All branches of our profession may look back 'with pride upon the patriotic service rendered by engineers during the war. That war has been won. The mortal danger which it threatened has been averted. But the effects of the torture inflicted by it still remain, a fever in the blood of the body politic. Fever begets delirium and, unless its course be checked, has a tendency to produce convulsions. The only safe course is to take immediate steps to allay the fever. The seat of the present trouble is industrialism; as production is at the foundation of civilization, a diseased condition there carries pain and consequent unrest into every member of the organism. Who shall supply the cure? Quack doctors, nostrums in hand, rush forward from all directions promising to perform miracles. But sane men know that no miracles, though invoked by star gazers of purest intention, will prevent or accelerate the orderly operations of the laws of nature and of human life. Delirium must be controlled by the firm, gentle hand of intelligent, sympathetic authority. Fever must be allayed first by removal of all poisons from the system, then by consistent ministration of cooling, quieting restoratives, then by simple, wholesome nourishment. Nature will, under such treatment, supply the permanent cure.

MANY papers and reports have been devoted to the geology and ore deposits of the Ducktown district, Tennessee, especially the complete report by W. H. Emmons and F. B. Laney, published as Professional Paper 139, by the U. S. Geological Survey. The present paper discusses the work of the geological organization of the Tennessee Copper Co., which is based on the field work of the above paper and the consulting work of W. H. Emmons. The Ducktown basin lies in the southeastern corner of Tennessee and extends a short distance into Georgia and North Carolina. All productive mines are contained in an area of 15 sq. mi. in the center of this basin, which is an undulating plateau at an elevation of 1650 to 1800 ft. above sea level. It is surrounded by the relatively high mountains of the southern Appalachian region. The rocks are of early Cambrian age. Deposition of the ores probably took place during the latter part of the Paleozoic era. The ore deposits are rudely tabular to lens-shaped bodies of massive sulfide, varying from a few feet to over 200 ft. in width. In general they all strike northeast and dip southeast at angles from 45° to 70°. Locally, where affected by folding and faulting, the variations in dip may be even greater. The lodes usually are parallel at distances of from one-half to one mile measured normal to the strike. The deposits are a replacement of a fairly continuous bed or a series of disconnected limestone lenses, highly folded and somewhat faulted, which probably represent the same stratigraphic horizon.

As we all know, the electric-furnace operation consumes practically 100 pct cold steel scrap. This is in contrast to the operation of the open-hearth furnace, in which 40 pct or more of the charge may be hot metal. The problem of quality of scrap for the electric furnace is really twofold, and in the interest of simplification may be described under two headings: (I) physical specifications, (2) chemical composition. Shipment of electric-furnace scrap to meet required physical specifications is a relatively easy task. The scrap dealer is accustomed to preparing material to certain sizes and shapes. His employees readily execute orders when they are given in terms of length, width and thickness of the material to be loaded.

In the early 1950's fishermen and their families around Minamata Bay in Japan were stricken with a mysterious neurological illness. The Minamata disease, as it came to be called, produced progressive weakening of the muscles, loss of vision, impairment of other cerebral functions, eventual paralysis and in some cases coma and death. The victims suffered structural injury to the brain. Minamata seabirds and household cats which, like the fishermen, subsist mainly on fish, showed signs of the same disease. This led to the discovery of high concentrations of mercury compounds in fish and shellfish taken from the bay, and the source of the mercury was traced to the effluent from a factory. Since then there have been other alarming incidents. In 1956 and 1960 outbreaks of mercurial poisoning involving hundreds of persons took place in Iraq, where farmers who had received grain seed treated with mercurial fungicides ate the seed instead of planting it. Similar outbreaks occurred in Pakistan and in Guatemala. In Sweden, game birds and other wildlife, apparently poisoned by mercury-treated seeds, began to be noticed in 1960. The Swedish Medical Board in 1967 banned the sale of fish from 40 lakes and rivers after it was found that fish caught in those waters contained high concentrations of methyl mercury. In 1970 alarm rose in North America. Following the discovery of mercury concentrations in fish in Lake Saint Clair by an investigator working in Canada, restrictions on fishing and the sale of fish were imposed in many areas in the U.S. and Canada. Government agencies in both countries began to take action to control the discharge of mercury-containing wastes into lakes and streams.

ONE'S JOB is the watershed down which the rest of one's life tends to flow write the Lynds in the first pages of their classic social study, "Middletown in Transition." Certainly engineers will confirm this statement after a check among those in their own profession with whose lives they are at all familiar. I have no hesitancy in acknowledging the truth of their observation for the men and women who are engaged in the profession of the law. It has been often remarked that American public life is overrun with members of the law profession. The highest public office in the land, that of President. has been occupied by lawyers almost to the exclusion of citizens of any of the other professions. Twenty-two Presidents of the United States out of the total of 31, were members of the bar. For the most part, members of Congress, the governors of the states, the state legislators and the mayors and other local leaders, men who occupy important positions of responsibility and public trust, have had legal training. Now this fact is no mere accident. Those who were fitted for the "job" of the practice of the law are favorably placed with respect to their participation in public life. Thus public service and public office is the watershed down which the "lawyer's" life tends to flow.

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

Essentially all production for Peru came from the three established fields in coastal northwestern Peru (Fig. 1). These fields are known as La Brea-Parinas, Lobitos, and Zorritos, in order of importance. Together they produced 13,496,880 bbl., as compared with 15,838,605 bbl. in 1938. Zorritos Field.—Of the total production shown on Table 1, the Zorritos field was responsible for a relatively negligible amount estimated at 40,000 bbl. This small field, which is over 50 years old, was purchased by the Peruvian Government in the spring of 1939 from the Piaggio interests. The Government operated this field along with its near-by National Reserve areas, largely under supervision of Department of Mines officials, and the total production rate for both old and newa-areas was estimated to have increased by Oct. 1 to 166 bbl. per day. as compared with the 1938 average of 110 bbl. per day. Construction is said to have begun on a refinery that is to have a capacity of 1000 bbl. per day and is to include a gasoline-extraction plant, and on a pipe line to bring fresh water 20 miles from the Tumbes River. Lobitos Fields.—The Lobitos fields, some 70 miles south of Zorritos, produced approximately 2,650,000 bbl., or almost the same amount a* in 1938. La Brea-Parinas.—The International's La Brea-Parinas property, immediately south of the Lobitos property, produced 10,806,880 bbl., or 80 per cent of Peru's production. During the year 73 wells were drilled on the Estate, mostly in the semiproved area: 44 by rotary, 13 by cable and 16 by star rigs, as compared with 34 by rotary, 11 by cable and 20 by star in 1938. The most important of the several semiexploratory wells sunk was No. 3075, which late in December was brought in at a depth of 4500 ft. with an initial production of 1500 bbl. per day, based on

As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

NO one questions that it is technically possible to achieve the controlled release of atomic energy in a form that can be converted into heat or electricity. However, before this is actually an accomplished fact a great amount of work must .be done. This work falls into two general classifications: research and engineering development. At present a research program is under way in this country, co-ordinated and directed by the Atomic Energy Commission, which, as time goes on, will uncover fundamental knowledge of this new science that is essential before industrial applications of atomic energy are practical. Undoubtedly therefore, as the store of available knowledge increases, a time will come when answers to the many questions relating to practicality of atomic energy in industry can be determined with reasonable certainty. That the application of atomic energy in industry will eventually be proved practical is assumed. What then are the engineering problems that must be solved before the first practical electric power generating station can be built?

THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

The years 1935 and 1936 have been momentous ones in the history of oil exploitation in Burma. While the possibilities of the discovery of an important new field in the country have become increasingly remote, there have been surprising and to some extent unexpected developments in and near the old established fields. Further, these developments have not only an important bearing on the future of the industry in Burma, but they point to conclusions of, world-wide significance in connection with the disposition of oil pools. BC'rma Independent of India According to the Government of India Act, passed by the British Parliament in 1935, Burma becomes independent of India, of which it was formerly a province. In future, therefore, statistics for Burma will be quoted separately from those of India. In 1934, 1935 and 1936 the oil production in India (including Burma) reached new high levels— though only a few per cent above the totals for 1919, 1920 or 1930. Part of the increase came from Assam, so that Burma's total is apparently below that of 1921. It must always be remembered, however, that Burma's largest potential producer—Singu—is used essentially by the Burmah Oil Co. as a reserve and its production is varied from year to year, and indeed from week to week, according to local market demand or the requirements of the Rangoon refinery. The figures of Table 1 must therefore be viewed in the light of these remarks.

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. We remember him as a messmate, as a roommate, and when we rubbed shoulders with him on the square, for his kindly thought and unassuming manners. The Spanish grippe has claimed many from our depot. As we read down the names we pause here and there to recall some incident to establish permanently in our memory as a link to bind us, the living, with the dead. "And there's one name we cannot pass So we pause, and ponder awhile. And recall all his cheery words, And his smile—his perpetual smile." Men detained in the Quarantine Camp will have cause to remember him too, for he displayed his gentlemanly bearing and courtesy to all he came in contact with. Lieutenant Norman Lloyd Ohnsorg First Lieutenant Norman Lloyd Ohnsorg died in Nashville, Tenn., on Oct. 11, 1918. He mas born in St. Louis, Mo., Jan. 10, 1889, and lived in that city until he was 11 years of age when his parents removed to Iron Mountain, Mo., where he spent the next 6 years. On Jan. 10, 1906, he entered the Missouri School of Mines and Metallurgy at Rolla, Mo., and graduated from that institution in 1910, receiving both the Bachelor of Science in Mining Engineering and the Engineer of Mines degrees. In 1912, he received the degree of Bachelor of Science in Metallurgy, and in 1916, the degree of Metallurgical Engineer. After leaving college he wae connected with the following companies: Noble Electric Steel Works, Heroult, Shasta Co., Cal.; Mammoth Copper Mining Co.. Kennett, Cal.; St. Joseph Lead Co., Herculaneum, Mo.; Granby Smelting & Mining Co., Neodesha, Kans.; The Phosphate Mining Co., Nichols, Fla. While with the last company, he volunteered, in April, 1917, for service in the engineering corps of the U. S. Army. He passed an excellent examination, was accepted and called to Washington and placed in Division T. of the Ordnance Department where he was engaged in research work pertaining to nitrogen. He was then ordered to Sheffield, Ala., where he was second in command of the construction of the Government nitrogen plants at Muscle Shoals. After the completion of the plants, he was ordered to Buffalo, N. Y., on Sept. 28, 1915, to inspect and report on a government plant. After completing this work, he was called back to Sheffield. He left Buffalo on Oct. 6, but delayed trains caused him to miss connections in Cincinnati where he had to wait 12 hours. He had not beedfeeling well for

Lime-roasting is a term proposed by Ingalls' for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse un-decomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale,—the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent. of water. It is fed gradually into a bowl-shaped converter, 6.56 ft. in diameter, supported by trunnions attached to a truck. On the bottom the converter has a grate with blast-inlet beneath. The soda-ash method for eliminating arsenic from a molten copper bath has been described previously in some detail.' Briefly, the process consists in blowing powdered sodium carbonate under the surface of the partially oxidized melt and in removing the slag formed, which will contain a certain proportion of the arsenic formerly in the bath. Sodium carbonate melts readily at the temperature of molten copper, and when molten it dissolves arsenic oxide rather rapidly. In the process, sodium arsenate is formed which is removed along with the excess of molten soda ash. In order that arsenic may be eliminated in this way, it must first be oxidized to the pentavalent condition. This, however, is easily accomplished by blowing air into the molten copper until a fair excess of cuprous oxide is present. The manner in which soda ash is introduced into the furnace has a considerable effect upon the efficiency of the process. In the earliest attempts at arsenic removal, soda ash—often in combination with slaked lime, for sodium carbonate is not the only solvent that will remove arsenic—was thrown upon the surface of the bath, was allowed to melt, and was removed after it had dissolved a sufficient amount of arsenic. At present powdered soda ash is generally blown in under the surface of the melt with the aid of compressed air. Melting immediately as it comes into contact with the molten copper, it can react with considerably more of the bath than by the former method, and thus can remove arsenic more rapidly and more completely. Since the resulting slag is removed at once, its very destructive effect upon the furnace refractories is minimized. The effectiveness of the soda-ash method may be gathered from the results of the following test. A 900-lb. charge of copper was melted in a small, oil-fired reverberatory furnace, and sufficient metallic arsenic was added to the bath to bring the concentration of that element to about 0.5 per cent. Air was blown into the melt until its oxygen content was just under 1 per cent by weight. The bath was then sampled and soda ash was blown in under the surface in 5-lb. batches. After each addition
