I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

POSSIBLY in no other of the non-ferrous mining districts of this country has the use and develop-ment of mechanical loaders been carried to such an extent as in the "lead belt" of Southeast Missouri. It has become apparent to the four mining companies in the district that it is imperative to apply satisfactory mechanical methods to the chief remaining stage of the entire operations-mining, milling, smelting and refining-in which manual labor is still largely used to handle material in process. With increasing wages and with the reduction of the metal divisor by the extension of mining into lower-grade orebodies, the shoveling cost per ton of lead produced has become relatively so large that in an effort to reduce it there is ample justification for considerable capital expenditure. Hand shovelers load about 18 tons of ore per shift and the average grade is less than five per cent. lead. Further, the ore is relatively heavy, about 21 cu. ft. to the ton when broken, and is often so coarse and so closely compacted after shooting that it requires much more block-holing, sledging, and muscular effort to shovel than, for example, does the cherty and more granular ore of the Joplin district or the finer ore in the headings of a drift mine. No mining company desires to pay for mere back muscles if it be economically feasible to avoid it, and labor saving machinery should be susceptible of operation by older employees, who are no longer capable of the more strenuous manual occupations.

INASMUCH as the arrangements for the preparation of the review of progress and new developments in the field of industrial minerals (non-metallics) were not made until early December, the writing of this review could not be completed in time to appear in this issue and will, therefore, appear in the February issue. However, we desire to call attention to the steadily increasing importance of this group of mineral substances. The recent book, "Industrial Minerals and Rocks," published by the Institute, lists 47 principal varieties of nonmetallic minerals to which may be added several more of lesser importance. Because of the wide variety of uses to which many of these industrial minerals are put, it is difficult to classify them into categories, but to mention a few examples which indicate the widespread industrial employment of these minerals and their products, one may cite: the use of limestone, gravel, sand, clay products, lime, cement, and gypsum in the construction industry; fluorspar, lime, salt, borax, and sulphur in the chemical industry; diamond, corundum, emery, garnet, flint, quartz sand, tripoli. and diatomite in the abrasive industry; fluorspar, limestone, and magnesite in the metallurgical industry; clay, feldspar, fluorspar, flint, chalk, and limestone in the ceramic industry; and asbestos, gypsum, mica, vermiculite, magnesia, diatomite, and rock wool in the heat, sound and elec-

A new process for the treatment of silver crusts from desilverization of lead has been developed by Societe de Penarroya. The zinc contained in the crusts is recuperated by vacuum distillation at low temperature. The use of special retort crucibles is avoided. AT Noyelles-Godault the Parkes process (zinc addition to a silver-bearing lead melt) is used to desilverize lead bullion from the blast furnace. The crust which rises to the surface of the bath is removed and pressed by a well-known process in a press of the Howard type. The pressed crust, called zinc crust or silver crust, contains 10 pct Ag, 30 pct Zn, and 60 pct Pb. It is melted under a salt bed in a small, narrow, and deep kettle heated only in its upper part. A liquid concentrated alloy is obtained which is called T.A.C. in France (triple alliage concentr6) analyzing approximately 25 pct Ag, 65 pct Zn, 8 to 10 pct Pb, and 1 to 1.5 pct Cu. This T.A.C. is a real metallic alloy, completely deoxidized, and can be stored indefinitely. The process used at Noyelles-Godault consists in distilling this alloy in a tight furnace, under low vacuum and at low temperature, so that only the zinc distills and is condensed into liquid form. The residual silver-bearing lead is almost entirely free from zinc and oxidized dross. The vacuum dezincing equipment, see Figs. 1 and 2, consists of: 1) A furnace, constituted of a casing of steel plate lined with refractory bricks, heated internally by means of graphite resistors. The temperature of the furnace is measured by a thermocouple device and controlled by an automatic temperature regulator which acts upon the flow of the current passing through the resistors. Two doors, numbered 1 and 2 in Fig. 2, are provided for, one for charging the T.A.C., the other for tapping the high silver-bearing lead. 2) A condenser, and an ordinary room lined with good heat conductor refractory material. This condenser is provided with a graphite resistor which serves to bring to temperature when starting the furnace. A thermocouple records the temperature of the zinc melt and controls the temperature in the furnace, that is, the flow of current through the resistors, by means of the above mentioned regulator, so that the distillation rate in the furnace does not exceed that of the condensation. The condenser is connected to the vacuum pump by a filter. The whole equipment should, of course, be fluid-tight. The operation is carried out under a vacuum of about 10 mm Hg.

JOHNSON, JR., New York.-It seems to me that it ought to be somebody's job to tie these notch tests with the reversed-stress tests, because the thing that causes failures in structures, in a great majority of cases, is where the material is stressed repeatedly up somewhere near the elastic limit, and the repetition of that stress seems to bring about what I suppose you may call a growth of crystals and that eventually develops into a break. It seems to me that it would be of the greatest value if there could be a coordination of the results of a shock test of some kind with the reversed-stress test, so that we could be sure that a material that had shock-test resistance would have reversed-stress resistance. Myriad problems face all of us in the next decade. Vietnam, poverty, and pollution are perhaps the most pres- sing. A lesser one but still vital to us as a Nation is the slow hut apparently relentless extinction of the mining, metallurgical. geological and petroleum engineer. Are we doomed to take our place in the crossword puzzle with the moa. to be defined like it as an "extinct bird"? Or can we reverse the trend perhaps, in the next decade? The plain fact is we are an endangered species, and must resign ourselves to virtual extinction in the 1970's unless the trend is reversed. Probably, many of us have felt the problem will solve itself if left in the in-basket long enough, believing, that the trend will reverse solely on the basis of demand for these disciplines. This approach has not worked up to now, it gives no promise of working in the future, and furthermore, the problem has been in the in-basket much too long. The point is simply this: What can each of us do as an individual, or as part of a company, a State agency, a Federal agency, a university, or an organization such as AIME?

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. WHILST most of the silver- and copper-bearing veins of Butte have characters somewhat similar, the Gagnon vein has certain rather remarkable features which are not noticed in any of the other mines. The silver-veins proper, as illustrated in the Alice, Lexington, Moulton, and many others, have certain well-known typical characters. Manganese is always present in variable quantities as rhodocrosite or rhodonite, associated with quartz, pyrite, and sphalerite, and with little or no copper. The copper-veins also have certain mineralogical characteristics, which are very similar, or different only in minor points. Chalcocite, chalcopyrite, bornite, enargite, with variable quantities of pyrite, may be said to represent the general mineralogical features of these lodes. C. E. Murphey, Jr., has presented a relevant, simplified comparison of drill string response when drilling with and without bumper subs. His point that drilling without bumper subs gives conditions further from resonance is valid. Thus, drilling from a floating vessel without bumper subs is undoubtedly feasible, especially when the heave motions of the drilling vessel are small. When these heave motions become large, an evaluation of the magnitude of the change of bit weight is a requirement for a realistic comparison between using and not using bumper subs. As Murphey states, this evaluation should include the effects of damping and presence of drill collars. The analysis would be similar to that presented in our Appendix, but is far beyond the scope of this Reply. ***

This regiment, originally known as the First Engineer Reserve, will be remembered as the one recruited in New York City through the efforts of the Joint Military Committee of the National Engineering Societies. It was sent to England in August, 1917, and, after a few clays, forwarded to France and attached for immediate service to the British Expeditionary Force, without any opportunity for further field-training. This circumstance has led in some quarters to the impression that the regiment was one of engineers and mechanics merely, and had never been drilled under arms; whereas, in fact, it had received such instruction at Fort Totten for some time previous to its embarkation. It is true that in the famous affair of the German counter-attack after Byng's victory near Cambrai, the men of the Eleventh Engineers fought with pick-axes and tools, as well as with rifles borrowed from dead or wounded soldiers; but that was because they had left their own arms in camp, while doing the railroad-building work to which they had been detailed. The accomplishment of that work is really more remarkable than the behavior of the men under a German surprise-attack. It was before that counter-attack, and immediately after Byng's advance, that Field-Marshal Haig issued his despatch, announcing that the engineers deserved as much credit for that victory as the infantry, having performed miracles in keeping the railway transportation up to the fighting line. Indeed, the subsequent scrimmage, of which so much has been said, was ?Date possible only by the extraordinary position of the engineers at the very front, instead of in the rear, as might have been expected of them. A letter recently received from an officer of the regiment says: We have only recently been receiving the New York papers of early December, in which our regiment seems to have received much favorable mention. The stories were, in the main, true. Our men behaved themselves creditably, and certain of the officers received special mention for valor. Two of our 2d lieutenants were pro-moted to 1st lieutenant rank by special orders of General Pershing for "gallant con-duct in action," and about four others would have been decorated by the British,

The electrical resistivity of rocks has been studied quite extensively, in particular, the effects of temperature and confining pressure on resistivity. References 1 through 6 at the end of this chapter pertain to electrical resistivity of rock and contain further references on the same topic. The present study is motivated by an interest in determining the in-situ properties of rock as well as the stress state of the rock and how these quantities are changing with time. Most of the previous work on the electrical resistivity of rocks has been directed toward saturated rocks at relatively high confining pressures and temperatures. The present study was oriented towards air-dry surface rock that might occur in mine pillars. The mean stress and temperature under such conditions are comparatively low. It has been demonstrated that the resistivity of rock is highly dependent upon the porosity. In fact, for saturated rocks, a relationship referred to as Archie's law has been established between porosity and electrical resistivity. In the case of saturated rock, the property that is actually being measured is the resistivity of the solid/fluid system. Since the resistivity of the fluid alone is usually much lower than that of the dry rock, it is understandable that the resistivity of a saturated rock is in general several orders of magnitude lower than the resistivity of a relatively dry rocli. For dry rock, it seems reasonable that the electrical resistivity should increase as microcracks open within the material. Since microcracks open as material is stressed closer and closer to its failure point, it appears that there should be a correlation between electrical resistivity

(communication to the Secretary): As one who in youth, now nearly half a century ago, had the privilege of participating in the initial explorations which have alreacly resulted, within a single lifetime, in the establishment and Development of a vast continental empire, so well described by Dr. Douglas, I may be permitted to supplement with some additional details the comprehensive sketch given in his paper. Before the War Department, in 1853, sent out the Pacific railroad exploring parties, Fremont had already made his memorable expeditions, exploring the Great Basin and the passes into California; Sitgreaves had traversed, from east to west, the Zuni and Moqui country; and, still later, Emory had examined the region along the boundary-line between the United States and Mexico. The services of these pioneers deserve to be mentioned in even an outline of the history of continental development. Hunt, Chicago, Ill.:—It has been my good fortune to know of this development of Mr. York's for some time, and I think he will permit me to say that this is not the first demonstration that he has made of his method for rolling difficult shapes, and which, as he has stated, had in the past been regarded as practically impossible. I have good reason to know that Mr. York has been successful on other lines, because I myself went through a period of professional disrepute for having reported favorably on his methods, which received discredit up to the time that it was practically demonstrated that his claims were true ones. Years ago Mr. York built a mill at Duluth, Minn., for the production of structural shapes, and notably of what might be called balanced beams—beams that did not have flanges of restricted width. His scheme was to produce beams with flanges so wide that they could be used in place of built-up beams. The mill, of course, went through the difficulties that such a mill would have to encounter. I mas called upon to make an examination of the property and report. These beams were rolled on a universal mill—a mill which would admit of various-sized sections without change of rolls. I was convinced that Mr. York could do it, and I so reported. Having received condemnation and ridicule for having taken that position, later on I was glad to find that Mr. John Fritz had come to the same conclusion, and had so reported. I concluded we both could rest content, while awaiting developments. Later still, as we all know, there was another difficulty that Mr. York met with—namely, that the architects or structural engineers would not accept his proposed sections. That is still a great difficulty in America. Later, the Grey mill came into successful operation in Luxemburg, producing such sections, which are being used in England and on the Continent. SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:
