The following discussion was held on August 2.2, 1927, during the meeting of the Institute at Salt Lake City. It. IIIatch, Garfield, Utah.—The object of the meeting, I belicve, is to determine the proper chemical composition to insure long wear of a ball in a mill. This might also apply to rods. I feel that there is only one way of determining accurately the wearing qualitites of balls in mills, and that is by actually wearing out 400 or 500 tolls of different kinds of balls. Two things add to the wearing qualities of a ball: (1) the tenacity, with which the particular particles of iron or steel are cemented together; (2) the individual hardness of each partiele. My cxperience is that a ball that has a Brincll of 550 to 650 will give comparatively long life. There is considerable difference of opinion as to the best steel and iron alloys neressary to produce a satisfactory grinding ball. Some favor chrome, somr manganese and some nickel. Personally, I believe cast iron alloyed with chrome makes the best ball for small sizes; for large sizes (31/2 in. arid up) steel alloyed with mangancse is best. L. O. As I am connected with the Climax Molybdenum Co. you would hardly expeet me to. We have been much interested in trying to work out this grinding-ball problem and have spent a, great deal of thought and effort on it. As we are associated with the American Metal Co. and have a number of Proprrties of our own, we are in poaition to try our ideas on ourselves first. We have tried different compositions, but, have not done anything very remarkable with them yet,, except that we have been able to say that the combination of chrome and molybdenum has given the best, wearing ball. Mr. Hatch feels that iron is the best. medium for grinding, hut since toughtiess as well as hardness is a factor in wearability we feel that a well made steel is better for this purpose. Another difficulty with cast, or chilled, iron is lack of uniformity front day to day or from heat to heat, and the impossibility of protlucing balls free from blow or shrinkage holes which matcrially affect their life. If cast iron is made hard it becomes brittle and lacks strctc11 or toughness. This prevents its use in the larger sizes, aS break:lgc, is a sorious hantlic:~p to efficiency. We have trirtl hard and brittle balls and softer but very tough balls and have proved that maximum hardness, with sufficient toughuess to prevent hrcakagv, is the most important factor. in resistarnce of a steel to abrasion. It is well known that. chromium is one of the best hardening agencies for cither iron or. steel; and molybdenum is recognized as an clerment capable of introducing tonghness. In other words, the proper combination of chromium and molybdenum permits unusual hadness with still sufficient touglmess to stand up under severest impact. It is yet too early to give any actual mill results of this new Combination and though we are proving our ideas at our own properties we have to depend on others to help us make the data more general and more worth while and would like to get some testa 206

The Institute published a collective index of- Volumes I to XXXV inclusive, which has been very extensively purchased and used by the members of the Institute. It enables one to look, up any subject in the first thirty-five volumes and is useful to those who have the Transactions, as well as to those who have not, because it tells what subjects have been treated and enables one to look these matters up in his own library and then afterward either to procure the individual papers from the Institute at the price of $1 each, or to procure Volumes, or to consult the Trans-actions at a nearby library, if such a one is available. It now seems desirable to publish another collective index, and the Editorial Department, upon the authority of the Board of Directors, has prepared an index of Volumes XXXVI to LV inclusive. This will be sold in the Institute's standard half morocco binding at a price of $5 and in paper covers at a price of $4. It wilt be ready in a few weeks. Those who already have the first index and purchase the second one, and those who purchase both, will have a complete index of the Transactions from Volumes I to LV inclusive. The Institute will be glad to receive advance orders for this index to insure prompt delivery upon publication.

EVER since his college days at the University of Iowa, the professional interest of Morris Morgan Leighton has centered on geology, and he now heads the State Geological Survey of Illinois. Just 52 years ago--on Aug. 4, 1887-he was born at Wellman, Iowa. He remained at the State university for his Master's degree, awarded in 1913. A two-year fellowship at the University of Chicago led to a Ph. D. degree, after which Dr. Leighton went out to Seattle as instructor in geology at the University of Washington during 1915-'16. He returned to Iowa as assistant professor of geology at Iowa State Teachers' College for a year, followed by another year at Seattle, after which he returned permanently to the Middle West, first as acting professor of geology at Ohio State and then, from 1919 to 1923, as assistant professor of geology at the University of Illinois and geologist for the Illinois Geological Survey. Of the latter organization he has been chief since 1923, with no present teaching duties. As a result of the successful work of the Survey, notably in non-metallics and in the initiation and stimulation of the recent oil activities in the southern part of the State, it is soon to have a new building with modern laboratory facilities.

SIX years have passed since the last grindability table was published.1 In that time the list has been increased with many new tests, and the development of the new Third Theory of Comminution2 has made possible the reduction of all results to a consistent work index value. In this tabulation all grindability and crushability test results are given in terms of the work index, with formulas for reversion to the older units if desired. The average values for 57 different classes of materials are listed in Table I. The total number of work index values listed is 1211, and the overall average work index is 14.42.

IN a recent study1 of the evolution of engineering education 1870 was taken as the initial point, as it is said to mark the transition from the poineer era in American engineering education to an era of rapid growth and consistent development. Prior to the founding of Rensselaer Polytechnic Institute in 1824, West Point Military Academy was the principal source of formal engineering training. In 1849 Rensselaer revised its program on the model of the leading French technical schools. Lawrence Scientific School was estab-lished at Harvard and Sheffield Scientific School at Yale in 1847. The University of Michigan pioneered in en-gineering instruction in the West, offering its first course in 1853 and awarding its first degree in 1860. Other important steps in -the progress of engineering education were the founding of Columbia School of' Mines in 1864, the opening of Massachusetts Institute of Technology in 1865, and the founding of Cornell Uni-versity and the Thayer School of Civil Engineering at Dartmouth in 1867. From its organization in 1852 until 1871 the Ameri-can Society of Civil Engineers was virtually the only national society of engineers. In 1871 the American Institute of-Mining and Metallurgical Engineers was founded, to be followed later by the Mechanical En-gineers in 1880 and the Electrical Engineers in 1884. This expansion and diversification of the engineering profession was paralleled in the colleges, and by 1885 the plan of different curricula in the major branches of engineering was soundly established.

No discoveries of any probable commercial value were made, and the only additions to proven acreage were extensions to the Zwolle producing area. TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

THE education of adolescents to perform the duties and assume the responsibilities of maturity has been a characteristic of human society since the dawn of history. In the beginning the members of the immediate family performed this function, and in modern life they still have an important part in it. Possibly religion was the first field in which education began to be functional; young people were sent for instruction to a teacher who had a broader and deeper knowledge of the subject than was possessed by the family. It does not seem necessary for our purpose to attempt to determine how, when, or where instruction in the practical arts first' began to become functional, and the brief outline which follows must suffice. The discovery and utilization of mineral substances to improve and maintain the conditions of human living is a practical art, which must have had an almost accidental origin and have been developed by empirical experiments. We do not know, nor would it be useful to try to fancy, how men first learned that they could make use .of mineral substances to their benefit, but how- ever that knowledge was initially gained it was certainly trans mitted through instruction in the family. At first such activities must have been merely a .minor part of the making of a-living, but in time those who excelled found it better to devote them-

THE recently announced run of three years, nine months and eleven days made by a. crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a. world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemen's regenerative crucible- melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter : Design, nature of refractories and conditions of operation; (including the nature of steel melted) and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to lie operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure rep eated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of beat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable-and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting tune than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted.

THE first commercial production of bituminous coal in the United States was in 1820, and formation of acid in the areas from which the coal was removed began at that time. Thus it is 130 years since the development of mine acid began. The coal operator has had to deal with the acid water produced in his mines, and his losses from corrosion of pumps and equipment have been tremendous. Other industries and the public have been forced to spend large amounts for their water requirements because of the acid discharge from the mines. There are many contradictions in the literature on this subject probably because of variations in the analytical procedures followed and differences in the methods of calculation and reporting. The opinions previously expressed may be summarized as follows:

JOHN ALEXANDER MATHEWS, who has been awarded the Hunt Gold Medal for his paper "Austenite and Austenitic Steels," which was pre-sented before the Institute as the Howe Memorial Lec-ture for 1925, was born at Washington, Pa., on May 20, 1872. His interest in metallurgy may be said to be hereditary, as three generations of his Colonial forbears were gold and silversmiths. After graduating from Washington and Jefferson College in 1893, he entered Columbia University where he was successively assistant in assaying and tutor in chemistry and at the same time continued his work for the Ph. D. degree, which he received in 1898. He was at one time awarded a fellowship in chemistry, and for 1900, 1901 and 1902 re- ceived the award of the Ear- nard Fellowship for the En- couragement of Scientific Re- search, spending one year at the Royal School of Mines, in London, studying alloys un- der Sir William Roberts- Austen, another at Columbia under Henry M. Howe, and the third at Sanderson Bros. works, Syracuse. While in England, he was one of the first three, recipients of an Andrew Carnegie Scholarship of the Iron and Steel Institute of Great Britain, which later awarded him the first Car- negie Gold Medal for Re-search. He entered the employ of the Crucible Steel Company of America, at its Sanderson works, in 1902, as metal- lurgist and soon became as- sistant manager. In 1908 he ent to the Halcomb Steel JOHN A. Co., Syracuse, N. Y., as superintendent, later becoming general manager and president in 1915. In 1920 he returned to Crucible Steel Co. of America, first as vice-president and later became president from 1921 to 1924. He retired from the presidency in 1924, made a metal-lurgical trip to Europe, and returned as vice-president to resume his "favorite pastime" of directing research and development work in the production of special tool and alloy steels. He has taken a particular interest in the development of austenitic steels which, in addition to an extraordinary resistance to corrosive attack, show under fatigue, torsion, and tension tests superior qualities as compared with the ordinary engineering steels, and at elevated temperatures show remarkable resistance to oxidation and scaling and several times the strength of many of the complex alloys that are not of the natural austenitic variety.

Without doubt, one of the most frequent and serious ani~oyailces connected with the practical running of a blast-furnace, especially in single-furnace plants, is caused by low steam, in spite of the fact that all boilers at blast-furnaces have grates for burning coal, and that coal is more or less continuously burned upon them, from three to a dozen men being pretty constantly engaged around the boilers as firemen or coal- and ash-handlers. At times, when the furnace is " tight," all available men arc put on to assist the regular firemen; yet sufficient steam cannot be got to keep the engines up to their regular number of revolutions, while the stoves, deprived of the gas which has been sent to the boilers, run cold, so that, when the furnace loosens up and resumes the regular rate of driving, the blast is very considerably below normal temperature, and a "cold," or at best a " high-sulphnr," cast is the result. Again, it often happens that a furnace, running at its best, becomes temporarily a little too hot: the pressure rises; the amount of gas made is diminished; the steam soon commences to go down; and a small scaffold is likely to form before the furnace has been brought back to the proper rate of driving, and thus enabled to take its regular amount of blast. The usual remedy is either to "jerk" the furnace by a sudden, brief intermission in blowing, or to cool the furnace by lowering the heat of the blast; but if the lower blast-temperature be maintained too long, the hearth and descending stock may be cooled below the " critical temperature" mentioned by Mr. Johnson,' and the furnace may go to the other extreme, and become cold. This is especially the case when coal or coke high in sulphur is used.

This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

The National Pocahontas Mine in Wyoming County, WV, has been developed in the Pocahontas No. 3 coal. During 14 months of ventilation surveys, the locations of large rockfalls, many in areas infrequently visited by mine personnel, were mapped. Several dozen rockfalls were later studied in detail. Kettlebottoms, rider seams, root-penetrated roof strata, slicken sides, and shales that spall are common in areas with a high density of rockfalls. Large-scale crossbedding and micaceous and carbonaceous films in sandstones are less common. Density of rockfalls in any area is related to the time elapsed since mining, thickness of overburden, and orientation of entries and panels. Some linear features overlie areas where rockfalls are densest. Most rockfalls occur during summer.

NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J. A fundamental goal of the Plowshare Program is to predict crater dimensions when an explosive of known yield is buried at a given depth in a given medium. In this paper a technique is presented that seems to calculate adequately, from first principles, the mound and cavity growth that occur during nuclear and high-explosive cratering events. The technique features a standard, numerical approach to high- intensity stress-wave propagation coupled with a unique model of material behavior in brittle failure. A schematic of stress-wave propagation is presented in Fig. 1. The equation of motion provides a functional relation between the applied stress field and the resulting acceleration of each point in the medium. Accelerations, when allowed to act over a small time increment [A]t, produce new velocities, velocities produce displacements, displacements produce strains, and strains produce a new stress field. Time is incremented by [A]t, and the cycle is repeated. The time increment [A]t is determined by an independent stability condition which requires the increment to be smaller than the time necessary far a compressional wave to travel across the smallest zone. We assume that failure occurs in a brittle material when either the tensile strength or the maximum allowable strain energy of distortion is exceeded. When either of these two conditions is violated, the code uses the cracked equation of state to determine the stress. A preshot testing program is used to determine the consolidated and cracked equations of state.
