THE wide variation in tension and compression properties' which exist between the a,ß and ? phases of plutonium indicate that a study of the impact properties would give a greater insight into the variables affecting the mechanical properties and formability of plutonium. In tension the a phase is quite brittle with elongations less than 1 pct. The ß phase at normal test speeds is unusually ductile; elongations up to 621 pct have been obtained. However, the ß phase is quite sensitive to strain rate; elongations decrease rapidly as strain rate is increased. The y and 6 phases are less ductile than the ß phase, with the 5 phase the more ductile of the two. Neither are very sensitive to strain rate. Considering the brittle nature of a Pu in tension and compression and the strain rate sensitivity of ß -phase Pu, both unnotched Charpy specimens and standard V-notched Charpy specimens were fabricated for testing. In addition, since iron in amounts greater than 500 ppm forms a Pu-PlgFe eutectic network which inhibits microcracking in as-cast plutonium,' it was decided to prepare impact specimens with low and high iron contents. Chemical analysis and density data for the impact specimens are presented in Table I. A total of 55 impact specimens, 32 unnotched and 23 with the standard Charpy V-notch were tested at temperatures from —45' to 330°C. The test results for both unnotched and notched specimens are illustrated in Fig. 1.

THE Butler Mine property is situated in the vicinity of Pittston, in the Wyoming coal-field of Pennsylvania. The coal has been worked out from the fourteen-foot or Baltimore vein for a number of years on part of the tract, the old chambers remaining open as when originally abandoned. This vein outcrops on the Butler property, and is nowhere more than sixty feet below the surface of the ground on the line of the cut-off to be described. Above the fourteen-foot vein and about, say midway, between it and the surface of the ground, there is another small vein or rider of coal, about twelve inches in thickness. The rock between the two veins is a carbonaceous slate, about twenty-five feet in thickness. Above the smaller vein is a bed of sandstone, varying in thickness, but generally not less than from eight to ten feet. This sandstone is also carbonaceous, but the proportion of carbon is much less than in the slate below. Both rocks have been analyzed, and before the next Institute meeting, the writer hopes to be able to furnish the exact proportions. The sandstone is overlaid with debris up to the surface of the ground. Some time during the spring of 1876, it was found that the coal left in the worked-out mine had been set on fire, and that the fire was gradually spreading. Inquiry developed the fact that the fire had originally been started by a woman, who had taken up her abode in an old tunnel leading into the workings. Owing to some delay in the early attempts made to extinguish the fire, it finally gained such headway that no ordinary means were found to be effectual. Finally, Mr. C. F. Conrad, civil and mining engineer, of Pittston, Penna., was called in as consulting engineer. He advised the making of a thorough cut through such portion of the old workings as had not been reached by the fire. It was found by survey that this cut could be limited to a length of about one thousand two hundred feet, as the vein faulted on both sides, and that the greatest depth of the cut would be about sixty feet. Subsequently it was decided to tunnel part of the way, thus saving the deepest portion of the cut. In 1856-7, there occurred a fire in the same mine. Two stone-walls in V-shape running from the apex of the V towards the outcrop, were built to cut the fire off, and these walls were carried as far as the vein had at that time been worked. The model which Birkimer has developed to explain the increase in fracture strength of brittle, rock-like materials with increasing rate of loading may have some applicability. It should be noted that since his analysis presupposes elastic behavior he could equally well express his result as an increase of stress to fracture with increasing strain rate, a fact which is well known. Certainly his experimental results do not contradict his strain rate to the one third power law. On the other hand, we do feel that the data are insufficient and inadequate to establish the relation- ship definitely. 'In metals, the whole fracture picture is greatly complicated by concomitant plastic flow and, in rocks, by the presence of macroscopic flaws and inhomogeneties. Both lead to uncertainties as to the state of stress during the fracture process. He quotes in support of his theory Rinehartfs results on rock in which the latter found that under impulsive loading by explosives, rocks appear to be many times stronger than under static loading. We suspect that the observed increase has little specific relevance to the theory which Birkimer puts forward. Rinehart's measurements were made by spalling rocks using a sawtooth shaped stress wave of known intensity and duration. The rise time of such a pulse is essentially zero, certainly less than 0.1 microseconds, so that it is not possible to apply Birkimerfs theory quantitatively. We favor attributing the increase in fracture strength to two factors. First, the action takes place very quickly in an exceedingly thin region so that statistically the probability is small of encountering one or more of the large flaws that contribute so significantly to the reduction of strength of most rocks under tension. It is also conceivable that the compressive wave that has just passed by the region of fracture has strengthened the rock by collapsing some of the larger flaws. THE matters I had intended to present to you ap-peared in the March 12 issue of Engineering and Mining Journal over the signature of George J. Young, so that although I should like to talk to you for about three hours on this subject, unfortunately it has all been done before. The subject originally sug-gested to me was the trend in mining methods. You will find that fully set forth much more clearly than I could hope to do, in Mr. Young's article, so that I shall confine my attention to a few points of interest in specific cases. You are undoubtedly familiar with the problem that was presented to the Miami Copper Co. when they had exhausted their so-called high-grade orebody. They had what appeared to be a large tonnage of material which their preliminary development work and such drilling as was done indicated contained one per cent copper or a-little over, and how to mine that profitably by underground methods was the question. It was somewhat complicated by the fact that the nature of the ground made them doubtful of their ability to cave it successfully. It was unquestionably harder ground than that of the more highly mineralized sections of the Miami and Inspiration- ore zone which had been mined. However, they had kept very accurate and complete records of past accomplishments and knew what they had to work with and what modifications with respect to costs would be necessary in order to solve this problem. Under the old method of working, they were extract-ing about 71/2 tons per man employed in the mining department; that is to say all labor, direct and indirect required to put the ore in the mill bins, and this, with the grade of ore which they had, resulted in a satis-factory financial outcome. Under their modified method now in use, they have raised that output per man to 29 tons per man shift. That is almost four times what they were doing with the old method.

Peru produced approximately 15,838,610 bbl. of oil during 1938, which was 1,618,406 bbl. below its production during 1937. As in recent years, the entire output of the country came from the La Brea-Parinas, Lobitos-Restin, and Zorritos fields, which are all situated along the northwestern coast. Outside of the proven areas, the drilling of test wells was continued by the Peruvian Government on the reserved zone near Zorritos. Six wells have been completed or are drilling. Of these one is a gas well at 2619 ft. and one is dry at 1415 ft. It is reported that three standard and two rotary rigs are being used. In southern Peru, in the Pirin region north of Lake Titicaca, the Government made a geological study of the National Reserve. In eastern Peru, the Cia. Petrolera El Ganso Azul continued its activities in the montana region, where its first well was reported to have had a show of oil at 1000 feet. There was also renewal of leasing activity in eastern Peru, where approximately 380,000 acres of new leases were filed on near Contamana. The fundamentals of human nature don't change much from generation to generation, or even from century to century. Except for the spur of necessity and the lure of reward and ad venture, few of us would bestir ourselves unduly. The general welfare has little appeal to the average individual. Its promotion comes about mainly as a by-product to individual efforts directed at more personal benefits and satisfactions. In discussing incentives for the mining industry, we really are talking about incentives for people who devote their energies and resources to mining. The vigorous and productive mining industry as we have known it was the product of the varied incentives we have known in the past: the lure of great financial reward if you struck it rich; the thrill of romance and adventure in the search for mineral wealth, usually along the frontiers 'of civilization; the satisfaction of developing a great, productive enterprise by the application of skill, courage, and determination in the face of obstacles. Back of the prospector and engineer were other venturesome persons willing to take a flyer with their savings in a grubstake, or in stock in a promising mining venture, hoping for large returns, but reconciled to take a loss and try again with the next opportunity. It is free enterprise-a chance for high profits, but a chance also of total loss-that created the great mining industry of this country and of the world. Free enterprise has given us, in the United States, the greatest productive system in the world, the highest standard of living, the most abundant life. The lure of gold-whether from the ground or merely incidental to the discovery and development of our mineral resources-pushed our frontiers westward across the country and northward into Canada and Alaska far in advance of the staid course of agriculture and commerce. No one guaranteed success to our forebears as they risked life and fortune in developing a new country. Self-reliance was the backbone of our economic and spiritual Progress and achievements. Our neighbors had little time to spare from their own problems. And though there was a willingness among the pioneers to help one another, they didn't lean too much on one another.

THERE are, as I have heard, varying opinions among men experienced in minerals as to whether silver has its own mineral [i.e., occurs native] or not. Mineralogical reasons and the authority of the majority persuade me that it has, not only because I have seen the natural material separate but also because I know that in mines of gold, copper, lead, and other metals pieces of pure metal are found without admixture, and I have heard that pieces of silver, gold, and copper have been found that had been reduced to their ultimate purity by natural causes. This is also confirmed by a German, Georgius Agricola, who says* that in a mine in Saxony a piece of metallic silver was found so large that the Duke who was prince and patron of the place had a whole dining table of square German style made from it without its being enlarged or worked on by any human artifice except for the tripod legs, and he often boasted that in this he surpassed the greatness of the Emperor. In truth I have never seen any metal except copper that was brought out from the mine pure and without any mineral, but I think that such a thing is indeed possible, since I believe in the greatness and power of Nature, who strives toward no other goal than perfection and purity. Indeed most of the minerals that I have seen have not been without admixture, not only of their earth but also of other metals, and this is more true of that which I have heard called silver than of any of the others. I except the silver that is mined in Schio in the region of Vicenza. These doubts, therefore, are not born without some shadow of apparent reason. As I told you above I believe that silver may have and does have its own mineral, for every substance that is converted into metal can exist pure by itself in its own species, as it also exists separately even though it be mixed with others, since it is seen that in each ore its metal is generated in a single body. Therefore it happens many times that whoever speaks of the ore of silver in one breath, without distinction, speaks of that of all the other metals, because there are few ores that are not mixed. But because the most noble things always have the prerogative of including in their name that of the others, where there is gold or silver the ores are not called

THE present note, which was given in the form of a Research in Progress item,' traces the origin of secondary recrystallization grains produced on annealing a cold rolled bicrystal specimen. The investigation began with the realization that a recently acquired conception for the origin of secondary grains produced on annealing cold rolled single-crystal specimens might require modifications for the case of polycrystalline materials. The stated conception2,3 begins with several conditions to be met by primary recrystallization: 1—a primary re-crystallization structure to consist of many small primaries and relatively few large primaries (diam- eters two or three times the average); 2—a primary recrystallization texture to consist of one strong preferred orientation or component and one or more weak components; and 3—a primary recrystalliza-tion structure-texture combination with some of the large primaries belonging to the weak components of the texture. Latouche, or the Beatson plant of the Kennecott Copper Corpn., is located in the Prince William Sound district of Alaska about 80 miles west of Cordova and 60 miles from Seward. Ore was discovered and claims located on Latouche Island in July, 1897. The mines were worked in a desultory manner until 1910, when the property was acquired by the Kennecott Copper interests. The first shipment of ore was made in 1904; only the higher grade ore was mined and no attempt was made to treat the ore until it was taken over by the Kennecott company. Since that time the mine has been developed to produce 1500 tons a day and a mill has been erected for treating this tonnage, using flotation entirely. The orebody is more or less lenticular in shape with a maximum width of about 280 ft. and a length of about 800 ft. The southern end of the lens is split by a horse of waste for about 400 ft. The hanging-wall limit is a well-defined fault associated with a band of pyrrhotite, having an average dip of 60". There is no defined foot wall, the value of the ore governing the limits of the mining; in one part of the mine, however, it is defined by a minorfault. The orebody is in a shear zone of the country rock of graywacke and slate. The principal mineral is chalcopyrite associated with pyrite and quartz. The mine is situated a few hundred feet from tidewater; the mill is on the beach and the ore is hoisted direct from the mine through a vertical shaft into the mill bins. Until the past year practically all the mining had been conducted in open pits. During the past two years, the ore above the 200-ft. level has been developed and a system of stoping devised to recover this ore; however, this system has not been in use long enough to give any definite results as to costs or efficiency. It consists, principally, of dividing the orebody into stopes, across the full width of the orebody, 70 ft. wide with a pillar 30 ft. wide between the stopes. Raises are driven through the stopes at intervals of about 60 ft. and all the ore is broken by drilling from these raises; in other words, similar to a shrinkage stope, doing the drilling from the raises instead of setting up on the broken ore as is customary. CONSIDERING the hazard involved in mining operations, statistics show, that a very small percentage of accidents is chargeable to electricity. These accidents do represent quite a large percentage of those that are preventable and they are the direct result of the introduction, for purely economical reasons, of a dangerous element. The introduction of electricity in mines should decrease the hazard, and in no case should electricity be applied to the mechanical operation of equipment if by so doing the dangers incidental to mining are increased. The greater number of accidents are the result of persons coming in contact with exposed conductors at potentials varying from 250 to 500 volts direct current. The use of alternating current at higher potentials than these is quite common in large mines, but it is very rare that an accident happens from this source. This is explained by the fact that where these high voltages are warranted, proper precautions are taken, and the installations are directed by those who fully appreciate the dangers incidental to the work. Direct current is in much more general use than alternating current because of its adaptability to haulage locomotives and the low cost of installation in small operations. We are, however, coming to a more extended application of alternating current for the operation of mechanical devices used in connection with mining. Our underground direct-current wiring system is an evolution from the surface trolley and feeder systems. This is probably due to the fact that our earlier successful applications were electric locomotives, which required the use of a trolley wire. The trolley current has been almost banished from industrial establishments on the surface because of the hazard involved, yet we use it indiscriminately underground, where the dangers from accidental contact or fire are infinitely greater. This does not mean that the underground trolley systems should be eliminated, but it does imply the proper safeguarding of such equipment as is necessarily a part of the trolley systems.

TWO notes have already appeared in the Transactions concerning the columbite or tantalite of the Black Hills tin-mines. In vol. xiii., page 232, Prof. Schaeffer speaks of the mineral as tantalite, and concludes by saying that its separation from the tinstone "is a matter which will, I believe, prove puzzling to the wisest metallurgist." He also observes that he is unable to find by analysis in his specimens the least trace of columbic acid. Prof. W. P. Blake, in the same volume, at page 696, says: " Even if it [tantalite or columbite] were present to a considerable amount, it would not injure the tin in smelting. It does not alloy with tin, but carries a small percentage of tin, which would probably be liberated in smelting." He calls the mineral columbite from the fact that a great number of specificgravity tests invariably indicated that it should be so classed. We have made chemical tests as well as specific-gravity tests upon many samples from many different parts of the Hills. Our analyses have always shown the presence of columbic acid, and the specificgravity tests have always indicated columbite, as we have elsewhere shown.* As Prof. Blake has already observed, it is not found in such close association with the tin as to prevent separation by a rough handsorting, but it is usually present with the stream-tin. As Prof. Schaeffer says, it cannot be separated by ordinary concentration; and while, as declared by Prof. Blake, its columbic acid may not unite with the tin in any form, yet its iron and manganese oxides may be reduced, and thus lower the quality of the tin produced, as is also the case when the smelting charge contains wolfram. To determine the effect of columbite in the ordinary potassium cyanide assay, there were assayed at the Dakota School of Mines four samples containing different proportions of columbite. To know the rate of declinc of oil wells is very important, yet ordinarily we are prevented from getting this rate because the oil from several wells is put into one or a few tanks as soon as the wells have been connected to the power. The object of doing this is economy of tanks, pipes, labor, and accounting. But we are making a great sacrifice for this small economy. The advantages of the individual records are that we would know better: 1. When the well has ceased to be profitable. 2. When a well has gotten into bad condition. 3. The real record of the yield per acre and the rate of decline of the wells. The lease total is too mixed as to age of the wells for existing records to have much significance. To obtain such individual well records and more accurate logs are the great desiderata of satisfactory management of oil properties. 4. Which wells show the slowest decline—information which is valuable in locating new wells or purchasing adjoining leases. The truth of this statement is evident, when we reflect upon the large number of purchases of producing property. I'm sure many of you have wondered what the term "Cross Flow Filtration" means. I shall explain it so that you more clearly understand it, and I hope you will be able to make it a useful tool for you in the future. In the simplest form of cross flow filtration contaminated fluid. or feed stream, is fed at a high velocity down the center of a porous tube, clear fluid weeps through the porous wall of the tube while the suspended solids concentrate in and are swept away by the feed stream. (See figure A). The high velocity flow of the feed stream tends to keep the inside of the tube free from a build up of contamination. By utilizing this cross flow approach to filtration, we have been able to concentrate such things as paint pigments, titanium dioxide, iron oxide, precipitated metals such as uranium yellowcake or silver, cadmium, some metal hydroxides, as well as gelatinous particles such as yeast cells. You will recognize that cross flow filtration lends itself to a recirculation loop system due to the necessity of maintaining a high velocity on the inside of the tube. This means that we generally have a storage tank from which we are recirculating, and the solids will concentrate in the storage tank. (See figure B). The storage tank design becomes an integral part of the total system and is very important to the total function of the system. The cross flow filter system requires only low pressure, and will work with centrifugal pumps, diaphram pumps or in some cases no pump at all. As an example, if we wanted to filter a 10 GPM (37.8 liters/min.) stream that contained 1% of submicronic particulate, we would flow the 10 GPM (37.8 liters/min.) into the storage tank and recirculate through the filter at a flow of anywhere from 30 GPM to 100 GPM (113.6 to 378.5 liters/min.) depending upon the filterability of the particles from the liquid. As the contaminated fluid recirculates, the solids will build up in the storage tank and loop until they reach a level, which is dependent upon the design of the tank. Then the settling rate in the tank becomes equal to the amount of the solids being fed to the tank, and as a result you reach an equilibrium in the amount of solids being presented to the inside of the porous tubing. We have in effect created a dynamic settling tank or thickener. A flow of 10 GPM (37.8 liters/min.) of clear filtrate comes off for either recycle or disposal with periodic removal of thick mud from the bottom of the tank. The thick mud can be either processed through a centrifuge, a rotary drum filter. a flat bed pressure type filter, or other means. Often the small volume of filtrate from the mud de-watering stream can be recycled back into the recirculation tank so that any fines in the feedback are again concentrated, thus closing the loop on the continuous process 100% removal system. Cross flow filtration will not do efficient molecular separation. We work primarily with discrete solids but we do separate them totally from the liquid carrier fluid. I know some of you will raise your eyebrows when I say that we remove 100% of the particulate, but in measurement tests, we have measured the filtrate cleanliness with instruments that record as low as .05 ppm and the instruments read zero, so that it is less than .05 ppm.
