(written discussion).-This paper reminds me that when I had an option on a Nevada mine, where the only orebodies assayed $4 gold, I went to San Francisco to learn the cost of putting broken ore in a 25-ft, vein on the mine cars, and sought Mr. Alfred Wartenweiler, who said "There is not a mine in California that can tell what it costs to move ore in the stopes." When building small mills in the mountains, and with only 30 or 40 employees, by entering in a log at night the work performed by each man, I have been able to plot the costs with the accuracy shown in this paper, and very good discipline it is. Cost of new construction and repairs is carefully kept by most companies, and is compiled after completion; probably the outlay of labor and material in pieces of work sufficiently important to call for blueprints is estimated beforehand, but numberless odd jobs of construction and repairs are so itemized. . Might it not be worth while, at a large plant, to have these smaller daily tasks described in advance in a central repair office, and then let inspectors look over the job, report time and material needed, and enter it in sufficient detail in proper ledgers, the men then being sent to accomplish it, and reporting when finished? The forecasts would soon be made quickly and correctly and would give the head mechanic, carpenter, and electrician easy supervision of their men, and the results could be seen at a glance by the managers.

Frequently in using a thermo-electric pyrorneter for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrorneter, I designed an adjustable stand, to hold the clay or quartz tube inclosing the platinum and platinum-rhodium leads that constitute the couple of the Le Chate-lier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading, This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in. water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. In the paper the authors show [(Fig. 12)] in diagramatic form a "typical vacuum filtration system." This indicates a drum filter with two filtrate receivers-one for mother liquor and one for wash liquor. Have the authors ever found a drum filter that will adequately separate mother liquor from wash liquor? I recall in about 1957 being superintendent of a major copper leaching operation treating oxide flotation concentrates. The plan was being expanded, and filters installed to replace CCD following acid leaching and primary thickening of the pulp. The design of the expansion allowed the mother liquor to join the thickener overflow as feed for the electrolytic tankhouse. The water balance required that only pan of the wash liquor could be electrolysed direct, and the remainder had to be treated by lime precipitation. The design assumed the mother liquor would have the same copper content (about 50 gpl) as in the leach pulp solution, and the wash liquor about 50% of this (25 gpl from memory). You can imagine my horror when, on starting up, the solution from the mother liquor receiver contained somewhat under 40 gpl and, from the wash liquor receiver, somewhat over 40 gpl. The filters were provided by two of the most reputable manufacturers and, in the end I believe they agreed that never before had they supplied rotary drum filters that would segregate the filtrates. By changes to the valve design we made minor improvements, but eventually decided that insufficient segregation of the filtrates was possible to warrant trying to do it. On further consideration I concluded that, owing to the time delay between solution passing through the cake and entering the valve, segregation was impossible, though radical alteration of the internal piping of the filter might have improved it. I would be interested to know if anyone has found a solution to this problem using a drum filter. If not, why go on publishing information that infers that it is possible?

DEPRECIATION allowances have become firmly rooted in our income tax structure both by legislation and by court decisions. Secretary of the Treasury Morgenthau has recently stated before the Ways and Means Committee of the House: A taxpayer who did not provide for depreciation of assets used in his business could not long remain in business and the income tax should be levied on the assumption that he will provide for such depreciation. The 1934 Revenue Act has now been enacted, the depreciation provisions of the 1932 Revenue Act having been carried forward without change. However, there has arisen, in connection with the preparation of this new Revenue Act, a determination by the Treasury Department to make certain changes in the future administration of the depreciation allowances that will affect all corporations, and mining companies in particular.

Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. This must be taken into account in plans for work in the country. While skilled workmen can be found it is to be noted that most of them have been trained

With the increasing industrial use of the method of transporting solids by fluids through pipes, a better understanding of the basic mechanics of a solid-liquid pipe flow system is essential. In this study the phenomenon of incipient motion of solid particles resting in a sediment bed on the bottom of a pipe is investigated. Since a system would fail to operate at the designed solid-liquid flow condition if it was not capable of operating through the transient initial flow phase, information concerning the starting transient is of great interest. An objective definition of incipient particle motion, derived from energy considerations, is first proposed. Using this the critical state is defined to describe the flow condition during which a solid particle can at least temporarily escape the sediment bed and move in the liquid. Postulated also in this study is that the condition of incipient motion can be reasonably well predicted by a consideration of particle equilibrium in a direction normal to the pipe axis. The incipient condition is considered to occur at the instant the force between the bed and the particle, normal to the pipe axis, is zero. Experimental measurements of incipient conditions are obtained for water flowing through a horizontal pipe with sand sediment beds of different thickness. These are compared to predicted values with good agreement.

SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

RECENT research work in the flotation concentration of minerals has been concerned mainly with flotation reagents and the mechanism by which collecting reagents are held to the surface of certain mineral particles. The fundamental question of why air bubbles cling to properly prepared mineral surfaces is usually dismissed with the statement that the surface is air-avid or water-repellent. In my article in MINING AND METALLURGY for June, 1932, I showed theoretically that surface tension relationships govern bubble attachment in Rotation. This explanation has not been accepted by many; probably be¬cause the difficulty of measuring solid-solution surface tensions prevented obtaining experimental evidence. If the surface tensions involved in the system [solution, mineral, air bubble] are responsible for attachment of the air bubble to the mineral, any change in the surface tensions should cause a corresponding change in the attachment of the air bubble. An example in which the mineral-solution surface tension could be varied was found with mercury. When mercury is in contact with solutions of certain electrolytes the surface tension at the contact of mercury and solution can be altered by electrical polarization of the mercury. The surface tension rises to a maximum as the mercury is given an increasing negative potential and then decreases with further increase in potential. The theoretical relation between the surface tensions and the attachment of an air bubble is given by the following equation:

THE first specimens of this material which came under my notice, as found in the State of Texas, were sent to me by Mr. J. C. Melcher, of Fayette county, soon after the organization of the State Geological Survey. I wrote him concerning it, and had the locality and manner of occurrence described, but 1 had no opportunity to visit and examine the deposit until the present field-season. Later, specimens were collected by Dr. Penrose and myself on a trip made by boat down the Rio Grande, from Eagle Pass to Hidalgo, in June, 1889. At the time of collection I marked the substance "Albertite," doubtfully, but, on examination, it proved to be nearer Grahamite. The geological horizon of the two occurrences is Tertiary. The first locality mentioned is in the upper part of the beds called by us Fayette beds, and provisionally correlated with the Miocene, or Grand Gulf of Hilgard's Mississippi section, while the latter is in the lowest strata of the Eocene which are exposed on the Rio

IN the last decade one of our oldest and largest non-metallic metallic mineral industries has been the subject of persistent technical research, the results of which are another example of the benefits following the systematic application of scientific principles. The consequent improvement in the technique of phosphate recovery represents the greatest material advance in the industry since the discovery of phosphate in Florida in 1881. Moreover, these successes have stimulated interest and development in numerous other nonmetallic industries. Strange as it may seem, and despite the fact that the phosphate deposits of Giles County, Tennessee, together with those of Polk and Hillsborough Counties, Florida, have yielded more than 50,000,000 long tons in the last twenty years, the mineralogy of phosphates has been given scarcely any space in our technical literature. For many years it was the general consensus that these so-called phosphate rocks represented a physical mixture composed principally of tri-calcium phosphate, together with smaller quantities of calcium carbonate, calcium fluoride, iron phosphate, aluminum phosphate and other less important constituents. More recent investigations, however, led to the conclusion that these phosphates really represent a complex mineral in which calcium, iron, aluminum, phosphorus pentoxide, carbon dioxide, and fluorine all form a definite part of the molecule. Colony, after a careful study, utilizing chemical, microscopic, and X-ray diffraction methods, reported that American phosphates consist principally of calcium-carbono-phosphate of the staffalite type.

THE preliminary study of electrochemical desul-furization performed by Ohtani and Gokcen1 left a number of points concerning the process to be investigated. Two of these were i) the determination of the effect of greater current and voltage on the desulfurizing Flower of acid slags (% CaO/% SiO2- 1) and ii) the possibility of the loss of silica in slag by the reactions 2C (in metal) + SiO2 (slag) = Si (in metal) + 2CO(g) and C + SiO2 (in slag) = SiO(g) + cO(g) proceeding to a point at which the composition of the slag was sufficiently altered toward the basic side so a1.s to noticeably affect the rate of de-sulfurization. The apparatus and the procedure used in the present investigation were the same as those used by Ohtani and Gokcen, except the control circuit was connected to 120 v dc instead of 24 v dc and thereby allowed greater freedom in choosing the values of both current and voltage. The graphite crucible containing the melt and serving as the cathode was 3-in. high, and was of 1 1/2-in. ID with a graphite bar of 3/8-in. diam and 8-in. length threaded into the bottom for electrical connection. THE Employment Bureau of the F. A: E. S., conducted under- the direct supervision of the secretaries of the four Founder Societies, has wanted to extend its activities and usefulness but it is operating right up to the limit of its budget; consequently, anything which requires the expenditure of more funds cannot be -undertaken, for the present. A great deal of time has been spent in recording, classifying, and interviewing the men listed, but owing to the business depression, only a comparatively small number of men have been placed' luring the last few months. There are men in New York from all over the country. What the Bureau needs is more positions available. With this in view, a number of high-grade engineers, themselves in need of employment, volunteered their services for a publicity campaign in the City of New York. A definite mode of procedure was evolved, and the success of the movement has been considerable, so much so that it has been thought well to call it to the attention, of members elsewhere, so that similar committees ' and campaigns might be organized in other cities. Following is a chronological arrangement of the methods used.

Greater progress than in any previous year was accomplished by the oil industry in New Mexico in 1936. The total number of completions in the state was 631, of which 549 were oil wells, 21 were hydrocarbon gas wells, three were carbon dioxide gas wells, and 58 were dry holes. The total oil production for the year was 26,804,446 bbl. Compared with the production for 1935 of 20,228,947 bbl., this represented a gain of 32.5 per cent. Of the total production, 25,337,382 bbl. came from Lea County. The average daily nonmarginal well allowable for that county was 115 bbl. the first of the year and 86 bbl. at the close. SINCE the discovery, of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost' absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. The calculation of metallurgical balances for precious metals is very dependent on a precise mineralogical understanding of the distribution of each element. Determination whether the precious metals occur as dilute solid solutions in major minerals is not always easy because of the relatively high levels of detection (9200-500 ppm) of the precious metals by the most common methods of in-situ analysis (e.g. electron microprobe). Particle Induced X-ray Emission (PIXE) analysis of sulfides from Izok Lake, N.W.T., Canada and from the Hilton mine, Mount Isa, Australia with a proton beam (proton microprobe) confirms solid solution of Ag in chalcopyrite from both deposits. In addition, chalcopyrite and sphalerite from Izok Lake both contain indium.

The first light of dawn was appearing through the window of the giant Pan American Boeing 747 as we crossed the Irish Coast on course into London's Heathrow Airport While still over Ireland, the plane began its descent and a few minutes later an announcement on the public address system informed us that we were coming up on Lands End. Cornwall, and would then begin our final approach into London. Barely visible below through the WISP). clouds were the Seven Sisters Lighthouse and the rugged cliffs of Lands End and Cape Cornwall, the westcrnmost point of England. Start at Lands End To a displaced Englishman, it seems amazing that technology has brought us to a point where large jet aircraft use Lands End as the starting marker for final approaches into London. It was not so very long ago that we considered the eight-hour car journey or the 12- hour train trip from London to Lands End as a major undertaking. Today, with the 180,000-lb thrust of four engines, this enormous aircraft transports 350 or more passengers that distance in a matter of a quarter of an hour. The incongruity of the situation is that the technology leading up to the development of the powerful jet engines used on: today's aircraft started with the ; invention of the steam engine which found its first commercial use some 300 years earlier in the mines of Cornwall 20,000 ft below.

In general, many problems relating to the exploitation of mineral deposits are probabilistic in nature. This derives from the fact that the geologic universe is inherently random. Probability theory and statistics have been found useful for forecasting the behavior of natural events that occur in the geologic universe. The objective of this paper is to outline the application of the theory of extremes to this forecasting problem. Consider the design of an underground structure or the design of a rock slope. The initial step is the formulation of the various possible structural actions which result from the geometry of the layout. For a given structural model, various intensities of behavior are possible depending upon the load, deformation, and material characteristic spectra, respectively. Of popular interest to mining people is the failure behavior or condition. A necessary feature of the analysis is the rupture strength of the material. Information on the rupture strength is derived from testing either in situ or in the laboratory and the usual outcome is a variation in the test results. This variation is overcome by constructing a frequency distribution of rupture strengths, and then determining a measure of central tendency and variability. The main feature of interest in the analysis is the failure characteristic and its percentage chance of occurrence. Hence, one is naturally led to examine those areas of a distribution curve which are termed the tails. The statistical concepts which can most efficiently handle such areas are contained within extreme value statistics.

The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years.
