At a time when Congressional stiffening of health and safety regulations in the nation's coal mines seems all but an afterthought, when the problems confronting both mine operator and worker are being tossed about like a pigskin in an Australian- rules football match, what could be more appropriate to the times than to incorporate a discussion on these matters into the proceedings of an annual coal meeting. Integration of both technical and topical discussion provided the strength for this 28th Annual Meeting of the Central Appalachian Section of the AIME, convened at the The Greenbrier, White. Sulphur Springs. W. Va., Oct. 31-Nov. 1. Three technical sessions prepared for the occasion were served to those in attendance. First of these was held on Friday morning. Rendered excellent coverage, topics included Roof Structure Analysis at Blacksville No. I, presented by David Eyer, Christopher Coal Co.; Methane Monitors (evolution and evaluation of present day detection equipment); and Instantaneous Control Reaction to Mine Fires and Explosions, in which Elmer A. Fike illustrated the point quite vividly by showing a film on the potential of such control equipment. Indeed, the ability to snuff out a mine fire before it is allowed to spread even beyond its own igniting sparks speaks very well for itself. However, Fike hastened to point out that certain difficulties had to be overcome before these "fire watchers" could be implemented successfully in mines. These "bugs," inherent in virtually all coal mining environments, include ignition of sulfur pockets on mine facings and delivery of sparks on trolley rails, both of which may impede the accuracy of such control monitors.

Discussion of the paper of Mark A. Amnion, presented at the Cleveland meeting October, 1913, and printed in Bulletin No. 70, October, 1913, pp. 1167 to 1 79. J. E. JOHNSON, JR., Ashland, Wis.:-Mr. Amnion's paper is of great value and it is not with any desire to reflect. on it that I wish to make some comments on the use of the scleroscope. We obtained one on trial some months ago and made very extensive tests with it, but without getting very satisfactory results. The readings on good car-wheels and bad ones were just about the same, but the factor in its use most likely to produce erroneous results is a variation in the thickness of the specimen being tested. In order to find out something on this subject we cut a thin disk, about -1,: in. thick, off a brass rod; then one 0.25 in. thick, and another about 1 in. thick, put the surfaces of all in about the same condition and tested them with the scleroscope. The readings varied widely; the resilience of the anvil evidently entered to a very high degree on thin pieces. By putting a soft cushion between such a thin specimen and the anvil, and forcing it up against the tube, the softness of the cushion cut off the resilience of the anvil and the results were more like those of the thick specimens. After a thickness of 1 in. was passed, the specimen seemed to have mass enough so that the resilience of the anvil no longer played an important part, and above that thickness results on different materials would be comparable, even though the thicknesses differed. But in order to get comparable results on thin specimens the thickness of those being tested should be the same. I should like to ask how the variations introduced in this way were overcome, so as to get strictly comparable results. THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

Gold, silver and platinum-group elements occur normally in very low concentrations in their ores. Because their market value is in many situations high enough to justify their full recoveries, mineralogical studies before any routine recovery is attempted are particularly important for the description of their manner of occurrence and decision on the appropriate recovery techniques. Gold and silver, although sometimes treated by similar metallurgical processes, may require different approaches and treatments because of the different manner in which they occur in their ores: gold has a relatively simple mineralogy limited to native gold, electrum and less often tellurides. Silver has a very complex mineralogy including over 200 different minerals. On the other hand, gold is more often than silver recovered from ores where its fine grain size requires the breaking of the host minerals by chemical methods. Mineral, grain sizes and host minerals all affect the metallurgy of the platinum-group elements..

The iron formation of the Gogebic Range in northeastern Wisconsin and the northwestern part of the Upper Peninsula of Michigan, resembles that of the Mesabi Range in Minnesota very closely in lithologic character and the subdivisions and horizons that can be recognized. It contains numerous interbedded slaty layers and considerable intraformational conglomerate in certain horizons. In contrast to the flat dip of the Mesabi formation, the Gogebic dips steeply to the northwest at an average angle of about 70". It has a quartzite and siliceous slate foot wall and a hanging wall of conglomerate, graywacke and slate. The black and gray Tyler slate has been designated the hanging wall of the Gogebic iron formation in U. S. Geologicial Survey monographs, but between the true Tyler slate and the commercially important Gogebic iron formation, and apparently unconformably upon the latter, is a series 600 ft. or more thick of conglomerate, slate, graywacke, and cherty iron formation, the latter being of no commercial importance on the Gogebic Range as far as now known. This series is probably that described as the "Capps" on the eastern Gogebic by the Michigan Geological Survey. The Gogebic iron formation proper can be subdivided into three main horizons, a lower cherty and an upper cherty with a banded or slaty horizon between them, corresponding to the three lower horizons of the Mesabi. Several minor subdivisions can be made of these major ones. Orebodies occur in all three horizons of the Gogebic series and in some places ore is developed across practically the entire series. Dikes and Sills The Gogebic iron formation has been intruded most intricately by basic dikes and sills, most of the former pitching east but some pitching west. One very extensive sill is intruded near the base of the lower slaty or banded horizon, in the formation known locally as the Yale slates. One extensive bedding or strike fault is associated with this sill and a great many transverse faults occur at different places along the Range. The combination, or association, of steep dip, faults, dikes and sills has produced conditions very favorable for the development of orebodies through the leaching, oxidation, and consequent concentration effected

Those in charge of the Second Pan-American Financial Conference say that the engineering profession will be well represented at the Janu-ary conference in Washington. Latin American engineers are more closely connected with important industrial projects and have a greater command in matters pertaining to the developments on which they are working than is the case in the United States. Our own engineering profession may. therefore do well to study the Latin-American plan of cooperation between capital and the engineers.

DURING 1921, the Oklahoma mines dominated the American zinc-producing industry. They comprised the only group that could produce under the adverse conditions that prevailed. At the beginning of 1921, there were about 34 mills in opera-tion in the Tri-state District, out of a total estimated variously at 150 to 200, and these were producing at the rate of about 5000 tons of blende concentrate per week. At the end of 1921, there were about 50 mills in operation. The Tri-state District rates about 80 men to the mine and mill, on-the average. SMELTING The zinc smelters-in 1921 experienced a disastrous year. All of them operated at greatly reduced capacity and probably most of them suffered loss in operations. Smelting costs came down to a considerable extent by virtue of drops in the price for coal, wage reductions and more efficient work, but these ameliorations were insufficient to enable the smelters to come out even. In the Illinois fields, wages at the end of 1921 had been reduced about 37 per cent. from the peak (middle of 1920), but coal continued to be very dear. The operation of works at a low rate of their capacity was a discouraging and expensive condition. At the end of 1921, the zinc-smelting capacity ,of the United States was as follows:

WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

IN these days of low metal prices and difficult marketing conditions, any treatment that will improve the grade of a product is of interest, particularly when the operation involves little or no addition to the total cost and may even result in a marketable by-product. Such a' combination of circumstances exists, in some cases, in the zinc industry, where it has been found that certain impurities can be removed from .the ore during the Dwight-Lloyd sintering operation, previous to reduction to metal. Consequently it is not surprising that zinc smelters having these sintering machines are paying particular attention to this phase of the operation. Loss of zinc as fume is very low under the conditions obtaining in sintering zinc ores, but impurities such as cadmium and lead are more readily fumed off and it is on this fact that the purification is based. As a result of preferential volatilization of these impurities a sintered product' is made from which purer zinc metal or oxide can be produced, while the fume may be collected and treated to recover the impurity metals. To be effective the operation must be carefully conducted, but no special equipment other than that of a well designed Dwight. Lloyd plant is needed.

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is' propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

Discussion of the paper Of NOEL CUNNINGHAM, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 601 to 608. C. H. POIRIER, New York, N. Y. (communication to the Secretary*). -Mr. Cunningham's paper, written from the standpoint of a stamp advocate, while commenting more or less favorably upon the installation of ball mills in the Vipond plant, does not, in my opinion, give as much emphasis to the comparatively new departure as the installation of ball mills in the place of stamps justifies. This discussion is based upon my personal and intimate practical work for several years with stamp mills, and for the past three years with Hardinge ball and pebble mills. The fact that the Vipond mine contains about equal quantities of the A and B classes of ore mentioned by Air. Cunningham, and the further fact that I have had a most intimate knowledge of the working of both classes of ore in the Porcupine district in stamp mills and ball mills, justifies upholding my final decision to use ball mills in the place of stamps, and defends my present further action in now increasing the present Vipond capacity by the addition of another 6-ft. Hardinge ball mill, in which action the directors of my company concur. This is one of the strongest evidences I can possibly offer in substantiation of my opinion that the ball mill exceeds the efficiency of the stamp, both in metallurgical and mechanical economy. It is hardly fair to compare a 100-ton per clay plant with a mill handling several times this amount, yet it is my belief that the cost per ton. of grinding in the ball mill is far less than that of any stamp mill in the district, where capacities run up to 400 tons per clay.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. When the iron sulphide is in lumps the roasting proceeds generally as with fines, but with some changes due to mass. The

Sinking an inclined ventilation shaft at the Never Sweat mine of The Anaconda Co. has required a unique underground hoisting arrangement because the shaft changes direction from vertical to 71.5º. Access to the project is made through the High Ore shaft to the 2800-ft level, then by crosscut to the bottom of the vertical Never Sweat shaft. The 71.5º incline shaft starts at this point, which makes an unusual operation as the 60-cu ft sinking skip coming up the incline changes into a vertical position above the 2800-ft level before going into the dump scrolls. This requires both rollers and guide shoes on the skip. Coming up the incline to the collar of the shaft the loaded skip enters into a guard before reaching the vertical section. The tendency of the surface- mounted Never Sweat hoist is to lift the front wheels of the skip off the track, so the guard keeps the skip on the rails during the transition.

THE Federal income tax law permits as a deduction in determining net income "in the case of mines, . . . a reasonable allowance for depletion and for depreciation of improvements, according to the, peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45. reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact.

BECKETT, Globe, Ariz.).-The mining of large orebodies has in the last few years been such a big factor in the copper output of this State, and, in fact, of the whole country, I feel that we should have some valuable discussion this evening on the various mining methods described in the papers which are to be read; and I hope you will start a discussion on Mr. Deane's paper. J. A. EDE, La Salle, Ill.-I would like to ask whether, the timbers being left in, they have any fires owing to that fact? E. G. DEANE.-No, we do not. The timbers in the mat seem to lose life. I cannot tell you exactly what change takes place, but they do not burn readily. There is undoubtedly a chemical change in them-a change that makes them lose all strength. I , spoke of the strength of the sills. When we first started, we put in 4 by 8 sills, but those sills had no more strength in 6 months than a 2-in. plank would have. .J. P.
