business meeting, Mr. Asa C. Baldwin gave an illustrated lecture on the "Alaska Boundary Survey." On Feb. 24, the Puget Sound Section again held a meeting at the Arctic Club, 16 members and three guests being present. Chester F. Lee, as member of a committee representing this section in the joint council of the Associated Engineering Societies, reported that by lots it had been decided that the term of service of said committee would be as follows: Chester F. Lee, two years; George. Watkin Evans, one year. Following adjournment of the business meeting, Prof. Joseph Daniels, of the University of Washington, delivered a very interesting lecture on "Milling Practice of The Alaska-Castineau Mining Company." The constraints which are being imposed on metallurgical operations in respect to the environment and worker hygiene are having a substantial influence on the various processes which are being studied and developed for future use. The unit process of solvent extraction can be no exception. It is therefore vital that sufficient be known about the effects of a solvent extraction process in terms of its environmental and hygiene impacts before the process gets to the construct- ion stage. The purpose of this section is to bring these matters to the readers' attention, and to indicate, albeit briefly, some of the problems, and what we know about the effects, of SX processes from an ecological point of view. J. H. HEGINBOTHAM, a, metallurgist of the General Engineering Co., talked on "Current Milling Practice at Kirkland Lake," at the December meeting of the Utah Section. The ore is enough alike through the whole district so that some generalizations and comparisons may be made. The question as to whether or not the flotation process should be used in the flowsheet for extracting gold by cyanide solutions is still being vigorously debated, and it will seemingly need some years for a definite answer to be given. Most of the gold is either free, though much of it is finely dispersed in quartz, or occurs with pyrite. At times there may be 2 per cent of telluride compounds in the ore, but the amount of gold telluride present is small and has not been definitely established. It has been shown by Dr. Haultain and others that though gold tellurides may be so finely disseminated that it is necessary to grind the ore exceedingly fine, the compounds themselves are not difficultly soluble. (An increase in temperature helps to dissolve tellurides, and also to settle pulps.) It is likely that if the ore were ground through 400 mesh, practically all of the gold would be soluble. EVERY intelligent and practical investigator of minerals says that copper ore is found in various regions of the world and that among others Italy is very rich in it. But very little is mined there, perhaps because of a cowardly Italian avarice which has the power to make us lazy and indolent in carrying out those lofty and fine designs which should reasonably make us proceed swiftly, or perhaps because we are not prone to attempt extraordinary profit but only undertake those enterprises in which we are certain of a return on our investment. The reason for this might also be found in the meager possibility of success, which, since these things are not easily attempted because they are enormous undertakings of doubtful outcome, cools the spirit of men and in place of enthusiasm introduces the fear of loss, the fear of having to sacrifice not only time but also the work and money invested; then they think of the difficulty [II] of discovery, of the impossibility of full ownership, and of the necessity of excavating the mineral marrow from the hardest bones of the mountains with the brawn and efforts of men. To this is added the fear common to many that in attempting such things they may be called fools by certain ignorant and dissolute persons, and it seems better to them to be praised for becoming rich through usury and by many other infamous and illicit methods than to lay themselves open to the danger of censure from such as these. But there are those who deserve still greater censure, particularly princes and all rich and powerful persons, and theirs is an even more useless error than that of those who refrain for the above reasons. If the occasion and means present themselves for both attempting and continuing such a profitable and laudable affair as mining ores and if they hesitate solely because of cowardice or because they give ear to the bayings of ignorant hounds, or if because of their own willfulness they wish to remain prisoners of a detestable and ugly avarice, then this is their own loss.

Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the, Institute itself has five major awards to make annually for excellence in technical papers, as follows The Robert W. Hunt Medal and Prize, The J E Johnson, Jr Award, The Lewisohn Platinum Prize to senior members, and the James Douglas Medal ROBERT W HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1 The award shall consist of two prizes, first of a gold medal, second of a sum of money, a certificate to accompany each prize The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee consider¬ing the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improve¬ment of production and quality of material. 3 A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the award subject to approval 4 The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute 5 The recipient of the award shall be designated "The Hunt Medallist " This prize is administered by the Iron and Steel Committee

THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

ARSENIC and orpiment are two mineral substances of a similar kind, and they are by nature pure, without admixture of other species. In regard to their apparent qualities we shall say that their composition is scorched, well-purified earth; and because of a certain subtlety and easy digestion they penetrate very easily into fused metals, indeed they act in such a way that they corrupt and convert almost into another nature any metal with which they find themselves. Orpiment and arsenic act in almost the same way as do tin and mercury. With these the fraudulent alchemists blanch copper, brass, and even lead to the whiteness of silver. According to the physicians they are in fourth part hot and dry. They are also corrosive because of certain powers; indeed, they are a most powerful poison to the life of all things. Arsenic is found in white and citrine colors. Orpiment seems to be a separate thing, although both are formed in the same ore and both are in lamellae or scales. THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

The visitors to the October meeting will be given opportunity to visit the coal fields in Illinois, adjacent to St. Louis, the steam-shovel operations near Pittsburgh, Kan., and the Oklahoma oil fields. The coal mines of Illinois, Missouri, Kansas, Oklahoma and Arkansas furnish fuel over all of the central region of the country. Especially at this time, this district is of importance because of the necessity of producing enormous quantities to meet the country's demand. Some of the mines produce as much as 5,500 tons in 8 hr., and. the total output of Illinois, alone, in 1916, was 63,000,000 tons. Visitors may see elaborate underground electric tram systems, large underground machine repair shops, surface plants equipped for rapid loading, and some of the most modern coal-washing installations. The conditions for mining here are somewhat simpler than in the east.

(San Francisco Meeting, September, 1915) IN this paper on the recovery of mercury as sulphide, from the residues from the amalgamation and cyanide treatment of high-grade ores and concentrates, I will not discuss the many reactions, chemical and other- Fig. 1. wise, that take place in the general process, but confine myself more particularly to the methods of recovering the mercury. I submit charts of two amalgamation-barrel charges, Figs. 1 and 2, which are self-explanatory. The flow sheet of the high-grade and the mercury extraction plants is shown in Fig. 3.
