THIS paper assumes the incontrovertible nature of the statement that the validity of competition in the nonnatural resource industries is established firmly on the rate and extent of the economic development of the United States. It then demonstrates the nonexistence of any condition within the petroleum industry that would invalidate the principle of competition as applied to it. It points to the benefits that competition has effected in the oil industry and the reasons why the practice of the competitive principle should continue to keep the industry virile and progressive in meeting the requirements of future generations for the kind of products natural to it. Finally, it pleads for a clearer view of the affairs of the oil industry by seeing them against a background of the whole economy. INTRODUCTION Even a few years ago there would have been only an academic reason for presenting before this Institute a paper on the validity of competition in the oil industry or any other natural resource industry; today there is no more practical subject for this body to consider. In social importance it transcends attempted solutions of perplexing technical problems; and even the numerous legal and economic problems that grow out of administration of state regulatory measures appear to be of secondary importance because they would cease to exist if competition were abolished. The aspiration of certain elements of the Federal Government to acquire control of the oil industry has long been suspected The vital need for petroleum in the national defense ... confirms my belief in the urgent need of Federal legislation to safeguard our petroleum supply through prevention of waste and by establishment and maintenance of sound economic conditions in the oil industry... . But also it may be dismissed with this mere mention of it because it predicates government control and the abandonment or broad reduction of competition on a war emergency. Clearly, the fight for a nation's life may justify a government's control over men and resources that would be abhorrent and economically enervating under conditions of national security. More pertinent to the present matter, because it appears expressive neither of a personal ambition nor of an emergency condition but rather of the long-range view of a certain school of conservationists, is the pronouncement of no less an authority than the Attorney General of the United States, who has been repeatedly quoted by the press as saying that the American Petroleum Industry constituted a case "where the principle of conservation of an exhaustible and irreplaceable resource should replace the principle of competitive exploitation." Mr. Raden has described the practical problems associated with fines in phosphate rock beneficiation. In this discussion, a colloid chemical viewpoint is given to the problem of separating phosphate values from phosphatic clay slurries. The phosphatic clays are predominantly colloids of a complex mixture of many minerals (1). The constituents are typically 25% apatite, 40-50% clays, and various amounts of wavellite, quartz, dolomite, fluorite, and other minerals. The clays are montmorillonite, attapulgite, and illite, with some kaolinite. The various mineral colloids in the slurry are heterogeneously coagulated in the as-produced state. Dispersion of the coagulated state is evident from the fact that dispersing agents (certain polyelectrolytes) cause a large reduction in the viscosity of the slurry (2). The as-produced slurry settles from 4 to 8% solids within a week, but thereafter settles much more slowly in the form of a sediment of flocs. The supernatant liquid is often clear because of the cooperative action of the mutual interaction of particles during settling. Mineral segregation during settling has not been observed for the same reason. The initial slow settling rates indicate that the coagulated assemblies are very small. Efforts to separate apatite from the other minerals would be complicated by the heterogeneous coagulation state. Somehow the apatite must be "liberated" from its association with the other minerals before it can be physically separated. One approach for liberating apatite is to disperse the entire suspension. The Carr Fork mine is located approximately 50 kilometers southwest of Salt Lake City, Utah, in the Bingham or West Mountain District, adjacent to the Bingham open pit copper mine. Applied geology at Carr Fork, by Anaconda Minerals Company personnel includes detailed geologic mapping and sampling of underground workings, logging and sampling of drill core and cuttings, and the preparation and posting of geologic maps and cross sections for geologic interpretation, ore reserve calculation, mine operations, and long range planning. Accurate and easily understood graphic recording of Carr Fork geology is essential for optimum use by operating and engineering personnel. The design and implementation of exploration, development and definition drilling programs, research into geological spatial relationships, and analysis of structural complexities of the Carr Fork deposit are a1 so integral parts of the applied geology program.

During 1938, Colombia witnessed greater activity in oil prospecting and development than in any previous year in its history; more wells were drilled, more potential production established, more geological and geophysical work was accomplished, and more leases and concessions were acquired. Many companies, including the Texas, Socony Vacuum, Richmond (subsidiary of the Standard Oil of California), the Shell, and Tropical, contributed to this activity. Probably the most noteworthy development was in connection with the Barco Concession, which forms part of the Maracaibo Basin in eastern Colombia, adjacent to the Venezuelan frontier. There a great deal of preparatory work was accomplished in addition to camp and other construction, 20 producing wells were drilled and work was begun on the construction of a 12-in. pipe line to transport the oil to the port of Covenas, a distance of 260 miles. It is reported {hat 58,000 bbl. daily initial production was established during the year and is awaiting an outlet through this pipe line. Leasing and exploratory operations in Colombia continued active throughout the year; applications were made for concessions covering more than 1,100,000 acres of national lands and, in addition, leases were taken up on large areas of privately owned lands. THE first method of working coal mines in the middle western states, more particularly in Illinois, Indiana and Missouri, was by means of the so-called single-entry method. In this method a single main passageway, or entry, was driven in the coal seam. with no parallel passageways, and from this pas-sageway or entry there were turned at intervals sim-ilar cross-passageways or entries, and from these cross-passageways, if the coal seam worked lay fairly horizontal, rooms were turned right and left. These crude methods of working were followed when the com-panies opening the mines were small and of very limited capital, and when the demand for coal was small and irregular. The principal desire was to produce coal in the short-est possible time and at the cheapest price. The chief evil resulting from such method of working was de-fective ventilation, although there were other serious drawbacks. There were then few or no good mining laws and no restrictions on those operating the coal mines. The hours of labor were long, the wages low, and the miners accordingly worked hard. All the coal was either sheared or undercut with a pick by hand. Very little solid shooting and no machine mining was done. What little air entered the mine, openings was introduced through the entries or. headings and thence conducted through the rooms by means of curtains; in many cases, as the workings became more exten-sive, the number of curtains added so materially to the mine resistance that ventilation was extremely in-efficient. Shots were fired by the miners at any time during the working shift and consequently there was more or less powder smoke or fumes in the mine work-ings all day long. Moreover, the working days were much longer than at present. The fine, dry coal-dust falling from the miners' picks while they were shear-ing or undercutting the coal filled the mine atmosphere and was taken into the lungs of the mine employees.

WHEN George C. Stone, a Director of the Institute, and so well known to our Members in connection with the Institute's many activities was abroad in 1.919, he secured an interesting collection of these coins, which appeared in Zinc, a publication by the New Jersey Zinc Co. Regarding this collection of coin, Mr. Stone says: "During the war, all gold and most of the silver disappeared, making small change very scarce. As the French Government was fully occupied by the war, it allowed various Chambers of Commerce and other bodies to issue money, both paper and coins. Many of the latter were made of zinc, and I secured several while in Paris. We had all heard of the Belgian and German zinc coins, but I imagine few knew how many different kinds there were. The accompanying plates show both sides of those I got. I took all that the dealer had; but he said that there were a number of others in existence. The coins in the bottom line were issued by the Germans in Belgium during the war and all are still in common use. The first two in the next to the bottom line are German. All of the others were issued by Chambers of Commerce or corporations. A few have been nickel plated; these look and wear much better than the others. "Coins" made of pasteboard were also issued by similar bodies, also notes.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.

STUDY of the adaptability of Tintic Standard ores to concentration dates back to somewhat before January, 1921, when the chloridizing mill at Harold, Utah, was put into operation. The operation of this mill has been fully covered in the TRANSACTIONS (Vol. 73). There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

The mining companies on the page opposite are among the elite industrial 500 in Fortune magazine's June Directory of U. S. firms that rang up the largest dollar sales volume in 1967. The companies are listed according to their 1967 sales rank, which is given along with their 1966 rank for comparison. Mergers played an important role in the addition and deletion of several companies to the list. Tenneco, Occidental Petroleum and Gulf & Western Industries made the list of mining companies by their purchases of Kern County Land, Island Creek Coal, and New Jersey Zinc, respectively. In turn, these three companies disappeared from the list. General Aniline & Film acquired Ruberoid, and Ideal Cement is now a part of Ideal Basic Industries -a name change only. Only two companies, St. Joseph Lead and U.S. Smelting, Refining & Mining, were actually displaced from the list. The mining industry increased its sales 14.5%, placing fourth among the 22 industrial classifications listed in the Directory. However, among the ten biggest losers in sales were four mining companies-Kennecott Copper, -33.8% ; Asarco, -21.8% ; Amax, -16.5%; and Anaconda, -15.1%.-which was mostly a result of the copper strike, except for Amax which suffered strikes at its molybdenum and aluminum operations. Mining heads the list of industries for return on sales and assets per employee, while it rests at the bottom with respect to sales per dollar of invested capital.

Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts for vehicles, and the length of time required receive returns from shipments, the operation of a small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

Mineral fillers are relatively inert chemically under the conditions of use but have physical properties* that modify those of the materials in which they are incorporated. The mineral fillers considered in this article are asbestos, barite, clays, diatomite, crushed limestone, limestone whiting and lime, mica, silica, talc and soapstone, and pyrophyllite. Slate and stone, other than limestone and its derivatives, are excluded because, even though used in large quantities, they are exceptionally low-cost materials generally produced close to the area where they are used.

THE year 1923 has seen new developments in the only French wells, i.e., those of Pechelbronn, Alsace. The output of the two pits now in operation totaled more than 75,000 tons, although there was a two months' strike. It is expected that 1924 will see an output of 85,000 tons; and 1925, 100,000 tons. A new pit has just been put in operation (fourth pit; the third not being in operation). The oil and the oil sands are extracted at a depth of 350 meters. Special attention has been given to the development of the distillation and refinery plants, particularly the manufacturing of lubricating oils. The present output of the lubricating-oil factories is approximately 20,000 tons neutral oils; 20,000 tons spindle oils, together with 2000 tons of paraffin. Engineers are introducing the most modern American processes of refinery and distillation. The company has 3000 employees. The capital of the company has just been increased from 45,000,000 francs to 81,000,000 francs. Some other drilling has been done in the Auvergne and Landes districts, and some oil has been found, but in too small quantities for commercial operation. Great hopes, however, are entertained of finding large quantities of oil, and the French Chambers have voted a special fund of 20,000,000 francs for investigating oil in France. Much work has also been done in the Colonies but without much success; oil is found in different districts of Tunis, but in relatively small quantities. In Morocco, drillings have not been successful. A prospecting mission recently returned from Madagascar gave an optimistic report concerning the oil conditions on the Island. Prospectings are being made also in French Indo-China. The present domestic yearly consumption is about: Gasoline 750,000 metric tons, kerosene 70,000 metric tons, automobile lubricating oil 75,000 metric tons.

IT is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other, metals, say 2-3 per cent. lead, is advantageous,. causing more complete precipitation. The results of testing about fifty brands of commercial zinc .dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. SPECIFICATIONS Generally the term "97 percent. to pass a 350-mesh screen, 95-97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. His methods are : for results Nos. 47, 48 (13.03, 13.26) dissolve In hydrochloric acid, evaporate, oxidize with nitric arid, filter from silica, separate iron as basic acetate, precipitate manganese as sulphide, dissolve in hydrochloric acid; and precipitate as carbonate. No. 49 (13.72) was obtained by Eggertz's method. Nos. 50, 51 (13.10, 13.10) were dissolved and oxitfized as before, the iron precipitated by oxide of zinc, filtered and washed four times with cold water; and the manganese titered hot with permanganate.
