IN my review a year ago I pointed out that a small coal-mining companies as well as large had decided that the so called ?central shop? was a benefit. These central shops replaced in a large measure the commercial shops operated by those who have no direct connection with production of cod. Central shops in this time of salvage and major repairs have proved their worth. In addition, many of the larger companies had in their central shops equipment available for the production of many thousands of parts for our vast war machine and, as subcontractors, are doing this type of work. This is a real contribution to the war endeavor. Lack of new supplies has resulted in exhaustion of those stocks formerly stored or hidden in underground shanties. In the 1970’s, several plants have been built and others are in the design stage which use solvent extraction for recovery of copper from acid leach solutions. Other plants are presently being built for the recovery of nickel and cobalt from laterite ores by prereduction and ammonia leaching. A review will be given on the materials of construction for these leaching and solvent extraction processes. Many plants have factors in common which permit selection with a greater degree of accuracy. Based on pilot plant corrosion data, effective use of materials of construction includes proper selection of materials, substitution of lower cost plastics for alloys, and selection of materials resistant against chloride stress corrosion cracking.

The Free World uranium market is now characterized by production nearly twice that of consumption result- ing in a rapid build-up of uranium inventories. Low- cost production from high-grade deposits in Australia and Western Canada will gradually add another 10 to 15 million pounds U308 annually into Free World production throughout the 1980's. This latter material cannot be absorbed in further inventory build-up and can only displace higher cost production. The result is a restructuring of the Free World producer industry. United States and Eastern Canadian producers have the higher cost production which gradually will be displaced from the market during this decade. As United States production declines, United States utilities must increase their reliance on foreign supplies in order to meet their needs. This paper reviews the elements that will cause the restructuring of the Free World producer industry and the expected response of the United States utility industry to that developing situation.

I HAVE told you of two parts of the mould for guns. You lack the third, which is the one for making the breech. This, in addition to being a part that is always ornamented with some piece of sculpture to make the gun beautiful, is that part which forms the bottom and closes the whole mould. It is also the one that sustains the entire burden of the bronze, and it must therefore be made with great consideration and diligence, taking care to make it strong with clay and with iron bands. Various methods are used in making this. Every master does as he knows how, either preferring to do it quickly or delighting to make his work ornate and beautiful. His choice also depends on whether they are to be just artillery or occasions for artistry. There are some who, if the guns are of a round form, make the pattern for the breech on a lathe, either of wood or of clay. If they are fluted, they make the flutes by hand in wood or clay, following the pattern of the board. In a part that perchance might not come out of the mould, they put some tallow underneath or make it entirely of tallow or wax so that it will come out. Likewise, if they wish to make cornices or other projections these can be put on either in wood or in clay. In the same way they also apply leafwork of clay or wax so that it can be taken out by hand or with the fire.

As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the' 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. For, convenience of the members a summary of the additional in¬formation is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general. cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. Callow-Type flotation cells, with various modifications, have been employed at the Hayden concentrator since 1917. Other flotation machines, such as matless-air and mechanically agitated types, which have been tested in competition, have failed to handle tonnages or give metallurgical results equal to the modified Callow-type cells on the Ray ores. The original type consisted of wide, deep launders with a relatively flat bottom constructed of porous concrete, through which the air was introduced into the flotation pulp. These cells were constructed to handle the tailings from the gravity concentrating process and no special attention was given to pre- conditioning the pulp ahead of flotation.

Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

Dear Sir: In connection with the official notice of Dr. Raymond's unanimous election by the Directors as Secretary Emeritus, we wish to place upon record certain statements concerning his services to the Institute which we think have not been published., and may not be generally known to the majority of our fellow-members. When the Institute was formed in 1871, Dr. Raymond acted as Secretary of the Founders' Meeting, and became the first Vice-President of the Institute, and, by request of the aged and beloved David Thomas, who was the first President of the Institute, Dr. Raymond discharged all the duties of the office of President, to which he was later formally elected in 1872, and which lip held for three years. During that time, he visited Europe, and through his acquaintance and reputation abroad, established those international relations of the Institute which proved so important in later years. He also enlisted the support of the mining engineers and metallurgists of the Pacific Slope, who would not otherwise have been disposed to join a society originating in the East. And for twelve years he attended; at his own expense, nearly every meeting of the Institute, wherever held, giving to it without remuneration his best service, and sacrificing for it many professional and private interests.

"IRON for iron" may soon be the primary concept of Mexico's mining industry. If reports that President Adolfo Ruiz Cortines intends to extend federal control over mining are true, Mexico will export iron ore to the U. S. only in return for machinery. Actual exporter will be the Federal Government, with negotiations through the Bank of Mexico. Shipments of iron ore, under this kind of arrangement, can be tightly controlled, assuring that machinery and heavy equipment instead of dollars are the means of payment. Expansion of this policy in the next few years can be expected according to reports.

The writers are to be congratulated for their excellent paper on a subject dear to the hearts of manufacturers of cold rolled sheets. Gary Works produces rimmed steel ingots up to 53,000 pounds teemed 91 inches high in 31 x 84 inch molds. By the writers' definition, this puts us in the small mold category, and a comparison of their adopted melt shop practice with our established rimmed steel practice discloses not a dime's worth of difference between us. This should give comfort to the writers for we at Gary have- never encountered the frequency of white line rejections as described in their paper.

MUCH the same story can be told for the lead industry for the year 1945 as for the three previous years. In response to inquiries as to new developments, invariably the answer has been, "No new developments-our men either too busy with the man-power problem or trying to get production out." Time and efforts of industry have been concentrated for the most part on war or readjustment problems. Now that V-E and V-1 day have passed, the lead industry can justly be proud of its record in World War II. As in previous wars, lead played an important role and one of its most spectacular uses was in the production of the atomic bomb. We read that the part lead played was rather obscure, but as a protective agent, lead played a most significant role. "Since the materials in the Pile Plant are intensely radioactive, all storage and handling must be done behind thick concrete walls or lead shields. The material is never seen and all operations are auto matically controlled by a foolproof remote control system especially designed for this purpose." (Chews. & Met., Sept. 1945.) INTRODUCTION AND BACKGROUND Because of the potential for large reserves from increased production in the eastern Devonian shales, the Department of Energy (DOE), Morgantown Energy Technology Center (METC) selected these materials for the application and evaluation of existing and novel well stimulation techniques. One technique selected for further study was pulse tailoring, or tailored pulse loading, i.e., shaping the input borehole pressure history to produce a specific fracture pattern and to increase communication with the reservoir. The complexity and expense of in-situ mineback experiments prohibits direct evaluation of pulse tailoring in various geologic formations. An alternative approach used by SRI International consisted of evaluating fracture enhancement by computational simulations with supporting laboratory experiments and using data from field tests by other agencies to validate the computational model (McHugh and Keough, 1980). Laboratory experiments were conducted on core samples to determine fracture phenomenology and parameters and to verify material properties. The fracture parameters were obtained from posttest measurements of fracture distributions and correlation with stresses calculated by a wave propagation code. Model development was guided by these experiments and similar experiments in various materials performed by other agencies. The validity of the modeling, parameters, and scaling was evaluated by comparing fracture patterns from field tests with calculational simulations.

Five factors are required for the formation of uranium deposits: a source, transporting medium, host, trap, and preservation. Locating and evaluating uranium deposits requires ail integration of methods and techniques to determine if the above factors are present. A typical exploration program consists of selection of a favorable area, field reconnaissance, land acquisition, and target definition and evaluation. Target definition and evaluation utilizes a combination of geologic mapping, geochemical surveying, geophysical surveying, and drilling and logging. Each overlaps the others to some degree.

Soluble sodium silicate materials have well known applications in flotation for desliming, selective depression and corrosion control. Recent advances in the understanding of the complex polymeric nature of silicate solutions using NMR spectroscopy, combined with our studies of the effects of polymeric silicate anions on metal ion activities in solution, oxide mineral surface charges and surfactant adsorption on clays are related to beneficiation processes. The results of these studies indicate the sodium silicates can be used to cause a solution chemistry and particle surface charge characteristics favorable to enhanced effectiveness in typical ore beneficiation systems.

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.
