THE salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley-the home of the Cahuilla tribe of Indians-is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 ft. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. The depression is topographically the northern end of the Gulf of California, from which it is now separated by the delta of the Colorado river, extending practically from the mouth of the Gila river across the valley to the coast mountains on the west side. We may conclude that the imprisoned salt water was gradually displaced and freshened by the inflow and outflow of the river, so that the lake was changed to fresh or brackish water, with enough salt in it to give a bed at the bottom upon

The accuracy of the method of steady-state approximation applied to the problems of heat transfer involving phase change (London and Seban's solution) is improved by defining a "modified heat of fusion" which accounts for the effect of specific heat. An analytical expression for this modified heat of fusion is derived in terms of the actual heat of fusion, specific heat, and surface temperature. Numerical solution for the freezing of iron indicates that the ratio of the modified heat of fusion to the actual heat of fusion increases from 1.04 to 1.4 as the surface temperature decreases from 2700° to 1600°F. The heat transfer process accompanying solidification is complicated owing to the moving solid-liquid interface where the latent heat of fusion is released. Exact analytical solution is available only for a few special cases of freezing problems such as Stefan's1 problem. In a commonly used steady-state approximation method, London and seban's2 solution, the effect of specific heat is neglected. This approximation, however, may introduce some degree of error in mathematical analysis when the temperature of the solid surface is much lower than the freezing temperature, as in the case of freezing metals. In a recent work by Robertson and Schenck,3 the problem of freezing a semi-infinite region with finite surface conductance was programed in a digital computer through the finite difference method. A family of curves for the correction of the London-Seban solution was given in a dimensionless plot for different ratios of heat of fusion and specific heat effect; it was shown that the London-Seban solution when applied to the freezing of a mild steel slab under some particular conditions gave results in error by about 10 pct in the solidification rate. Although the Robertson-Schenck computer result has improved the London-Seban solution to a great extent, lack of generality and the tedious computing procedure have restricted its application. In this paper a "modified heat of fusion" which accounts for the effect of specific heat is defined, and is used instead of the actual heat of fusion in the London-Seban solution. An analytical expression of this modified heat of fusion in terms of the specific heat, surface temperature, and actual heat of fusion is derived by comparing the solutions of Stefan and London-Seban for the case of freezing of a semi-infinite region with constant surface temperature. It can also be extended to the case with finite surface conductance, and the results show good agreement with the Robertson-Schenck computer solution. The expression of the modified heat of fusion, the accuracy of the London-Seban solution, and the temperature distribution within the solid are presented graphically in dimensionless form. Numerical solution for the freezing of iron indicates that the ratio of the modified heat of fusion to the actual heat of fusion increases from 1.04 to 1.40 as the surface temperature decreases from 2700° to 1600°F.

THE dynamometer herein described is a modification of the one invented by Mr. Samuel Batchelder, of Boston, nearly forty years ago, a description of which may be found in the Journal of the Franklin Institute, 1843, vol. xxxii,.p. 277, and in the Scientific American of August 31st, 1878. The modification consists in providing a method of making an automatic record, and of indicating more minute variations of the power transmitted. The improved dynamometer was designed by the writer in 1877, and was built a few months since by the Class of 1879 of the Stevens Institute of Technology. The accompanying cut, taken from the Annual Announcement of the Stevens Institute, represents the dynamometer without the recording attachment. It consists, as shown, of two stout cast-iron frames, held together by bolts in bearings, in the top of which frames run two shafts, each carrying a pulley at its outer end and a bevel gear-wheel of 45' at its inner end. One of these shafts is the driving-shaft, connected by belt to the engine or other prime mover; the other is the driven shaft, connected by belt to the machine driven. The power is transmitted from one shaft to the other through two other bevel-wheels of 45' gearing with the first, the shaft common to them and on which they run freely being at right angles to the axis of the two shafts first mentioned, and carrying at one extremity a heavy pendulum. The bevel-wheels being connected, as shown, and the power being applied to the driving-wheel, the two intermediate wheels with their common shaft have a tendency to revolve around the driving-axis, which tendency is a measure of the force transmitted, and is resisted by the moment of the weight of the pendulum. Higher education is in serious trouble in the United States. With increasing costs threatening to create a taxpayer's revolt, serious thought must be given to determining whether or not we can continue to afford our present educational policies. Disinterested students with little aptitude are pushed into over- crowded universities by well-meaning parents, but they lack real objectives beyond achieving that great status symbol-the degree. Advanced degrees are heaped upon the baccalaureate degree, and the pursuit of the pure and social sciences continues at the expense of engineering and technology.

I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The full report of this meeting is given in the Bulletin for December, 1915. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915. his volume records the "clay symposium" that featured the geology side of the Annual Meeting of the Institute at St. Louis, February 19-22, 1951. The symposium consisted of four sessions held under the joint sponsorship of the Geology Subdivision and the Industrial Minerals Division AIME and the Society of Economic Geologists. Its main purpose was to define or outline certain problems of clay and laterite genesis, and the papers herein, which were presented at the first three sessions, deal for the most part with individual deposits or special problems. The fourth session was a seminar concerned almost wholly with a discussion of "problems." The discussion follows the papers in the volume. The clay symposium was not the work of an appointed committee. It was thought up and inspired by John J. Collins, who so ably supervised and co- ordinated the mining, geology, and geophysics program for the 1950 annual meeting of the Institute. After requesting Dr. A. F. Frederickson to get material together on clay and laterites for the St. Louis meeting, Mr. Collins visited Dr. Frederickson and discussed this project with him in greater detail. By that time their interest and enthusiasm had spread to others in the field. The Geology Subdivision, the Industrial Minerals Division, and the Society of Economic Geologists by common consent turned over the organization of the program to Dr. Frederickson. Mr. Collins continued in active touch with Dr. Frederickson and gave him every assistance. Dr. E. C. Harder and Dr. W. D. Keller read all the material comprising the symposium, and their comment was made available to Dr. Frederickson, who did much to put papers and discussion in final shape for publication. To the Karl Eilers Memorial Fund--one of the Funds that enables the Institute to publish books of this kind, to the authors of the various papers, to the contributors to the discussion, and to Messrs. Collins and Frederickson the Institute and readers of this book are indebted.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

ROCK-DRILL steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, maintenance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted. The human respiratory tract is an apparatus for the interchange of gases between the air and the blood. An important part of it are mechanisms to prevent the apparatus from becoming clogged with dust particles that are inhaled with the air. These mechanisms are adequate to protect the organ against most dusts, but silica and at least one of the silicates, asbestos, are tissue poisons which initiate changes in the connective tissues of the lung, incompatible with function. Silica is concentrated by the phagocytes in contact with the connective tissues of the lymphatic drainage system. An overgrowth of connective tissue occurs which interferes with the function of this system. More dust that may be inhaled can no longer be effectively eliminated from the lung. It accumulates in the functioning part of the organ and excites the formation of characteristic fibrous nodules and bands. These changes seriously impair the respiratory function. The shadows of such changes cast upon an X-ray film of the lung are discussed. The reaction to silica in the lung produces a marked increased susceptibility to tuberculous infection. It can be reproduced and studied in the experimental animal and has been observed repeatedly in human beings. Asbestos dust also causes fibrosis in the lungs but the mechanism of its development is different. The fibrous dust settles along the irregular walls of the terminal bronchioles. In this location it excites the formation of cuffs of scar tissue. This contracts and shuts down the tubes, resulting in a collapse of the air spaces distal to the obstruction. Such a condition in itself is a cause of fibrosis. The two causes, immediate reaction to the dust and collapse of the finer air spaces, bring about a generalized diffuse fibrosis. This reaction is not so regularly associated with increased susceptibility to tuberculosis as with silicosis. The case against sericite as a cause of silicosis has not been proved. Experimentally, sericite-free quartz will produce nodular fibrosis. Silicon carbide and aluminum oxide are quite inert in the normal animals. The former apparently increases susceptibility to tuberculosis in animals but whether the same is true in human beings awaits demonstration.

At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.

By taking advantage of the fundamental difference between screening and classification—namely, that specific gravity has no effect on screening but is one of the important factors in classification—a combination of the two may be used as a process of mineral concentration. Although this fact is not new, so far as is known it has had little or no commercial application. The scheme is not presented now as a process for producing finished products but rather as a preliminary operation rejecting part of the barren material from an ore before it is subjected to more costly treatment. That is largely the function of the new heavy-media concentration processes that have been widely accepted. Original installation costs for the present sink-float processes are relatively high, however, which confines their use to operations where large tonnages are handled. Sink-float has been successful on only the relatively coarse (approximately plus 10-mesh) portion of an ore, and it is in this same range that classification screening can function most satisfactorily. Theoretically, there is no upper limit to the size of particles that can be handled in a sink-float operation, but the degree of liberation in the very large pieces usually limits this. With classification screening, particles from % to % in. would be the largest that could be handled, but the lower range could be extended somewhat below 10 mesh. In order to take full advantage of the difference in specific gravities of the minerals being separated, sorting in the classifier should be under as extreme hindered-settling conditions as possible. Laboratory tests have been made on a galena ore and on an artificial mixture of quartz and magnesite to determine the separations that may be expected. Although more than one scheme may be followed, in these tests the separations were made by cutting the underflow from the classifier as a concentrate and then screening the overflow. The screen oversize was rejected as a tailing. Classification was done in a hindered-settling teeter column and screening was done by hand, using the standard 4 2 series. The accompanying flowsheet gives the testing procedure followed.

This account of a contrivance which has been found serviceable in practice may be of interest to engineers, and especially to those engaged in hydraulic mining. In that process, one feature which seems at first sight to possess little significance, is highly important in its effects—namely, the regular supply of water to the " giants." The chief condition of this regularity is an even flow in the pipe-line from the penstock to the nozzle.' This, of course, requires that the penstock be kept full. Any considerable surplus of water, overflowing at the penstock, is a simple waste, unless it be otherwise utilized in the sluices. At all events, it does not affect the delivery of the nozzles. But a deficiency at the penstock may admit air into the pipe; and this may produce hydraulic recoil, injuring the line by incessant vibrations, giving rise to leaks, and even to blow-outs, and (when a partial vacuum exists at the time of the fracture) the collapse of the pipe. An accident of this sort in our main pipe-line, occasioned partly by a settling of the ground and partly by the presence of air in the pipe, led to the employment of the device here described. The line referred to is made of 30-in. pipe, successively reduced to 18 and 15 in. in diameter, for the supply of two giants. By reason of the causes above mentioned, the 30-in. pipe burst more than 1,400 ft. from the penstock, and, despite the air-valve, the 30-in. pipe was collapsed to such a degree that one length of it, next to the penstock, was squeezed together and positively swallowed by the main pipe, through which it traveled for 750 ft., piercing through a short elbow on the way. This remarkable result was undoubtedly the effect of the vacuum suddenly produced when the pipe burst.

INTRODUCTION One may have heard about how various projects were financed or certain companies were successful in obtaining a bank loan, but there are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of debt financing sources available to finance minerals operations (see the next Chapter 11), but these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to many minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. LOAN APPROVAL PROCESS The initial stages of the loan approval process should begin long before the bankers, and the organizations they represent, enter upon the scene. The loan approval can be broken down into six stages: 1) Generation 2) Preparation 3) Presentation 4) Evaluation 5) Approval 6) Documentation As you can see in Figure 1, the bank is only directly involved in the second half of the process. The perils in obtaining financing for the smaller minerals venture are primarily in the first three stages, not the last three. The minerals venture making application for a loan can, in almost every case, improve its chances of success by carefully planning and preparing itself and the information that will be required of it in the loan approval process. Generation This first step in the process is deciding on the need for a loan. (Earlier papers in this Book and in Chapter 11 provide some guidance.) It is surprising how many ventures confuse the need for money with the need for a loan. Suffice to say that the equity investor risks both the timing of the yield on his capital and, ultimately, his capital. THE separation of minerals by flotation can be regarded as a rate process, with the extraction of any one mineral determined by its flotation rate, and the grade of concentrate by the relative rates for all the minerals. So regarded, the significant variables for the process are those that control the rates. These variables are of two types, the first describing the ore and its physical and chemical treatment prior to flotation and the second characterizing the separation process in the cells. This paper will examine the variation in rates for a group of separations, will show that a simple rate law appears to govern, and will consider the relation of the control variables to the rates. The use of rate constants for evaluation of performance and efficiency will be discussed.
