ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky's partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.

Deformational behavior of a rock mass can be modeled with a constitutive law based on theories of elasticity, and plastic and viscous deformation. For most rock types, such constitutive models may be used with confidence because there is no geochemical interaction between the rock-forming minerals and water. However, if volume changes in the rock due to geochemical phase transitions are predicted, then these volume changes must be converted into mechanical parameters and must be included into the constitutive laws. In this paper, geochemical phase transitions between anhydrite (CaS04) and gypsum (CaS04-2H20) will be brought to the attention of researchers in rock mechanics. Hydration of anhydrite to gypsum may yield volume increases up to 62.6 percent and dehydration of gypsum to anhydrite may cause volume decreases up to 38.5 percent. If one were to convert the volume increases in hydrating anhydrite into strains and calculates the required stresses to restrict the expansions, the magnitude of stresses will be found at GPa levels. Such stresses on swelling anhydrite layers cannot be provided by geologic media. Therefore, the host rocks will deform under these high stresses. On the other hand, under increasing stresses, geochemical transition of anhydrite to gypsum may stop after some hydration of anhydrite, and anhydrite and gypsum systems may become stable. Changes in temperature and solution compositions in the anhydritel gypsum system also control the stability of the geochemical system, and therefore, the extent of volume changes. A similar conceptual model can be drawn for volume decreases due to dehydration of gypsum to anhydrite. In this case, stress reduction on the gypsum layer may cause extensive fracturing and changes in the state of stress in the host rock mass.

A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the, gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. Anaconda's Jackpile uranium mine is a multi- million-ton open pit sandstone deposit, producing some 3000 tpd for the company mill. With minor exceptions, the orebody is in equilibrium, and the backbone of ore-grade control is the radiometric assay, which fortunately is dependable. Preparatory Sample Drilling: Before it is stripped, the orebody is diamond-drilled on 200-ft centers N-S and 100-ft centers E-W. Drill core is logged, split, and assayed radiometrically, and several samples are assayed chemically to check the equilibrium status. This information establishes the pit outline and the first rough estimate of ore. After stripping, diamond drill data is supplemented by rotary drillholes on 50-ft centers. Dry chip samples, collected every 2 ft, are prepared and assayed radiometrically at the mine. Details of the orebody are then available for study, and the basic mining plan is drawn up.

The mineral olivine has been the subject of continued research by various authors. Paik1 conducted infrared and flotation studies of the adsorption of sodium alkyl benzene sulfonates on olivine. These studies are of interest from two points of view. First, in the metallurgical field it is of interest to understand the mechanism of silicate flotation using sulfonate collectors and second, hydrologists are interested in studying the chemical reactions that take place when water plus sulfonates encounter a porous silicate medium. On the basis of his study, Paik was able to postulate a possible mechanism for the attachment of RSO3- (sulfonate radical) to the olivine surface.

MODERNIZATION of the entire electrical system and improvement of Rotation process efficiency is the twofold goal of the improvement program underway at the Arthur and Magna concentrators of the Utah Copper Div., Kennecott Copper Corp. Copper ore from the Bingham pit goes to these two concentrators where an interlocking program calls for complete electrical modernization and increased flotation process efficiency through additional capacity and flow scheme revisions. Flotation plants at the two mills are essentially duplicates, and while this article deals with the changes at the Arthur mill similiar improvements are being made at the Magna mill.

IN presenting the medalist, Scott Turner, director of 'the Bureau of Mines, said in part: "Mr. Blaylock is a Canadian by birth, training, ex-perience and preference. He was born in the Province of Quebec, graduated from McGill University in 1899, and immediately thereafter became an employee of the company for which he is now general manager. His outstanding achievements have been the acquisition for his company of the Sullivan mine, and the organization of a metallurgical staff, which, under his leadership and personal direction, solved the difficult problems pre-sented by the extraordinarily complex lead-zinc-silver ores of the Sullivan mine. "By title only, I will suggest to you the high lights of his career: (1) Development, of the great mine at Kimberley, and a huge plant at Trail. (2) Discovery and application of a successful differential flotation process for Sullivan ore which had previously not re-sponded to any process. (3) Improvements in lead-blast-furnace and refinery practice. (4) Development of an electrolytic process for treatment of zinc concen-trates. (5) Development of an electric-furnace-smelt-ing-method for zinc-plant residues. Besides this, we recognize his great organizing ability, his gift of leader-ship, and the cooperative spirit he always displayed.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

The South Texas Mineral Trend is now estimated to contain uranium reserves of 150 million pounds U308 . Within the past year, an estimated 10 million pounds U308 have been added to this gross reserve. It is probable that a similar amount has been identified in previously unknown orebodies that, as yet, have not been delimited or announced. Exploration that was limited in the past to a narrow band containing only the known trend has now expanded into older sediments updip and into younger units towards the coast. Uranium host formations are also now being explored at a considerable depth and distance eastward from known deposits. Only about 30 percent of the potential uranium host rocks in South Texas have been adequately explored. Geology The South Texas uranium deposits are confined mainly to sediments of the Tertiary system. Reserves are divided almost equally between the Whitsett Formation of the Jackson Group, the Catahoula Formation, and the Oakville Formation. A minor amount of the reserves occurs in sands of the Goliad Formation which may be either in the Tertiary or Quaternary Epoch. Figure 1 is a geologic column of the South Texas uranium host formations. These producing formations are marked with a mine symbol but there are also several prospect symbols that denote potentially favorable uranium host formations both younger and older from the producing formations. It is generally accepted by most workers in South Texas that the source for the uranium is the volcanic ash that is abundant within several of the formations. Likewise, the required reductant is considered to be hydrogen sulfide gas, derived from deeper seated hydrocarbon accumulations, that emanate upward along fault zones into favorable host-rock sand units. Within this basic framework of source, host, structure and hydrocarbons is where most of the reserves have been discovered and where most of the current exploration is either concentrating or expanding. Structure in South Texas is predominantly faults. Swarms of faults exist in zones paralleling the coast and running from the Rio Grande to the Sabine River. These faults are usually growth faults with the down-dropped block on the coastward side. Displacement may range from a few feet to a few hundred feet. Dips are near vertical in the younger rocks at the surface but become flatter as the fault cuts older beds in the subsurface. A map of the oil and gas fields in South Texas indicates a correlation between these fault swarms and accumulations of hydrocarbons. It is not coincidental that the known uranium trends closely follow the hydrocarbon accumulations and the faults swarms, all of which supports the theory of uranium concentration by groundwater movement through volcanic ash-rich beds into favorable host rocks impregnated with reducing hydrogen sulfide gases that migrate upward along fault planes from hydrocarbon accumulations. History Newcomers to South Texas are often amazed that active entry is possible in a district that has produced uranium for over 20 years. Understanding the conditions and occurrences of the past would explain why the opportunity still exists for companies not now active in South Texas to become active. Uranium was discovered in the middle 1950's in sandstone units of the Jackson Group at Tordillo Hill in Karnes County. This discovery was followed by a rush involving most of the major uranium exploration companies as well as several of the not-so-major. Those western prospectors who were used to numerous outcrops and neat land subdivisions were further discouraged by the small size and low grade of the deposits. Then after a brief blast, they left South Texas as they found it and returned to the richer diggings of New Mexico and Wyoming. Susquehanna Western was the only one to stay and develop mines in the area. Eventually they discovered enough ore along the Jackson outcrop to warrant constructing a small mill. They managed, with limited budget and diligent effort, to find enough ore to keep the mill going and eventually expanded into exploration in other formations. By the late 1960's, Susquehanna was mining from both the Jackson and Oakville deposits. About this time, the oil companies began to enter the uranium industry and found, that because of sound forward planning, they controlled the uranium on vast tracts of acreage. At this time, which was more than ten years after discovery, there was so little literature on South Texas uranium deposits that the oil companies began following the known trends and off-setting known orebodies. This, and a few kicks on some well gammaray logs, lead to the discovery of new areas in formations that previously had n o uranium discoveries. Still, the following of the trend as it crossed from one formation to another was the main geologic guide. Nowadays, we in South Texas feel that science has entered into the quest to discover new orebodies. The work of Galloway has indicated new pathways to explore. The understanding of multiple stages of oxidation and reduction has created some doubt about areas drilled in the past and abandoned. The expanded use of oil well logs and geochemical prospecting has lured the more progressive exploration companies off the mineral trend and into unexplored areas. Prognostication The fact that uranium exploration in South Texas has been active for only the past ten years is not an indication that South Texas is not a major uranium district. The geology of the South Texas uranium deposits as described here serves only to indicate that similar geology extends in all directions from the known mineral trend as can be seen on Figure 2.

THE Manual of the Oil and Gas Industry, under the Revenue Act of 1918, published by the Treasury Department for the guidance of oil companies in preparing their estimates of future recoverable oil for the purpose of calculating depletion, gives the first large public collection of comparative decline curves for the whole country. It is a matter of both scientific and practical interest to so arrange these data that the pools can be readily compared. There are certain difficulties in such a comparison, however: 1. The economic limit varies from 50 to 2000 bbl. a year in different pools taken. (2) Because of this variation in economic limit, the range of data shown makes comparison possible only for wells of intermediate size. In order to be as inclusive as possible, I have taken as an expression of the rate of decline the amount of oil produced in the period during which a well drops from 3000 to 2000 bbl. a year.. No period of smaller production could be used because of the high economic limit in California; and no period of larger production and yet include the small well areas of the Appalachian. As it is, the Lima-Indiana wells are excluded. In a few instances, curves were extrapolated to obtain the reading, where the curve seemed regular enough to warrant it. In general, the amount of oil, in barrels, produced while a well declined from 3000 bbl. to 2000 bbl. a year is shown in Table 1.

For years the geographical isolation of the Southern iron-ore district from the great producing centers in the North and East enabled it to meet its conditions and solve its own problems without regard to the practices and policies of other districts, but during the past few years distances have been shortened, practices and wages are being standardized, .and these changing conditions have brought new problems to the South.

It has been established that molybdenum sesquisulphide, not molybdenite, is in equilibrium with molybdenum metal and sulphur vapor in the vicinity of 1100°C. The S2 pressure for this system has been obtained using the Knudsen orifice method and the standard free energy for the dissociation of S2. THIS work was undertaken to help in determining the thermodynamic properties of the molybdenum sulphide which is in equilibrium with metallic molybdenum and sulphur vapor in the temperature range 1025" to 1150°C. From the results of MontoroL and of Parravano and Malquori' molybdenite would be expected to be in equilibrium with molybdenum metal, while the results of Guichard indicate that a lower sulphide must be in equilibrium with the metal. Thus it was concluded that the problem warranted reconsideration, especially in view of the suspiciously low temperature independent term for the standard free-energy function for the reaction MoS² Mo + S,. The reaction was calculated and duly noted as being low by Richardson and Jeffes,' using the data of Parravano and Malquori.' Experimental Method The general method used in this investigation is that of the Knudsen orifice method for the determination of equilibrium pressure. The apparatus and technique are similar to those described for the determination of the vapor pressure of silver.% owever, a closed-end McDanel tube instead of fused silica was used to maintain the vacuum, a molybdenum effusion cell with a replaceable lid was employed instead of a silica cell, and a titanium getter maintained at run temperature was used to assure that no oxidation of the molybdenum or molybdenum sulphide was taking place. All runs were made at a residual pressure less than 10-5 mm Hg. The data are given in Table I. Runs 1 through 13 were obtained using molybdenite, analyzed 98.5 pct, from the Molybdenum Corp. of America. The remaining runs were done with a sample from the Climax Molybdenum Corp. which was their grade No. 3 and analyzed 59.87 pct Mo. The weight loss of the cell during heating up and cooling down was subtracted from the total weight loss of the cell during the run. Also, when the tem- perature was changed, the Knudsen cell was placed in the vacuum chamber and heated at temperature for several hours in order to allow the sulphide and the metal to adjust their compositions to the equilibrium values, to desorb or adsorb gases into or from the molybdenum cell itself, and to desorb any water from the molybdenum sulphide or molybdenum powder inside the cell. Water may have been adsorbed inside the cell because, after each run, the top of the cell was removed and the material in the cell was stirred to insure that a layer of molybdenum metal would not build up and obstruct the passage of sulphur vapor into the gas phase. It was established that the molybdenum cell alone decreased in weight an inappreciable amount when heated at the highest run temperature for long periods of time. There are two questions to be answered before the data in Table I can be used to calculate thermodynamic functions: 1—Which molybdenum sulphide is in equilibrium with molybdenum metal and sulphur vapor? 2—What sulphur species are present in the vapor phase? It can be assumed safely that no molybdenum is vaporized, since its vapor pressure is almost negligible at these temperatures. It will be shown subsequently that no sulphide of molybdenum is volatile. The Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very frequent occurrence. The general trend of the lode is about northeast. and southwest, intersecting the country rock at about an angle of 45 to its stratification. It dips to the northwest at an angle of 65. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed fock, composed of quartz and decomposed feldspar, and in some places—where the process of decomposition has not reached as advanced a stage—a lightgreenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners' union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.

WHAT is a die-casting and what is the die-casting industry? From the literal translation of the words "die" and "casting"' one concludes that a die-casting is a casting made in a die. The casting may be of any metal or alloy or, for that matter, may be of some nonmetallic material capable of being cast, such as plaster of paris or glass. The die may be of any material that will take successive casts so it need not necessarily be metallic in nature. The term "die-casting," therefore, is indeed broad, though in practical usage it has come to mean the casting of metals and their alloys in metallic molds or dies. Even this limitation of the term leaves -a broad field, for castings may be made in a number of different ways. For example, the molten metal may be allowed to run into the die by gravity it may be sucked into the cavity of the die, it may be forced to take the contour of the cavity in the die by centrifiugal force, or it may be forced into the cavity under hydrostatic pressure.
