INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

This paper discusses the effect of the computer revolution on Penn State's facilities and personnel and provides a short history of computer applications in mining in the Department of Mineral Engineering. The computer era began in 1955 at Penn State when the engineering faculty built a sizeable vacuum-tube computer. Since that time, a succession of machines has introduced many changes and presented a variety of opportunities and problems to the university's computer personnel and to the community of users. This paper discusses both the changes in computers and the accompanying problems that occur in a university computing environment. A historical summary of computer simulation programs developed within the Department of Mineral Engineering is presented along with information on computer applications in ventilation, statistics, mathematical programming, coal preparation, and other areas. Finally, computer plans for the future are discussed in terms of the develop- ments in the Charles B. Manula Computer Library and in terms of ongoing and future computer-related research projects.

This discussion of the paper of Chester W. Washburne should have been printed following the remarks of H. A. Wheeler, in Bulletin No. 100, April, 1915, pp. 835 and 836, but was inadvertently omitted. ROSWELL H. JOHNSON:-There is one reason why the hydrostatic interpretation of gas pressure is not wholly acceptable. As we go clown in the sands we seem to get excesses of gas. Particularly in this field it becomes excessive in quantity relative to the amount of water in the sand. If this holds in other fields as well it must mean that there has been an ascension of water, because these sedimentaries when laid down, were filled with connate water. If we do get an ascension of connate water, produced by some such phenomena as its expansion by heat or by the formation of new gas by pressure upon organic materials at great depth, we can hardly expect the pressure to be controlled merely hydrostatically. * In reply to Mr. Wheeler's inquiry as to gas wells with pressure higher than hydrostatic pressure, I would cite the original wells given by Orton on which he based the hydrostatic theory. He used in his calculation a head of 600 ft. above tide, assuming the outcrop of the Manitoulin Islands to be in Lake Superior, whereas the Trenton does not outcrop at Lake Superior. The Manitoulin Islands are in Lake Huron, the level of which is 580 ft. above tide. No allowance is made for the lower density of the fresher water near the outcrop, the weight taken for the whole column being the water of high density found at the wells.

Efficient energy utilization in the electrolytic zinc process, relative to other zinc processes, is one of the reasons for its wide adoption in recent years, says John D. Siddle, zinc plant superintendent at the Bunker Hill Co., Kellogg, Idaho. Designers and operators of electrolytic zinc plants have pioneered process improvements, new equipment, and operating techniques to conserve energy. As energy costs increase it the future and competitive pressure mounts against less-efficient producers, these energy-saving improvements will he regarded as necessary for economic survival. Plant designers and operators should not lose sight of the savings in operating costs possible through intelligent utilization of all available forms of energy.

THE object of this paper is to bring to the attention of those members of the Institute who are interested in the subject, a method for the estimation of manganese, which has been frequently used in the laboratory of the Vulcan Steel Works during the last eight months, and which is deemed worthy of more general use. It is simply an adaptation of well-known processes, for the purpose of determining this element in pig iron and steel. In general, the method consists in precipitating the manganese as binoxide, dissolving in dilute sulphuric acid in the presence of an excess of a standardized solution of oxalic acid, and titrating the remainder of the oxalic acid left unoxidized with permanganate of potash. For this method, therefore,. two standardized solutions are needed, viz., a permanganate solution and an oxalic acid solution. The permanganate solution is made so that 1 c.c. is equivalent to 1 mgr. of iron. By using so weak a solution and keeping the bulk of the solution to be titrated down to 75 c.c. or a little less, the accuracy of the process is greatly increased, since the final reaction is almost if not quite as sharp as if a stronger solution were used. The oxalic acid' may be of almost any strength, but if made so that 1 c.c. requires 3 c.c. of the permanganate to oxidize it, it will auswer well. The process is then, as follows : from 1 to 2 grams of pig iron or steel are dissolved in 40 to 50 c.c. of concentrated nitric acid with the aid of heat. As soon as solution is effected, in the case of steel, add gradually and cautiously, the solution being kept boiling, sufficient pulverized chlorate of potash to precipitate the manganese as binoxide. Two grams will be a great abundance. In the me of pig iron, first remove the carbon and silica by filtering the solution through asbestos and washing with concentrated nitric acid. Filter the strong acid solution in which the binoxide has been precipitated, through asbestos with the aid. of the filter pump. When it has entirely passed through wash well with water. Blow the contents: of the funnel into the beaker in which the precipitation was made and rinse the funnel with a little water.

PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

I would like to commend the author on his description of Pinto Valley's plant, and its interesting innovations. The author's discussion of 18 ft in diameter by 21 ft long primary ball mills (the largest wet ball mills made to date) is of considerable importance to those who have been engaged in the field of studying ball mill liner wear as it relates to various grinding installations. While it is stated that the mills have operated on a fixed tonnage and therefore it has been difficult to determine the best liner pattern, calculations from the data in the paper indicates that for mills 1, 2, 5, and 6, the tonnage per hour varies from a low of 223 for mill No. 1, up to a high of 314, for mill No. 2, while mills 5 and 6 calculate 285 and 246, respectively. Analysis of the wear patterns for the single wave liners used in mill No. 1 as compared to the double wave liners in mill No. 2, suggests that the author's data may tell more than he suspects about liner wear to be expected and thus what should be a best pattern selection from what may appear to be only limited hours of operation. [Fig. A] is a reproduction of author's [Fig. 10], to which wear forecast patterns [F-1 and F-2] have been added. Forecasts are based on many previous studies of large diameter ball mill operations over many years of field service. Calculations from the first-wear pattern provide an initial wear rate of only 13 lb of liner per 100 sq ft of shell liner surface per day, or 0.031 lb per to: ground. HOWE MEMORIAL LECTURE The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. [The conclusions arrived at by authors in paper read before the Petroleum Division and the California Sections of the Americam Institute of Mining and MetallurgicaI Engineers and the Standardization Division of the American Petroleum Tnstitute, at a joint session held at Los Angeles, Cal., Jan. 21, 1926, are presented below.] From the theoretical discussion and experimental evidence presented in this paper, the following conclusions may be drawn: 1. The efficiency of the oil-well plunger pump is dependent to an important degree upon the submergence provided. 2. Ample submergence must be secured in order to provide sufficient static pressure to force the oil through the restrictions interposed in the oil path at the standing valve and at the plunger nut surrounding the garbutt rod. These restrictions should be no smaller than is structurally necessary, in order to reduce resistance to oil flow to a minimum. 3. A part of the static pressure developed below the standing valve by submerging the pump is dissipated in overcoming the inertia and in providing upward acceleration for oil left between the pump valves at the conclusion of the down-stroke of the plunger, and of oil below the standing valve in the gas anchor above the oil inlet. This loss in effective static pressure can be reduced to a minimum by dispensing with the garbutt rod and placing the working valve at the lower end of the plunger. The valves should be as near together at the conclusion of the down-stroke of the plunger as is consistent with security in avoiding striking of the lower end of the plunger on the standing-valve crown. Gas anchors should be short, and oil inlets should be as near the standing valve as is consistent with proper gas exclusion. 4. Because of the presence of gas in solution in the oil, which tends to escape from solution under the reduced pressure conditions above the standing valve, the effective length of stroke of the plunger is reduced, and the suction effect of the rising plunger is largely nullified. The influx of oil through the standing valve is therefore chiefly dependent on static pressure developed by submergence.

Surface mine operators have organized a voluntary group known as the Mined-Land Conservation Conference for the specific purpose of developing and expanding reclamation programs on mined land. As a part of the Conference program, a Voluntary Industry Program was adopted and subscribed to by its membership. This program stated: "The basic approach to a sound conservation program is the restoration of mined land to its most practical and productive use within the shortest possible time . . . reclamation of mined lands, including planting to grasses or tress, should be done on a planned basis, under technical guidance by personnel trained in this field."

THE question indicated in this title was put by letter to a number of my friends working in various industries, who have charge of young metallurgical graduates. The replies were almost unanimous in stating that the college training should cover in the most .thorough manner possible those sciences which are the fundamentals - of engineering. Mathematics, physics, mechanics, electricity, chemistry, physical chemistry, and their applications to actual problems of life were mentioned in most of the letters I received. Some writers added also business law, economics,. and finance. One reply expressed it: "These subjects, well founded, mixed with good judgment, well applied, should enable the .young man to carry on the art of life successfully." One answer stated frankly what is really wanted: "As much as possible.' ' This writer mentioned .the sciences as being very important, but he wishes men ' to be trained in metallurgy also, and he concedes the omission of some advanced chemistry and physic's to secure the metallurgy. He emphasized particularly. the a we. desirability of work in college to development' He concludes his letter with a repetition of his slogan that what is wanted is as much as is possible.
