There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause. THE native methods of mining and milling gold-ores in Korea may not present any specially new features, but are chiefly interesting as primitive practices, still followed at the present day. In mining where the rock is hard, wood is piled up near the face of the tunnel or drift and then set on fire. The fire bums for twenty-four hours, after which, three or four days are given for the rocks to cool, before the miners go in and extract the loosened material. The only tools in use are a hammer, a steel gad about five inches long, and a flat spoon-shaped basket. The pay-streak or chute is closely followed, and in places the workings are very small and intricate. Rock not yielding more than $6 per ton is not extracted. The manner of opening a mine is to begin on the outcrop, where the rock pays, sink a shaft or run a tunnel on the vein, and follow the pay-streak and more easily worked ore. When this is exhausted, or the influx of water interferes, the opening is abandoned and operations are begun again at a new spot on the outcrop. The place usually selected is as high up on the mountain as possible, and in no instance is advantage taken of the topography by running a cross-tunnel to tap the vein. The ore is brought in baskets to the surface, and there placed in sacks, holding about 150 1bs. each, and taken to be crushed. The rock is first crushed between two stones, as shown in Fig. 1. The upper stone is oval and rounded on the bottom, so that it can be readily rocked on the under stone. Two pieces of wood, used for handles, are placed, one on each side, in grooves in the upper stone, and held in position by means of straw rope. The lower stone is not smooth on top, but exhibits three elevations running lengthwise, with shallow depressions between them. The middle elevation acts as a fulcrum on which the upper stone may be rocked. From two to ten men, according to the weight and size of the stone used, are employed in rocking. With four men, from 300 to 350 lbs. of rock can be crushed per day, the stone making 50 complete oscillations per minute. The men squat on each side of the stone and move it to and fro by means of the wooden handles. The ore is fed, in pieces up to the size of an egg or even larger, by one of the men. In situ mining offers a new and proven method of exploiting sedimentary uranium deposits. The feasibility and economic evaluation of exploiting a uranium reserve by either open pit or underground mining should also include a similar study for in situ mining. This report compares the economics of mining several hypothetical uranium deposits at various depths, grades and reserve sizes by open pit and in situ mining. The evaluation process evolved establishing, where possible, common geological and logistical parameters to both methods of mining. The various assumptions that are unique to either open pit or in situ mining were also drafted, where possible, as equal and common functions to be used in each economic evaluation of the reserve models. After the various parameters were defined, they were programmed to an economic analysis of the various hypothetical uranium deposits by the selected mining method. From the vast array of cost evaluations, total capital and operating cost per pound U308 produced, DCF-ROI, and total net profits before State and Federal taxes were selected as the most meaningful results to compare. From the various geologic parameters used, it was determined that the economic viability of a mining venture is most sensitive to a depth-grade thickness ratio. The three selected evaluation products were plotted against the various depth-grade thickness ratios of the hypothetical uranium deposits. The results of the economic cost analyses show in situ mining generally to be a better method to maximize total net profits and to maximize return on investment.

MORE has been said about the iron and steel situation on the Pacific Coast than has been done .about it; but perhaps as much has been done as conditions have warranted. The production of finished steel in an amount sufficient to take care of the local demand for certain sizes and shapes is an established industry on the .coast. The amount .and the variety of products, so made, changes with the demand or them which is largely dependent upon the growth in population. An increasing demand will not always increase the quantity of steel produced locally because the cost of production may rise so -high as to let in steel from the outside. The reason for this is that all of the steel made in the West comes from steel scrap, the supply of which is .limited. From the standpoint of the metallurgist, it would. be desirable to subititute pig iron for some of ' the steel scrap, but this cannot be done profitably because the pig iron now available is too expensive. In other words, the large future demand for steel and pig iron on the Pacific Coast must be supplied by reduction of ores in the West, unless we are to be content with paying high transportation costs for material produced elsewhere. ."

THE first meeting" of the Iron and Steel Division was held Tuesday afternoon, Feb. 17, with nearly 100 men present and C. B. Murray as chairman. This was a round table discussion of iron ore beneficiation and of its relation to blast-furnace operations, and only one paper was presented, by Clyde E. Williams. Mr. Williams discussed the future of the Lake Superior district in its relation to the iron and steel industry. He stated that although estimates had shown that the total life of the present known iron ore reserves of the Lake Superior district was 20 to 30 years and that many believed that as a result of this depletion foreign ores would be brought to the Atlantic Seaboard, thus causing a displacement of the steel industry to the East, he believed that the Lake Superior district would continue to be the important producer of iron ore used in this country for decades beyond the predicted time before the exhaustion of the present known reserves. He described the three general types of ores that required concentration and pointed out the needs for research and the proper methods to be used in processes for the beneficiation of these low-grade materials. He discussed the effects of fine concentrates and the use of agglomerated ores in the blast furnace. This general summary led to interesting and valuable discussion on the various economic, ore-dressing, and blast-furnace problems in large-scale development of beneficiation. Perry Harrison described recent developments in sintering and the properties of iron ore sinter. T. B. Counselman and W. H. Coghill discussed the merits of classification of iron ore previous to tabling. Robert Faulkner and J. E. Little described the beneficiation plant of the Bethlehem Steel Corporation.

Discussion of the paper of B. H. Dunshee, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 30, August, 1913, pp. 1511 to 1531. GEORGE E. MOULTHROP, Butte, Mont.:-The recording for the first time by Mr. Dunshee, in a readily usable form, of the various systems of square-set framing applied in the Butte district is a valuable contribution to mining information. The many different methods of framing employed, due to the individual ideas of superintendents and foremen of segregated companies, have given full opportunity to determine the best framing for the conditions as found in these mines, and the final adoption of a system uniform for all the mines has come about through a study of these various methods and an experience covering a period of many years. The sawed 10 by 10 in. and 12 by 12 in. timbers undoubtedly give the best satisfaction; and the style of framing the sawed timber that under all conditions has given the best practical results is that used in the Anaconda group and other mines, described and recommended by Mr. Dunshee. In this framing the posts have a horn 2 in. high and 6 in. square, the cap end having dimensions of 3 by 6 in. Instead of the framed girt shown in the drawings of the Anaconda group, the 6 by 10 in. girt adopted at some other mines, which fits into the cap and post framing with no other preparation than cutting the timber to the necessary length, fills all the necessary requirements for strength and affects a material saving in timber and labor. This, as Mr. Dunshee states, is without doubt the type of framing which would be adopted as a standard for 10 by 10 in. sawed timbers if sawed timber sets were to be used in the future generally. But saw-timber for the mines was becoming scarce and expensive, and round timber for the square sets furnished an alternative which provided, at greatly reduced cost, material which in every way supplied the requirements of the mining conditions. The use of the round timber with a satisfactory framing makes available a conveniently located and large source of supply which up to this time has served no useful industrial purpose. Particularly is this true of small timber, which is still standing in great quantities in the forests where the trees more desirable for commercial purposes have already been cut and marketed.

The discovery well in the Rock River field, in Carbon County, Wyoming, came in May 1, 1918. The field is on a large anticline having more than 1500 ft. of closure and production is obtained from three sands of the Dakota group. At its peak, production approximated 10,000 bbl. daily and is now averaging 2200 bbl. Total production to Jan. 1, 1930, exceeded 12,500,000 barrels. So far as known to the writer, Rock River was the first light oil field in the Rocky Mountain region to be produced under what we now term unit operation. Though this type of operation was not popularly acclaimed by the oil industry, the Federal Government and the public until many years after the inception of development at Rock River, the officials of the Ohio Oil Co. when acquiring this property were fully cognizant of the economies to be effected by unit ownership and the consequent elimination of competitive drilling and producing of wells, and had this in mind at the time. Thus unit management was introduced in this field at an early date by this company. Area and Management Fig. 1 shows the location of all wells drilled on the Rock River structure and the outline of the productive area as now defined, which amounts to 1380 acres. The hachured line indicates the area now under unit ownership; originally a much larger area was so owned but leases have been canceled as progressive development indicated their lack of oil. The management and operation of the entire productive area is handled by the Ohio Oil Co., which owns the majority working interest. The Continental Oil Co. with a 20 to 35 per cent. interest in much of this acreage, and smaller interests owned by others in some of the leases, constitute the remainder of the ownership. In a paper by Abrahamson and Alexander concerning a series of correlations between electronic structure and property changes, it was hypothesized that each solute atom in a dilute solution had a characteristic volume of solvent atoms over which some form of electronic interaction occurred. From this description it is possible to picture the solute atoms as occurring in an ordered array for the most efficient arrangement. A recent review article2 has shown that some form of anomaly exists for a whole series of properties when dilute additions of tungsten are made to iron, of. Fig. 1. Any mechanism to fit one property must also be amenable to mechanisms for the other properties. The possibility of some structural change in this region appears to offer the best hope. The system chosen for investigation was the iron tungsten system. Zone-refined iron with zone-leveled tungsten additions were supplied by Materials Research Corp. as 3/8-in.-diam bars. Transmission electron microscopy was used to study the structure. One-quarter inch specimens of each alloy were cold-rolled to 10-mil sheets, cleaned, punched to electron-microscope specimen-holder size, and annealed in vacuum for 2 hr at 800°C and 2 hr at 700°C followed by a furnace cool. The specimens were attached to a platinum wire and the specimen edge and wire were painted prior to thinning in a solution of 10 pct perchloric acid in glacial acetic acid. It was believed that if ordering were present due to electronic interactions the polishing procedure chosen would provide a simultaneous combination of chemical attack and electropolishing to exhibit the ordered structure. The chemical attack would be expected to penetrate those areas equidistant from the tungsten atoms, while the electropolishing would serve to "plane off" the volumes where the chemical attack had taken place. If one of the ordered tungsten planes were parallel to the specimen face at the edge of the thinned hole, a plate or micalike structure would be expected. A typical result of this polishing is shown in Fig. 2. Here a series of plates can be seen lying one upon the other. In several other specimens the plates parallel to the electron beam have been observed, behaving like slices of bread in a loaf. These edge views coupled with moire patterns indicate that the minimum plate thickness is 37 to 42A. This is equivalent to a concentration of 455 at. ppm of W if a simple cubic superlat-tice exists, or one tungsten atom every twelve iron atoms on the ordered plane. It was further noted that the base iron exhibited no signs of platelike structure. As the concentrations increased above 100 at. ppm W the amount of plate material increased. The pH control system at Kennecott Copper Corporation's Nevada Mines Division concentrator consists of two independent systems, lime dilution and lime addition. Lime dilution is accomplished in a mixing tank where slaked lime and water are introduced proportionately. The desired dilution of the milk of lime is determined by the electrical inputs provided by eight pH probes, one per grinding section. The inputs are averaged and applied to a time base generator. The summation output of the time base generator determines the proportion of lime and water that are to be mixed and applies this input to a voltage sensitive switching device. The switching device provides a signal to one of two relays which will add either slaked lime or water, dependent upon the summation output. The entire cycle is based on a 2-min repetition rate to allow for sufficient mix time. Responsivity is controlled by maintaing a limited maximum solution level in the mix tank. Lime addition is controlled independently within each grinding section. The electrical input from the pH probe in a given section controls the solenoid valves which provide lime to each of the ball mills. The valves remain open within a time range capable of maintaining the pH of flotation feed at a given set point.

Recent economic and environmental setbacks have not slowed Occidental Oil Shale, Inc.'s program aimed at the commercialization of oil shale. In fact, the firm expects to have a 795 MI (500C) bbl) per day production unit working by the end of 1976. The key to Occidental's ambitious program is an in situ method that extracts the valuable oil by retorting the shale in place. The process will require practically no water and will leave the spent shale in place underground. Additionally, all plant operations are to be located within the mine. These factors thus serve to make the operation attractive from an environmental viewpoint, in contrast to proposed conventional schemes which call for extensive underground mining, crushing and grinding at the surface, and construction of a massive surface retorting facility.

WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. Production engineering has continued its rapid progress during the past year. Many engineering efficiencies long practiced in other industries are being rapidly accepted by the oil industry, and every branch of development and production work is undergoing study that is reducing the time and hazard in the drilling of wells even for greater depths, is securing better service from equipment, and is obtaining greater ultimate recovery from the reservoirs. Deviation of Drill Holes Deviation of drill holes probably has attracted greater and wider study than any other subject. Until about one year ago it had been given little attention. Some California operators knew the common magnitude of deviation, but Mid-Continent operators hesitated to believe that holes could be drilled so crooked. The great emphasis and publicity given to the seriousness of the problem resulted in the design of many instruments to record the deviation by chart or photograph. Instruments which would give the direction as well as deviation were not generally favored because of the grave fears of the legal complications which might result if the bottom of a producing well should prove to be on a neighboring lease. With all the instruments available for determining deviation, the use of etching on a glass bottle by hydrofluoric acid is still the most common method employed. The beneficial result of this earnest effort to drill straighter holes is proved by a comparison of deviation of wells completed recently with those completed over a year ago. The time of this change is arbitrarily taken as Jan. 1, 1929, as at that time the operators were aware of the deviation which usually occurred, and most of them were making some effort to reduce it. One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

The failure of finely-divided sulfide particles to respond to flotation has resulted in a significant loss of our natural resources. As mentioned by Professor Arbiter, the overall recovery of copper from porphyry copper ores is generally between 80 and 85 percent. The recovery of copper sulfides from these ores is about 90 percent, the difference in these recoveries being due to failure of oxide copper minerals to respond to flotation. The 10-percent loss of sulfide copper has not been studied. Losses are known to be in the fractions finer than 74 microns, but the sizes that are not responding to flotation have not been established. In the case of molybdenite, however, it is known that particles finer than about five microns are not recovered. Work in other systems, notably the hematite-quartz system, has shown that good flotation of very fine particles from natural ores is possible (1, 2). The size distribution of one ore that was researched is given in Table 1, and as shown, approximately 50 percent of the ore was finer than 10 microns. Flotation experiments were conducted with this ore, which contained 45 percent iron, utilizing octyl hydroxamate as collector and without any desliming (1). The results of these experiments are presented in Table 2. From the standpoint of mechanisms of collector adsorption, similarities exist between those occurring in the hydroxamate-hematite system and many xanthate-sulfide systems. .This is, multilayers of ferric hydroxamate are present on hematite under flotation conditions (1,3).

It is a matter of frequent record in the literature that manganese will desulfurize molten iron under proper conditions. Particularly has much been written with regard to this action in the mixer, and numerous reports have been published describing experiments in which advantage was taken of this phenomenon in order to obtain a purer iron for the open hearth. The question of sulfur elimination in the ladle has, however, received comparatively little attention. The reaction by which sulfur is removed is considered to be: FeS + Mn = MnS + Fe. The manganese sulfide, being but sparingly soluble in the iron, and of a lower density, will rise from the body of the metal and collect as a slag on the surface. It is therefore an action taking place solely in the metal, and independent of interaction between slag and metal. As will be shown later the presence of slag on the metal tends to offset the effect of manganese elimination. It is this fact which distinguishes desulfuriza-tion in the ladle from desulfurization in the mixer, for it has been shown1 that the amount of sulfur eliminated in the mixer is closely tied up with the composition of the slag. Experimental Procedure In order to ascertain the extent of and the factors controlling this elimination in the ladle, several casts were sampled carefully at the blast furnace and again when the ladles were being emptied, either at the mixer, open hearth, or foundry. VEINS of asphalt fill and seal vertical fault fissures at the surface of a large domal structure near Bejucal, Havana Province (about 19 miles south of Havana), so this structure was chosen, by Barnabas Bryan, for the drilling of a well on the theory that oil had risen from below the Cretaceous and had entered the porous sands of the Upper Cretaceous, which outcrop in three places within a radius of 12 miles. The asphalt in these fault fissures, he contended, had sealed them and thereby prevented further dissipation of the oil. Furthermore, he found, in the asphalt, specimens of sand and lime that were indications of its upward migratory character. Ralph Arnold, who discovered the Upper Cretaceous sand saturated with oil in the outcrop near Mariel, in Pinar del Rio Province, has compared the Bejucal structure with the Santa Maria field in California. The surface rock of the structure is Oligocene limestone and shales, thin, bedded and well stratified. This formation has, heretofore, been assigned to the Eocene with a thickness of 3000 ft. and locally called the Nazareno formation. Paleontologic examination of well cuttings, however, has disclosed Oligocene fossils at a depth of 1142 ft. and Upper Cretaceous fossils at a depth of 1541 ft., leaving approximately 400 ft. of very parenthetical Eocene. Whether there is any Eocene in this structure has not been determined.

Mexico's total oil production in 1943 amounted to 35,149,843 bbl. and in 1944 to 38,196,818 bbl., both being substantially larger than in 1942, when production was only 34,71j1547 bbl. Daily average figures are as follows: 95,111 bbl. in 1942; 96,301, bbl. in 1943; and 104,363 bbl. in 1944. The increase of 8062 bbl. in daily output from 1943 to 1944 was due to more refinery Tuns and an expanded volume in exports of refined products, although the export of crude oil decreased somewhat.
